CHIPPEWA COUNTY FACTS AND HISTORY
On February 3, 1845, the governor approved an act of the Legislature of the Territory of Wisconsin, dividing Crawford
County and organized Chippewa County.
Geographically, the Chippewa County of 1846 extended all the way from Lake Pepin on the Mississippi River, in the
form of a crude Indian arrowhead which had its point near what is now Upson in Iron County, not far from Hurley. After
Wisconsin became a state in 1848, the Legislature revised the western boundary of Chippewa County so
that it was almost a straight line from just south of what is now Solon Springs in Douglas County to the present village of
Maiden Rock on Lake Pepin. Chippewa County boundaries have been refined and redrawn so many times, so much
territory has been shifted to other jurisdictions, that Chippewa has been called the "mother" county of northwestern
Wisconsin. The County has been home to prehistoric people, to the Dakota and the Ojibwe Indians, to fur traders,
loggers, farmers and city builders.
Work on the first courthouse was begun in 1857. It was a two-story, wood frame structure located on Court Street in
Chippewa Falls, but was not completed and the building was never used by county government. In 1860 a new two-story
county courthouse and jail was built on Spring Street in Chippewa Falls. The first floor was occupied by the sheriff's
family, with a jail constructed of pine boards added to the rear of the building. The County Officers had their offices
upstairs. In 1875 a new courthouse and jail was built of stone on Bridge Street, where the current courthouse is now
located. Beginning in 1937 the County Board of Supervisors began the long process of what to do with the courthouse
and jail, which both were in need of repairs. After several years of setting aside money into a building fund, the
resolution was adopted in April 1949, authorizing the erection of a new jail, sheriff's residence and heating plant on the
site of the old jail, at a cost of $250,000, with the money to be taken from the courthouse building fund. In April, 1951, a
resolution was passed authorizing the issuance of courthouse bonds to begin building a new courthouse on the site of the
one built in 1875.
The county officers moved from the old building and demolition of the courthouse began on Labor Day, 1951. The
move back to the new courthouse began on June 30, 1953 and was completed in 26 days. The total cost for the
Courthouse and Jail was a little over $1,000,000.
Around 1988, due to the mandating of handicap accessibility in public buildings, the Social Service, Community
Programs (now Human Services) and Public Health Departments were looking over the prospect of the accessibility in
their buildings. They decided it was more feasible to build a new building instead of remodeling the old ones.
A resolution was adopted by the County Board for a new building to house these departments to be built on land north of
the City of Chippewa Falls, at the approximate location of the existing buildings. The resolution was later rescinded and a
new resolution was adopted by the County Board to build an expansion onto the existing courthouse on Bridge Street.
The bonding, for the expansion, was done in 1990 and construction began in the spring of 1991. The money was to come
from the county's .5% sales tax. The building was completed in October of 1992 when Social Services, Community
Programs and Public Health departments were moved to the new building. The total cost of the expansion was a little
over $9,000,000.

The mission of the Chippewa County Corporation Counsel Division is to provide competent and timely
legal representation to the County Board and its subunits, county department heads, and county employees
to assist them in the performance of their duties and responsibilities in providing services to county
citizens. It is also the mission of the Corporation Counsel Division to improve the lives of the citizens of
Chippewa County as necessary by insuring the financial support of our children, as well as protecting the
safety and welfare of our children, by representing the public in child support matters and in juvenile court.
This office further strives to assist the mentally ill and the mentally infirm to insure their needs are met by
representing the public’s interest in those matters.

Land & Water Conservation Division Duties: Administers technical and financial assistance to
encourage landowners to manage and conserve local land, water, and related natural resources. Provides

Provides information on government programs that relate to soil erosion, water quality, animal
waste/manure management, wetlands, nonpoint pollution control, tree planting, storm water management,

Forest and Trails Division Duties: Manages the production, use, and conservation of the Chippewa
County Forest and associated public land management units. Plans and administers timber sales. Manages
wildlife areas and flowages. Issues public firewood permits.
Plans County forest road and trail network and manages public access. Works with user groups to manage
and maintain County recreational trail system, including hiking, horseback, snowmobile, ATV, cross
country skiing and Old Abe Trail. Sells state trail passes.
Recycling Division Duties: Manages County recycling and solid waste management programs. Provides
recycling assistance to local towns, cities and villages. Sponsors household hazardous waste, appliance,
and tire collections. Administers and enforces County Recycling, Litter, and Solid Waste Disposal

The Register of Deeds office holds the key that unlocks the history of each parcel of land in Chippewa
County and is the Official Public Record with the purpose of recording all land related documents required
by law to include the protection of the records as well as the management of its integrity, accuracy, and
appropriate access of the information.
Office Duties: Performs administrative duties for the County, which include: recording/E-recording,
scanning, indexing and auditing daily real estate documents. Maintains a tract index of all Real Estate
Records, Imaging/Web access of recorded daily documents of the Real Estate records, which include
documents such as: Deeds, Mortgages, Uniform Commercial Code, Corporation papers, informal probate
records, Subdivision Plats, Condominium Plats, Cemetery Plats, Transportation Project Plats, County Plats,
Assessors Plats, Certified Survey Maps, Federal Tax Liens, Lis Pendens, and many other documents too
numerous to mention. Reviews condominium plats for compliance of law. Collects Wisconsin real estate
transfer tax. File, scan and process Vital Records: Birth, Marriage, Death, and Domestic Partnership for
events that occur in Chippewa County and issue certified copies of the same; also issue certified copies of
divorce certificates. Statewide issuance of birth, marriage, death and divorce certificates in Wisconsin are
now available if the records are enabled in the Statewide database. This means citizens no longer have to
go directly to the county where they were born, married, divorce, or in which a death took place. File
Military Discharges and issue certified copies of the same. Most major credit cards are accepted on our
website and in our office for certified copies of Vital Record Certificates and copies of Real Estate
documents. Recorded and filed documents date from 1856 to the present. We are a DILHR agent for the
Rental Weatherization Program. Old school records of Chippewa County country schools are filed here,
which are used occasionally to verify birth facts. Forms are available in our office for the following:
Acknowledgment of Marital Child, Voluntary Paternity Acknowledgment, Farm Name Registrations,
Century Farm Applications, Firm Name Registration, Mineral Claims, Stipulation and Waiver, and
Termination of Decedent’s Property Interest. Performs other functions pursuant to Section 59.51, 69.23,
706.02, 236.28, 70.27, to name a few of the Wisconsin Statutes that govern this office.
