Genesee silt loam (Go), the only non-hydric mapped dominant soil unit, is not recognized as having the potential to contain hydric inclusions. Groundwater Variation Groundwater varies according to seasonal wetness. WETLANDS Weedsport Thruway Exit 40 11/12/2013 1:36:31 PM Page 1 of 3 Environmental CA-2 Weedsport Thruway Exit 40 NYSDEC Wetlands Present? Mapped freshwater wetland W-18 is located on-site. This wetland is a class 2 wetland and encompasses approximately 7 acres of the site. National Wetlands Inventory Six National Wetland Inventory (federal and/or state) wetlands are mapped wholly or partially on the site. Within the site boundaries, these six wetlands represent forested and scrub-shrub covertypes and total approximately 21 acres. Wetlands Delineation Available No wetland delineation material for the site was available for review. WATERS / STREAMS Onsite NYSDEC Mapped Streams Two NYSDEC mapped streams exist within the site boundaries. Stream Classification One mapped stream enters the site from the south before turning due west. This stream is named tributary to the Seneca River, known a Putnam Brook. The second stream originates on the northern portion of the site, contributing its contents to the Seneca River. Both mapped streams are classified as Class C waters with C Standards. Flow Regime Both mapped streams have perennial flow regimes. Other Water Resources The Seneca River is located immediately north of the site, creating the northern site boundary. Coastal Resources The site is not located within or near a Significant Coastal Fish and Wildlife Habitat (SCFWH) area or within the NYS landward coastal boundary. The Town of Brutus is not recognized as having a Local Waterfront Revitalization Program (LWRP). FLOOD PLAINS Flood Plain Information Portions of the site are located within 100-year floodplains according to the Federal Emergency Management Agency's Flood Mapping. No floodway or coastal erosion hazard area designations were noted on the site. FISH AND WILDLIFE Nature Explorer Results (State Species) The following state protected threatened and endangered species are documented by the NYSDEC's Nature Explorer website for Cayuga County: Indiana bat, black tern, bald eagle, common tern, Henslow's sparrow, least bittern, northern harrier, pied-billed grebe, sedge wren, short-eared owl, Blanding's turtle, spiny softshell, lake sturgeon, pugnose shiner, dragon's mouth orchid, golden-seal, Hooker's orchid, nodding pogonia, puttyroot, scarlet Indian-paintbrush, southern twayblade, and blunt-lobe grape fern. US Fish and Wildlife Service (Federal Species) Federally protected species that are reported by the U.S. Fish and Wildlife Service to potentially inhabit the site include: Indiana bat and bog turtle. CULTURAL AND HISTORIC RESOURCES Archaeologically Sensitive Area? Approximately 80% of the site is located within an Archaeological Sensitive Area, as mapped by the State Historic Preservation Office. Nationally Registered or Eligible Historic Site? No National Register or National Register Eligible sites (that have been submitted for consideration) are identified on the site. Adjoining a Nationally Registered or Eligible Historic Site? No National Register or National Register Eligible sites are located on any adjoining parcels to the site. AGRICULTURAL State Agricultural District This site is not located within a State certified mapped agricultural district for Cayuga County. POTENTIAL PERMIT REQUIREMENTS Section 404 Clean Water Act Nationwide or Individual Permit (USACE) Section 401 Water Quality Certification (NYSDEC) Article 15 Protection of Waters Permit for fill in Navigable Waters (NYSDEC) Article 24 Freshwater Wetlands Permit (NYSDEC) State Pollution Discharge Elimination System Permit (NYSDEC) ENVIRONMENTAL IMPLICATIONS SUMMARY A delineation of wetlands located both on-site and on adjacent parcels should be completed prior to any development of this site. Based on the mapping resources it is apparent that both federal and State regulated wetlands are present on or adjacent to the site and hydric soils are readily available. Any impacts to regulated wetlands in the future will require a permit and project review by the USACE and NYSDEC. Potential project review and permitting may need to occur if any future work will be located within a NYSDEC regulated wetland or its 100-foot buffer zone. Depending on the acreage of impacts caused by development of the site, wetland or stream mitigation could be required. Mitigation requirements generally are applicable when greater than 0.10-acre of wetland are permanently disturbed. A cultural/historic resource review should be completed on-site prior to any development. A threatened and endangered species habitat assessment should also be completed on site prior to development.
