1) Must have principle residence in King City, Lockwood, Jolon, Pine Canyon,
Bitterwater, San Lucas or San Ardo.
2) Must contribute to community in more than one aspect (church, service
organizations, business, etc.)
3) Must have lived in the area for at least three (3) years
