MEETING CALLED TO ORDER The meeting was called to order at 6:30 p.m. in the Media Center at Lincoln Roosevelt School, President D’Agostino presiding. Mr. Ramage motioned, and Mrs. Casola seconded the motion to adjourn to Executive Session to discuss open positions, parent concerns and other legal matters. The motion was approved by unanimous agreement. II. EXECUTIVE SESSION Whereas Chapter 231, P.L. 1975, also known as the Sunshine Law, authorizes a public body to meet in Executive Session under certain limited circumstances; and Whereas said law requires the Board of Education to adopt a resolution at a public meeting before it can meet in such an Executive or Private Session, and Whereas, the Roxbury Township Board of Education approved Resolution 1 – Executive Session, at its May 4, 2015 meeting; Now, therefore, the Roxbury Township Board of Education is meeting in Executive Session to discuss personnel, student matters, and matters covered by attorney client privilege. The matters discussed will be made public if and when confidentiality is no longer required, and action pursuant to said discussion shall take place only in a public meeting. III. Mr. Ramage announced that this Regular Meeting of the Roxbury Township Board of Education is being held to take action and hold discussion on business before the Board tonight, and that the New Jersey Open Public Meetings Law was enacted to ensure the right of public bodies at which any business affecting their interest is discussed or acted upon. These individuals coordinated and organized the 2015 Mini-THON raising $14,544.74. The funds will be donated to the 4-Diamonds Fund to help kids battling cancer. This year’s amount more than doubled last year’s fund raiser of $7,000.00. Mrs. D’Agostino thanked everyone involved for making this possible. 2. Mrs. D’Agostino stated that Roxbury has the best music teachers in the state of New Jersey and that our District’s Choir and Band is one of the toughest in the state. The bar is *Mt. STUDENT REPRESENTATIVE’S COMMENTS Ms. Morgan Allen, General Student Council President, commented on the following: X. The fund raiser car wash held last weekend was such a success that they are still tallying up the amount raised Interact Club will hold its Fun Color run on June 15th. Tickets are $25.00 in advance and $30.00 if purchased at the event Powder Puff is scheduled for Friday, May 22nd Student elections will be held next week (May 25th – 29th) Student sports are doing very well especially in Lacrosse, Baseball and Golf Ms. Allen also wanted to recognize Roxbury High School Senior and USA Rugby AllAmerican, Katherine (Kat) Ramage, who was signed into a summer residency program by the American Rugby Pro Training Center in Little Rock Arkansas; Ms. Ramage, who will miss her own graduation, is the first graduating senior to be invited in the ARPTC’s residency program BOARD PRESIDENT’S COMMENTS Mrs. D’Agostino commented on the following: XI. It is impressive that even though the school year is winding down our students are still doing fund raisers and special events Once again reminding board members to complete their evaluation forms as soon as possible so that we can prepare for this year’s retreat SUPERINTENDENT’S REPORT The Superintendent reported on the following: XII. A reminder that the Festival of the Arts will be held tomorrow, May 19th; encouraged everyone to come out Attended the Annual Media Conference last Thursday; this event brings hundreds of kids from different high schools. ‘Kudo’s’ to Ms. Burleigh and her kids for organizing the event BUSINESS ADMINISTRATOR’S REPORT The Business Administrator reported that the health benefits contract for the new year has been completed. *Mt. IT IS RESOLVED, that the Roxbury Township Board of Education, County of Morris, State of New Jersey, as provided for in Chapter 172 Laws 1979 (N.J.S.A. 18A:11-3, et seq.) herewith enrolls Roxbury High School as a member of the New Jersey State Interscholastic Athletic Association to participate in the approved interschool athletic program sponsored by the NJSIAA. This resolution to continue in effect until or unless rescinded by the Board of Education and shall be included among those policies adopted annually by the Board. Pursuant to N.J.S.A. 18A:11-3 in adopting this resolution, the Board of Education adopts as its own policy and agrees to be governed by, the Constitution Bylaws and Rules and Regulations of the NJSIAA. Administrative Responsibility – The Association must rely upon the voluntary compliance by its member schools in enforcing the eligibility standards set forth in Bylaws, Article V. Toward that end, the Principal in each member school has the affirmative obligation to report to the NJSIAA any violations of these standards. The fact that a school has disclosed that there has been an eligibility violation will not relieve the affected school of sanctions that may be imposed against it, pursuant to Article X of the Bylaws, including the forfeiture of games or events. However, the failure to disclose an eligibility violation may be grounds for imposing additional sanctions upon the offending school. In addition, a school must maintain a status of “Member in Good Standing” as outlined in the Principal’s Affidavit to remain eligible for NJSIAA activities and tournaments. *Mt. Whereas, CoreCare is an innovative service that combines network-wide Cisco technical support with ongoing network monitoring and proactive maintenance to deliver a comprehensive approach to the care and continuous improvement of our Cisco network, NOW THEREFORE, IT IS RESOLVED, that the Roxbury Township Board of Education approve the CoreCare Network Management Services Renewal Agreement with Core BTS, Inc. 3001 W. Beltline Hwy, Madison, WI 53713. The total cost of this agreement is $43,247.00. *12. IT IS RESOLVED, that the Roxbury Township Board of Education approve a contract with Sage Educational Enterprises to provide counseling services to special education students in Eisenhower Middle School and Roxbury High School for the period September 1, 2015 through June 30, 2016. The provider shall be paid at a rate of $79,100 for services provided to special education students at Eisenhower Middle School and $185,900 for services provided to special education students at Roxbury High School. IT IS FURTHER IT IS RESOLVED, that the Roxbury Township Board of Education approve a contract with Sage Educational Enterprises to provide counseling services to general education students in Roxbury High School for the period September 1, 2015 through June 30, 2016. The provider shall be paid at a rate of $36,800 for services provided to general education students at Roxbury High School. CHANGE NOTICE *13. WHEREAS, the Roxbury Township Board of Education awarded a contract for the Re-bid of the Window Replacement at Jefferson Elementary School project to Panoramic Window & Door Systems, Inc., 125 Fleming St., Piscataway, NJ in the total contract lump sum of $833,000 at the July 21, 2014 board meeting, and WHEREAS, the contract awarded to Panoramic Window & Door Systems, Inc. included an allowance for contingency items in the amount of $40,500, and WHEREAS, unforeseeable physical conditions and/or minor modifications to the project scope have arisen, and: WHEREAS, N.J.A.C. 6A:26-4.9(a)1 permits district boards of education to approve change orders to the contract, NOW THEREFORE IT IS RESOLVED, that the Roxbury Township Board of Education in conjunction with the Project Architect, Settembrino Architects, approve the following change order to the Re-bid of the Window Replacement at Jefferson Elementary School project. IT IS RESOLVED, that approval be granted to pay Ms. Joanne Slinger a stipend in the amount of $2,700 for coverage as the Honeywell Alert System Coordinator for the 2015/2016 school year. WITHHOLDING OF SALARY INCREMENT *32. IT IS RESOLVED, that the 2015-16 employment and adjustment salary increments of Employee ID Number 5722 shall be withheld in accordance with the provisions of N.J.S.A. 18A:29-14 and shall not be reinstated in subsequent years except by further action of the Board. Ms. Cindy Knill, Roxbury Education Association, commented on negotiations. XVII.
