SALGA is seriously disappointed with the increased distortion of facts pertaining to
local government, in this instance we seek to address reports made by the City Press
(1 July 2012) on our positions emanating from the SALGA National Executive
Committee (NEC) Policy Workshop held on 21 June 2012. The paper has reported
the SALGA resolutions in such a distorted manner that the papers agenda itself is
questionable, in truth this cannot be viewed in a positive light. The City Press had
been invited to attend the post workshop media briefing which was meant to have
elaborated on the resolutions; however they did not deign to attend. We have written
to the paper, requesting that the matter be clarified as we cannot allow such disunity
to be sown in our sector and government.

Cadre deployment:
SALGA’s view on cadre deployment has been that government de-politicise
administrative appointments across the three spheres and it has not been the ban of
cadre deployment as purported by the newspaper. In fact the only instance where
the organisation mentions deployment is the mention of an across spheres criteria
use to stop abuse of the deployment policy.
Powers and Functions:
On the matter of devolution of powers and functions, nowhere in the NEC Policy
workshop resolutions has SALGA mentioned any matter on trains and even when we
are quoted there is no mention of trains but our call for metropolitan municipalities to
be fully assigned functions such as housing, public transport and roads.
