Property Description
¾
The 148-acre Thruway Exit Site (the Site) is located just east of the Exit 40
interchange of the Thruway within a rural area of the Town of Brutus just
north of Weedsport.
¾ Weedsport Associates is the primary landowner at the Site with 130 acres.
¾ The only on-site structure is the farmhouse on the James H. Stevenson parcel.
¾
Land Use
The Site consists of vacant/abandoned agricultural lands with intermittent
shrub overgrowth.
¾ The adjacent land use is made up of agricultural and residential properties, an
NYSDOT garage, trucking and auto repair facilities, commercial stores, and
both highway & rail infrastructure.
¾ The Site is bordered by the Seneca River to the north, a CSX mainline rail to
the south, and is bisected by the NYS Thruway.
Zoning

The Site is located in the Industrial (I), Commercial-Light Industrial (C-I),
and the River Front (R-F) zoning districts in the Town of Brutus.
¾ Permitted uses in the I District include appliance, tool and die or metal
fabrication; canneries, food processing, sugar refineries; manufacturing,
processing, or assembling of products or materials; paper mills and
products; warehousing or storage of goods for distribution; trucking, bus or
other transportation terminals and transfer stations; research, development
and testing of products; storage, repair and dispatch of large equipment; and
energy production facilities.
¾ Permitted uses in the C-I & R-F District include commercial greenhouses;
public buildings owned or operated by the Town government; libraries;
professional or business offices; beauty parlors; banks; restaurants; drive-in
facilities; service businesses; utility stations, substations, pumping stations

streams exist within the Site boundaries tributary to the Seneca River.
One stream, Putnam Brook, enters the Site from the south before turning due west, and the second stream originates on the northern portion
of the Site, flowing into the Seneca River.
Water table within the Site ranges from 1.8 feet to greater than 6.6 feet.
On-site soils fall within hydrologic group B.
Depth to bedrock is greater than 6.6 feet.
Approximately 51.8% of the Site is classified as having moderately well
drained soils, while upwards of 20.7% of the Site has limited permeability.

Approximately 21 acres of NWI wetlands (federal and/or state) are
mapped in the Site. These wetland have not been field verified.
The Site is not located within or near a Significant Coastal Fish and
Wildlife Habitat (SCFWH) area.
Portions of the Site are located within 100-year floodplains according
to FEMA. However, no floodway or coastal erosion hazard area
designations were noted on the Site.
The Site is not located within a designated Critical Environmental
Area.
Federally protected species with potential to be located within the
Site include the Indiana Bat and Bog Turtle.
Approximately 80% of the site is mapped within an Archeological
Sensitive Area.
The Site is not located within a State certified agricultural district.

Access to the Site from Route 34 is provided to the northern parcels
by Trombley Road and to the southern parcels by Dunn Road.
Interstate access to I-90 is available through Exit 40 (Weedsport/
Auburn) adjacent to the Site.
Interstate access to I-81 is available through I-90 Exit 36 (Watertown/
Binghamton) in Syracuse approximately 25 miles east.
CSX operates an east-west rail mainline adjacent to the southern
boundary of the Site.
The Syracuse Rail Yard and Intermodal Terminal is located 34 miles
east of the Site in Syracuse, NY.
Port of Oswego is approximately 32 miles north of the Site along the
southern shore of Lake Ontario in the City of Oswego.
Syracuse Hancock International Airport is approximately 26 miles to
the east centrally located in Onondaga County.
Utilities
Municipal Water Supply
¾ Public water supply is provided directly to the Site via an 8” water
main along Route 34.
¾ The Cayuga County Water and Sewer Authority’s available capacity
and pressure to the Site is not available.
Municipal Sewer
Public sewer is not available at the Site. The closest available public
sewer system is in the Village of Weedsport, approximately 0.5 miles
south of the Site.
¾ The Village of Weedsport WWTP is functioning well and
consistently meets SPDES permit parameters. The WWTP has
240,000 gallons per day of available capacity.
¾ Currently there are no storm sewers serving the Site.

Electric Service
NYSEG provides overhead electric service adjacent to the Site.

merchandise; restaurants; drive-in facilities; service businesses; sales or rental of large items requiring
outdoor display for sales and storage; utility stations, substations, pumping stations and telephone
exchanges; fire stations; wholesale business and storage in an enclosed structure; laboratories:
research, testing or experimental; contractor offices and shops; noncommercial greenhouses; tool
sheds; private garages; swimming pool; fences and walls; off-street parking; signs; and residential uses.
Permitted uses in the R-F District include those permitted within the A-R District while special use
permits are required for the following river-dependent uses: marina, boat and marine engine repair;

In the I District, the minimum setback from all side and rear lot lines is 25 feet, front lot line setback is
50 feet. In the C-I District, requirements include 50-ft. front, 25-ft. side, and 25-ft. rear yard minimum
setbacks. In the R-F District, setback requirements are generally those of the Agricultural-Residential
District which require 75-ft. front, 25-ft. side, and 50-ft. rear yard minimum setbacks.

From a zoning perspective, the site is classified into three different zoning districts: Industrial (I), Commercial-Industrial (C-I),

Topography
The majority of the site is located at an elevation of 375-400 feet above mean sea level.
Potential Aesthetic
Problems
The site is visible by recreational and commercial users of the Seneca River, located along the
site's northern boundary. The site is also visible from the NYS Thruway (I-90), which runs
through the site parcels.
Restrictions
No topographic restrictions were identified for the site.
SOILS
Mapping Units
The following soil units are mapped on the site: Eh-Eel silt loam, high bottom (28.7% of site); PtPits, sand and gravel (22.2% of site); Go-Genesee silt loam, high bottom (13.5% of site); WeWarners loam (10.8% of site); Sn-Sloan silt loam (9.9% of site); ClA-Collamer silt loam, 0 to 2%
slopes (9.6% of site).
Drainage Class
Greater than 51.8% of the site is moderately well drained.
Hydrologic Soil Groups
Greater than 52.1% of the site fits hydrologic soil group B.
Depth to Groundwater
The depth to groundwater ranges from 1.8 feet to greater than 6.6 feet.

ENVIRONMENTAL IMPLICATIONS SUMMARY
A delineation of wetlands located both on-site and on adjacent parcels should be completed prior to any development of this
site. Based on the mapping resources it is apparent that both federal and State regulated wetlands are present on or
adjacent to the site and hydric soils are readily available. Any impacts to regulated wetlands in the future will require a
permit and project review by the USACE and NYSDEC. Potential project review and permitting may need to occur if any
future work will be located within a NYSDEC regulated wetland or its 100-foot buffer zone. Depending on the acreage of
impacts caused by development of the site, wetland or stream mitigation could be required. Mitigation requirements
generally are applicable when greater than 0.10-acre of wetland are permanently disturbed. A cultural/historic resource
review should be completed on-site prior to any development. A threatened and endangered species habitat assessment

This proposed site consists of parcels which are adjacent to and divided by the NYS Thruway
(I-90). Parcels north of I-90 are bordered by NY Route 34 (NY-34) and Trombley Road, while
parcels south of I-90 are bordered NY-34 and Dunn Road. NY-34 services north-south flowing
traffic and both Trombley Road & Dunn Road run east-west, providing access to the proposed
sites. NY-34 north of I-90 is designated as a Minor Rural Arterial, but south of I-90 is considered
a Principal Rural Arterial by the NYSDOT. In addition, I-90 as well as NY-34 (south of I-90) are
mainlines within the National Highway System.
Traffic Count Data
The Average Annual Daily Traffic (AADT) counts as measured in vehicles per day (vpd) from the
NYS Department of Transportation are as follows:

Access to the NYS Thruway (I-90) for eastbound and wesbound travel is adjacent to the site via
Exit 40 (Weedsport-Auburn- NY Route 34). For northbound and southbound travel, I-81 can be
accessed from I-90 in Syracuse, NY at Exit 36 (Watertown-Binghamton-I-81) which is
approximately 25 miles east.

Interstate 90 and NY-34 serve as the primary trucking routes. Also, NY-31, which runs parallel
to the thruway, offers a toll-free east/west truck route.

Freight Rail Service
Summary
CSX Transportation (CSXT) operates a Class 1 freight railroad network in the Central New
York region. Specifically, the Chicago Main Line provides east/west rail services that link Central
New York with New York City, Boston and Chicago through the Syracuse Rail Yard. The St.
Lawrence Subdivision of the CSXT network provides north/south rail services linking Syracuse to
Massena, and ultimately Montreal from the Syracuse Rail Yard. The St. Lawrence Subdivision
junctions with the Fulton Subdivision which provides rail services to the Fulton and Oswego
areas. CSXT maintains rail yards in Selkirk and Syracuse, intermodal terminals in Syracuse and
Buffalo, and TRANSFLOW terminals in Albany, Syracuse, and Buffalo, NY.
CNY is also served by the NYS&W rail line, a regional network that provides rail freight service
from the Syracuse area along a main line south to Binghamton and the NYC metropolitan area, as
well as the Finger Lakes Railway Corporation, a short line rail network that provides freight rail
