No bureaucratic hurdles remain, as the project has been approved by local
authorities. If the investor wishes to modify the project’s architecture or overall concept a request must be made to the municipality (Óbidos), which, in
turn, must be actioned within 60 days, in line with current legislation.
It is important to highlight that the ecologically-sustainable development
plan of Óbidos foresees the implementation of health and wellness facilities such as Serena Senior.
Since it is a priority of the municipal government to foment the implementation of this type of facility in Óbidos, Serena Senior will receive the full
attention and support of City Hall. This favourable stance was confirmed by
the Mayor of Óbidos in a meeting on 2015.06.16.

The investor(s) should determine whether the current concept is to be
maintained, or modified. Only after this decision is made will it make sense
to commission an economic study and a business model, based on a
Market Study closely aligned with the chosen concept.
The chosen concept will delineate a number of elements that are to be part of
the relevant economic study, and will in turn suggest the appropriate project business model(s). The chosen business model will, quite naturally,
drive the ROI.
The final business model might also entail making adjustments to the
physical project, altering interiors and the number of rooms, for example. It
is possible to change the entire project, as long as the approved index, the
height and the 13,581m2 of construction area are maintained.
It is also very important to highlight the fact that, in
keeping with the INCENTIVE SCHEME FOR BUSINESS
INVESTMENT, approved by the Portuguese Ministry of
Economy and Tourism, seeking to stimulate entrepreneurial innovation and entrepreneurship in the establishmen of a new corporate entity, and valid until
2020, there is a financial participation on eligible
costs, up to 25 million Euros.

Main Requirements for an Eligible Project
Its architectural project has been approved, by the competent municipality or local
authority, or on the basis of the applicable licensing scheme it has been submitted to
the respective authority prior notice (on the application date).
The company is aligned with national and regional strategies targeting for the
tourism sector.
The date of the application is previous than the date when the work starts.
To begin within a 6 months deadline, after the financial decision has been approved.
Present evidence of economic viability and that all financial resources are secured,
including own capital funds (minimum 20%) wherein the beneficiary must secure at
least 25% of the eligible costs with own resources or others which do not include
any state financial support.
Maximum execution period of 24 months, except in justified circumstances.

Eligible Costs of the Project
Tangible assets, specifically acquisition costs of machinery and equipment.
computer equipment, including the necessary software.
Intangible assets, technology transfers through the acquisition of patent rights,
national and international: licenses; “know-how”, or technical knowledge not protected by patent rights; standard software or developed specifically for certain purposes (eligible up to 50% of them, for the Productive Innovation Area projects not SME).
Other investment expenses to the limit of 20%, or 35% for entrepreneurship
projects, of total eligible costs of the project: TOC and ROC (up to € 5000): engineering services; studies, diagnostics, audits, marketing plans; architectural projects,
by entrepreneurship voucher: consultancy services, like developing a business plan
as the necessary consultancy services essential for the startup of newly created
companies.
Human Resources training for the project.
In justified circumstances while in exercise of the touristic activity, it can also be
included as eligible costs, circumscribing material constituting the development of
the activity itself, so long as they are directly related to it.
In justified circumstances, the construction of buildings, renovation and other
construction works, as long as acquired by third parties not related to the
purchaser.
