RAISING THE BAR FOR ACPET MEMBERSHIP Restructuring ACPET membership and TAS coverage Members have asked ACPET to continue its strong stance on the issue of educational quality and improving membership standards. ACPET has done this in several ways. Firstly, ACPET has expanded its practical services for members, such as professional development programs, HR and industrial relations advisory services, industry events and information services that meet the needs of modern educational institutions. Secondly, ACPET has advocated tenaciously for policy reform that delivers greater consistency, efficiency and stability to the way in which education and training is regulated and governed in Australia. Finally, ACPET has expanded its role in industry-led regulation, introducing risk assessments for prospective members, cancelling existing members where necessary and introduced bank guarantees to protect student fees for those in niche programs. This process has involved some difficult decisions, but ultimately it has strengthened our membership, and helped to give ACPET members confidence that their membership of ACPET is a genuine indicator of quality. Changing ACPET’s membership structure is the next step in ACPET’s ongoing commitment to quality education and training. Creating futures ACPET is changing its membership structure to provide fairer, more tailored, memberships and strengthen the quality standards for ACPET and Tuition Assurance Scheme (TAS) coverage. From now on, ACPET membership and TAS coverage will be separate. ACPET membership will continue to occur annually at the end of each financial year. TAS coverage will now be considered as a separate transaction, each year on the anniversary of the date your organisation first joined ACPET. Risk Assessment for TAS Applications ACPET’s TAS is the largest and most effective tuition assurance scheme in Australia. To make sure it continues to function effectively, and ensure the costs of TAS are fairly distributed, ACPET will conduct risk assessment for all TAS applications from 2011. Risk assessment practices, just like those used by banks, insurance companies and many other membership organisations, are vital to building a stronger education and training sector, and should ensure ACPET’s TAS will be more effective and provide better value-for-money. To undertake the assessment, ACPET will now be asking members for general business, financial and educational information to help us ensure that we are accurately assessing your risk level. All members that apply for or seek to renew their TAS from 2011 will be ‘risk assessed’ and the cost of their TAS will be determined according to the outcome of that risk assessment. Why is ACPET doing this? Members that don’t need or use tuition assurance shouldn’t bear the cost of administering the tuition assurance scheme. With these changes, they won’t have to. Separating ACPET membership from TAS cover means members only pay for the membership services they need and use, and the cost of TAS cover is more fairly distributed amongst those members who use it. By risk assessing TAS applications, ACPET can make sure applications go through appropriate checks and balances, and those members that pose minimal risks to the TAS don’t pay as much for membership as those that present higher risks. The changes also mean that where a member organisation poses a higher risk of closing, ACPET will be able to work proactively with the member to ensure student interests are safeguarded, well before a call on the TAS is required. Finding out more ACPET undertook an extensive consultation program earlier this year to ensure we heard from members on the proposed changes and have taken their views into consideration on the final changes which we’re introducing.
