Mr. Chew has 32 years of experience in the municipal and industrial fire services where he
has served as a firefighter, apparatus operator, line officer and chief officer. During his tenure
as a chief officer Mr. Chew was regularly involved with community emergency preparedness
activities, pre-fire planning, drills, and training.
Mr. Chew has specialized in:

Preparation of scenario and site specific preplans for fires, hazmat releases and
technical rescue

Development of policies and procedures related to life safety, fire protection, and
emergency response

Water supply assessments and preplanning studies considering the use of hydrant
systems, hose relays, and drafting operations

Developing scenario specific drills to test the ability of the plant personnel and the
Emergency Response Teams

Auditing of emergency response team organizations, safety programs and equipment

Plant wide upgrade project for fire water mains, isolation valves, and industrial
hydrants to improve flow capacity and interoperability

Design review, installation review and commissioning of fire pumps in accordance

In addition, Mr. Chew also has over 29 years of experience in the inspection, testing and
maintenance of fire protection systems and process safety. This includes work in a wide
range of industrial settings with significant emphasis on power generating facilities, petroleum
refineries, and chemical plants.

Mr. Chew was responsible for managing the Emergency Response Team (ERT), fire
protection program, respiratory protection program and served as the site representative for
the Local Emergency Preparedness Committee (LEPC) and the Office of Emergency
Management (OEM). Responsibilities of this position included:

Provided leadership and guidance to the ERT and Incident Commanders

Managed key contractors providing maintenance and testing of emergency response
equipment/vehicles, sprinkler systems, fire detection and alarm systems, mass
notification systems, plant radio systems, and respiratory protection equipment.


Mr. Chew managed the shift activities of security and emergency response personnel
under normal and emergency conditions, while ensuring regulatory compliance. He
served in a command and control role during emergencies and was accountable for
implementation of emergency action plans for fires, leaks, oil spill mitigation, labor
disputes, sabotage, bomb threats, medical triage and other threats against the assets
and/or refinery personnel.
Mr. Chew served as:

A contact person for governmental officials and municipal emergency response
agencies.

A public affairs liaison for community complaints

An off-shift contact point for safety, industrial hygiene, environmental, and medical
functions.

Sunoco, Inc., Fire Protection Specialist
Mr. Chew was primarily responsible for the technical aspects of fire related projects including
plan reviews, site surveys and the testing of fire suppression and life safety assets for five
refineries. While serving in this position he:

Developed operating and test procedures

Performing fire protection gap analyses

Participated in process hazard analyses

Developed fire protection and prevention policies in conjunction with the corporate fire
protection engineers and refinery personnel
Mr. Chew was also responsible for the testing of mobile and stationary fire pumps and the
tracking of fire protection infrastructure projects and fire protection action items from risk
assessments and process hazard analyses. He also responded to emergencies and served in
command staff functions throughout the corporation’s three Philadelphia area refineries

Mr. Chew was responsible for the administration of the site’s fire protection program and
procedures. This included the development and review of combustible loading limits; fire

pre-emergency response plans. He was also responsible for maintaining the fire brigade’s
advanced exterior and interior structural fire fighting credentials.
While serving in this position Mr. Chew assisted in the development of fire hazard analyses for
numerous nuclear fuel processes including special-atmosphere furnaces, hydrogen and
propane gas systems, bulk chemical systems, emergency power systems, storage vaults, and
hazardous waste facilities. Mr. Chew also participated in code compliance evaluations,
equivalency evaluations and presentations to the Authority Having Jurisdiction. He also
helped in the fire performance testing of plastic insulation materials, composition roof
specimens, plastic bottles in metal racks, glove box pre-filters, a solvent a modular foam-water
fire suppression system.
PSEG Nuclear, LLC – Salem/Hope Creek Nuclear Generating Station Fire Dept.
Mr. Chew served as a shift nuclear fire protection supervisor. He supervised shift fire
protection operators and serve as incident command for all responses by the shift. He was
also responsible for the enforcement of the Nuclear Regulatory Commission / Code of Federal
Regulations requirements for fire protection. This included the inspection testing and
maintenance of all fire protection and life safety equipment as required by the licenses of each
generating station.
Mr. Chew started his industrial career as a nuclear fire protection operator providing fire, EMS,
rescue, and hazardous materials responses. The department was responsible for confined
space survey and stand-by, building fire/life safety code inspections and the testing and
inspection of all fire protection systems including fire pumps, fire water supply systems, fire
detection and suppression systems, fire walls, fireproofing, emergency lighting, etc.
Related Experience
In addition to serving as a career fire chief, Mr. Chew has served four years as a
Commissioner for a busy, combination department in a suburb of Camden, NJ.
Mr. Chew also served approximately twenty-one years with two volunteer fire departments
where he served in numerous positions from fire fighter up through Assistant Fire Chief. He
holds numerous training certificates related to structural firefighting, incident command,
hazardous materials response, and rescue. In addition, he was a NJ State Fire Instructor for
Firefighter I and II, and was a NJ State certified Fire Official.
Mr. Chew also has approximately five years of experience as an instructor at a county fire
school. Subjects taught included Firefighter I, Firefighter II, and industrial firefighting.
