The paper has reported the SALGA resolutions in such a distorted manner that the papers agenda itself is questionable, in truth this cannot be viewed in a positive light. The City Press had been invited to attend the post workshop media briefing which was meant to have elaborated on the resolutions; however they did not deign to attend. In fact the only instance where the organisation mentions deployment is the mention of an across spheres criteria use to stop abuse of the deployment policy. Powers and Functions: On the matter of devolution of powers and functions, nowhere in the NEC Policy workshop resolutions has SALGA mentioned any matter on trains and even when we are quoted there is no mention of trains but our call for metropolitan municipalities to be fully assigned functions such as housing, public transport and roads.
