Debt types referenced in the RFP Cost Proposal from are for evaluation purposes only and the resulting contract is not limited to the representative debt types used in this RFP. The State reserves the right to negotiate additional debt types under the resulting contract. It is anticipated that the collection fee percentage offered in response to the debt types and debt ages set out in this RFP, and subsequent debt types and debt ages added to the resulting contract, will range from 10-25%, proposals offering a collection fee percentage over 25% will be considered non-responsive. Page 17, RFP Section 3.1 – Contract Type: This section has been modified to read as followed: This contract is a firm, fixed price contract. The contractor shall be paid the collection fee percentage offered in response to the debt types and debt ages set out in this RFP, and subsequent debt types and debt ages added to the contract, for each dollar collected from a past due account. The collection fee percentage offered must include all of the contractor’s fixed and variable costs such as overhead, legal fees, labor, profit, etc. Page 33, RFP Section 6.6 – Cost Proposal: This section has been modified to read as followed: Offeror must utilize Attachment E (Cost Proposal Form) to submit their cost proposals. Offeror cost proposal must offer a collection fee percentage for each debt type and each debt age as set out in Cost Proposal Form. These fees shall account for all direct and indirect costs associated with the performance of the resulting contract. Failure to offer a collection fee percentage on the Cost Proposal Form will cause the state to determine the proposal to be non-responsive. An average of the Offeror’s proposed collection fees percentages will be multiplied against the number or value of accounts to arrive the total cost that will be evaluated comparatively against other Offerors’ proposals. The number or value of accounts amount in the Cost Proposal Form are estimates and the State does not guarantee a minimum or maximum number or value of accounts that could be assigned to the contractor. **Debt types referenced in the Cost Proposal from are for evaluation purposes only and the resulting contract is not limited to the representative debt types used in this RFP. The State reserves the right to negotiate additional debt types under the resulting contract. Page 36, RFP Section 7.5 – Contract Cost (20 Percent): This section has been modified to read as followed: Overall, a minimum of 20% of the total evaluation points will be assigned to cost. One or more of the preferences referenced under Section 2.13 of the RFP may affect the cost amount used for evaluation. The lowest cost proposal will receive the maximum number of points allocated to cost. The point allocations for cost on the other proposals will be determined through the method set out in Section 2.16 of the RFP. Page 42, RFP Attachment E– Contract Proposal Form: This attachment has been deleted and new form has been provided. The RFP states that proposals “should not be stapled or hardbound to facilitate easy reproduction.” Are 3ring binders acceptable? A. Yes. Q 2. Attachment E – Cost Proposal Form: The table in this attachment has three fields. The Offeror is required to provide the “Collection Fee Percentage Offered” in the second column. What goes in the third column labelled “Total Cost to be Evaluated”? A. Offeror was expected to multiply the Estimated Value of Accounts against the propose fee in order to arrive a total cost that will be used for evaluation purposes. This was not clear in the instructions. Please use the “Revised” Attachment E posted in the solicitation announcement. Q 3. Attachment E – Cost Proposal Form: In the example on the form, the collection fee offered is .0612%, which would mean a collection fee of less than one tenth of one percent (>0.10%) of the amount recovered. This value is far below industry standards. Was it a clerical error, and the amount represented should’ve been 6.12% or .0612 without the “%” sign? A. Yes. It was a clerical error. Please use the “Revised” Attachment E posted in the solicitation announcement. Q 4. In the Amendment #2, response to one of the questions (first question on page 3) was that “Currently the expectation is first-party collection treatment”. Typically, first-party collections are performed on the client’s system. Is the expectation that each third-party collection agency that is selected by the master vendor would: utilize their own technology for this first-party collection work; work off the collection platform of the master vendor; or work off the State’s CGI/ERP system. A. The expectation is for the collection agencies to utilize their existing collection platform when collecting outstanding debts under first-party treatment. This may include approved state branding for any notifications sent to the debtor and call scripting to recognize the collection agency is calling on behalf of the State of Alaska. Q 5. Has the revised cost proposal form been released yet? A. New Cost Proposal Form has been issued. Please use the “Revised” Attachment E posted in the solicitation announcement. Q 6. Will the deadline be extended to allow enough time for shipping our response? A. The Deadline for Receipt Proposals has been extended. PAGE 3 OF 3
