ORDER
The Government of Manipur vide their No. 3/9/2015-IAS/DP dated 1St
September, 2016 have requested to fix seniority/year of allotment of promotee IAS officers
of Manipur cadre appointed to IAS on the basis of inclusion of their names in the Select
List of 2015 (SCS category), vide notification No. 14015/15/2016-AIS-(1) B dated 19 th
Augst,2016.
2.In view of the above, the seniority/year of allotment of above officers have been
considered and computed under Rule 3(3) (ii) of IAS (Regulation of Seniority), Rules
1987, and other relevant Rules as amended from time to time. Weightage formula is as
under:-

* Seniority /year of allotment of officer has been restricted under proviso to Rule
3(3)(ii) of IAS (Regulation of Seniority) rules, 1987 which provided that an officer
shall not be assigned a year of allotment earlier that the year of allotment
assigned to an officer senior to him in that select list or appointed to the service on
the basis of an earlier select list.
3.1As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose
name has been mentioned at SI. No. 1 of the Select List of 2015 shall be placed below
Shri Joseph Pauline Kamson, the junior most promotee IAS officer of 2011 batch and
above Ms. Nongmaithem Bandana Devi, the senior most RR IAS officer of 2012 batch
of Manipur cadre.
3.2 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose
name has been mentioned at SI. No. 2 & 3 of the Select List of 2015 shall be placed
below Shri M.J. Pradip Chandren, the junior most RR IAS officer of 2012 batch and
above Ms. Jaspreet Kaur, the senior most RR IAS officer of 2013 batch of Manipur
cadre.
4.The order may be conveyed to the concerned officer.
