Linda, Robin, and Kristina:
The e-mail below was sent from John Warren (with WR&R) on 4/14/2017 where he stated that WR&R’s
customer rates as presented in the Town Staff Report are not what WR&R intended to charge Windsor’s
customers. The customer rates as shown in the Town Staff Report are what WR&R’s submitted using the
RFP’s required customer rate forms. The RFP required proposers to offer SFD garbage, recycling, and organics
carts in various cart sizes ranging from 20 – 96 gallon capacity, and allowed for proposers to use “flat fee" for
basic collection regardless of cart sizes, but allowed for different price factors by material type (garbage,
recyclables, and organics), and for each cart size (20, 32, 64 and 96 gallon) by material type. The SFD customer
rate forms did not allow for a “totaling" of the SFD rates because , for example, it would be possible to have a
20 gallon garbage cart paired with 32 gallons for recycling and 96 gallons for organics. Or a 64 gallon garbage
cart paired with 96 gallon recycling and 32 gallon organics. The combination of the flat collection element, the
cost for garbage, recycling and organics by individual cart sizes would be added, and the franchise fee would
be applied to the total customer rate. The intent was to allow for significant customer choice while providing
sufficient revenue to the hauler to properly cover the cost of these services.
In terms of customer rates for commercial and MRF recycling, proposers could have elected not to charge for
these services and left the customer rates as -$0–, charged a low rate, or charged a true cost of service rate at
a higher. Proposers designated the recycling facility they would use to process recyclables. WR&R completed
the commercial and MRF recycling customer rate forms as included in the RFP with their pricing for these
services.
After further review of WR&R’s submitted customer rate forms, while we don’t necessarily agree with WR&R’s
4/14/2017 e-mail, for purposes of comparison, assuming the Town accepted WR&R's 4/14/2017 customer rate
clarification, we re-ran the scoring sheets with WR&R’s customer rate clarifications:
1. No charges for MFD and Commercial Recycling Customers, assuming that they are not directing MFD
and commercial recyclables to the Republic Commercial MRF.
2. SFD Rates as follows:
1. 20 gallon garbage cart regardless of recycling or organics cart size = $20.00/month
2. 32 gallon garbage cart regardless of regardless of recycling or organics cart size =
$23.00.month
3. 64 gallon garbage cart regardless of regardless of recycling or organics cart size =$
40.74/month
4. 96 gallon garbage cart regardless of regardless of recycling or organics cart size =
$66.04/month
As can be seen from the tables below, any potential changes related to WR&R's 4/14/2017 e-mail does
not impact the overall ranking. It would however, provide 117.5 additional points in the "Service Recipient
Rate” criteria.

Thanks for the opportunity to submit to you the rates we intended to charge to the Town of Windsor
customers for service if we were selected.
We see that we interpreted the rate table differently than was intended by staff. I understand that Staff
assumed that we would charge customers based on the size of their Organics container. As we discussed,
that was not our intention. Rather, customers would be charged based on the size of their solid waste
container and customers would have the option to select any size of organic container without impact on
the price. We do want the record clear on what our intention was so that if we are given the opportunity to
negotiate the rates, the negotiations will begin at the correct point.
Our intention was that customers would receive the size of cart for organics that they desire. All residents
with 20 gal service would pay the same rate regardless of their organics container size. We intended that
the rate table be strictly interpreted in columnar form and that a 96 gallon solid waste customer could not
opt to get a 20 gallon organics container and pay a reduced rate. And that a 32 gallon customer could choose
a 96 gallon organics cart and pay the same rate as if he had a 20 gallon organics cart.
Also, we only intend to charge commercial customers for recycling if the processing has to be done at the
Republic Commercial MRF. That would happen if a "wet/dry" food waste/dry recycling system is
implemented by the Town. Any source separated recycling that meets the 3 part Cal Recycle criteria will
be processed as all other single stream recycling and will have no separate charge.
You asked us some time ago to submit the attached to you to confirm the revenue we intended to collect
along with some other questions. You will see on p. 4 that we charged all customers consistent with what I
stated above - all customers under a 20 gallon cart were charged the same rate and the same for all other
cart sizes. So that was our intent.
So our intended rates are:
20 gallon cart $20.44
32 gallon 23.00
64 gallon 40.74
96 gallon 66.04
Now, for Santa Rosa the same issue exists. So please reflect that in your analysis of Recology's proposal
submitted. I assisted them and did everything the same.
I will have Recology contact you to confirm this.
