CIE-USA has successfully held the following three major conferences or events since the inception of the NC in 1986. They are: 1) The Modern Engineering and Technology Seminar (METS) conference in Taipei, Taiwan, held every two years since 1966. Chairman Ted C. Lee 2) The Sino-American Technology and Engineering Conference (SATEC) in Beijing, China, held every two years since 1993. 3) The National Engineers Week (EWeek) Asian American Engineer of the Year Award (AAEOY) Banquet, held annually since 2002. I would like to thank our SATEC chairman, Dr. Wen Lin; our METS chairman, Dr. Tim Chen; and all the other officers and members who helped organize the events held in April 2004 in Beijing, China and in November 2004, Taipei, Taiwan, respectively. I congratulate both Wen and Tim for the great success of these two important events held in 2004. Thanks to the great effort of the area chapters of Dallas and San Francisco, those AAEOY events were very successful. The NY chapter of CIE had the honor of hosting AAEOY during National Engineers Week (EWeek) in February 2005. As part of the EWeek activities, CIE-USA also supported the Future City Competition (www.futurecity.org). In this modern era, technology has made the global village a reality. CIE-USA is a unique group of engineers, many of whom have been educated in both the USA and Asia. As such CIE-USA is privileged to serve the global village – both our homelands in Asia and our communities in the United States. Chinese-American engineers have contributed tremendously to the making and shaping of this country in engineering and beyond, whether they serve in Fortune 500 companies, innovative startups, major universities, or government organizations. Thanks to their efforts and the vision of our CIE founding fathers, CIE-USA has grown to thousands of members in six chapters across the nation. While we can look back with pride on this piece of wonderful CIE history, I hope we will also continue to grow CIE and promote the interests of Chinese-Americans in engineering as well as in the mainstream society at large. I thank you all for making it a successful year for CIE through the activities in your area chapter, METS in Taiwan, SATEC in China, and AAEOY in NJ. About CIE-USA C hinese Institute of Engineers, CIE-USA is a professional non-profit and nonpolitical organization founded in 1917 in New York by a group of talented and forwardlooking Chinese engineers who graduated from American colleges and worked in American railroads and various industries. On July 15, 1953 the United States Chapter was reestablished as an independent entity known as CIE-New York. It was formally registered in the State of New York in 1963 as CIE-New York, Inc., a nonprofit engineering organization. In 1977, the institute was renamed as the CIE-USA and its activities engaged members from all parts of the United States. Chinese-American Engineers in the US have played a significant role in the rapid growth of technology and communications throughout the United States. In order to coordinate the engineering and scientific professional activities and organizations in the major metropolitan regions in the US, The CIEUSA National Council was formed on November 8, 1986. The CIE-USA National Council consists of 6 area chapters: the Greater New York Metropolitan Area, San Francisco Bay Area, Seattle, Dallas/Fort Worth, New Mexico and OCEESA. The total membership is around 10,000 nationwide. CIE would host an annual award banquet to honor the Asian American Engineer of the Year (AAEOY). AAEOY 2005 has been the fourth year of its kind since the inception in Dallas in 2002. The CIE-USA NY Chapter has been fortunate to host the Award Banquet in 2005. The award banquet was held on Feb. 26, 2005 at Hanover Marriott Hotel at Whippany, NJ. More than 600 company representatives, government representatives, honorees, distinguished scientists and engineers, distinguished guests, CIE members, and students attended the award banquet. AAEOY 2005 is proudly to honor two distinguished achievement awards and fifteen AAEOY achievement awards: Professor Daniel Tsui of Princeton University, the 1998 Nobel Laureate in physics, is our Distinguished Science and Technology Award recipient. Through the effort and dedication of Organizing Committee members of both US and counterpart’s, the SATEC 2004 was carried out successfully. The Organizing Committee members are congratulated for the job well done. The 2004 conference was sponsored jointly by the Chinese Institute of Engineers-USA (CIE-USA), the State Development and Reform Commission and the State Administration of Foreign Experts Affairs (SAFEA) of PRC. The main objectives of this conference through open discussions are to promote technology collaborations among the regions and to propose effective solutions to China’s industry needs. The US team consisted of 63 speakers, from the North America and Taiwan, divided among the seven technical sessions and Organization Committee. About one half of the team members had their spouses traveled with the team. The speakers were mostly from industry, with some experts coming from academia. The team traveled to China and met at Shanghai, Beijing or Hong Kong on April 18. During the week of April 19, all of the seven sessions of the conference were held throughout the different cities where respective leading enterprises and major industries are located. All speakers returned to Beijing during the weekend. After a weekend’s rest, sight seeing and working on summary reports, the team regrouped on April 27 for a Special Forum on “Technology Innovation and Business Development” with invited corporate executive speakers from the US and the PRC. We are grateful that Dr. David Wang, Executive VP of Applied Materials, accepted our invitation to speak at the forum. The other speakers for the forum included executives from Haier and NeuSoft. The forum was a new program for the SATEC, and it was well received. On April 28, before the concluding ceremony, the SATEC’04 overseas speakers were received by the Vice Premiere Tseng at a reception at Great Hall of the People. Due to outbreak of SARS in the Spring of 2003, it was decided to postpone the event to April 2004. The schedule change had caused some inconvenience for many. The change of schedule presented a prolonged preparation period and imposed more tedious tasks for the committee members and session chairs. Fong Modern Engineering and Technology November 11-16 Taipei, Taiwan F irst established in 1966 jointly by CIE/USA and CIE/ROC, Modern Engineering and Technology Seminar (METS) is a once every two-year event that brings engineers and scientists in the US and Taiwan together for a weeklong seminar in Taipei. These series of seminars and workshops have successfully promoted technology exchanges between the US and Taiwan, and stimulated Taiwan’s industrial advancement that eventually created the economic “miracle.” METS has also played a vital role in introducing worldclass talents to serve or even start up high tech enterprises in Taiwan in the past. in Taipei, and the Hsuehshan Tunnel, which shortens the travel time between Ilan and Taipei from 3 hours to 40 minutes, and is considered one of the most challenging engineering projects in world history. In the evening of November 14, Taipei mayor Ying-Juo Ma hosted a dinner banquet to welcome the group and called for participation in further development of Taipei city through introduction of new technologies. Following the 40 years’ tradition, the 20th METS, in collaboration with CIE/ROC, took place in Taipei, Taiwan during November 11 - 16, 2004. A total of 38 US representatives, including 6 US organizing committee members, participated in the event. The conference technical sessions are concentrated within two days, November 15 and 16, starting with a brief opening ceremony. Over a thousand people participated in the program, and each session had summarized their discussions into a final report to recommend to government for strategy planning and cooperation. The outlines of the reports were presented in panel discussion to conclude the program. In the morning of November 17 the group visited the Vice President Lu Hsiu-lien in the Office of the President, who is also the chairwoman of the Taiwan Technology Development Committee. The METS US Committee chairman, Tim Chen, represented the US representatives to deliver the conference proceedings and the summary reports to the Vice President Lu. The US experts conducted their field visit in the first two days of the program. They traveled to see the production lines in the factories, the national laboratories, and meet with Taiwan industrial leaders and experts to obtain the firsthand information on Taiwan’s industrial experiences. A cordial party is hosted by CIE/ROC and ROC-USA Business Council on November 12 to welcome both US and Taiwan participants. The following two days US representatives visited two world famous civil constructions before their opening to the public: Taipei 101, the new highest landmark PAGE 14 During this conference, all the topics discussed are critical issues encountered in the science and technology fields in Taiwan currently. The suggestions and recommendations made by the participating experts at the end of the discussion are should be valuable advices for the development of the industrial policy in Taiwan. The critical points of the recommendations are listed here: * Biotech and Medicine - Utilize those leading technologies and intellectual properties that Taiwan has to push for one or two successful cases of worldclass caliber. * Resources Recycle and Reuse - Increase recycle items of industrial waste; increase ratio of recycled material in public projects; pay attention early on to negative effects of nano-technology. * Water Resources - Taiwan should start the research and development of disaster prevention technologies; accelerate the application of risk management in the facility of public water supply, and increase the reclamation and reuse of waste water. The social impact of the program is best described by the title of a feature story about METS 2004 done by the Global View Magazine published in May 2005 issue that “Oversea Chinese Think Tank Helps to Diagnose Taiwan Industry”. METS 2004, at its 40th anniversary, has again performed its historical mission to bridge the information exchange and talent attraction between US and Taiwan. With the advancement of internet technologies, a closer and speedier communication is proposed to extend the information exchange beyond the seminar. We share the same basic objectives of other CIE/USA area chapters in promoting communication and information exchange among engineers of all disciplines. The CIE/USA-DFW Annual Convention As always, this is the most important event of the year with an estimated attendance of 600 people, including local celebrities and executives of multinational high-tech corporations. Throughout the years, we have been very fortunate to have the participation of keynote speakers who are well recognized for their leadership in business, academia and government. The theme of the 2004 Annual Convention was “Global Transformation - Technology Innovation”. The keynote speaker for the evening banquet was Dr. Irving Wladawsky-Berger, Vice President of Technology, IBM. The opening keynote speaker was Dr. Peter Pao, VP Technology, Raytheon Company. For the parallel sessions and panel discussion, we are fortunate to have prominent speakers sharing their vision and expertise on the challenges of global transformation and the opportunities of technology innovation. Youth Program We believe that youth is the hope for our future, and good education is the foundation for successful engineers and citizens. Over the years, we have developed a series of annual activities for youth development. These events include MathComp/MathFun, Young Achiever Awards, Essay Writing Contests, and Speech Contests with support from Major local businesses, schools and universities. Every year, more than 1000 young adults participate in the competitions, and winners are recognized at the annual convention. Since its inception in 1990, the number of students participating in MathComp has increased more than ten-fold, from about 30 to over 300. This event is not only limited to Chinese community. It was well recognized and attracted students with different ethnic backgrounds. This year we had more than 300 students and more than 600 participants in the event on May 22. To ensure the quality of the competition questions, we enlisted Dr. Tom Butts, Professor of Mathematics Education at the University of Texas at Dallas, and his team of math teachers to prepare the question sets. The goal of the exam is to test advanced problem solving skills. Therefore, questions become increasingly more difficult as students progress in their studies. programs in the areas of telecommunications, microelectronics, information technology, biotechnology and business management. These programs provide a variety of in-depth knowledge and insight. The “Career Assessment for Professional” seminars in 2004 received extremely positive and encouraging feedback. The Young Achiever Award (YAA), the highlight of the CIE/USA-DFW Chapter’s annual youth program, follows CIE’s tradition of encouraging the younger generation of our members to achieve excellence not only in academic performance, but also to participate in extracurricular activities and community service, and to develop leadership skills at the early stage of their lives. YAA recognizes those young students who have demonstrated their achievements in these areas. We have also expanded into other well-established organizations such as Junior Achievement. For the continuation of future leadership development and membership, we are also focusing our efforts on young professionals and new college graduates. This will support our effort to build leaders for the future. Officer Training We understand the importance of passing down CIE knowledge and tradition during the transition from one year’s leaders to the next. At the end of every year we gather the board of directors, new officers, and convention committee members for a day of orientation. Orientation includes guidance and support from CIE’s leaders: a senior advisor provides an inspirational speech, the current president reviews the activity report, and the new president sets goals and expectations for the coming year. At the end of orientation, the entire team participates in activities to examine important issues concerning the future of the organization. Leadership Assessment and Mentoring Program (LAMP) The purpose of LAMP is to help Asian Americans achieve their full potential by addressing the needs and opportunities for professional growth. The program is currently organized by CIE/USA-DFW and sponsored by Raytheon Company. In May of 2004, we held the “Passport to Success” seminar that was developed in partnership with Raytheon. This half-day event featured a distinguished group of lecturers. Ms. Linda Rusk, Corporate Global Diversity Leader for Raytheon Company, enlightened the audience on leadership and diversity. Mr. Dean Lindsay, founder of The Progress Agent, provided the blueprint needed to strengthen commitment towards organizational goals. Ms. JoAnn Georgostathis of Raytheon Company revealed three important keys to fulfill one’s destiny. Ms. Pauline Shirley, President of Executive Solutions Unlimited, stimulated the audience with techniques on delegating effectively. The CIE/USA-DFW Chairman of Board, Mrs. Cherie Sung, presented the plaque to 2004 Annual Convention keynote speaker Dr. Irving Wladawsky-Berger. The 2004 Chapter activities are highlighted below: 2004 CIE-USA/GNYC Annual Convention and Activities The Annual Convention was held on September 18, 2004 at Newark Airport Marriott Hotel. The theme was “The Role of Engineers and Scientists in Globalization”. Dr. Da Hsuan Feng, Vice President for Research and Graduate Education, University of Texas at Dallas, was the dinner banquet keynote speaker. His speech title was on “Science, Technology and Entrepreneur Spirit in North America and Asia in the 21st Century.” The luncheon keynote speaker was Dr. David J. Bishop, President, New Jersey Nanotechnology Consortium and Vice President, Bell Las Nanotechnology Research. . He addressed on “Nanotechnologies for the Terabit Communications Network.” There were 22 speakers to cover plenary sessions and 4 parallel sessions to address the issues and progresses on biotechnology, pharmaceuticals, nanotechnology, telecommunications, environmental engineering, global business opportunities and public service experiences in mainstream. One of the plenary speakers, Dr. Carter Tseng, Founder and CEO, Little Dragon Foundation presented: “Understanding China and Its Global Business Opportunities”. Other plenary session speakers were: Dr. John Lee, R&D Director, GlaxoSmithKline Pharmaceuticals who gave a talk on “Application of Systems Biology to Drug Discovery”, Dr. Tien P. Lee, Formal Program Director, National Science Foundation who gave a talk on “Prospects of Nano-photonics for Future Optical Communications Systems” and Dr. Lin-Nan Lee, Vice President, Hughes Network Systems, who addressed on “Recent Advances in Wireless Communications”. In the award ceremony, both Drs. Ya-Qin Zhang, Vice President, Microsoft U.S.A. and Carter Tseng were the recipients of the CIE Distinguished Achievement Award. Dr. Frank Cheng, former CIE chapter president, was the recipient of the Institute Service Award. In addition, there were 12 high school scholarship recipients and 12 other award finalists who showed their interest to continue their studies in science and engineering. This new addition joined the existing 5 groups: CE (Civil Engineering), EDT (Electronic Design Technology), EECS (Electrical Engineer and Computer Science), EPMC (Electronic Packaging Manufacturing Committee), and lastly MMT (Mechanical & Material Technology). Each technical group holds its bi-monthly dinner talks. 3 groups (i.e. EECS, EPMC, and Communications) worked with San Jose State University and organized two parallel Short Course series together. Each short course consisted of 5- 6 classes that formally addressed the industry’s hot topics. • EECS/Communications topics include: Introduction UHF RFID Technology, Value-added mobile internet service over 2.5G/3G, Introduction toWiMAX, VoIP Technology, and H. 264 Video Coding Standards. • EPMC topics include: Electronic Packaging Overview, Packaging Assembly Technology, Packaging Electrical Performance, Substrate Material and Design Technology, Package Thermal Engineering, and Supplier and Business Management. The Chapter as a whole holds a Summer Retreat (organized by Dr. Huey Tzeng on July 31 and August 1, 2004 - a two-day bus tour which visited Napa winery, City of Ten Thousand Buddha, Redwood Park, Eureka, and Mendocino), co-sponsors other Alliance Originations’ activities and various Job Fairs, and hosts a Winter Conference such as the one that was held on January 22, 2005. The 26th Annual Winter Conference’s theme was “Technology and Humanity”. The Conference was divided into two parts: afternoon and evening. The afternoon activity included four concurrent sessions while the evening activity consisted of a dinner banquet, humanity and student scholastic achievement awards, a keynote speech, and an entertainment/performance program after the dinner. Session I of the afternoon activity was “The Future Directions of Semi-Conductor Industry” and was moderated by Mr. Pan-Wei Lai. Session II was “Emerging Wireless Technologies” and was moderated by Dr. Bernard Shung. Session III was “Water Resources for the 21st Century – What’s New?” and was moderated by Dr. Wen C. Wang. Session IV was “Chinese Americans In the U.S.” and was moderated by Dr. Joe-Ming Cheng. PAGE 22 The evening keynote speaker was Mr. S. K. Gupta, who is the Vice President of Operations at Lockheed-Martin Space System. Mr. Gupta was awarded an Engineer of the Year Award by CIESF in 2004. His 32-year career spans 3 continents and a variety of technical fields. For the first time, The CIE-SF Board of Directors recognized an engineer who has made a profound impact on our society and community. CIE has recognized numerous accomplished engineers in the past. The purpose of this award is to recognize an individual who has been active in helping other individuals or organizations in our society. The elected ACES NM officers for the 2004-2005 term was Vice President Wei Pan, Treasurer HanMing Chang, and Secretary Peter Deng. The year begun with a BBQ Welcome Party in August 2004 where new members, old members, and staff commingled and played some ice breaker games to get to know one another. The scholarship committee of ACES NM awarded 3 high school students for their academic achievement in science and engineering for 2003-2004. This award was presented to Erica Fang, Yue-Ming Zuo, and Xuan Kang by 2003-2004 President Lee Shyr and Chairman of the scholarship committee, Peter Deng. Sim-Wing Gohard Yiming Yang Zhiyuan Shen On October 3, 2004, ACES NM hosted the CIE National Council (NC) meeting in Albuquerque. The meeting was well attended and well received. NC members got the opportunity to experience New Mexico, trying some authentic New Mexican cuisine and experiencing the southwestern hospitality. For entertainment, NC members got to experience the 33rd Albuquerque International Balloon Fiesta Morning Mass Ascension as 700+ hot air balloons filled the blue skies above. 2004-2005 Advisors In November 2004, ACES NM hosted a seminar consisting of two speakers. The first speaker was a writer/lawyer giving a talk on “How to Turn your Life into a Book.” The second speaker was from the Consulate of China, Los Angeles giving his talk on Economic Opportunities in China. 2004-2005 Board Members Lee Shyr Chui Fan Cheng Percy Ng In January 2005, ACES NM hosted an event called Pizza 101: Fabrication of the Microchip, an Intel fab tour. The event was well attended and ACES members had the opportunity to understand that the fabrication of an integrated circuit is similar in processing of how a pizza is made. ACES members had a chance to see how integrated circuits are made on 12 inch wafers at one of the largest chip manufacturing sites in the US. ACES members got to walk around the Intel Museum and had pizza for lunch. OCEESA Organization: President Chein-Chi Chang Vice-President Yung-Sung Cheng 1. Mainland-Taiwan Environmental Protection Conference (MTEPC). The 9th MTEPC conference was held in Xi’an Jiaotong University, China from May 10 to May 15, 2004. The conference participants were 254 environmental professionals from Mainland (147), Taiwan (86), and overseas (21). Technical papers (472) were compiled into conference proceedings of 8 main categories in 2 volumes: During the conference, a General Membership Meeting of OCEESA was held during lunch hour and attended by 14 OCEESA members on May 11, 2004. OCEESA Albany (New York) Chapter In 2004, the Albany Chapter was engaging in activities to interconnecting with community services. The Chapter held two meetings for internal facilitation and two meetings with local and interstate networking. On July 3, 2004 OCEESA President, Chein-Chi Chang had a meeting with members of Albany Chapter. We discussed the planning for the OCEESA cosponsored environmental session of CIE-USA/GNYC annual convention. It was a great opportunity for the OCEESA President meeting with local chapter members. On August 8, 2004, the Chapter joined with CAAPS and the Chinese Community Center in a fraternal picnic at the Thatcher State Park in New Salem, NY. There were more than hundred participants, adults and children. On September 18, 2004 the Chapter joined CIE in the annual convention at Marriott Hotel in Newark, NJ where there were more than hundred fifty professionals registered. 3. OCEESA Canadian Chapter On July14, 2004, the OCEESA Advisor, Dr. John Huang, came to visit Halifax with his wife. Several of our Chapter members invited them to a seafood dinner. About 200 people attended the highly technical forum focusing on information technology, intellectual capital, and career development. The Convention was held at the Doubletree Hotel, SeaTac Airport on September 18. We have record (>40% increase) in both attendance and sponsored fund with large press and media coverage. The program covered a two-hour classroom seminar. Followed by an actual flight lesson aboard two BEFA’s Cessna 172 aircrafts with licensed pilots for about 60 minutes.
