INTRODUCTION 1.1 This AIC cancels and replaces AIC H33/16. 1.2 Amendment 7 to the fifteenth edition of ICAO Procedures for Air Navigation Services — Air Traffic Management (PANS-ATM, Doc 4444) came into effect on 10 November 2016. 1.3 Among the changes were new procedures and radiotelephony phrases for use during Standard Instrument Departure (SID) and Standard Instrument Arrival (STAR) operations. 2. DEFERRAL OF THE SID/STAR CHANGES 2.2 Accordingly, Australia HAS NOT implemented the new ICAO SID/ STAR procedures. 3. INTERIM SID/STAR PROCEDURES 3.2 In particular, ATC will not use the phrases ‘CLIMB VIA SID …’ or ‘DESCEND VIA STAR ..’.when issuing SID/STAR clearances and instructions. 2.1 3.1 To date, Australia has not been able to complete the safety and procedural induction processes necessary to implement the changes. Until the new SID/STAR induction processes are completed and the necessary AIRAC notification has occurred, Air Traffic Control and Flight Crew must continue to use the existing SID/ STAR procedures, including phraseologies, specified in the AIP sections GEN 3.4, ENR 1.1, and ENR 1.5. Page 2 of 2 (AIC H04/17) 3.3 During a SID or STAR procedure, ATC will issue climb or descent instructions using the phrases ‘CLIMB TO …’ or ‘MAINTAIN …’ or ‘DESCEND TO …’. When so cleared, it is imperative for flight crew to comply with all level restrictions or requirements published on the SID or STAR chart. 4. CANCELLATION 5.
