TheproposedBOSCdesignationlanguagewaspresentedtotheBoardofCounty
Commissioners(BOCC)atthelastmeetingBoardmeeting.Priortomovingforwardwith
theproposedBOSC,additionalclarificationwillbeaddedtobetterdefinetheBOSClimits
andlevelofservice(LOS).ThenextstepstoimplementingtheBOSCdesignationwillbe
topresentthefinalversionatthenextDevelopmentReviewCommittee(DRC)meeting
andtoholdtwoadditionalpublichearings.Thethreeproposedmeetingdatesareas

IfwaterfromtheStarkeydevelopmentareaflowsintoDuckSlough,itwillbeincludedin
BOSC.Thestormwaterwillneedtobecontainedwithinthesamebasin.
AftertheDRChearing,whatisthenextstep?
AttheDRC,theproposedBOSCwillbeopenforpubliccomments.AftertheDRC,two
additionalpublichearingswillberequiredwhichareproposedtobethefollowingtwo
BOCCmeetings.TheBOCCwillopenthehearingforanyquestionsandattheendofthe
secondBOCCwillaskforamotiontoapprovetheproposedBOSCdesignation.Ifpassed,
theBOSCdesignationwouldgointoeffect.TheBOSClanguageincludesaprovisionto
removethisdesignationoncethefloodingissueshavebeenresolved.
Howdoyouknowwhenthefloodinghasbeenfixed?
TheCountywillhavealistoftheimprovementsthatneedtobecompletedwithcriteria
forthelevelofservicethatwillneedtobemet.
WhatisdifferentforBOSCcriteriathanwhathasbeenhappeningnow?
TheCountycanrequestmodelstobeevaluatedusingabroadervarietyofstormevents
suchas2,10,25,and100‐yearstormeventstodetermineimpactsinsteadofjustone
stormevent.
2. CompletionofMaintenanceonPrivateSystemsinThousandOaks
(SWFWMD)–
Photosofhomeowner’sassociation(HOA)maintenanceprojectswerepresented.
 TheculvertunderLittleRoadisclogged.Maintenanceandclearingforthisarea
areunderthedirectionoftheMasterHOA.
 TheweirintheKinsmereareaatLinebrookDrivehasbeencleared.
 ThesiltbarrieratTorchwoodDriverequirescleaning.ApipeatTorchwoodDrive
wascrushedduringmaintenanceactivities.TheSWFWMDwillinvestigatethe
crushedpipe.

Theculvertisstillsomewhatsubmergedandneedstobecleaned.Maintenanceforthis
culvertistheresponsibilityoftheMasterHOA.
3. EnvironmentalReviewofWetlandsUpdate(StormwaterManagement)–
Theenvironmentalreviewofthewetlandsisinprogress.Thereviewisidentifying
maintenanceactivitiesthatrequireeithernoorminimalpermittinginadditiontolonger
termprojectsthatwouldrequiremoretimeandpermitting.
4. DiscussiononLevelofProtectiontobeProvided(Stormwater
Management)–
ThecurrentBestManagementPlans(BMPs)weredesignedtoprovideaspecifiedlevelof
service(LOS).Homeswereelevatedtopreventfloodingduringa100‐yearstormevent
whichisequivalenttoapproximately11to12inchesofrainfallingwithina24‐hour
period.TropicalstormDebbieproducedapproximately15inchesofrainwithina24‐
hourperiod,exceedinga100‐yearstormevent.
Ifabuildingpermitwasissuedpriorto2001,thefinishedfloorelevationwas
constructedatthebasefloodelevation.IfabuildingpermitwasissuedafterDecemberof
2001,thefinishedfloorelevationwasconstructedatthebasefloodelevationplus1‐foot.
Ifahomeislocatedinafloodzone,themortgageholderrequiresfloodinsurance.For
homeswithina100‐yearfloodzone,aletterofmapamendment(LOMA)canbeissued
whichstatesthatthehomewasconstructedabovethe100‐yearfloodplain.Issuanceofa
LOMAwilldecreasethecostoffloodinsurance.LOMAletterswereprovidedforthe
ThousandOakshomes.Follow‐upNote:CopiesoftheLOMAletterspreviouslyprovided
wereresenttoMs.PatAllenandalsotoMr.BillMcCartyasrequestedduringthemeeting.
Althoughevacuationroutesareconstructedatthe100‐yearfloodelevation,theCounty
doesnotrequireotherroadstobeconstructedatthe100‐yearfloodelevation.Ifallroads
hadtobebuiltupto100‐yearfloodelevations,excavationwouldberequiredelsewhere
tooffsetthefillrequiredtoraisetheroads.However,excavationsarelimitedbyground
watertables.
Neighborhoodstreetsareconstructedateither25‐yearorat10‐yearfloodelevations.It
isanticipatedthatstreetsconstructedat10‐yearfloodelevationmaybesubmerged
underuptoonefootofwaterduringamajorstormevent.Roadscanfloodbutshoulddry
out(recover)andthisiswhatdidnothappenwithinTrinity/ThousandOaks.
Woulddevelopersberequiredtellbuyersofthepotentialforflooding?
Yes,withintheStateofFlorida,developersarerequiredtoincludethisinformationbutit
isoftenincludedinHOAeducationaldocumentswhichincludealargevolumeof
information.Thoroughreviewmayberequiredtofindfloodrelateddocuments.
TorchwoodDrivehasbeensubmergedundergreaterthan1footofwaterandisoftennot
passable.Howmuchtimeisacceptablebeforeallowablefloodingshouldbeclear?
Thereisnospecifictimelimitandallowabledownstreamdischargescannotbeexceeded.

Stormwatersystemsaredesignedsuchthatdischargescannotexceedthepre‐
developmentconditions.
Therearetwoproblemsoccurring:
1. Housesflooding
2. Roadsfloodingandpondsnotdraining
Ifstreetsareflooded,thenhomesmayalsoflood.TheCountyneedstomoreaccurately
determinewhichhomeshadfloodingwithinthehomeandhowhighthewatergotwithin
thehomes.TheCountywillthenobtainnewsurveysforthesehomestoconfirm
elevations.
Itisimportanttorememberthata100‐yearfloodeventisnotlimitedtoonlyoccurring
oncewithin100years.Stormeventsexceedinga100‐yearfloodeventmayrequirea
separatefix.Theproblemsduetothepondsnotdrainingneedstobecorrected
regardlessofotherpotentialfloodingsolutions.
Howmany100‐yearstormshavetherebeen?Wehavehadalotofflooding.
ThefloodingafterTropicalStormDebbiewascreatedbecausepondscannotemptyin
timetoacceptalltherunoff.Floodingisalsocomingacrosstheneighborhoodsfromwest
ofLittleRoad.Therehasbeennochangeinwherewatercanflow.Theflowofwateris
thesamenowasitwaspriortodevelopment.
Oncetheupdatedmodeliscompleted,theCountywillusethemodelresultstoseewhat
canbedoneforpondrecovery.
Theweir(tothewestofKinsmereDrive)isjuststartingtobevisible.Anysmall
additionalrainwillcreatenewflooding.
ItisimportantfortheCountytomanageexpectations.Catastrophiceventswillcontinue
tocauseflooding.
5. DuckSloughDrainageImprovementRecommendationsfromAdam
SmithEnterprises,Inc.(StormwaterManagement)–
Areport,DuckSloughDrainageImprovement,waspreparedbyAdamSmithEnterprises
inOctoberof2012.Thereportprovidedanoverviewofactivities(#1‐#8)identifiedto
helpalleviatethefloodingproblems.Anoverviewoftheseactivitieswasprovided.
Activity#1–ThisistheareabehindtheCVS(MitchellBlvdatSevenSpringsBlvd)which
willbeevaluatedforpotentialdrainageimprovements.Oncetheimprovementis
selected,workinthisareamayproceedasaseparateproject.Workinthisareais
requiredregardlessoftheselectedprojectalternativefortheTrinity/ThousandOaks
area.ThisareahasalreadybeenviewedbytheSouthwestFloridaWaterManagement
District(SWFWMD)anditisanticipatedthatitwillalsoneedanArmyCorpsofEngineers
(ACOE)permitandrequiremitigation.AdamSmithEnterpriseshassomebanked
restorationcreditsbutthesemaynotbeacceptedbytheACOE.

andculvertsarerunningclearatlastobservation.
Activity#4–EarthenFlume/Bermreplacementwasrecommended.Thebermwas
removedin2005andthisactivitywaspermittedbytheSWFWMD.
Activity#5–Thisisthewetlandclearingandisthesamewetlandsareaindicatedonthe
County’sprojectalternativesmap(seeattachedPowerPointpresentation).Thisactivity
wouldrequirepermitsfromtheSWFWMDandtheACOE.
IsthistheonethatwaspreviouslypermittedbyACOE?
ThisistheareapreviouslycleanedbyAdamSmithbutitwouldstillneedpermits.The
ACOErequirespermitsformaintenanceactivitieswithinawetlandandmayrequire
wetlandsoffsets.
IstheCountystillpursuinganACOEpermit?
Yes,ifthisistheselectedprojectalternative,thentheCountywouldpursueSWFWMD
andACOEpermitting.
Activity#6–ThisactivityrecommendedclearingoftheweirbetweenThousandOaks
andTrinityOaks.Thisactivityhasbeencompletedwithallvegetationaroundtheweir
and20feettoeachsidewascleared.Theleftsideoftheweirisfailingandsinkingatthe
northside.TheweirrequiresrepairtobecompletedbytheThousandOaksMasterHOA.
Activity#7–TheculvertsandweironLittleRdwereindicatedtoneedclearing.The
cleaningistentativelyscheduledfornextweek.Afterfurtherdiscussionitwas
requestedthatcleaningbepostponed.
Toalleviatecurrentfloodingandpreventfuturefloodingitwillbeimperativefor
ThousandOakstooverseeandenforcerequiredcleaningactivitiesthataretobe
providedbytheMasterHOA.CleaningiscertifiedbytheSWFWMDeveryfiveyearsbutit
shouldbedonemorefrequently.Theclearingusedtobedoneannually.Keepingabreast
oftherequiredmaintenancecouldsolvesomeofthefloodingproblems.
Theareabetweendevelopments(TrinityBlvdandHeritageSprings)alsoneedstobe
maintainedonaregularbasis.
Activity#8–ProposedswaletoredirectflowsaroundTrinityOaks.AmodelofBrooker
Creekandpermittingwillberequiredforthisactivity.

CountytoclearoutfallstoallowwatertoleaveThousandOaksfaster.TheSWFWMDwill
follow‐upandencouragecleaningbyPinellasCounty.
6. ProjectAlternativesReview(StormwaterManagementandEngineering
Services)–
Untiltheupdatedmodelshowingthecurrentconditionscanbecompleted,itisdifficult
toselectaspecificprojectalternative.
Whatisincludedintheupdatedmodel?
ThemodelupdateincludedthetencompletedBMPswithupdatedsurveyinformation.It
willallowtheCountytolookatcurrentconditionsandtodetermineifthe100‐yearflood
elevationiscurrentlybeingmet.Whenthemodelisready,theCountycanreviewcurrent
theLOSprovidedwithBMPsthathavealreadybeenconstructed.Themodelassumes
thatthepondshaverecoveredbutwillallowtheCountytolookathowfasterpond
recoverycanbeachieved.
HowbadisthesiltonthepipesatTorchwood?
Thesepipesappeartobeheavilysilted.Themodelassumesthatpipesareclearbutdoes
considervegetation.
Alldrainagestructureshavebeensurveyedandarecorrectlyplacedinthemodel.The
pondsaremodeledasasloughsystem.Transectsatvariouslocationshavebeenincluded
todefineelevationchangesbutacontinuousprofileisnotincluded.FloridaDesign
Consultantsdidwalkthewetlandstoidentifyareaswheresaddlesoccur.
TheentireDuckSloughBasinisincludedinthemodelupdate.Surveywasupdatedwithin
thelowermodelareawhereamajorityofelevationerrorswerenoted.Themodelwillbe
abletodetermineiffloodingcanbealleviatedthroughmaintenanceorifabiggerproject
isneeded.Theidentifiedalternativeswillbemodeledtodeterminehowtheyperformin
themodelandwhatimpacttheycanprovidetoalleviateflooding.
Arethereotheralternativesthatneedtobemodeled?
Duetothetimeconstraintstoselectaproject,therearelimitationsonthenumberof
conceptsthatcantobemodeled.
TheActivity#1behindtheCVSispartoftheupdatedmodelbutcanbeseparatedintoa
standaloneproject.Analternativeevaluationwillbeginforthisareaafterapprovalis
receivedfromtheBOCConNovember7th.

TheCountyisfocusingonmaintenanceandtheSWFWMDisalsofollowing‐up.
TheCountyisalsolookingatsectionswithinthewetlands(withinactivity#5area)to
clearhigh/drypoints.However,theCountydoesnothaveanavailablemaintenancecrew
andwouldneedtohirethisworkout.
Theresidents/HOAcandohandclearingbutthiswillnothelpmuchandanydiggingwill
requireapermit.Handclearingisnotalong‐termsolution.TheCountydoeswantto
pursueallavailableoptions.
Istheprojectthatisbeingproposedgoingtostoptheflooding?
ThisgoesbacktotheLOSdetermination.Therearecatastrophiceventsthatwillcreate
floodingregardlessofanynewprojects.Themodelresultswilldetermineif100‐year
floodelevationwillorwillnotresultinflooding.Theinformationwillneedtobeplaced
intosmallermoredigestibleinformationtodecidewhatthesolutionswillbeandrun
otherstormeventsinthemodeltodeterminetheresults.
Forthosehomeswherewaterenteredthehomeorthegarageflooded,theCountywill
dispatchasurveyteamtogetcorrectedelevations.Thisadditionalupdatedsurvey
informationandverificationforthedepthofwaterinsidethestructurewillalsohelpto
validatethemodel.Depthoffloodingshouldbemeasuredwherethetopofthestanding
waterwasandnotincludewaterthat“wicked”upwalls.TheHOArepresentativesagreed
toprovidefloodedpropertycontactstoMikeGarrett.
Ifthemodelshowsthatwateriscominginfromtheeastandiscreatingtheflooding,then
what?
Countywillthenlookatappropriatealternativestodealwiththissituation.
Ifthewetlandsarebroughtbacktooriginalelevationsthenwhyarepermitsrequired?
Allclearingactivitieswillrequirepermits.
Togetthepondsbacktotheiroriginalelevations,pumpingandforcemainsmaybe
needed.
DevelopmentseastofHeritageSpringsarealsoseeingalotofwatercominginfromGunn
Highway.Thereisconcernthatthenewpermitteddevelopmentswillincreasethewater
flows.

Ademonstrationofthemodelcanbeprovidedtothegroup.Theconditionsbeing
modeledarethe2005conditionsbasedonconstructedBMPsandotherpermitted

opttobringthemodelupto2012conditionsbutthiswouldbealong‐termeffort.

Themodelbasewillbeusedtomodelwhatishappeningnow.Timeistheconstraintand
Countycanusethismodelintheshort‐termtoquicklyidentifysolutions.Themodelcan
beupdatedinthelong‐termasneeded.TheAncloteBasin,westoftheSuncoastParkway,
isscheduledtobemodeledbutthiswouldtaketwoyearstocomplete.Thisisthemost
expeditiouswaytoproceed.
IftheculvertsunderLittleRoadarecleared,thenwaterflowsintoTrinityOaksand
ThousandOakswillincrease.Thesoonerwatergetsflowing,thefasteritwillclearthe
area.Iftheculvertisclean,itwouldbeevenworse.Weneedtofindwaytogetitoutof
Trinity/ThousandOaksbeforelettingitinatanevenfasterrate.TheSWFWMDwilldefer
requiredcleaningofculvertsuntilfloodinghassubsided.
TheACOEhasbeencontactedandhasbeenprovidedcontinuousupdatesonthevarious
optionsunderconsideration.
