DEMOLITION PROJECT - CONCRETE WATER RESERVOIR TANK AT
BEN ALLISON PARK
ISSUE
The demolition and removal of the abandoned concrete water reservoir tank at Ben
Allison Park. This project addresses Strategic Plan Theme: Customer Centered,
Objective C: Optimize Program and Facility Mix, Initiative Three: Optimize Current
and Future Facility Space.
DISCUSSION
To correct a potential safety issue, funds in the amount of $30,000 were designated in
the Capital Improvement Budget in 2013 to remove the abandoned concrete water
reservoir tank at Ben Allison Park and return the area to open green space. While
the manmade hill that surrounds the structure serves as a small, make-shift sled
hill, the concrete structure underneath creates a potential safety hazard and
serves no useful purpose nor does it contribute to the aesthetic qualities of the
park.
As a result, plans and specifications were developed and a legal ad was placed in
a local newspaper on August 16, 2013 giving notice that bid packets and
specifications were available for pickup at the Administrative Office and made
available electronically. Six general contractors attended the mandatory pre-bid
meeting and the bids were opened and read publicly on September 4, 2013. A copy
of the bid tally sheet is attached.
The recommendation was scheduled to be presented at the October 9, 2013 Board
meeting; however staff recommended that the item be pulled from the agenda in
order to allow the project to be re-evaluated.
BACKGROUND
For many years Ben Allison has been used by residents as a sledding hill. While staff
recognizes the sentimental connection some residents have with the sled hill, in its
current condition it is not safe for sledding. The flat, concrete staging area at the top
of the hill allows sledders to get a running start before sledding down the sloped
sides to the east, west and south. The run-out areas on the east and south sides
extend far enough out to allow sliders to come to a safe, unobstructed stop.
However, the slope on the west side of the hill has a short run-out that ends
abruptly at a barrier fence and the north side of the hill has an extreme 10 foot
vertical drop that spills out into the adjacent roadway - Scott Street.
In 2012, after consulting with staff from the Park District Rick Management Agency
(PDRMA), a safety barricade and sign was placed on the north edge of the top of the
hill to serve as a directional control and to channel sledders away from this potential
hazard. Despite these measures, the potential risk to park users remains.
Staff recognizes the recreational value of a "beginner" sled hill, however the current hill
needs to be re-configured in order to meet that need safely. As a result, staff
recommends that the Park Board reject the demolition bids submitted and direct staff to
utilize the funds intended for demolition to engage the services of a civil engineering
firm to design a solution that will both remove the water reservoir tank and provide for a
"beginner" sled hill that will offer a safe and appropriate option for sledders.
RECOMMENDATION
That the Board of Park Commissioners (1) reject the bids for demolition and removal of
the abandoned concrete water reservoir tank and accompanying make-shift sled hill
and (2) direct staff to use funds in the amount of $30,000 budgeted in the 2013 Capital
Fund to develop plans and specifications to remove the abandoned concrete water
reservoir tank and re-design a "beginner" sled hill.
