continually improving at the provincial/territorial, national and international levels. The sport is dynamic and exciting. This comes as a result of our members' desire to be as fully informedaspossibleofthetechnicaldevelopmentsofthesport. The Wrestling Canada Lutte rulebook is intended to provide a clear and concise explanation of the currentrulesandinterpretations,forwrestlers,coachesandreferees.Theserulesshouldbeconsistently adheredtothroughoutCanada. DonRyan,President WrestlingCanadaLutte 5 INVITATIONTOJOINCANADIANASSOCIATIONOFWRESTLINGOFFICIALS (CAWO) ThewrestlingofficialsfromCanadaarerecognizedtobeamongthebestintheworld.Alongtraditionof excellenceinofficiatinghasearnedthisrespect. Ourexcellentprogramdidnothappenbychance.Therehasbeenasystematicdevelopmentofofficials fromthegrassrootslevelthroughtheProvincial/Territorialclassificationsandcontinuingthroughthree national classifications (C-B-A) to the position of A Exceptional. At each step, there is a network of ongoingofficialswhoareeagertohelpjuniorofficialsrecognizetheirfullpotential.Thestrengthofour association is the willingness to give and accept constructive suggestions for improvement without referencetopersonalitiesorgeographicaldistributions. We welcome you to join the CAWO once you have reached the highest category within your own province/territory.Thestepsandclassificationsareoutlinedbelow. DESCRIPTIONOFCANADIANRATINGSYSTEM NationalAspirantOn-Mat(“ASP”) This is a provincial/territorial official who has earned and received the sanction of their provincial/territorial association to attend a national grading clinic and tournament. This official may referee the Canadian Cadet Championships if they have previously attended a national grading clinic duringthatyearandreceivedthe“CANADAC”ratingrecommendationatthegradingclinic.Theofficial may also referee the Canadian Juvenile Greco Roman Championships, provided they have received a “CANADA C” rating recommendation from the head clinician during the Cadet Freestyle Canadian Championships. NationalAspirantPairing(“ASPPairing”) This is a provincial/territorial official who has earned and received the sanction of their provincial/territorialassociationtoattendanationalgradingclinicandtournament. CanadaCOn-Mat(“CANC”) Thisisanacceptablelevelofofficiatingforthenationallevel;butthispersonstillrequiresconsiderable guidanceandwouldnotfeelcomfortablewithahigh-pressurefinalbout.A“CANC”mayofficiateatany national grading tournament and at the Canadian Cadet & Juvenile Championships, and is eligible for upgradingatanyofthesetournaments. CanadaCPairingMaster(“PM-C”) ThisisaPairingMaster,whoisproficientatallsupportivefunctionsinthepairingroom,suchasdrawing andsettinguppairingsheets,writingboutsheets,recordingboutresultsandpostingwallcharts.A“PMC”shouldbefamiliarandbeabletousethetournamentcomputersoftware,whichcanincludetheinput ofcontestants,pairing,boutsheetcontrol,correctplacementofallcontestantsandtheresultspackage. A “PM-C” may function as a PM at any National Control Tournament or as an assistant at a national 6 championship.A“PM-C”iseligibleforupgradingatanynationalgradingtournamentunderthedirection ofaPMclinician. CanadaB(“CANB”) Thisisasolidofficialwhoisdeemedtobeabletohandledifficultsituationsbutrequiresmoreactivityat theseniorlevel.A“CANB”mayofficiateatanynationalgradingtournamentandattheCanadianCadet, Juvenile and Junior Championships. A “CAN B” is eligible for upgrading at any of the national grading tournaments, through the recommendation of a Clinician, preferably at a Canadian Championship but notexclusively,attheCanadianJuniorChampionships. CanadaBPairingMaster(“PM-B”) Inadditiontobeingproficientatalldutiesofa“PM-C”,thisofficialmustbecapableoftrainingassistants attournamentclinics,demonstrateknowledgeoftherulesanddisciplinesofproperpairing,andbeable todirectthetotalpairingprocessofoneagegroupataNationalcontrol/gradingtournamentusingthe tournament computer software. This includes but is not limited to pairing, bout sheet control, correct placementofallcontestantsandtheresultspackage.A"PM-B"iseligibleforupgradingatanynational gradingtournamentunderthedirectionofaPMclinician. CanadaA(“CANA”) Thisofficialnowhasseveralyears’experienceattheseniorlevel,andhasdemonstratedpoiseandgood judgmentinvirtuallyallsituations,withtheconfidenceandmaturitytohandlethemostdifficultboutsat theseniorlevel.Finally,thiscategorymeansthatafterthisofficialhasattendedatleastoneCanadian SeniorFreestyleandGreco-RomanChampionships,theyareeligibletoobtaintheCAWOendorsementto join UWW and to represent Canada at international tournaments. A “CAN A” may officiate at any nationalgradingtournamentandatanyCanadianChampionships. CanadaAPairingMaster(“CANPM-A”) In addition to being proficient at all duties of a “PM-B”, this official should be capable of leading the entirepairingroomataCanadianChampionship.Thisincludesthedirectionofallassistantswithpositive leadershipandcommunicationskills,afamiliaritywithrulesandthedisciplinesnecessarytoconducta national championship. A “PM-A” must be independent and proficient in using the tournament computer software, which includes tournament set up, registration, scheduling, data entry and paperwork / results generation. This official should demonstrate the ability to control the flow of an entire tournament, including the paper flow and all personnel in conjunction with staging, floor management and tournament control. A “CAN PM-A” will be assigned as the head PM and/or in a supportroleatUWWTournamentshostedinCanada. CanadaAE(“CANAE”) Inadditiontobeingproficientatalldutiesofa“CANA”,thiscategoryisreservedforseniorofficialswho arejudgedbytheirpeerstobeexceptionalintheleadership,teachingandmentorshiproleofreferee, judge and mat chairperson. It is mandatory that both wrestlersremainactivethroughouttheboutinpursuitofvictoryeitherbypinningtheopponentorby accumulatingmorepoints.Itisunacceptabletoavoidwrestlingortobe"passive"andofficialsmustbe vigorousintheirattemptstoencourageactivewrestling. TheseregulationsapplytotwostylesofwrestlingcurrentlyrecognizedbyUnitedWorldWrestlingforthe Olympics:Greco-RomanstyleandFreestyle.Basically,thesestylesdifferasfollows: ! Greco-Roman:itisforbiddentointentionallytograsptheopponentbelowthehips,totripthe opponentortousethelegsactivelyinexecutinganyaction. ! Freestyle:itispermissibletograspthelegsoftheopponent,totriptheopponentandtousethe legsaswellastheupperbodyintheexecutionofanyaction. The following are the "Canadian Interpretations of the International Wrestling Rules." They shall be applicabletoallcompetitionsrecognizedbyWrestlingCanadaLutte,whichisamemberingoodstanding ofUnitedWorldWrestling.Theserulesshallbeineffectforalldomesticcompetitions,unlessotherwise determinedbytheWCLBoardofDirectors(regardlessofsubsequentchangesinUnitedWorldWrestling interpretations)fromNovember1,2015toOctober31,2016. GENERAL a) ThebirthdateofCadet,JuvenileandJuniorwrestlersshallbeverifiedatthetimeofregistrationby legalproofofage(i.e.,birthcertificateorpassport). b) ForallclosedCanadianChampionships,citizenshiporpermanentresidencestatusmustbeverified fornewresidentsofCanadaattimeofregistrationbypermanentresidencedocumentsorpassport. c) AwrestlermaycompeteinoneonlyweightclassperstyleatanygivenCanadianChampionships. d) A wrestler can choose to compete in the next higher weight class, except for the heaviest weight class,wherethewrestlermustweightheminimumweightlistedinthisrulebook.Thedecisionto changeaweightclasscannotbemadeafterthewrestlerhasalreadyweighedinandtheathletehas officiallybeenenteredontheweigh-insheetforaparticularweightclass. Article2:Weighing-In a) Canadian Championships will have a weigh-in on the day before the competition starting between 4:00 pm and 8:00 pm. The duration of the weigh-in is one hour and shall be integrated with the medicalcontrol(i.e.,awrestlermust,withinonehourintotal,tohavetheirmedicalcompletedand weigh-in for the tournament). Where there are two age categories, there will be two separate weigh-ins. Please be advised in such situations of Greco-Roman Canadian Championships and United World Wrestling/FISUTrialsawrestlermustweighinbeforetheycompeteineachdesignatedevent. Note:Theseweigh-inproceduresareforCanadianChampionships.Localtournamentorganizersmay chooseothercriteriafortheweigh-in(i.e.morningofthetournamentweigh-in,call-inweigh-in,etc.) b) At the medical control, designated Physicians will be present to check each athlete presented to themandareobligatedtoeliminateanywrestlerwhohasanycontagiousskindisorderoranyother ailmentthatwouldpreventthemfromcompetingatasafelevel.TheeventPhysicianwillbethefinal medicalauthority. c) Wrestlers,tobeweighedin,mustpresentthemselvesintheircompetitionsingletwithbarefeet.The singletmustbeintactandmaynotbemodifiedinordertoreducetheweight(i.e.cutting/tearingthe legbandsoffthesingletisforbidden). d) At the weigh-in, and in all days of the competition, each contestant must be clean-shaven, or else haveabeardofseveralmonths’growth.Fingernailsmustalsobeneatlytrimmed. e) The wrestlers have the right, each in turn, to challenge any scale at the weigh-in, at the first reasonable opportunity, as determined by the head official, where it does not interfere with the weightclassesassignedtothatscale. 11 f) Wrestlers with only one leg may wear a prosthetic device for balance. This artificial limb must be wornduringtheweigh-inandapprovedassafebytheheadofficial. WARNING:Theuseofplasticbags,saunasoranyformofartificialweightlossisstrictlyprohibitedat theBantamFestivalsandCadet/JuvenileCanadianChampionships.Thepenaltyfornon-compliance forathletesisimmediateeliminationfromthetournamentwithoutplacement.Coaches,whoassist orpromotethistypeofweightloss,willbebarredfromthecompetitionsitefortheremainderofthe championshipswithaWCLdisciplinehearingtobescheduledatalaterdate,ifdeemednecessary. The WCL Representative along with the CAWO Representative at the event will have the primary responsibilityofenforcement. Article3:DrawingofLotsandPairingOff Thedeterminationoftheplacingoftheathletesinthedrawshallbedonebyeitherthegenerationof lotsbytheWCLComputerizedDrawSystemorbydrawingoflotsbytheathletesattheweigh-in. Note:TheWCLComputerizedDrawSystemwillautomaticallydrawnumbersforeachathleteandplace themasfarapartinthedraw,basedonclubstatus,aspossible.Seedswillberandomlyplacedintoeach quarterbracketandbyeswillbeplacedaspertherulebook. Wherethedrawingoflotsshallbecompletedattheweigh-in,thefollowingsystemshallbeused: a) Foreachweightclass,asetofnumberswillbeprepared. b) Afterweighing-in,thewrestlerpicksanumber,removingitfromtheset. c) Attheterminationoftheweigh-in,allnumbersarerankedinorderfromsmallesttohighestwithin eachweightclass. d) SeedingwilloccurattheJuniorandSeniorCanadianChampionships,andWorld/OlympicTrials. e) Wherepossible,thepairingmasterwillattempttopreventprovincial/territorialandclubathletes frommeetinginthefirsttworounds.Athleteswillbemovedonarandombasis. Article4:Dress Thecontestantsmustappearontheedgeofthemat,withsingletstrapsupandshoelacessecuredready towrestle.Theproperattireis: a) Singlet-Aone-piecesingletofthecolourassignedtothem(redorblue).Thesingletmustbe60% majorityredorblueandamaximumofmid-thighinlength.Thesingletmustbeeitherredorblue and not a combination of both colours. Singlets with the emblem of a country / state other than Canadaareprohibitedunlesswornbyaforeignteamparticipatingintheevent.Theemblemmaybe any colour. Beneath the singlet, wrestlers must wear a suitable undergarment (bathing suit or briefs).Femalecompetitorsshallwearabrassierewithoutmetalfittings.Undergarmentsshallnotbe visible outside the singlet. It is forbidden for female competitors to wear a male singlet with or withoutat-shirtunderneath. UnitedWorldWrestlingNote:UnitedWorldWrestlingtournamentsrequireanofficialUnitedWorld Wrestling singlet which may differ from domestic variations. United World Wrestling requires the athlete’ssurnameandcountryabbreviationonthebackofthesinglet,andtheflagonthefront. 12 b) Wrestling Shoes - Wrestlers must wear regulation ankle height wrestling shoes with relatively smoothsoles(allridgesnottoexceed3mm)andshallbefreeofbucklesandmetalridges.Theshoes mustbewithoutlaces,orthelacesmustbefixedfirmlywithtapeorsomemechanismbuiltintothe shoetoavoidanyunfasteningduringthebout. c) Headgear-Headgearispermissibleandrecommendedfornon-seniorwrestlersprovidedthesurface isnotabrasiveanditisnotuseddeliberatelyagainstanopponent'shead.Withthemutualconsent of competitors and coaches involved, headgear can be considered acceptable apparel for senior athletes. d) Grooming-Athletesshallcometothematproperlygroomedincluding: i. Maleathletesshallbecleanshavenorhaveabeardofappropriategrowth; ii. Nailsmustbetrimmed; iii. Hairmustbeshortortiedbackwithanelasticorribbon,withnometalattachments. e) Itisforbiddento: i. Wearrings,bracelets,earrings,bodypiercingofanykind,etc.; ii. Chewgum; iii. Wearbandagesonwrists,armsorankles,unlessapprovedbythedoctorand/orheadofficial iv. Arriveatthematsweatyorgreasy. Ifawrestlerdoesnotappearonthematincompliancewiththeabove,theyshallbegivenoneminuteto properlypresentthemselves.Athleteswhofailtoproperlypresentthemselveswithinthattimeperiod shall be disqualified for that bout. This one-minute period is separate from limitations contained in Article13:CallforCompetitors. Article5:TheMat a) Anauthorizedmatmustbe9metresindiameterplusaprotectionarea,whichis1.2to1.5metres widesurroundingtheentiremat. b) Thematiscomprisedofacentralwrestlingarea,whichis7metresindiametersurroundedbya1 metrebandofadifferentcolourcalledthepassivityzoneanda1metrediametercircleinthecentre ofthewrestlingarea. c) Twoseparatecornersofthemataredesignatedfortheathletes(onefortheredathleteandonefor theblueathlete). d) A circle in the centre of the mat has an inside diameter of one metre. Two perpendicularlinesaretraced40cmfromeachotherandarecalled«theinside handline»and«theinsidekneeline». e) The mat must be washed with disinfectant before each session to avoid contamination. 13 1.2-1.5m DiagramcourtesyofDepartmentofSport&RecreationGovernmentofWesternAustralia(withmodifications). f) Please note that certain high school leagues allow a 6 metre to 8 metre central wrestling area for theircompetitions.ThissizeofmatisnotadequateforCanadianChampionships. Article6:MedicalServices a) The organizers of national tournaments must have a physician, and suitable medical staff in sufficient numbers available to examine the wrestlers during the combined medical / weigh-in; physiciansorparamedicalpersonnelmustbeavailablethroughoutalltournaments(eitheronsiteor immediate location). If a competitor is considered to be in poor health or in a condition that is dangeroustothemselvesorothercompetitors,thewrestlershallbeexcludedfromcompetinginthe competition. b) Aphysicianhastherighttostopaboutwhenthereisdangertoeithercompetitor;thephysicianalso hassoleauthoritytodecidewhetheracompetitormaycontinueabout.Intheabsenceofadoctor, the medical personnel at the event may have the authority to decide whether a competitor may continueabout. 14 c) In the absence of a medically qualified person, the head official will have the right to prevent an injuredwrestlerfromcontinuingthebout;however,theheadofficialwillnothavetherighttoforce anywrestlertocontinueagainstthewrestler'swishes. d) Adesignatedphysicianofaparticipatingteamisfullyauthorizedtointervenetogivetreatmentto theinjuredcompetitorsofthatsameteam. e) Thedecisiontocontinuemustbemadewithinthetimeallocatedforinjuryorblood(Article17a& 17b) UnitedWorldWrestlingNote:Wrestlersmusthaveamedicalexaminationintheirowncountryatleast3 daysbeforedepartingforaUnitedWorldWrestlingChampionshiptournament.Theresultofthismedical mustberecordedintheUnitedWorldWrestlinglicenceforthatindividual. United World Wrestling uses a system whereby a physician will reside beside each mat and have full authoritytostopandstartaboutpendinginjuryand/orbleeding.Nomaximumtimeallotmentwillbe specifiedbutthephysicianhastheauthoritytonotifytheofficiatingteamthattheyfeelthattheinjury maybeatimestallingtactic(faking)andtheoffendingwrestlerwillbepenalizedwithacautionandtheir opponentwillreceiveonepointandchoiceofposition.Ifawrestlerdeliberatelystopstheboutwithout obviousinjuryorbleeding,theopponentreceivesonepoint. Article7:Doping a) The deliberate or inadvertent use by an athlete of an IOC1banned substance or method which is perceived to enhance athletic performance and / or taking measures to mask the use of banned substances,constitutesadopinginfractionandisstrictlyforbidden. b) AsaconditionofWCLmembership,allathletes,officialsandcoachesmustadheretotheCanadian Anti-Doping Program (CADP). Please refer to the CCES website (www.cces.ca) for information regarding the CADP, doping control, a comprehensive list of banned and restricted substances as wellascorrespondingsanctionsfordopingviolations. 1 InternationalOlympicCommittee'slistof"BannedandRestrictedDopingClassesandMethods" 15 PART&-THEOFFICIALS'RESPONSIBILITIES Article8:CompositionandGeneralDuties Officialsshallperformallthedutiessetforthintheregulationsgoverningwrestlingcompetitionsandin anyspecialprovisionswhichmightbeestablishedfortheorganizationofparticularcompetitions. a) Composition-Theofficiatingteamforeachboutshallconsistofonematchairperson,onereferee andonejudge;itisstrictlyforbiddentoreplaceanyofficialduringaboutexceptformedicalreasons. Aoneortwoofficialsystemmaybeappropriateforprovincialandlocalevents. b) General Duties-Allthreeofficialscollaboratethroughoutabouttoensurethatthecorrectpoints areawarded.Therefereeandjudgeevaluatetheholdsindividuallybyholdinguptheappropriately colouredarmorpaddlerespectivelytodesignatepointsawarded;ifthejudgeandrefereedisagree, thematchairpersonwillimmediatelydecidewhowascorrectanddesignatetheappropriatepoints. c) Dress-Thereferee,judgeandmatchairpersonmustweargreyslacks,ablackshortsleevecollared shirt(greyandblackasperUnitedWorldWrestlingcolours),blacksocks,blackbeltandnon-marking blackshoes.Therefereeshallalsoweararedwristbandontheleftarmandabluewristbandonthe rightarm. Article9:TheReferee a) Therefereeisresponsiblefortheorderlyconductoftheboutaccordingtotherulesoutlinedinthe WCLrulebook. b) The referee shall ensure that the athletes have properly presented themselves before starting the bout. c) Therefereeshallmaintaincontroloftheboutfromtheoutsetandyetbeunobtrusive.Outstanding referees interpret the rules correctly, are able to encourage active wrestling in a clear and loud voice,identifyfleeingthehold,fleeingofthematorpassivityanddealwithiteffectively,andfinally are distinguished by the fact that neither coaches nor wrestlers can remember who refereed their bout! d) Thereferee,inworkingasamemberoftheofficiatingteam,shallmaintaincommunicationwiththe judgebymakingfrequenteyecontact.Therefereeshouldonlylookatthechairpersonininstances wheretherefereeandjudgedisagreeonwhethertoawardapassivity,cautionorinconfirmationof afall.Inaoneofficialsystemtherefereewillmonitortheminorofficials. e) The referee has a primary responsibility for the safety of the wrestlers and, therefore, has the responsibilitytopreventillegalholds,ifpossible,andtheprerogativetostoppotentiallydangerous holdstoensurethewrestler'ssafety. f) Therefereeproclaimsthewinnerafterconfirmationbythematchairperson. 16 g) The referee, if the mat chairperson intervenes, must interrupt the bout and proclaim victory by technicalsuperiority.Ifafallisimminent,s/hemustwaitforthedangeractiontobecomplete. Article10:TheJudge a) The judge verifies that the correct athletes have presented themselves as outlined on the bout sheet. b) Thejudgeplaysanequivalentroletotherefereebysignifyingpointsorcautionsastheyoccurinthe bout. NOTE: This does not mean that the judge must agree with the referee but rather, react in support (same colour paddle) or opposition to (red, blue or white paddle) the referee. Communicating in a timelymanner,evenifthereisdisagreement,willaddtothecontrolbytheofficialsduringthebout andgeneraterespectfromwrestlers,coachesandspectators. Thejudgemayinitiatepoints,orcautionrequestsiftherefereehasnotdoneso.If,duringthebout, thejudgenoticessomethingthats/hefeelss/heshouldbringtothereferee’sattentionbecausethe latterwasnotabletoseeitordidnotnoticeit(afall,illegalhold,passiveposition,etc.),thejudgeis obligedtodosobyindicatingthesamecolourasthesingletofthewrestlerinquestion,evenifthe referee has not asked for his/her opinion. In all circumstances, the judge must call the referee’s attentiontoanythingthatseemstohim/herabnormalorirregularinthecourseoftheboutorinthe conductofthewrestlers. c) If the referee indicates points or cautions, the judge must immediately indicate either points or cautions,ordisplayawhitepaddle. d) Duringthebout,thejudgeshallsignthescoresheetuponreceiptandmustbecarefultofillitout appropriately, (e.g., write the numerical values for all actions, “V” for verbal warning, “P” for passivity,writecautionswithacircle"O”;recordtimeoffall,injury,disqualificationandtimeofday when the bout ended; circle the points which result in a fall; cross out the name of the loser; underlinethelastpointscoredinaperiod). e) Thejudgeshouldremainseatedthroughouttheboutandinnoinstanceshouldthejudgegoonto thematsurface,butmaymoveslightlyfromher/hischairtogetabetterviewoftheaction. Article11:TheMatChairperson a) The mat chairperson is responsible to coordinate the work of the referee and the judge; this involvement will not be obvious unless the judge and referee disagree. The mat chairperson may decide to interrupt the bout in case of a serious mistake made by the referee. In such case, s/he must ask for a consultation with the judge and the referee. S/he may also interrupt the bout if a serious scoring error is made by the referee and/or the judge. In such case, s/he must ask for a consultationwiththejudgeandthereferee. b) Thematchairpersonshouldnotdisplaypointsiftherefereeandjudgeagreewiththecall. 17 c) If the judge and the referee disagree, the mat chairperson must make a swift decision and ensure thattherearenomajorinterruptions. d) Thematchairpersonmaynotoverrulethecallofboththerefereeandjudge,eveniftherehasbeen anobviousinfractionoftherules.However,thematchairpersonmayaskforaconferencewiththe referee and judge to discuss the situation. If all three officials still disagree on points, the mat chairperson must reach an agreement with either the judge or referee. If the judge and referee remaininagreement,thedecisionwillstandandthechairperson’sonlyrecourseistoinitiateavideo reviewthroughtheJuryofAppeal(seeAppendixCfortheprocedures).Thisconsultationdoesnot alterthewrestler’srighttothechallenge. e) Thematchairpersonisresponsiblefortheoverallconductofthebout,andshouldbeanexperienced officialwhoseactionswillwarranttherespectofcoachesandwrestlers. f) Innocasecanthematchairpersonbethefirsttogiveanopinion;itmustalwaysfollowtheopinion ofthejudgeandreferee. g) The mat chairperson maintains an equivalent score sheet to that kept by the judge. The mat chairpersonkeepstheofficialscoresheet. h) Initiatesandparticipatesinanyvideoreview(seeAppendixCfortheprocedures). i) Ifaboutdoesnotendina“fall”,thedecisionshallbedeterminedbythematchairperson.Itshallbe basedonanevaluationofalltheactionsofeachcompetitor,recordedfrombeginningtoendonthe judge’sandmatchairperson’sscoresheets. j) Whena“challenge”isrequestedbyacoachandconfirmedbytheathlete,thematchairpersonwill convene the officiating team for review of the video, or call for the jury of appeal to review the video. Note:The“Challenge”isapartof(Article34).Theathletemaydeclinethecoach’s“Challenge”. Article12:Officials’SignalsandVocabulary a) Theactionsoftheofficiatingteamshouldbecrispanddecisive. b) Pointsshouldbeawardedastheyhappenwiththeexceptionofatakedown;itiswiseforthereferee nottoanticipateatakedowntotheextentofmakingthecallbeforethemoveisactuallycompleted (i.e.sometimesakneedoesnottouchordominantcontrolisneverreallyestablished). c) Priortostartingthebout,therefereeclaspshandstoindicatethatthewrestlersshouldshakehands; thisdemonstrationofsportsmanshipformalitywillbefollowedbyblowingthewhistleandavertical armmovementtoindicatethestartofthebout. d) Outofboundsissignalledbyextendingbotharmshorizontallyvigorouslyatthesametimethatthe whistle is blown; this action will be followed by awarding appropriate caution and/or points and raisingbotharmsovertheheadifstandingwrestlingistofollow,orifonewrestlerwillstartinpar terreposition,thearmsareextendedforwardwithonehandabovetheotherhand. 18 e) Acautionisrequestedbyraisingthearmwiththecolourcorrespondingtothewrestleratfaultto theshoulderlevelandsimultaneouslyshowingoneortwopoints(asappropriate).Ifconfirmedthe officialraisesthearmcorrespondingtotheoffendingwrestlerabovetheofficials’head. f) To confirm a fall the referee will raise one hand with fingers extended and un-separated to a 90 degreeangletothemat;ifthematchairpersonagreeswiththefall(byalsoraisingtheirhand),the refereethenstrikesthematwiththehandandblowsthewhistle. g) The referee will raise the arm of the winning wrestler in a vertical position (with the arm of the correspondingcolour)whileholdingthewristofthelosingwrestlerattheotherside. h) The referee will encourage activity throughout the bout with the most common vocabulary being open,contact,action,zone,attackandpassive.Atalltimestherefereewillindicatethecolourofthe athletethattheyareencouraging(i.e.OPENRED,ZONEBLUE,etc). 19 PART&-THEBOUT Article13:CallforCompetitors a) Whenthecompetitor'snameisannounced,eachwrestlergoestothecorner,whichcorrespondsto thedesignatedcolourforthatbout(redorblue)andwaitsforthereferee'ssignal. b) Allcompetitorsarerequiredtoarriveattheedgeofthematimmediatelyuponbeingcalled; ! Competitors will be allowed 1.5 minutes after being called to arrive at the mat and identify themselvestotheofficiatingteam.Threecallsshallbegivenat30-secondintervalsduringthis time. ! If after the expiration of the above time period the athlete has not reported to the officiating team,thentheathleteshallbedisqualifiedandshallbeeliminatedfromthecompetition. c) Awrestlermusthaveaminimumof20minutesrestbetweentheendofoneboutandthebeginning ofthenextbout. Note:Anywrestlerwhoisvisuallyimpairedwillstartusingaforearm-to-forearmstartinthestanding position. The wrestlers are to re-establish and maintain contact if separated during wrestling. If contactisnotre-establishedtheboutwillbestoppedandre-startedinacontactposition(standingor parterre). Wrestlers who are hearing impaired must be tapped on the shoulder to indicate whistles to either startorstopanywrestlingaction. Article14:DurationoftheBoutandIntermission a) Aboutwillhave2three-minuteperiodswitha30-secondbreak. b) A Youth-Cadet age group bout will consist of 2 two-minute periods with an intermission of 30 secondsinbetweeneachperiod. c) Bothwrestlersareimmediatelytobewipeddrywithadrytowel,bytheircoachwithinthefirst20 secondsoftheintermission. d) Waterisallowedonlyduringthebreakbetweenperiodsorwhenrequiredbythemedicalstaff. e) The 30-second break begins immediately after the end of the period. The wrestlers will be called backtothecentreofthemat10secondsbeforethestartofthenextperiod. f) SeenoteaboveandArticle15forwrestlerswhoarevisuallyorhearingimpaired. 20 Article15:StartingandStoppingtheBout a) Thereferee,standinginthemiddleofthemat,signalsforthewrestlerstocometothecentre.The refereeshakesthewrestlers'handsandexaminestheirattireandskin(nowrestlershouldbegreasy orsweaty). b) The wrestlers then shake hands and at the sound of the referee's whistle begin wrestling in the standingposition. c) In the event of visually and/or hearing impaired wrestlers, the officials must ensure forearm-to- forearmcontactand/orusehandsignals,appropriatelytouchingthewrestlersasnecessary,andthat thereiscontinuousphysicalcontactbetweenthewrestlersforthedurationofthebout.Thereferee should allow the wrestlers to make contact if separation occurs or stop the bout and restart with contact. d) Theboutshallstartatthesoundofthereferee'swhistleandshallbestoppedeitherbythereferee’s whistleorwhereavailablebytheclockbuzzersignifyingtheendoftheperiodinregulationtime. e) Under no circumstances may a contestant take the initiative to interrupt the bout by standing up fromtheoffensiveparterreposition.Thisshallbepenalizedbyaverbalwarningthefirsttimeanda ‘fleeingthehold’callonsubsequentoccasionsduringthebout. f) Attheendoftheperiod,allholdsarevalidifcompletedbeforetimeexpires. g) Afterallsituationsthatendupout-of-bounds,theboutwillresumeinthemiddleofthemat. Article16a:InterruptionDuetoInjury a) If the bout must be interrupted due to injury, the referee may stop the bout for a maximum of 2 minutesperwrestler. b) Theentiresuspensionmaybeaccordedatonetimeoraccumulatedatvarioustimesthroughoutthe bout. c) Therefereeormatchairpersonmayannouncetotheinjuredathleteorcoachwheneach30seconds ofinjurytimehaselapsed. d) The referee shall invite both wrestlers to resume the bout at the centre of the mat 10 seconds beforetheendofthe2-minuteinjuryperiod. e) If the injury was accidental and the injured competitor cannot continue after 2 minutes of injury time, the opponent is declared the winner. However, if the injury was deliberately caused by the opponent'sactions,theinjuredcompetitorwillbedeclaredthewinnerbydisqualification. f) Thenon-injuredwrestlershouldremainstandingintheassignedcornerandmayreceiveadvicefrom thecoach. 21 g) Awrestler,whoisinjuredaccidentallyandlosesaboutforthatreason,mayreturninthenextbout (onlywiththepermissionofthephysician).ThismustbeannouncedtothePairingMasterbeforethe pairingofthenextround. h) Fortreatmentofaninjury,thewrestlermustremainonthematunlessdirectedbythecompetition physician/medical personnel. The doctor/ medical personnel may stop the bout before the end of theinjury/bloodtimelimits.NoteArticle6b&6c. i) Iftheinjuryandorbloodstoppageoccurs,wrestlingwillberestartedintheparterrepositionorin standing,dependingwhereitwasstopped.Theparterrerestarts,whentheattackingwrestlerscores atakedown,buthasnothadanimmediateopportunitytoscoreduetoobviousinjuryorblood.This restartisusednomatterwhocalledforthestoppage(i.e.,medicalpersonnel,referee,andathlete). j) Athletes that require inhalers/ventilators should be aware that there are a number of inhalers/ventilators that utilize substances on the IOC banned list. It is the responsibility of the athletetobeawareofthesesubstances.Athletesundersuchmedicationarestronglyencouragedto use inhalers/ventilators before the start of a bout. If necessary, an athlete will be given the opportunitytouseanacceptedinhaler/ventilatorduringinjurytime. k) When a wrestler deliberately stops a bout without being injured or bleeding his opponent will receiveonepoint. Article16b:InterruptionDuetoBlood a) Ifbleedingoccursduringabout,therefereemustimmediatelystopthebout. b) Athletesreceiveanadditionalperiodofthree(3)minutesforthestoppageofbleedingthatoccurs during a bout. This period is separate from the two (2) minute injury time out, and may only be appliedinthecaseofbleeding. c) Iftheathlete’sbloodtimehaselapsed,theymaythenutilizeanyunusedinjurytimethattheyhave remaining.Thetotalcombinedtimeforinjuryandbleedingshallnotexceedfive(5)minutes. d) Oncetheathleteispreparedandcapabletocontinue,ifadditionaltimeisrequiredtocleanthemat surface,thisisnottobeincludedintheathlete’sbloodtime. e) Thedecisionnottocontinuethebout,duetobleeding,willbemadebythemedicalpersonnel,orin theirabsence,theofficiatingteam/headofficialoftheboutinquestion.NoteArticle6b&6c. UnitedWorldWrestlingNote:UnitedWorldWrestlingusesasystemwherebyadoctormayresidebeside eachmatandhavefullauthoritytostopandstartaboutpendinginjuryand/orbleeding.Nomaximum time allotment will be specified but the United World Wrestling doctor has the ultimate authority to notify the officiating team that they feel that the injury may be a time stalling tactic (faking) and the offendingwrestlerwillbepenalizedwithacautionandtheiropponentwillreceiveonepoint. 22 Article17a:EndoftheBout Theboutisendedbeforeregulationtimeexpiresfor: a) Afall; b) Withdrawal,disqualification,default,injury c) TechnicalSuperiority: ! Whenonewrestlerattainsa10-pointadvantageovertheopponentinFreestyle. ! Whenonewrestlerattainsan8-pointadvantageovertheopponentinGreco-Roman. In any case, the referee must wait for the end of the action: attack, counter-attack or takedown wherethewrestlerisinapositionthatmayleadtoafall. d) Whenonewrestleraccumulates3cautionsduringthebout. Article17b:WinnerofaBout a) TechnicalSuperiority: ! Whenonewrestlerattainsa10-pointadvantageovertheopponentinFreestyle. ! Whenonewrestlerattainsan8-pointadvantageovertheopponentinGreco-Roman. b) In any case, the referee must wait for the completion of the action, and where the defensive wrestler is not in a danger position or has been declared by the referee to have lost due to a fall: attack,counter-attackortakedownwherethewrestlerisinapositionthatmayleadtoafall. i. Animmediatere-rolltoapinpositionwillcontinueuntiltheachievementofthepinorthe wrestlerisnolongerinadangerposition. ii. Theholdthatcreatesthetechnicalsuperiorityisallowedtocontinueinthedangerposition inanattempttocompletethepin. iii. Inthecaseofasuperiorpointdifferential,immediatecounteractionsbythedefenderare allowedtoscoreandthedifferentialisre-evaluateduponcompletionofthecounteraction. Ifthedifferentialnolongerexists,theperiodcontinueswithoutstoppage. c) If the bout lasts the entire regulation time period, the wrestler with the most technical points is declaredthewinner(cumulativescoreattheendoftwoperiods). d) Ifthescoreattheendofaboutistied,thewrestlerwhohasthemosthighervaluescoringactions, inthefollowingorder,willbedeclaredthewinner: i. Most5-pointactions(Grecoonly) ii. Most4-pointactions iii. Most2-pointactions e) Ifthescoreattheendofaboutistiedandthevalueoftheholdsisthesame,thewrestlerwiththe fewestcautionswithintheboutwillbedeclaredthewinner. f) If the score at the end of a bout is tied, scoring actions are equal and the cautions are equal, the wrestlerwhoscoredthelastpointwillbedeclaredthewinner. 23 Order:(Clarification) ! thehighestvalueofholds; ! thefewestnumberofcautions; ! thelasttechnicalpoint(s)scored However,inordernottopenalizetheattackingwrestler,ifthelastpointcausinganevenscoreis obtainedbyaholdwhichgivespoint(s)toeachoftheopponent–afterhavingreviewedallthe criteria-becausetheattackingwrestlerintheexecutionoftheholdwithoutactionfromhis/her opponent,thevictorywillbeattributedtotheattackingwrestler. g) All periods are considered for total cautions and disqualification from the bout is issued after 3 cautionsarereceivedinthebout. h) In Greco-Roman wrestling, in the event the score is tied 0-0 at the completion of the bout, the officiatingteamwillberesponsibletodecidewhowinsthematch. Article17c:EndofBoutProcedure a) Whenthebouthasended,therefereestandsinthemiddleofthematfacingthematchairperson, withthewrestlersoneachside,redontheleftandblueontheright;thewrestlersshakehands. b) Whenthedecisionisindicatedbythematchairperson(holdinguparedorbluepaddle),thereferee raisesthearmofthewinner.Therefereethenturnswiththewrestlerstofacetheoppositesideand againindicatesthewinnertothespectators. c) The referee shakes hands with both wrestlers and they leave the mat - without removing the shoulderstrapsoftheirsinglet. d) Eachwrestlermustthenshakehandswiththeopponent'scoach.Thisistooccurpriortoshakingthe handsofthematchairpersonand/orjudge.Thismustbecontrolledbythereferee. Article18:TheCoach a) At Canadian sanctioned events (and other events as determined by provincial/territorial associations)thecoachisrequiredtodressinasweatsuit,acollaredshirtorsuitandtie.T-shirts, shortsandjeansarenotacceptableattireforacoachinthecorner. b) The coach that sits in the athlete’s corner is required to shake the hand of the opponent at the conclusionofthebout.Onlyonecoachwillbeallowedinthecornerduringabout. c) The coach must remain seated in the appropriate corner at the edge of the mat during the bout exceptduringthe30-secondbreakbetweenperiods.The matchairpersonmayinvitethecoachto approachthechairtoobtainorprovidespecificclarification. d) The coach may encourage the wrestler and give instructions; however, the coach will not indicate points with hands nor attempt to influence the referee's judgement by shouting phrases or using signalsutilisedbyofficials. 24 e) Thecoachisnotallowedtospeaktothereferee,judgeortheopposingathleteoropposingcoach during the bout. If the mat chairperson calls a conference, the coaches shall refrain from approachingthetableorattemptingtoinfluencetheoutcomeoftheconference. f) Thecoachisnotallowedtodirectverbalabusetotherefereesduringorafterthebout. g) The coach may only come onto the wrestling surface, when invited by the referee to tend to an injuredorbleedingathlete. h) Ifthecoachbehavesinanunacceptablefashion,thematchairpersonisrequiredtogivethecoacha yellowcardorinseverecasesaredcard.Iftheoffencecontinuesinthesamebout,thecoachwillbe givenaredcardandmustimmediatelyleavethecornerandgointothestandsforthedurationof thebout.Thecoachwillnotbeallowedtocontinuetofunctionasacoachuntiltheheadofficialhas metwiththeofficiatingteamforthatboutanddeterminedtheseverityoftheinfraction.Thehead officialwillmakeadecisiontoeitherletthecoachresumetheirdutiesordisallowthecoachfrom theirdutiesforthedurationofthetournament. i) Coaches that continue to direct verbal abuse from the stands will be required to leave the competitionhallforthedurationofthetournament. j) Ifacoachiseliminated,thewrestlershallhavetherighttoobtaintheservicesofanothercoach. Note: The yellow/red card system is for the behavioural control of the coaches during a specific bout situation.Itisnottobeusedforpenalizingacoachforhis/herathletes’behaviour,orforthebehaviourof spectatorsinthestands.Extremebehaviourmayresultinacoachbeingremovedfromthetournament andmaynotnecessitateacardbeingissued. Note: Incident reports shall be filed by the head official for any tournament that an individual (coach, wrestler,official)wasthrownout.Reportsshouldbefiledwiththeappropriategoverningbody(i.e.,WCL for Canadian Championships) and include information regarding the incident and the decision to eliminatetheindividualfromthecompetition.TheincidentreportisAppendixB.Theincidentreportdoes not necessarily instigate a Grievance Procedure with WCL. A grievance may be initiated as per WCL’s DisputeResolutionPolicy. 25 PART!-THERULESOFWRESTLING Article19:WrestlingNeartheEdgeandIntheZone a) Wrestling is to be maintained within the central wrestling area with penalties for a wrestler who voluntarilymovesthroughthezoneandintotheprotectionarea(out-of-bounds). b) Thezone,therefore,identifiesapassivewrestlerasonewhostepsintoitanddoesnotmakeevery effort to return to the central wrestling area when the referee calls "Zone Blue" or "Zone Red" (dependingonwhichwrestlerentersthezone). c) Anyholdsorcounterattackscompletedorinitiatedinthezonearevalid. d) Any hold initiated in the zone and landing in the protection area is valid. Note, the bout is immediately stopped at the point of contact in the protection area and no counterattacks may be initiated. e) Ifwrestlersengageinstandingwrestlinginthezonewithoutexecutingahold,andthreeorfourof their feet remain in the zone without motion, the referee shouts "zone". If the action is not sustained, the referee stops the bout, warns both wrestlers to stay in the centre, and wrestling resumesinthestandingpositioninthecentreofthemat. f) Inthestandingposition,ifthecompletefootofawrestlertouchestheprotectionarea,thereferee shallstoptheboutandtheopponentofthewrestlerwhotouchesoutofboundsfirstwillreceive1 point.Theexceptionshallbethatifthefootofthedefensivewrestlertouchestheprotectionarea momentarilywhileunderattackandtheattackingwrestlercompletestheactionwithoutstopping; the action is valid and will score. Where such action does not score points, the opponent of the wrestler who touches out-of-bounds first during the normal course of the action of a bout, will receive1point. g) Iftheofficiatingteamdeemsanactionwentout-of-boundsduetofleeingthehold(leavingthemat toavoidbeingscoredon)theoffendingwrestlerwillreceiveacautionforfleeingtheholdandtheir opponentwillreceiveonepoint. h) Ifawrestlerisintentionallypushedout-of-boundsbytheiropponent(asdeterminedbytheofficials) onthefirstoccasion,therefereewillissueawarningtothewrestlerpushingtheiropponentoffthe mat, without a point awarded. The second time this happens, the referee may award a caution to thewrestlerpushingtheiropponentoffthemat(foravoidingwrestling)andthewrestlerwhowas pushed will be awarded a point. Subsequent pushes from the same athlete will result in a caution beingawardedtothepushingathleteandapointtotheopponent. i) In the par terre position, if the wrestlers enter the protection area in the normal execution of a wrestlingaction,thewrestlingwillbestoppedandresumedinthestandingpositioninthecentreof themat,withnopointbeingawardedforgoingoutofbounds.Technicalpointsand/orpenalties(i.e. fleeing the mat) may be awarded. If the wrestler moves from the par terre position to a standing positionandproceedstostepout-of-bounds,theopponentofthatwrestlerisawardedonepoint. 26 j) Whenanoffensivewrestlerexecutingaholdfromthestandingposition,endsupinaninstantaneous fall position in the protection area, the opponent is awarded two (2) points, even if there was no counterattack.However,iftheattackersuccessfullycontinuestheholdimmediately,inadditionto the defensive wrestler receiving 2 points, the attacking wrestler will still be awarded points accordingtothemeritsofthehold. k) In all cases where wrestling is stopped in the standing position, wrestling must be resumed in the standingposition.Ifthewrestlerleavesthewrestlingareainthe“parterre”position,wrestlingmust be resumed in the standing position in the centre of the mat, even if points were scored. This includes situations whereby a wrestler throws an opponent out-of-bounds and scores points; then theyreturntothestandingpositioninthemiddleofthemat.Thewrestlingresumesintheparterre position when an illegal hold or “flee the mat” by the defending wrestler while in the par terre position,preventstheattackingwrestlerfromcompletingascoringaction.Inthiscasethecaution and appropriate point(s) are awarded and wrestling resumes in the centre in a par terre start position. Article20:ParTerreWrestling a) Ifthewrestler’sactionsresultinthemleavingthematina“parterre”position,wrestlingwillresume againinthestandingpositionatthecentreofthematunlessthewrestlerfleesthemat.Thereferee willstoptheboutwhentheheadiscompletelyout-of-boundsandtouchesthemat,oriftheupper torsoisbeyondtheplaneoftheprotectionarea. b) Ifthedefensivewrestlerfleesthematintheparterreposition,thewrestlerreceivesacautionand theopponentreceives1point(freestyle)or2points(GrecoRoman).Wrestlingwillresumeinthepar terrepositioninthecentreofthemat. c) Ifthedefensivewrestlerbridgesout-of-boundsinthedangerpositionandtheactionisintentional (i.e. flee the mat), the wrestler is cautioned and the opponent shall receive 2 points. Wrestling resumesintheparterrepositioninthecentreofthemat. d) Whenwrestlingintheparterrepositionisstoppedforanillegalactionbythebottomwrestlerwhich resultsinadisadvantagetothetopwrestlerandthatpreventsscoring,theboutwillberestartedin theparterrepositioninthecentreofthemat.Penaltieswillbeapplied. e) Thewrestlerswillstartintheparterrepositionasfollows: i. Thebottomwrestlermusttakeapositionontheirhandsandknees,withtheirhandsonthemat, handsandelbowsapartandatleast20cm(8inches)fromtheirknees.Thearmsmustremain straight and their feet uncrossed, thighs/haunches must not touch the heels, the knees and handsmustbeonthemarksonthecentralcircle. ii. The referee, by ordering contact, directs the top wrestler to place both hands on the back of their opponent, who is in the par terre position. The top wrestler must immediately make contact with their opponent by placing both hands parallel and flat on their opponent’s back, without making any contact with their legs against opponent’s legs or body. The top wrestler mayhaveonekneeonthemat,bothkneesonthematorbestanding,behindthe“HandLine”. There will be a brief pause between the time the top wrestler takes the correct position and 27 whentherefereeblowsthewhistletoresumewrestling.Thisistoensurethatneitherwrestler hasanadvantageonthestart. f) Actionbybothwrestlerswillresumeonlyatthesoundofthereferee'swhistle. i. Afalse/incorrectstartbythetopwrestlerishandledasfollows: ! 1stoffence=warning(samestartingposition) ! 2ndoffence=caution+1point(freestyle)or2points(GrecoRoman);restartinstanding position. ii. Afalse/incorrectstartbythebottomwrestlerwillbehandledasfollows: ! 1stoffence=warning(samestartingposition) ! 2nd & subsequent offences = caution + 1 point (freestyle) or 2 points (Greco Roman); restartintheparterreposition. g) Thebottomwrestlermustprovideworkingspaceduringthecourseofparterrewrestlingtoenable thetopwrestlertosecureahold(i.e.thehead,chestandshouldersofthedefensivewrestlermust besufficientlyoffthemattoallowtheattackingwrestlertoinitiateahold).Thebottomwrestleris notallowedtodrawbotharmsintothechestatthesametimetopreventaction.Failuretoprovide thisworkingspaceisdeemedfleeingthehold. h) Thetopwrestlermustcontinuetoattack,breakdowntheopponent,andimprovetheholdtoavoid beingstoodupordesignatedaspassive.Thetopwrestlerisnotpermittedtostanduptocontinue wrestlinginthestandingpositionwithoutdirectiontodosofromthereferee. i) If the actions by the top wrestler are not improving the chance of scoring within a reasonable amountoftimeasdeterminedbytherefereeteam,thewrestlerswillbestoodup. GRECO-ROMAN Insuchsituations,ifthetopwrestlerdoesnotadvancehisposition(passive),theboutwillbeinterrupted andwrestlingresumedwrestlerswillbeplacedinstandingpositionagain. In any case, the wrestler cannot push his opponent with his leg or make gestures towards the referee regardinghisopponent’sposition.Iftheattacking(top)wrestlersimulatesorpusheswithhislegs,the refereemuststoptheboutandwarnthewrestleratfaultwithATTENTION.Iftheattacking(top)wrestler repeatstheviolationasecondtime,therefereemustapplythepropersanctionbyawardingacautionto theoffendingwrestlerand2pointstotheopponent.Wrestlingresumesinthestandingposition.Once thecorrectstartpositionisestablished,therefereewhistlesandthetopwrestlercanexecutethehold and his opponent can start defending himself. During this activity time, both wrestlers can execute all possible actions, in a standing or a “par terre” position. The disadvantaged (bottom) wrestler is not allowedtofleehisopponentby"swimming"(crawlingaway)inanattempttoavoidwrestling,moveto thezoneormovetotheprotectionarea.Ifthishappens,therefereemustindicatewithahandforthe wrestler to stop, and clearly and firmly say "place" or some other acceptable command ordering the bottom wrestler to stay in place and defend his position. If it continues, the referee can ask for confirmationofa"fleethehold"call.Thedisadvantaged(bottom)wrestlermuststaynearthecentreof thematanddefendthisposition. 28 Clarificationofreferees’procedureforallparterrestarts ! If the bottom wrestler refuses to correctly apply the ordered hold, the referee will strongly warn him/her(andnotnecessarilyhis/hercoach)firstbyusingtheword“ATTENTION”,andindicatingthe colourofthewrestleratfault. ! Ifthebottomwrestlerdoesn’tobeythesecondreferee’swarning,s/hewillreceiveacautionand2 pointswillbeawardedtohis/heropponent.Aneworderedstartwillthenbeorderedforthesame wrestlerinparterre.Theprocedurefortheorderedstartmustbestrictlyfollowed. ! Ifthetopwrestlerrefusestocorrectlyapplytheorderedstart,therefereewillstronglywarnhim/her (andnotnecessarilyhis/hercoach)firstbyusingtheword“ATTENTION”,andindicatingthecolourof thewrestleratfault. ! If the top wrestler doesn’t obey at the second referee’s warning, s/he will receive a caution and 2 pointswillbeawardedtohis/heropponent.Insuchsituations,ifthetopwrestlerdoesnotadvance his/her position (passive), the bout will be interrupted. The wrestlers will resume in the standing position.Theprocedurefortheorderedstartmustbestrictlyfollowed. Thesameprocedurewillapplyforallagecategories. Article21:TheFall a) Afallorpinoccurswhenbothshoulderbladesofthedefensivewrestlerareinstantaneouslyheldin contactwiththematforasufficienttimetoallowtherefereetoobservetotalcontrol. b) Whenafalloccurs,therefereewillraisehis/herarmintheairtoaskforconfirmationfromthejudge and/or mat chairperson. The mat chairperson must confirm a fall. If the mat chairperson confirms thefall,theywillraisetheirarm.Onlythenwilltherefereeblowthewhistleandstrikethematto indicate the fall. Normally, the judge will not initiate the request for the fall, but this may be acceptableincasetherefereeisnotispositiontoseethefall. c) Iftherefereefailstoobtainconfirmationforafallfromthematchairperson,theactionwillproceed withoutinterruptionandtherefereewillcontinuetolookforafall. d) Normally,thematchairpersonwillconfirmthereferee'srequestforafallunlesstheyareabsolutely sure,fromtheirangle,bothshouldersbladesare(were)nottouchingthematsimultaneously,andif theyaresurethattheattackingwrestlerisdemonstratingtotalcontrol. e) Afallisvalidaslongastheshoulderbladesofthedefensivewrestlerarein-bounds,eventhoughthe rest of the body (lower torso and legs) may be in the protection area. If the defensive wrestler's shoulderbladesandbodyarein-boundsandheadisout-of-boundsbutnottouchingthemat,afall canbecalled.Ifthecompleteheadisoutofboundsandtouchesthemat,therefereewillstopthe boutandrestarttheboutinthestandingposition. 29 Article22:Passivity PASSIVITYDEFINITION Passivityisconsideredtobeanybehaviouronthepartofoneorbothwrestlersto-becontrarytothe spiritofcontinuouswrestling-avoidand/orobstructtheprogressofthebout. Examplesofpassivityinclude,butarenotlimitedto: Wrestlersinthestandingpositionmaybepassiveby: ! notattackingforcefully ! blockingtheopponentfrominitiatingattacks ! nottryingtoinitiateeffectiveholds ! pushingtheopponentoffthemat ! systematicallyforcingtheopponentintothezone ! repeatedlyattempting/feigningathrowbutappearingtoslipoffandfalltothehandsandknees. Therefereeingteammustdistinguishbetweenatrueslippedthrowandpassivebehaviour. ! backingintothezone ! avoidingcontactbycirclingeventhoughthewrestlerdoesnotbackintothezone ! blockingopponentwithheaddown ! closedstancewithpalmsfacingopponenttopreventattack,i.e.neutralizationofallattackswith nocounterattacks,blockingontheopponent’storsowithahand/arm ! prolongingthetwohandsononewrist/forearmhold ! feigninginjury,slowreturntocentreofmatafterabreakintheaction ! holdingtheopponent'swristorwristswithoutmakinganefforttoattack Inparterre,thefollowingareexamplesofpassivity: ! simulatingactivitywithnorealrisk ! notpresentinganopenposition,i.e.chestup,armsout ! repeatedlyholdingontoanarmorlegwithoutanyattempttocounterattack. PASSIVITYPROCEDURE a) The fundamental principle of a wrestling bout is “total wrestling”. A referee will encourage and stimulateactivityatappropriatetimesthroughouttheboutbygesturesandwordssuchas"contact red",“attackblue”,"actionred"or"openred".Thecolouridentifieswhichwrestlerispassivesothe wrestleratfaultcanreact. b) Therefereeshall,inaloudandclearvoice,verbalizethepassivebehaviour(e.g.red -head up! or blue-noblocking!)tomakeitcleartoeveryonethatthebehaviourisunacceptable.Theseattempts topromoteactivewrestlingmaybedonepriortomakingapassivitycall,andmayoccurthroughout thebout. c) When passivity continues to be evident, the referee or judge should signal this by raising the arm correspondingtothecolourofthepassivewrestlertotheshoulderlevel,asthewrestlingcontinues andseekconfirmationfromanothermemberoftheofficiatingteam.Uponconfirmationbyoneof theothermembersoftheofficiatingteam,onthefirstoffense,thematchwillbeinterruptedanda verbalandvisual,officialwarningwillbeawarded. 30 d) Ifthewrestlercontinuestobepassivetherefereewillaskforconfirmationfromanothermemberof the officiating team to declare the wrestler “passive”. Upon receiving confirmation from the other membersoftheofficiatingteam,therefereewillinterrupttheboutaslongasthereisnoimminent scoringtakingplace.Theothermembersoftheofficiatingteammaydeclarepassivityandbringthe declarationtothereferees’attention.Therefereewillindicatetothewrestler(andmayindicateto the coach) that the wrestler is “passive”. In freestyle wrestling, a 30-second “activity period” will commenceandtheidentifiedwrestlerwillhave30secondstoscoreorfortheopponenttoscore. e) Therefereeonthematshallnotinterrupttheboutinthemidstofaviableactionateitherstartor finishanactivityperiod. Initiationandcompletionofascoringactionpriortotheendofanactivityperiodwillbeallowed.A reasonabletimetoscorewillbeprovided,and,uponcompletionofthisscoringaction,thepenalty willbesuppressed. f) In the first period the activity period will occur by the 2 minute time for Juvenile and older age groupsandoneminuteforCadetandyoungeragegroups(agegroupsthatuse2-minuteperiods). The“passivity”maybecalledanytimepriortothesetimes. If either wrestler scores during the 30-second activity period, the activity period will end and the passivitypenaltywillbesuppressed. Ifnoscoringoccursduringthe30-secondactivityperiod,theboutwillbeinterruptedimmediately andtheidentifiedwrestlerwillreceiveacautionandtheopponentwillawardedonepoint. The official is not required to call “attention” on the same wrestler, nor warn the same wrestler againbeforerequestinganother“passivity”andsubsequentactivityperiods. GRECO-ROMANPASSIVITYPROTOCOL a) 1st Violation - The referee will interrupt the bout and the passive wrestler will be given a verbal warning.Thisismarkedonthescoresheetwitha“V”. b) 2nd Violation-Therefereewillinterrupttheboutandthepassivewrestlerwillreceiveapassivity. Thiswillbemarkedonthescoresheetwitha“P”Theopponenthasthechoicewhethertoresume theboutwiththeoffenderinthestandingorparterreposition. c) 3rd Violation - The referee will interrupt the bout and the passive wrestler will receive another passivity“P”.Theopponentwillreceiveonetechnicalpoint.Theopponenthasthechoicewhether toresumetheboutwiththeoffenderinthestandingorparterreposition. d) 4thandSubsequentViolations–Step3abovewillberepeated.Thatistosay,foreverypassivitya wrestler receives, the opponent will receive 1 point and have the choice whether to resume the wrestlingwiththeoffendingwrestlerinthestandingorparterreposition. e) Inthecasewheretheboutreaches4:30andthescoreisstill0:0,therefereewillstoptheboutand therefereeingbodywillchooseawrestleraspassiveandtheywillgive1pointtotheopponentand askhimfortheposition(eitherstandingorparterreposition)toresumethebout. 31 Note:These“Passivities”areallmarkedonthescoresheetwitha“P”. Note:Forjuniorsandyounger,thereisnostoppingofthebout,andnochoiceofposition.Everypassivity “P”isaccompaniedbyapointfortheopponent. Article23:Cautions Acautionmaybegivenforfleeingthemat,fleeingahold,applyinganillegalhold,assuminganincorrect par terre starting position. Cautions will be recorded as an "O" on the score sheet. The opponent of a wrestlerwhoreceives3cautionsoverthedurationofthecompleteboutwillbedeclaredthewinnerof thebout. Thethirdcautionawardedtoawrestlermustbeaunanimousdecisionamongtherefereeteam.Also, anycautionwhich,atthatpointinthebout,determinesthewinnerofthebout,mustbeaunanimous decisionamongtherefereeteam. Infreestylewrestling,whenthereislessthan30secondsremaininginthesecondperiod,ifallthreeof the officiating team agree a wrestler is evading and/or blocking his/her opponent, then the offending wrestler will receive a caution and the opponent is awarded a point (i.e fleeing the hold). If this call determinestheoutcomeofthebout,thissituationcanbechallengedtothe“JuryofAppeal”.Thejury will review the challenge at the time of the call by the officiating team. The jury may ask the mat chairperson for an opinion on what was done by the officiating team preceding the call, to encourage activity.Incasethereareonlytwopeopleactingasjuryofappeal,thechairmaybeaskedtoactasthe thirdmemberofthejury. a) Fleeing the Mat-Thesituationinwhichthewrestler,accompaniedorunaccompaniedbyanother wrestler,voluntarilyfleesthemattoavoidwrestling.Thewrestlerdoesnothavetheoptiontoenter the protection area to avoid wrestling. The wrestler must make a valid attempt to stay in the wrestlingarea. i. StandingPosition-Fleeingthematinthestandingpositionresultsintheawardingofacaution tothefleeingwrestlerandonepointisawardedtotheopponent.Wrestlingwillresumeinthe standingpositionatthecentreofthemat.Thisrulingappliestosituationswherethedefensive wrestlerfleesthematundercontrolorattack,evenifnotechnicalpointsarescored. -1caution+1pointawardedtotheopponent(freestyle)or2points(GrecoRoman) -Restartinstandingposition ii. ParTerrePosition-Ifthedefensivewrestlerfleesthematintheparterreposition,acautionis awarded and the opponent will receive one technical point (freestyle) or 2 points (Greco Roman). Wrestling will resume in the par terre position at the centre of the mat. This applies even if the defensive wrestler was about to be turned, but has not yet been put in a danger position.Fleeingtheholdalsocanoccurwhenthedefensivewrestlerrunsonhis/herkneesor crawls(swims)withoutattemptingtoremaininbounds,escapeorcounter-attack. -1caution+1pointawardedtotheopponent(freestyle)or2points(GrecoRoman) -Restartin“parterre”position 32 iii. DangerPosition-Ifthedefensivewrestlerfleesthematinapositionofdanger(suchasabridge, half bridge or on an elbow), a caution is awarded and the opponent will receive two technical points. Wrestling will resume in the par terre position. The referee must be sure that the defensivewrestlerisfleeingthematandnotjustbeingpushedoutbytheoffensivewrestler. -1caution+2pointsawardedtotheopponent -Restartin“parterre”position b) FleeingaHold-Thefundamentalprincipleofawrestlingboutis“totalwrestling”.Continueduseof actionstopreventtheapplicationofactionsbyanopponentmaybedeemedseriousenoughtocall ‘fleeing the hold’. A referee will encourage and stimulate activity at appropriate times throughout theboutbygesturesandwordssuchas"contactred","actionred",“attackblue”,or"openred".A wrestler who continues to refuse contact will be penalised with a caution and the opponent shall receive one point (freestyle) or 2 points (Greco Roman). Wrestling is restarted in the standing position. i. StandingPosition-Fleeingaholdoccurswhenthedefendingwrestleropenlyrefusescontactin order to prevent the opponent from executing or initiating a hold (e.g. preventing contact by pushingtheoffensivewrestleraway,andbycirclingorbackingawayorcontinueduseofactions solelyforthepurposeofpreventinganopponentfromdevelopingactionsoftotalwrestling). Examplesincludebutarenotlimitedtothefollowing: Theapparentlyoffensivewrestlerinthestandingpositionmaybe: ! grippingalegwithouttryingtoimprovetheposition ! prolongingthetwohandsononewrist/forearmhold ! pushing,withstraightarms,theopponentoffthemat ! systematicallyforcingtheopponentintothezone ! repeatedlyattempting/feigningathrowbutappearingtoslipoffandfalltothehandsand knees;therefereemustdistinguishbetweenatrueslippedthrowandpassivebehaviour. Thedefensivewrestlerinstandingwrestlingmaybe: ! backingintothezone ! avoidingcontactbycirclingeventhoughthewrestlerdoesnotbackintothezone ! blockingopponentwithheaddown,blockingontheopponent’storso/headwithahand/arm ! closedstancewithpalmsfacingopponenttopreventattack,i.e.neutralizationofallattacks withnocounterattacks ! prolongingthetwohandsononewrist/forearmhold ! feigninginjury,slowreturntocentreofmatafterabreakintheaction ! holdingtheopponent'swristorwristswithoutmakinganefforttoattack ! interlacingfingers ii. Par Terre Position - Persistent clamming up (forcing one’s arms close to the body) or holding ontotheopponent’sarmorleginordertopreventtheopponentfromexecutingorinitiatinga holdwillalsobeconsideredfleeingthehold. 33 Intheabovesituationstheofficialwillverballywarntheathleteatfault(thecoachmay also be informed). Athletes who continued to passivity will be assessed progressive penalties. iii. FleeingaholdingroundpositioninGreco-Romanincludes: Awrestlerisonthegroundfollowinganactionbyhisopponentorafteranorderedtoassumea downposition,hethenjumpsforwardtopreventhisbeingcaughtforahold. Awrestlerputshisopponentinthepositionofcommittinganillegalhold-holdingthethighsof the"escaping"wrestler. The referee must not allow this situation which is a fleeing the hold offence by the fleeing wrestler.S/hemustthereforebeveryclearandpreciseinthemannerinwhichs/hedealswith thisoffence.S/hemustalsoplacehim/herselfinfrontofthewrestlersinawaytopreventaflee fromtakingplace. ! ! The first time that the wrestler on the ground jumps forward to avoid being caught by his opponent. The referee will stop the bout, the referee must warn aloud "attention” and restartitinthecentreofthemat,intheparterreposition. The second time, the referee must request a caution and 2 points for fleeing the hold. If agreement, by the judge and/or the mat chairperson, stop the bout. Stand the wrestlers, signaltheoffenceandrestarttheboutintheparterreorstandingposition. Thismethodisvalidforpenalizingfleeingtheholdwhenthewrestlerjumpsforward. However,inthedefenseofmovinglaterallyoverashortdistancetoavoidaholdis authorizedandshouldnotbesanctioned. ThewrestlerwhoisdominatedonthegroundinGreco-Romandoesnothavetherighttobend orraiseeitherorbothofhislegstointerferewiththeattackingwrestler,ortopreventahold being executed. If a dominated wrestler on the ground uses his legs as a defense, and the attacking wrestler is unable to complete a scoring action, he will receive a caution and his opponent2points. Note:theproceduresfortheenforcementofpassivityfortheFreestyleandGreco-Romandisciplinesare distinctlydifferent. c) ExecutinganIllegalHold-Thefollowingprotocolwillbeissuedforrespondingtoanillegalholdor action: i. Offensive wrestler - The first time the attacking wrestler inadvertently executes an illegal hold the referee shall stop the action and issue a verbal warning. Wrestling is restarted in the standingposition.Iftheattackingwrestlersubsequentlyrepeatstheillegalholdtherefereeshall stop the action, award a caution as penalty plus 1 point (freestyle) or 2 points (Greco Roman) awardedtotheopponent. 34 ii. Defensivewrestler-Ifthereisnodangerofinjury,wrestlingwillcontinueuntilthescoringaction iscompleted.Ifthescoringactionisnotprevented,theattackingwrestlerwillreceivetechnical points + 1 point (freestyle) or 2 points (Greco Roman) and the wrestler at fault will receive a caution.Iftheillegalactionpreventsscoring,theattackingwrestlerwillreceivetwopointsand thewrestleratfaultwillreceiveacaution.Wrestlingresumesinthesamepositionaswhenthe illegalactionoccurred(i.e.ifstandingwhenoffenceoccurs,resumestanding;ifparterrewhen offenceoccurs,resumeparterre). d) IllegalParTerreStartingPosition-Foreachstartsequence,ifawrestlerstartsbeforethewhistleis blown,therefereeshallstoptheactionandissueaverbalwarning(i.e.ATTENTIONRED/BLUE)and may notify the coaches of the official warning. Wrestling is restarted in the same position. If the same wrestler subsequently repeats the false/incorrect start during that start sequence, the offendingwrestlerwillreceiveacautionandtheopponentwillreceive1point(freestyle)or2points (GrecoRoman).Iftheoffendingwrestleristhedefensivewrestler,wrestlingresumesintheparterre start.Iftheoffendingwrestleristheoffensivewrestler,wrestlingresumesstanding. Article24:Prohibitions,IllegalandPotentiallyDangerousHolds a) Elimination from Competition - Any wrestler who commits an obvious offence against fair play within the spirit of wrestling and openly cheats or engages in brutality, will be immediately disqualifiedfromtheboutwiththeunanimousdecisionoftheofficiatingteamandcanbeeliminated fromthecompetitionbyaunanimousdecisionoftheofficiatingteamandtheheadofficial.Inthis situation,thewrestlerwillnotplace. Note:SeeWCLpolicy-thewrestlerwillnotbeabletocompeteinWCLsanctionedeventsuntilthe Discipline Committee has reviewed the matter. Due to the dynamics of wrestling, potentially dangerousactionsoccur,thatarenotillegal. b) IllegalHolds/Actions-GeneralDefinition i. Itisprohibitedtopullthehair,ears,genitals,topinchtheskin,tobite,totwistfingersand toes,ortoexecuteanyaction,gestureorholdwiththeintentionoftorturingtheopponent orapplicationofasubmissionhold. ii. Itisalsoprohibitedtofight,punch,kick,buttwiththehead,strangle,andapplyholdsthat mightendangertheopponent'slifeorcauseafractureordislocationofjoints,totreadon the feet of the opponent or to touch the face between the eyebrows and the line of the mouth. iii. Itisstrictlyprohibited: ! tothrusttheelboworkneeintotheopponent'sstomachorback ! toeffectuateanytwistslikelytocausesuffering ! tograsptheopponentbytheuniform ! toseizethetoeoftheopponent'sfoot(onlyseizingtheupperpartofthefoot,soleor theheelispermitted) ! tokick,exceptintheperformanceofafootsweep ! forthewrestlerstotalktoeachother,totheopponent’scoach,ortheaudienceduring thebout 35 ! for a wrestler to display unsportsmanlike conduct toward the opposing coach, athlete, theaudienceortheofficiatingteam iv. Thefollowingholdsareillegalandprohibited: ! twistingofarmsmorethan90degrees ! arm-barappliedtotheforearm(i.e.chickenwingbelowtheelbow) ! bringing the arm of the opponent behind the opponent's back and at the same time applying a pressure to it in a position where the forearm and the upper arm form an angleoflessthan90degrees;pressureshouldbedirectedacrosstheopponent'sback, nottowardthehead ! executingaholdthatputsunduestressontheopponent'sspinalcolumn ! headandneckholdsinanymanner,whichdonotincludetheopponent'sarmorleg ! peelingtheopponent'sfingers c) IllegalandPotentiallyDangerousHolds-SpecificDefinitions i. Figure Four - A figure four or scissors lock on the head or body is illegal, even if an arm is included;afigurefourmaybeusedonanarmorleg;theofficialwillidentifyandcallforthe wrestlertoreleasetheillegalfigurefourbeforeitaffectstheprogressoftheaction. ii. StandingReverse-WaistHold-Instandingholds,executedfrombehindwhentheopponent isturnedupside-down(reversewaisthold)-thiscanprogressveryquicklytoapikeposition withtheheadpointingdownatthematandthefeetstraightup. Note: The referee must stop this action immediately to avoid serious injury; this is a potentially dangerous hold; wrestling continues in the neutral standing position without penalty. iii. FullNelson(AKADoubleNelson)-Afullnelsonisillegalifexecutedwiththeuseofthelegs onanypartoftheopponent'sbodyoriftheheadisnotdirectedtotheside.Thefullnelson is strictly forbidden in bantam, cadet and women's divisions. Where the hold is applied illegally,theofficialshallcalltothewrestlertorelease,butmayimmediatelystopthebout wherethereisanypotentialforinjury. iv. Three Quarter Nelson - The three-quarter nelson is illegal (both hands on the opponent's head),withorwithoutanarm. v. Bridge Position - It is forbidden to lift the opponent who is in a bridge position and then throw the opponent to the mat. The bridge must be forced down without pushing in the directionoftheopponent'shead,whichwouldhyper-extendtheneck. vi. AnkleTrappedtoOutside(ParTerre)-Intheparterreposition,itisillegaltotraporforcethe opponent'sankletotheoutsideoftheknee/hipjoint.Wheretheholdisappliedillegally,the officialshallcalltothewrestlertorelease,butmayimmediatelystoptheboutwherethere isanypotentialforinjury. 36 vii. DoubleLegHooktoPreventThrow-Usingthelegstohookbothoftheopponent'slegsinthe standing position is potentially dangerous but not illegal in Freestyle. The referee shall immediatelystoptheboutbutnocautionisawarded. viii. Greco-Roman - In this style, it is forbidden to grasp the opponent below the hips or to squeezetheopponentwiththelegs.Allpushing,pressingorliftingbymeansofcontactwith thelegsonanypartofthebodyoftheopponentisabsolutelyprohibited.Itisillegalforthe defensivewrestlertoforcetheoffensivewrestler'shandsbelowthewaist. ix. CadetandBantamRules-InCanada,thesuplay,salto,andfullnelsonfromthefrontandthe side,andwestpointrideareillegalinthisagegroup.Sidethrowsareallowed. x. Women's Rules - As well as the illegal rules established for men's wrestling, all full nelsons areprohibitedinwomen'swrestling. xi. ReverseLegRide(AKAEastGermanLegRide)–alegridewhereonewrestlerhastheirleg behindtheiropponent’skneetrappingboththeiropponent’supperandlowerleg,thereby puttingunduepressureonthekneejoint.Thereverselegridewillbeconsidereddangerous and,therefore,illegal. d) IllegalHolds–Procedures i. Inthelegalexecutionofholds,dangeroussituationsmayoccurwhichcouldcauseinjurytoa wrestler and must be stopped immediately. It is imperative that a referee prevents potentially dangerous holds from progressing into illegal holds. Whenever possible, the official will talk or gesture to the wrestler applying the dangerous hold to change the hold without losing the offensive advantage. If there is imminent danger to the opponent, the movemustbestoppedimmediately. ii. Any advantage gained by the attacking wrestler through the inadvertent application of an illegalholdmustbevoided. iii. Whenthewrestlerapplyinganillegalholdfindsthemselvesatadisadvantage,andthereis nodangerofinjury,wrestlingwillcontinueuntiltheactioniscompleted. iv. Inanyactionwherethedefensivewrestlerusesanillegalholdandthescoringactionisnot prevented, the action is allowed to continue and the attacking wrestler will receive the technical points scored, the defending wrestler receives a caution plus 1 additional point (freestyle)or2points(GrecoRoman),andtheboutresumesinthestandingposition.(See pointv.below) v. In any action where the defensive wrestler uses an illegal hold and the scoring action is prevented, the bout is stopped and the attacking wrestler will receive 2 points and the defensivewrestleriscautioned.Wrestlingisrestartedintheposition(standingorparterre) whentheillegalactionoccurred. vi. If a wrestler is injured by an opponent's illegal hold and is unable to continue, the injured wrestler will be declared the winner by disqualification. The wrestler at fault can be 37 disqualified from the entire tournament (without placing), subject to the unanimous agreementoftheofficiatingteamonthatmat,plustheconsentoftheheadofficial,ifthere wasanobviousintenttoinjure. vii. Any wrestler who has committed a serious act of brutality will be disqualified from the competitionandwillnotbeplaced,subjecttotheunanimousvoteoftheofficiatingteamon thatmatandtheheadofficial.Note:Therefereeonthemathasabsolutediscretiontostop a move that in the referee's opinion threatens the health of the wrestlers. Coaches that criticizetherefereeforstoppinganillegalholdwillbegivenayelloworredcard. Note: Incident reports shall be filed by the head official for any tournament that an individual (coach, wrestler,official)wasthrownout.Reportsshouldbefiledwiththeappropriategoverningbody(i.e.,WCL for Canadian Championships) and include information regarding the incident and the decision to eliminate the individual from the competition. The athlete to will not be allowed to compete in WCL sanctionedeventsuntiltheDisciplinecommitteereviewsthematter. 38 PART&-SCORINGOFTECHNICALPOINTS Article25:PointValueofActionsandHolds POINT SCORING - Points are recorded on the score sheet by both the judge and chairperson for the followingactions: ONEPOINT a) Reversal-Awrestlerinthedefensiveparterrepositionexecutesanaction,whichnowputshim/her behindandincontroloftheopponentonthemat. b) Correct Throw - In Freestyle, if a wrestler executes a correct throw, which does not place the opponentinadangerpositionanddoesnotresultinatakedown.Note:Theoffensivewrestlerhas takenariskandshouldberewardediftheopponent"flies"throughtheair(evenatlowamplitude). Note: The referee must wait to see if attacker goes behind for the takedown = 2 pts (ie. Only the maximumpointsarescored;1or2points–notboth). c) Illegal Hold-Awrestlerwhoispreventedfromcompletingascoringaction,becausetheopponent applies an illegal hold, shall receive two points and the opponent shall receive a caution. If an illegalitybythedefensivewrestlerdoesnotpreventtheattackingwrestlerfromascoringaction,the technicalpointsshallbeawardedtotheattackingwrestler,plus1extrapoint(freestyle)or2points (GrecoRoman),plusacautionagainsttheoffender. d) Fleeing a Hold - Fleeing a hold occurs when the defending wrestler openly refuses contact or continuouslypushesawayfromhis/heropponentinordertopreventtheopponentfromexecuting orinitiatingahold.1pointisawardedtotheattackingwrestler(freestyle)or2points(GrecoRoman) andacautionisawardedtothefleeingwrestler. e) FleeingtheMat-Awrestler'sopponentpurposelygoesoffthemattoavoidwrestling;acautionis also awarded to the offender and the opponent is awarded 1 point (freestyle) or 2 points (Greco Roman). f) SlippedThrow-Whenaslippedthrowintotheprotectionareaoccurs,theopponentofthewrestler whotouchesoutofboundsfirstreceivesonepoint. g) Ordering of Contact – The advantaged wrestler that regularly fails to properly take the correct ordered position will receive a caution and their opponent 1 point (freestyle) or 2 points (Greco Roman). h) SteppingoutofBounds-Anytimeawrestlerstepsoutofbounds(entirefoot),duringnormalcourse ofaction,his/heropponentwillreceive1point.Theexceptiontothisoccurswhen,intheprocessof completing a scoring action out-of-bounds, the offensive wrestler steps out. In such a case, the offensivewrestlerwillnotbepenalizedandwillbeawardedthepointsthatthetechniquemerits. In case the attacking wrestler steps in the protection area in the process an attack action, the followingoption(s)mayoccur: 39 i. ii. iii. iv. v. i) j) If the wrestler can complete the scoring action, the action will be deemed valid and the attackingwrestlerwillreceivetheappropriatepointsearnedfortheaction. If the attacking wrestler cannot complete the scoring action, then clause (h) above will be valid. If the attacking wrestler lifts the opponent (with full control) and steps one foot into the protection area, the action will be allowed to be completed and the attacking wrestler will receivetheappropriatepointsearnedfortheaction.Thisactionmaybecompletedbackinto thewrestlingareaorintotheprotectionarea. If the attacking wrestler lifts the opponent (with full control) and steps one foot into the protection area but cannot complete the scoring action, the referee will interrupt the bout andrestarttheboutinthestandingpositioninthecenterofthemat.Theattackingwrestler willnotbepenalizedandtheopponentwillnotreceive1point. If the attacking wrestler lifts the opponent (with full control) and steps two feet into the protection area, the referee will interrupt the bout and restart the bout in the standing position in the center of the mat. The attacking wrestler will not be penalized and the opponentwillnotreceive1point. Challenge-Tothewrestlerwhoseopponentrequestedachallengeifinitialdecisionisconfirmed. Passivity – When a wrestler is identified as “passive” and does not score within the 30-second activity period, the opponent will be awarded one point, unless scoring is initiated during the 30 secondsbyeitherwrestlerandsubsequentlycompletedwithinareasonabletimeperiod. TWOPOINTS a) Takedown - A wrestler takes the opponent to the mat, moves behind the line of the armpits and restrainstheopponentatleastmomentarilywiththreepointsofcontactonthemat,oneofwhich mustbeakneeorthehead.Bothoftheattacker’slegsmustbefree. ! A wrestler takes the opponent to the mat, moves to the side, and demonstrates dominant controlthroughtheuseofacradlehold. b) DangerPosition-Awrestlershallbeconsideredinthe"dangerposition"whenthelineoftheback (orthelineoftheshoulderblades)formsanangleoflessthan90degreeswiththemat,andwhen the wrestler is resisting with the upper body to avoid a ‘fall’. Examples of the danger position include: ! thedefendingwrestlerassumesthebridgepositiontoavoidbeingpinned ! the defending wrestler, with their back toward the mat, supports themselves on one or both elbowsorhand(s)toavoidhavingtheirshouldersforcedontothemat ! thedefendingwrestlerhasoneshoulderincontactwiththematandatthesametimeexceeds the90degreeverticallinewiththeothershoulder(acuteangle) ! thedefendingwrestlerrollsoverontotheirshoulderblades. Oncethepointsforthedangerpositionhavebeenawarded,thedefensivewrestlermustrecoverto averyclearnon-danger/neutralposition(chestdownpositionwiththeshouldersandhipsparallelto andonornearlyonthemat)beforepointscanbeawardedforasecondtime. 40 c) Against the Offensive Wrestler - The offensive wrestler, while executing a hold from the standing position, touches the mat simultaneously with both shoulders (instantaneous fall position) or is blockedonbothshouldersasaresultofacounterattackbythedefensivewrestler. However, in order to encourage the attacking wrestler, if the last point causing an even score is obtained by a hold which gives points to each of the opponents – the points for the attacking wrestleraregivensecond.Thisensuresthat,ifthescoreistiedinallaspects,theattackingwrestler hasscoredlast. d) Takedown to Danger Position With Pause - A wrestler executes a legal takedown and, after a momentary pause, forces him/her into the danger position, this may be scored as a takedown followedbyanexposure. e) FleeingtheMatintheDangerPosition-Fleeingthematinthedangerpositionresultsinacaution and2pointsfortheopponent. f) IllegalHold-Awrestler,whoispreventedfromcompletingascoringaction,becausetheopponent applies an illegal hold, shall receive two points and the opponent shall receive a caution. If an illegalitybythedefensivewrestlerdoesnotpreventtheattackingwrestlerfromascoringaction,the technical points shall be scored plus 1 point (freestyle) or 2 points (Greco Roman) plus a caution againsttheoffender. g) CorrectThrow-Tothewrestlerwhoexecutesathrow,butdoesnotplacetheopponentinadirect andimmediatedangerpositioninGrecowrestling. h) Grand Amplitude Throw Without Danger Position – In Freestyle wrestling, the attacking wrestler executesahighamplitudethrow,whichdoesnotlandtheopponentinadangerposition.Thisthrow canoriginateinthestandingorparterreposition. FOURPOINTS a) Takedown Directly to a Danger Position - A wrestler executes a hold or throw in the standing position,whichplacestheopponentdirectlyinapositionofdanger. b) Low Amplitude Throw to a Danger Position - The attacking wrestler executes a low amplitude throw, which places the opponent directly in a position of danger. This throw can originate in the standingorparterrepositions.Fourpointsarescoredinparterreeveniftheoffensivewrestlerison oneortwoknees,andthedefensivewrestler'shandsaretouchingthemat(e.g.Olympiclift). c) GrandAmplitudeThrowtoaDangerPositioninFreestyle-Awrestlercausestheopponenttolose allcontactwiththemat,throughabroadsweepingcurveintheairsothattheopponentlandson thematinadirectandimmediatepositionofdanger(e.g.suplay,salto,shoulderthrow,etc.). d) GrandAmplitudeThrowWithoutDangerPosition-InGreco,theattackingwrestlerexecutesahigh amplitudethrow,whichdoesnotlandtheopponentinadangerposition.Thisthrowcanoriginatein thestandingorparterreposition. 41 FIVEPOINTS:(GRECO-ROMANONLY) a) Grand Amplitude (Standing Position)-Awrestlercausestheopponenttoloseallcontactwiththe mat,throughabroadsweepingcurveintheairsothattheopponentlandsonthematinadirectand immediatepositionofdanger(e.g.suplay,salto,shoulderthrow,etc.). b) GrandAmplitude(StartingFromParTerre)-Awrestlerliftstheopponentoffthematandexecutes agrandamplitudeholdsothattheopponentlandsonthematinanimmediatedangerposition(e.g. suplay,reversewaisthold,etc.). UnitedWorldWrestlingNote:Inthe"parterre"position,anycompleteliftfromthegroundexecutedby theattackingwrestler,whethertheattackedwrestlerlandsinanunexposedposition(4pointsinGrecoRoman,2pointsinFreestyle)orinadangerposition(5pointsinGreco-Romanand4pointsinFreestyle), isalsoconsideredagrandamplitudethrow. ! GrecoGrandAmplitude–5pointswithexposure–4pointsNOexposure ! FreestyleGrandAmplitude–4pointswithexposure–2pointsNOexposure ! Low Amplitude – Both styles 4 points with exposure – 1 point NO exposure Freestyle - 2 points NO exposureGreco SLIPPEDTHROW a) If,inattemptingathrow,awrestler’sgripslipsandthewrestlerlandsintheparterrepositionwith theopponentmakingnoactiontocausethissituation,theopponentdoesnotreceivepointsasthe executionoftheslippedthrowimpliesrisk.Inthissituation,therefereewillindicateaslippedthrow andlookforconfirmation.Ifconfirmationisreceivedtherefereewillinterrupttheboutandrestart inthestandingposition. b) If the defensive wrestler prevents the opponent from landing in the par terre position by catching the opponent, wrestling will continue and a two-point takedown will be awarded if the previously defensivewrestlerovercomestheopponentandbringstheopponenttothemat. c) Iftheoffensivewrestlertakesrisks,andthedefensivewrestlerbailsoutbyfaking/feigningaslipped throw,atwo-pointtakedownwillbeawarded. d) A slipped throw (gut wrench or front head and arm roll) may occur if the offensive wrestler slips whileperformingtheaction,givesupthelockandgoesdirectlytothechestwithoutthedefensive wrestlerexecutingacountermovetogainthetopposition.Ifthebottomwrestlerusesacounterto causethetopwrestlertolosethehold,point(s)willbeawardedforthecounterattack. e) Ifaslippedthrowfromthestandingpositionoccursandlandsintheprotectionarea,theopponent ofthewrestlerwhotouchesoutofboundsfirstwillreceiveonepoint. 42 PART&-RESPONSIBILITIESOFTHEPAIRINGMASTER Article26:DrawingofLotsandPlacementinGroups WheretheWCLcomputerizeddrawprogramisnotutilized,thefollowingshallapply; a) FollowingregistrationattheCanadianChampionshipsthepairingmasterwillproduceaweigh-inlist foreachweightclass.Inadditionthepairingmastermustprepareasetofuniquenumbersforeach weightclass.Thesetsizeshouldbesufficientforallregisteredathletes,withextranumbersincase an athlete switches weight classes or missed registration (Organizing Committee may take on this duty). b) Afterweighing-inthewrestlerpicksanumber,removingitfromtheset.Thismustbeconductedin public.Thenumbersmustbehiddenfromthewrestlersothepickisrandom. c) Theofficialrecordsthenumberdrawnbesidetheathlete'snameontheweigh-insheet. d) At the conclusion of weigh-in the athletes are ranked from lowest to highest according to the numberdrawnwithineachweightclass. e) SeedingwilloccurattheJuniorandSeniorCanadianChampionships. f) When possible, the pairing master will attempt to prevent provincial/territorial and club athletes frommeetinginthefirsttworounds.Athleteswillbemovedand/orreplacedonarandombasis. Article27:DoubleEliminationBracketDrawFormat a) In the double elimination bracket draw format a win advances the wrestler to the next round and closertothefinal.Afirstlossrelegatestheathletetotherepechage(consolation)rounds(forthird place), and a second loss eliminates the athlete from the competition. The size of the bracket is a multipleof2-2,4,8,16,32,64andsoon. b) OntheWCLwallcharts,thechampionshiproundsfora32persondrawwillbeindicatedbyC-32,C16,C-8,C-4,C-2andtherepechageroundwillbeindicatedbyR-16,R-16x,R-8,R-8x,R-4,R-4xandR2.Fromthissystema“tournamentorderofrounds”canbecompiledthatwilllisttheorderofbouts fortheentiretournament. i.e. 8persondraw: C-8,C-4,R-4,R-4x,R-2,C-2 16persondraw: C-16,C-8,R-8,R-8x,C-4,R-4,R-4x,R-2,C-2 32persondraw: C-32,C-16,R-16,R-16x,C-8,R-8,R-8x,C-4,R-4,R-4x,R-2,C-2 c) If the number of competitors is five or less in a given weight class, then a round robin, one pool systemwillbeusedtodeterminethefinalrankingorder. 43 Article28:Seeding Whenevertherearetwoseedsinanyclass,theyshouldbeplacedinoppositehalvesofthebracket.If there are three seeded athletes, the second and third seeds should be seeded in different quarter brackets of the half-bracket opposite from the number one seed. When there are four seeds, the first andfourthseedsshouldbeplaced,indifferentquarterbrackets,inonehalf-bracketandthesecondand third seeds should be placed, in different quarter brackets, in the other half-bracket. A seeded contestant should have the same opportunity to draw for the byes as other contestants in the same bracket. Article29:Byes a) Whenthenumberofcompetitorsisnotapowerof2(thatis,4,8,16,32and64)thereshouldbe byesinthefirstround.Thenumberofbyesshouldbeequaltothedifferencebetweenthenumber of competitors and the next higher power of 2 (ex. 19 wrestlers, 32 person draw - 13 byes). The numberofpairsthatmeetinthefirstroundshouldbeequaltothedifferencebetweenthenumber ofcompetitorsandthenextlowerpowerof2(19wrestlers,16persondraw-3pairs).Thereshould benobyesonthechampionshipsideafterthefirstround,andnofurtherdrawingisnecessary.The byes,ifeveninnumber,shouldbedividedequallybetweentopandbottom.Ifthenumberofbyesis uneven,thereshouldbeonemorebyeatthetopthanatthebottom. b) Whenusinga64-personbracket,ifbyesaredrawn,theywilltaketheirplacesasfollows;firstbye- line64;secondbye-line2,others,inorder-lines32,34,48,18,16,50,56,10,24,42,40,26,8,58, 60,6,28,38,44,22,12,54,52,14,20,46,36,30,4. c) Whenusinga32-personbracket,ifbyesaredrawn,theywilltaketheirplacesasfollows;firstbye- line32;secondbye-line2;others,inorder-lines16,18,24,10,8,26,28,6,12,22,20,14,4. d) Whenusinga16-personbracket,ifbyesaredrawn,theywilltaketheirplacesasfollows;firstbye- line16;secondbyeline2;othersinorder-lines8,10,12,6,4. e) Whenusingan8-personbracket,ifbyesaredrawn,theywilltaketheirplacesasfollows:firstbye- line8,2,4. Article30:ContestantsEligibleforConsolationBouts Atthecompletionofthefirstroundineachweightclass,consolationroundsmaystart.Intheeventtwo wrestlerswhopreviouslycompetedagainsteachotherinthechampionshipbracketarepairedagainin theconsolationbracket,theboutsshouldbewrestledandscoredasiftheyhadnotpreviouslymet.The thirdandfifthplaceboutsshouldbeconductedbeforethefirstplacechampionshipbout.Theloserof theconsolationfinalplacesfourth.Thetwolosersoftheconsolationsemi-finalscompeteforfifthplace (theloserofthisboutplacessixth). Article31:Disqualification a) When a wrestler is disqualified for misconduct, the mat officials must record on the score sheet whether the wrestler is disqualified for the bout, but continues on in the tournament or is 44 disqualifiedfortheentirecompetition,inwhichcasethewrestlerwouldbeeliminatedandwould notplace. b) That if an athlete is disqualified from the Canadian Championships for brutality and/or flagrant unacceptable behavior (biting, punching etc.) they will be suspended from all WCL sanctioned eventsuntilsuchtimeastheDisciplineCommitteereviewsthematter. c) Athletesthatfailtopresentthemselvesforabout,orforweigh-in,aredisqualifiedfromtheentire competitionanddonotplace. Article32:Classification a) Forthefinalbouts,awrestlerwhoiscertifiedbythemedicalserviceasbeinginjuredandunableto continue wrestling, will be allowed to retain the place earned. The wrestler must inform the head pairingmasterofthereceiptofthismedicalcertificationinorderfortheplacingtooccur. b) Wrestlerswhodonotpresentthemselvesonthematwhentheirnameiscalledwillbeeliminated and will not place. Their opponent will win the bout by default. If this occurs in the finals, all subsequentplacewinnerswillbeadvancedonepositioninthefinalstandingsandtherewillbeno sixthplaceawarded. Intheeventofatiebetweenmorethantwoteams,usethetie-breakingcriterialistedaboveuntilone placecanbedetermined.Thenstartoverandusethecriteriatobreaktheremainingtie(s). 47 PART&-WRITTENPROTESTS Article34:ProtestPolicyatCanadianChampionships TheCanadianJunior&SeniorChampionships,wrestle-offsandtrialsdonothaveprotests. The“Challenge”processisprovidedwhenthematsidevideocontrolisestablished. THECHALLENGE a) The “Challenge” is the action through which the coach is allowed, on behalf of the wrestler, to requesttherefereeingbodytowatchthevideoevidenceincaseofadisagreementwiththecall. b) TheuseoftheChallengeprocedure,withNOPROTESTisonlyofferedduringcompetitionsinwhich the video control is established by the Organizing Committee. The video review “Challenge” is mandatory for Junior & Senior Canadian Championships, National wrestle-offs, trials and carding tournaments. Events that do not provide for mat side video will follow the established protest procedure. c) The coach must request the challenge by throwing the designated object, on to the mat within 5 secondsaftertherefereeingbodyhasawardedthepointstothecontestedsituationandthescore hasbeenpostedonthescoreboard.TheofficialwillconfirmwiththewrestlerthattheChallengeis requested. If the wrestler disagrees with the coach's decision to “Challenge”, then the referee returns the challenge object to the coach and the bout continues. The mat chairperson does not initiatethevideoreview. SpecificPoints: ! Thematchairpersonwilldemandtostopthebouttoreviewthechallengeassoonasthesituation onthematbecomesneutral. ! Eachwrestlerisentitledtoone(1)challengeperbout.Ifafterreviewingthechallengetherefereeing bodymodifiesitsdecision,thenthechallengecanbeusedagainduringthebout. ! Iftherefereeingbodyorjuryofappealconfirmsthedecision,thewrestlerlosesthechallengeand his/heropponentwillreceiveone(1)technicalpoint.Nofurtherchallengeswillbeallowedbythat challengingwrestlerfortheremainderofthebout.Wherethereviewresultsinfurtheradvantageto the non-challenging wrestler no additional (challenge) point is awarded and the challenger retains therighttousethechallenge. ! No challenge can be requested in the event of a fall, being understood that the fall must be confirmedbythematchairpersonfurthertothedecisionofeithertherefereeand/orthejudge.An illegal action which leads to the fall may be challenged, but must be initiated by the coach immediatelyaftertheillegalactionhasoccurred,andbeforethefallisconfirmed. ! Thechallengeissuppressed(notallowedtobeinitiated),afterafall,aftertheroundhasendedand aftertoomuchtimehaspassedbetweentheactiontakingplaceandthechallengebeinginitiated (̴5secondsafterthescorehasbeenshownonthescoreboard)andjudgementcalls. ! The coach requesting the challenge must do so from his/her seat, without stepping on the mat or approachingthejudge’sorthematchairperson’stable. ! Once the mat chairperson seeks the opinion of the jury of appeal, the jury of appeal and the mat chairpersonwillreviewtheactionatfullspeedandmakeadecisionastothevalidityandscoringof 48 the action in question. If needed, the jury of appeal may review the action a second time in slow motion. In this case, the decision made by the jury of appeal member and confirmed by the mat chairpersonisfinalandcannotbechallengedanymore. ! Itwillnotbepossibletorequesta“counterchallenge”onceafinaldecisionhasbeenmadebythe refereeingbodyorjuryofappeal. ! The challenge is taken into consideration immediately after the coach has thrown the challenge object onto the mat and it may not be possible for the coach to withdraw it. Note: The mat chairpersonmaytakeintoaccountthatthecoachchallengedpriortothefinalscorebedisplayedon thescoreboard. ! Whenthereisachallengeprocedure,withnomatsidevideoatcompetitionineffect,theONEpoint penaltywouldNOTbeassessedduringthebout. d) Infreestylewrestling,whenthereislessthan30secondsremaininginthesecondperiod,ifallthree membersoftheofficiatingteamagreeawrestlerisevadingand/orblockinghis/heropponent,then the offending wrestler will receive a caution and the opponent is awarded a point (i.e fleeing the hold).Ifthiscalldeterminestheoutcomeofthebout,thissituationcanbechallengedtothe“juryof appeal” e) Thejurywillreviewthechallengeatthetimeofthecallbytheofficiatingteam. f) The jury may ask the mat chairperson for an opinion on what was done by the officiating team precedingthecall,toencourageactivity. JURYOFAPPEAL a) The jury of appeal is a group of referee experts whose function is to make sure that the wrestling rulesarestrictlyandfairlyappliedduringallevents. b) ThejuryofappealismadeupoftheHeadOfficialoraTierIClinician.Thematchairpersonandthe jurymemberwillreviewthechallengevideo. c) A designate may represent the Head Official and/or the Tier I Clinician at provincial or local competitionswherevideoisestablished. Functions: ! The jury of appeal is responsible for controlling that all rules which govern a wrestling bout, have been applied by the refereeing body before the winner of the bout can be declared by the mat chairperson. ! Ifthejuryofappealnoticesthataseriousadministrative,timingorscoringmistakehasbeenmade, the Head official/Tier I Clinician may bring it to the mat chairperson’s attention and ask for its review. ! If the jury of appeal notices that the mat chairperson did not stop the bout further to a challenge request, the jury of appeal coordinator must ask him/her to do so immediately after the action is completed. ! If the challenge is successful, the referee is to restart the bout from the time when the action in questiontookplace(resetthetime). ! Onceachallengehasbeenlaunchedbyacoach,thematchairpersonandthejuryshouldmakenote ofthetimeremainingintheround. 49 d) Challengesandprotestsshouldberestrictedtotechnicalcalls,notjudgementcalls.Thedecisionof theJuryinvolvingthere-scoringofboutisfinalandcannotbere-protested. e) The following are considered judgement calls on the part of the officiating team and cannot be successfullychallengedorprotested: ! Fleeingthemat(e.g.wasthewrestlerpushedordidtheyflee?) ! Fleeingthehold(exceptinthelast30sec.ofthesecondperiodinfreestyle) ! TheFall ! Correctthrow(e.g.wasithighenough/coverenoughdistance) ! Brutality ! Refereeswhistle(e.g.shouldtherefereehaveblownthewhistle?) ! Missedthrow(e.g.wasita"bailout"oralegitimateattempt?) ! Dangerpositioncallwheretheangleofexposureisquestioned(wasit80or90degrees?) ! Passivity f) ChallengesorProtestsbasedontechnicalerrorsareallowable.Someexamplesinclude: ! Technicalerrors ! Scoringornotscoringrelativetotheclock ! Scoringornotscoringrelativetothereferee’swhistle ! Refereeandjudge'sscorenotrecordedonscoresheet ! Durationofthebout ! Actionstartedinparterreorstanding(i.e.2vs.4points) ! Out of bounds (e.g. Did the offensive wrestler's foot touch out of bounds before points were scored?) ! Initiation(Counter/CounterAttack) ! Pointsawardedtothewrongwrestler Note:Thevideomustshowconclusivelythatthescoreoftheboutwastechnicallyincorrectandtheentire bout must be available for review. Where the organizing committee’s cameras fail for any reason, as judgedbytheprotestcommittee,onealternatecameraanglepercompetitor,specifictotheprotest,can beaccepted. PROTESTPROCEDURE(USEDWHENMATSIDEVIDEOREVIEW“CHALLENGE”ISNOTAVAILABLE) a) Within 30 minutes of the completion of the bout, the provincial/territorial team leader or coach must submit a written protest accompanied with a fee of $200.00 CASH. At all Canadian ChampionshipsthisprotestshouldbefiledwiththeDomesticDevelopmentManager(DDM)orHigh PerformanceManagerifDDMisnotpresent.Othertournamentstheprotestshouldbefiledwiththe headofficial. b) Usually, the Protest Committee shall consist of the head official, a WCL designated individual (i.e. WCL Executive Committee member) and a neutral coach, however, this may differ for local tournaments.Nomembershouldhaveanyconflictofinterestinreviewingtheprotestedbout. 50 PROTESTCOMMITTEE a) Shalldetermineiftheprotestisacceptable(i.e.atechnicalcallandnotajudgementcall). b) Shall discuss and inform the coaches that the bout is under protest and that both athletes are to remaininthecompetitionarea. c) Shallhavetheannouncernotethataboutatthatweightclassisunderprotest. d) ShallnotifytheheadPM. e) Ifnecessary,theheadofficialmayconsultthethreeofficialswhorefereedthebout. f) If necessary, review the videotape of the bout. The videotape must contain the entire bout to be admissible. g) Attempttoresolvetheprotestwithin30minutesofitsreceipt,anditmustberesolvedpriortothe continuanceofotherboutsthatmaybeaffectedbythedecision. h) Havetheannouncernotethedecisionoftheprotest. PROTESTREVIEWOUTCOMES a) Iftheprotestcommitteeconcludesthattheprotestedsituationwascalledandscoredappropriately, then they shall reject the protest and declare it unsuccessful. The score on the bout sheet shall remaintheofficialresultandtheentireboutwillnotbereviewed. b) Iftheprotestcommitteeconcludesthattheprotestedsituationwasorcalledscoredinappropriately, thentheyshallreviewandre-scoretheentirebout.Thedecisionoftheprotestcommitteeinvolving the re-scoring of the bout is final and cannot be re-protested, it will be considered final and irrevocable. Where the result of the re-scored period or bout results in the losing wrestler winning, the protest committeemustmakeadecisionregardingprocedurebetweenthetwofollowingoptions; i. BoutEndingSituations Inaprotest,ifamoveendsaboutbasedontechnicalsuperioritycriteriaandisfoundtonot bethecorrectcall,thewrestlerswillre-wrestletheremainingmatchbeginningatthesame pointintime,andwiththesamescoreaswhentheboutwasstopped. If the protest results in the losing wrestler winning the bout, and the protested scoring action would have ended the bout (e.g. superiority reached), the decision is reversed, and thelosingwrestlerisdeclaredthewinner(nowrestlinginatwominuteprotestperiod). Examplesofboutendingsituations: ! IntheboutthereshouldhavebeenaTechnicalsuperiority. ! Apinthatwasconfirmedbythematchairpersonandshouldhavebeendeclared. ! Thethirdcautionhadbeenconfirmedbutnotawarded. ! Wrestlingatwo(Youth/Cadet)orthree(Juvenile,Junior,Senior)minuteprotestperiod. Iftheprotestresultsinthelosingwrestlerwinningthebout(includingtiecriteriaArticle 17b&17f)butthescoringactionwouldhavenotendedthebout,thenitisre-wrestled inasingletwoorthree-minuteprotestperiod.Thetwoorthree-minuteprotestperiod in a protested bout should be completed as soon as possible after the decision of the 51 ! ii. protestcommitteetowrestleinovertimeismadepublic.Atimeperiodoffiveminutes shouldbegiventoeachwrestlertopreparefortheprotestperiod. Where the result of the re-scored bout does not result in the losing wrestler earning more points than their opponent or results in a tie score through Article 17b & 17f criteria,theprotestcommitteewillrulethattheprotestisconsideredunsuccessful.The officialscoresheetismodifiedtocorrecttheerrorbutnothingfurtherisdone. SpecialCircumstance ! ! ! An illegal action occurs in a scoring sequence that is missed by the officials and then protested. The scoring sequence from the point of the illegal action until the referee stopstheboutoruntilaclearlyneutralstandingpositionhasbeenestablished.Therescoringoftheboutmuststillresultinachangeinthewinneroratiefortheprotestto besuccessful. Afallresultsfromandillegalactionthatismissedbytheofficialsandthenprotested.If thereviewoftheboutissuccessful,thenyougodirectlytoatwo-minuteprotestperiod (i.e.,Greco-Roman-illegaltouchonthelegsresultsinafall). If there is a fall in the second period, the first period cannot be protested, with the exceptionofboutendingsituations. PROTESTFEE$200.00 a) Whenaprotestissuccessfulandresultsinaboutendingsituationoratwo-minuteprotestperiod, theprotestfeewillbereturnedtothecoach/teamleader. b) Ifaspecificcallisprotestedandresultsinchangingtheoutcome,theprotestfeewillbereturnedto the coach/team leader even if the protest is not ultimately successful due to a review of the remainderofthebout. c) Where the protest is declared unsuccessful, the governing authority for that event shall retain the protest fee and its use shall be determined by the appropriate policy. Bantam(turning13/14yearsofageduringthecalendaryearoftheevent) The youth wrestler should be introduced to basic provincial/territorial competition at the novice age group. This could take place in the form of a provincial/territorial festival or inter-provincial/territorial club events. A small schedule of events in the province would provide the needed opportunities for participation. Once the youth wrestler reaches the Kids and Bantam age divisions, he/she can be introduced to organizedprovincial/territorialcompetitionandnationallevelfestivalcompetition. However,forProvincial,multi-provinceand/orCanadianChampionships,singletsaremandatoryforboth male and female wrestlers. A female wrestler cannot wear a male singlet with a t-shirt wrestling shoes/runningshoes(nometalanywhere)mustbetaped. SAFETY Safetywillcontinuetobetheprimaryconsideration.Theofficialisalwaystoerronthesideofcaution and protect the athlete(s). Any situation which the official feels is potentially dangerous or has the potentialtobedangerousistobestopped.Eveniftheactionisnotexplicitlyillegal,theofficial(s)will stoptheactionandwrestlingwillresumeinthestandingposition.Suchadecisionistobeconsidereda discretionarycallandthereforecannotbeprotestedandshouldnotbequestionedbythecoach. Instant video replay can be used for other events at the discretion of the tournamentconvener.
