MINUTES OF THE MEETING OF LONGFORD PARISH COUNCIL Held at Longford Village Hall on Tuesday September 1st commencing at 7.30 pm. Present Cllrs. P. Gough (Chair) B. McInerney L. Gough . K. Doherty. Cllrs. P. Awford Glos CC M. Williams TBC Apologies A. Ward and D. Waters, The Chair opened the meeting at 7.25 pm Minutes of last meeting All Councillors agreed them and with minor changes the Chair signed them. Public Mr. L. Bailey E. Doherty _____________________________________________________________________ _Glos CC________ PA spoke about the £6m grant to protect houses between Gloucester and Tewkesbury. This would be delivered over a period of years. The Northern by-pass works had been completed ahead of schedule. Glos. CC would not take over the A40 as the Over bridge needed major repairs. There would be major flood warnings again at the end of the month due to tidal surges. The GCC Executive meeting was to be held on Wednesday 2nd September. The Local Authorities had expressed an interest in Devolution as there was a need to express this at an early stage. Major problem was what happens to six CEO’s. PA then left the meeting. Matters Arising PG and BM went to the Armed Forces covenant meeting and signed Longford Parish up to it. KD spoke about web site; she asked if all Cllr’s had seen the Web Site that ED had produced. All agreed that it was how it should be started; ED said costs should be less than £100 p.a. But there was a need for all necessary information to be sent to him. Cllrs all agreed this. E D was then co-opted onto the Council. (Necessary documents provided). Declarations. of Interest All Councillors declared Interest in the New development. PG. LG. & BM declared interest in Longford Village Hall. KD on Yard for concrete & associated products in Sandhurst Lane. Correspondence All by email. Planning This was now available to all on the TBC web site. Plans for the new development were frequently altered... PG queried the size of the new build at rear of 91 Tewkesbury Rd. MW to get it checked Park and Playing Field Clerk said the trees on the piece of land in Sivil Close were in the process of being felled. LB said that there could be a problem with branches overhanging the football pitch. PG said that the field looked good after the weed spray. The fence at back end of field had been re-instated. The Play area was fine. Finance Clerk said the books were in good order. Necessary cheques signed. New signatories had been agreed by bank. Books had passed the audit though there was criticism of amount of reserves held. Highways KD said that she had rung Amey re footpaths in Sandhurst Lane as verges were overgrown as were the hedges which prevented anyone using the path. Had to walk in road when litter picking. PG said that he had reported the trees between 3000 and 314 Longford Lane were overhanging the footpath compl no. 11063926. Flood. KD has Multi Agency meeting on September 8th at the Farmers Club This was to be split between short and long term objectives. To keep PC briefed PG said that some of the banks of the brooks had been cut... Village Hall BM said that a committee meeting was held on August 23 rd. There was to be a table top sale on November 7th. 10-4 AW was going to assist in audit of books. Hire As hall had been left in a disgusting state on occasions a deposit of £150 was now being taken. Car boot sales to remain at Hempsted. Next meeting October 19th. Tree Warden Nil Allotments Clerk said that in general they were in good order, still a few to let Plots needed to be re numbered. Water to be turned off soon. M W Health and Social Care Gloucestershire will get extra Govt money to pay for Care in Community. There was to be a meeting of all involved parties to discuss how services should be bought which must be accountable. A&E waiting times were still an issue. Planning for the winter months had begun as there were problems now with discharge. Seven day working was now seven day services with a push to get senior Doctors on duty at weekends. . Environment ED said the RoW along the river bank was overgrown and practically impassable. Police None present KD said that there was an awful lot of criminal activity going on by them. Their digger had been found. Someone had caused a power cut and a land rover towing a chipper had been crashed through a metal gate, BM had been to the Police and Crime Panel where the Chief Constable had been asked about police attendance at PC meetings, It appears that there is little chance of this in future but crime figures would be forwarded. .
