We have been giving New Yorkers what they need to live better lives for over 117 years. Those we serve include: mothers-to-be; at-risk families from distressed communities; children in foster care; youth and adults with developmental disabilities; and, most recently, unaccompanied migrant children fleeing violence in their home countries. This has been an eventful time for Catholic Guardian Services. • Last spring the State of New York awarded us the care of two homes in Melville, New York, that serve adults with developmental disabilities. Most are wheelchair bound, elderly, medically fragile and profoundly disabled. They had lived in the State’s institutional settings for many years. This transition was an extraordinary undertaking, but it is now nearing completion as we plan to move them into new homes and to integrate them into welcoming communities with an enhanced quality of care. • With the leadership of the Board of Directors, we launched a new strategic plan for the future of CGS, focusing on how we can best serve our clients in a changing world with an emphasis on reaching people before they suffer tremendous hardship. • We are currently preparing to add community mental health clinic services that will respond to the needs of underserved children in the Bronx. This new program will deliver much-needed interventions to 500 children and families annually. • And, in December we launched our newest program of Care Management for chronically ill children to ensure effective coordination of their physical health, behavioral health and social service needs through one integrated and holistic care plan. We also expanded our federal program for unaccompanied migrant children to now offer long-term care. At Catholic Guardian Services, we focus considerable resources and talent on ensuring that New Yorkers have a secure, loving, and permanent home environment, and we help to make that possible through providing parenting-skills education, a home to live in, counseling, educational support, and job skills preparation, among ot ways. Over 370 friends came together for this year’s Child of Peace Awards Dinner at The Pierre Hotel on October 18, 2016. Mrs. Mary McCooey received the Child of Peace Award for her history of dedication to the church. The Child of Peace Award is given to a distinguished individual or individuals to acknowledge the peace and comfort that he or she brings to those in need. Mr. and Mrs. John V. Perna received the Rosalie Cadron-Jetté Award for Courage and Compassion, in recognition of their dedication to Catholic Guardian Services, their parish, and many other charities. This year the late Mrs. Ann Mara was honored with the Golden Heart Award, a one-time award specifically created to commemorate her life and generosity to the community. Mrs. Mara’s award was accepted by her daughter, Susan Mara McDonnell, on behalf of the Mara family. Janice Huff, NBC4 meteorologist, was the Emcee for the evening and Bishop John O’Hara presented the awards to the honorees. A special guest was Heyrres Galva, a former foster child who is now a young, independent adult. Ms. Galva gave a testimonial of her experience as a CGS foster child and a participant in CGS’ Youth Employment Services Program (YES) which provides career skills training to youth leaving the foster care system. Ms. Galva shared that in YES she “learned so much about career readiness but, most importantly, I learned about myself.” Her remarks were inspiring to all who attended. The Honorees praised the work of Catholic Guardian Services for its commitment to our vital programs. Mara and John and Marina Perna 4 2017 5 C R E AT I N G A S T R O N G E R F U T U R E – B U I L D I N G S T R O N G E R FA M I L I E S Annual Campaign for Help, Hope and Dignity The 2017 Annual Campaign for Help, Hope and Dignity provides support for our Maternity, Foster Care and Developmental Disabilities programs. This year, Bishop Gerald Walsh and Board Chairman Rory Kelleher are serving as Campaign Co-chairs, Jane Sullivan Murphy is serving as Leadership Phase Chair, and a Leadership Committee has also been formed. The goal is to raise $2 million from friends and supporters of the agency. Programs and Services Supported by our Annual Campaign Parenting Resource Center – Through CGS’ Parenting Resource Center, we provide parenting education, crisis pregnancy counseling, and resources and supports, including safe cribs and baby clothing. Our parenting education begins with pre-natal classes to improve the health of expecting mothers and their babies and continues with education for parents of toddlers and older children, teaching the stages of child development and parenting basics to build stronger families and reduce the risk of child abuse and neglect. Elder Care Support Services – CGS has developed specialized homes to work with the elderly with developmental disabilities. Our disabled populations are aging and in need of enhanced in-home care to allow our residents to age in a safe, secure home. Their needs require additional nursing services and more staff to support individuals who have lost mobility. Educational Support and Mentoring Services for Foster Care Youth – The goal of raising a child in foster care is to provide a better setting for him or her to thrive. CGS’ Educational Support Services provides children and youth in care with opportunities to help them succeed in school and beyond. These services include tutoring, educational advocates, and mentoring, all of which will increase the likelihood that our youth will have the pathway to a quality, independent life. Youth Employment Services – CGS is a leader in employment services for youth aging out of foster care. Our Youth Employment Services (YES) program provides our young people with the skills, opportunities, and support needed to gain employment. YES provides a proven curriculum, coaches and employment partners to develop and prepare young people to set goals, build their resume, prepare for job interviews, learn industry-based skills, and obtain a job that will lead to a career. Behavioral Health Clinic – CGS is starting a community based mental health clinic that will serve clinically underserved populations in the Bronx. This new program will serve 400 children from our preventive program each year and an additional 100 foster children, as well as underserved children from the community. Providing at-risk families with whatever they need to grow and keep their children safe — whether that means help with getting access to medical care, financial assistance, parenting education, or family therapy — is our passion, and we served 1,135 families through these services. The Healthy Families New York program served 171 families, working to improve their access to medical providers and services.CGS also works to prevent child abuse and neglect through programs such as Family First and Family Unity, which help families through the use of evidence based child abuse prevention models and home-based family therapy. F A M I LY S U P P O R T S E R V I C E S PIC TK Healthy Families Djenabou Bah first came to Catholic Guardian Services' The Bah Healthy Families Family program after her third child was born prematurely. She had learned about the program while at her local library. She soon found that the program was a great help to her entire family. A stay-at-home mother of three, Mrs. Bah, who was born in Guinea, PIC TK felt she and her husband lacked a support system. Through Healthy Families, she has found resources in her community, including referrals to a daycare as she looks to go back to work to help support the family. A devoted mother, Mrs. Bah has been eager to take advantage of the information about child development she can learn through this program. She says she keeps telling her friends and neighbors that Healthy Families is a great resource for their families. 10 C R E AT I N G A S T R O N G E R F U T U R E – B U I L D I N G S T R O N G E R FA M I L I E S F A M I LY S U P P O R T S E R V I C E S W hen Carmela first came to Catholic Guardian Services' Maternity Services program, she had three young children and was pregnant with her fourth. She had recently returned to New York after experiencing a domestic violence situation and was financially overwhelmed. Carmela was referred by staff at Jacobi Medical Center, where she was receiving pre-natal services, for assistance with baby provisions. However, when Carmela learned about the additional services offered, she consistently and actively participated in our program in order to attend parenting classes and receive supportive counseling from Social Worker, Julia Stevens. Carmela attended the pre-natal maternity program, where she learned new skills and enjoyed receiving support from other moms who were in similar situations. Carmela has expressed how much she adores her four children and now feels more equipped, both financially and emotionally, to care for her family. Alongside the group classes, Carmela began participating in weekly Parenting individual counseling with her Resource Social Worker. Carmela and Center Julia spent time discussing Carmela Carmela’s relationship with her Acosta baby’s father, her stressors, and her strengths. Now that Carmela has found a safe place to share her feelings and feel supported, she has gained tremendous confidence in her skills as a parent. The Parenting Resource Center also provided Carmela with baby clothes, diapers and a new crib. In addition, the program was able to assist Carmela with one month’s rent, so that she would have the chance to catch up on her expenses and reduce some of her financial burden. Carmela even participated in a program baby shower with other expectant mothers and expressed her abundant appreciation for having somewhere to turn to in her time of need. Carmela continues to attend counseling and is currently working with Julia to obtain employment as a CNA. She is extremely grateful for the resources she has received and has a new sense of empowerment that she uses to provide for her children. Our Parenting Resource Center served 157 parents, providing parenting education and counseling to improve maternal and child health, and “Bridges to Health” provided care to 150 children in low-income families. Through the Healthy Families New York program, our Parenting Resource Center, and “Bridges to Health”, we improve maternal, infant and child health by providing referrals to medical providers, parenting education (including prenatal health and nutrition and infant care), access to medical services for those with low income, and other services. C E L E B R AT I N G T H E F U T U R E 12 CGS is one of the largest providers of foster care in the State of New York. In addition to the familybased foster care CGS provides, we operate three group homes for youth in the care system who are in need of special treatment or who have children of their own. CGS also provides family foster care for children with special medical and behavioral health needs. We offer support services to children and youth in foster care, including medical and mental health services and our Youth Employment Services (YES) program, which provides workforce training to young people leaving foster care. Alejandro and Martha Altamirano have been both. The Altamiranos have two biological children, Kathleen and Oliver and, now, three adopted children, Justin, Allison and Oscar. Oscar is the latest to be adopted, on December 23, Foster Care and Adoption 2015, and being adopted has helped him gain a new sense of belonging and stability. Oscar was first placed with the Altamirano family in foster care in 2010. Oscar has had many academic challenges, but once he was told that he would be adopted by the Altamiranos, he began to make significant progress. At one point, he refused to use his last name at school and would write “Oscar Altamirano.” Being adopted has given Oscar the security of belonging, stability and well-being he never had before. Oscar loves spending time with his brothers and sisters, reading, and working on Legos and puzzles. Y ushishia first came to CGS’ care through our foster care program. She was provided assistance through our independent living services and was referred to the YES program when she decided to enter the workforce. The YES curriculum provided her with the relevant business, technical, and interview skills needed to succeed in today’s workforce. She was particularly appreciative of the mutual love and respect characteristic of the classes’ atmosphere. Because of the selfconfidence the YES program helped her to build within herself, Yushishia did not feel nervous Youth in what she said “would have been otherwise Employment intimidating environments.” Now working at Services an information technology firm, Yushishia is a proud graduate of the YES program and has Yushishia Watson already referred many of her friends to CGS. 14 Catholic Guardian Services provides loving homes and state of the art care to adults with developmental disabilities. Shawn came to CGS in 2005 after living at a residential school in Pennsylvania. He loves music and spends time playing on his keyboard, listening to music, writing song lyrics, and discussing music with his friends or anyone he meets! He takes music lessons and has written and recorded his own song. Shawn also enjoys acting and has performed in plays. Shawn’s initial transition to CGS after the residential school was difficult, but he has learned Shawn’s Story how to express his feelings and needs to the staff and has learned to interact with his peers. After completing a work-skills program with Life Work, Shawn began working at Best Buy in 2009. Shawn continues to work with a job coach and has made tremendous improvement in his work at Best Buy, where he is currently stocking DVDs. Shawn continues to become more independent at home also, and is now able to stay in the house alone for up to two hours. He is able to come home, use his own key to enter, and stay home until staff arrive. We are entirely devoted towards aiding those in need, as reflected in our mission – Providing Help, Creating Hope, Preserving Dignity. 1899: Catholic Home Bureau founded by members of the St. Vincent de Paul Society as the first agency in the U.S. for placement of Catholic children in foster homes rather than institutions. 1908: New York Catholic Guardian Society founded to offer aftercare services to children being discharged from child caring institutions. 1978: Inception of community based residential programs for persons with mental retardation and developmental disabilities. 2002: Creation of specialized residential treatment services to serve foster care youth with mental illness and complex behavioral issues. 1983: Agency establishes Family Daycare services. 2013: Rosalie Hall, Inc., founded in 1877 by the Misericordia Sisters, permanently merged into Catholic Guardian Services. 1986-89: Shelter program for homeless women and homeless mothers with children is created. 1989: Creation of specialized foster care program to care for children with HIV and AIDS. 1909: First White House conference on children attended by leaders Thomas Mulry and Edmund Butler of Catholic Home Bureau to marshal government support and planning for protection of children across the nation. 1925: Maternity Services established to assist women facing unplanned pregnancies. 1998: Establishment of therapeutic foster family program to care for emotionally disturbed children in care. 2000: Programs to prevent child abuse and neglect are begun.
