West Oxfordshire Local Plan 2031 (including North Witney)
After the hearings by the Inspector held in November, the Inspector has found
elements of the Local Plan 2031 to be 'unsound' and has made a substantial number
of observations and recommendations.The main issue raised by the Inspector was
the way WODC calculated the housing requirements for the next 15 years. These
requirements do not conform to the Strategic Housing Marketing Assessment
(SHMA). The Local Plan has also not made an allowance for Oxford City Council’s
requirement to pass on at least 15,000 houses to the other 4 Oxfordshire Councils.
So WODC has to resolve these issues. The new plan will then potentially go out for
consultation again. This could mean up to a year’s delay for the Local Plan.
Therefore the North Witney consultation has also been delayed.

Neighbourhood Policing Team
The next ‘Have your Say’ meetings are to be held in Market Square, Witney 10am –
12 midday on Saturday 13th February and Saturday 12th March.
Please be aware that there have been a couple of burglaries in Witney where cars
were specifically targeted by taking car keys from homes, so the advice is to keep
car keys and valuables out of sight.
Salt available
With the winter weather approaching, salt can be collected from the rear of the
village hall. Please remember this is not for use on private driveways.
Joan Smith Education Charity
This charity exists to help young people under the age of 25 who live in the Parish
(or a parent does) with the costs of educational expenses or to assist with entry into
a profession, trade or calling. Examples of help previously provided include contributions towards computer equipment, musical instruments, expeditions, field trips,
music lessons, tools, specialised clothing, etc. Requests for grants are NOT means
tested. The next meeting will take place following the Parish Council meeting on Monday
14th March.

You will notice a few changes to Breach Wood this year; The bench seat has been temporarily
removed, and once the ground has dried out (early summer?) it will be put back, but in a different position, and placed on a hard-standing of local-stone slabs (to avoid the muddy-feet
problem); The information-board will renovated, and will also be moved, to the edge of the
central clearing near the old oak tree. The aim of these changes will be to create a more open
aspect to the central clearing; The Trustees intend to improve the quality of the hard-standing
by the Whitings Lane gate, by levelling the area and putting down a solid surface of suitable
stone dressing; This winter, we will be putting up three bat-roosting-boxes in Breach Lane.
They will (might) be used by a variety of bat species, as breeding roosts, occupied between
April and September (in winter, most bats leave their summer roosts to join others in sheltered,
damp locations, such as caves); During the annual winter pruning (now almost complete),
some of the weakest oak and ash trees, that clearly do not have sufficient vigour to earn a
place in our Breach Wood of 200 years hence, will be cut close to ground level. Both species
will coppice from stumps, so will regrow as new shoots. The Breach Wood deer will nibble at
these, as they have already done to the ash trees cut last winter for the Oxford Charcoal
Company to make Breach Wood charcoal. This is the first timber-related crop from this land
since it was part of the ancient Forest of Wychwood many, many moons ago (the charcoal is
now available from Karl McConville, the Chairman, at VERY advantageous prices. Get your
hands on a lump of history).
2015 was another good year for Breach Wood. A warm, early spring, a warm summer, with a
wet August, and a very warm end to the year, provided good growing conditions. Many of the
oak and ash trees will soon be too tall to need much further shape-pruning. On the subject of
ash, as far as I can tell, we have no examples of Ash Die-back disease. But the disease is
spreading throughout the UK, and will eventually infect Breach Wood, in which case we should
expect to lose up to 98% of our ash trees, over the subsequent 10 years. Those few that have
a genetic resistance to Die-back will survive, and will produce seedlings that will eventually
re-establish the status quo. Don’t hold your breath. This process will take about 100 years.
Most of the faster-growing silver birch, alder, poplar and cherry have long been out of reach.
Our few beech trees are starting to make an impact, and once they and the oaks become
sufficiently mature to produce beech-mast and acorns, they will provide a feast for birds, deer,
voles, mice, and, of course, the dreaded grey squirrels. Maybe a time will come for Breach
Wood Squirrel Pie to be on the menu at the Lamb and Flag ?
Our method of pruning, to keep the trees tall and lean, with limited lateral branches, results in
lots of light reaching the ground between the rows of trees. So, Breach Wood is blessed with
vigorous, diverse ground-vegetation, a lot of which is superb (grasses, flowering plants like
ragged robin, sainfoin, bird’s-foot trefoil, fire-weed, and many other species), and some of
which is a “pest” (bramble, old-man’s beard, ragwort). As you know, we wage war against the
“pests”, in order to keep access throughout the wood open to visitors. If left to itself, the
brambles, for instance, would render the land between the trees impenetrable. Hence our seasonal work-days, in which the Trustees ask for assistance.
A diversity of plants at ground-level supports a diversity of invertebrates. 2015 was another
good year for butterflies, moths, bumble-bees, solitary bees, grass-hoppers, spiders, flies, and
beetles. To see many of these, slow down, or lie down, and watch and listen. Believe me, you
might get a few surprised glances from other wood-users and their dogs, but it will be worth the
effort.
Insects attract birds. So…..blue tits nested again in the oak tree nest-box. Several pairs of
wood-pigeons nested in the Breach Wood trees. And now that the leaves have fallen in the
hedge-rows, I have spotted the remains of nests of blackbirds, thrushes, hedge-sparrows, yellow-hammers, and various unidentifiable warblers. Yippee. I see this as Nature giving Breach
Wood a vote of thanks, and confidence. Long may this last.

Be careful what you wish for – you might get it! Winter has finally made an appearance and the spring bulbs and new shoots aren’t alone in feeling the shock. At least
it may hold them back until a more normal time. We will all be starting to think about
our gardens very early this season. Can we hold out till March before lawn mowing
starts again? Doubt it judging by the state of ours. However there’s still time for
plotting and planning so get the catalogues out and keep any eye open for our new
programme of events to give you inspiration. More details next month but we will of
course have all our usual events including plant sales, talks, the autumn show plus
Open Gardens in June. We already have some offers of new gardens to open
and always welcome newcomers to the event. Visitors love a “work in progress” and
you may get some good ideas for free! If you’d like to join the event, ring the number
above. All the money we raise from this event goes towards our charitable donations
at the end of the year. The Gardening Club will once again be sponsoring the
Scarecrow Trail as part of the Hailey Festival. Exciting announcements
coming soon! If you missed the AGM you may be surprised to hear that renewal
subscriptions have gone up this year (but only by 50p!) Committee members
will be coming round in March to collect £4.00 single or £7.00 double from our

At our first meeting of 2016 we had a good turnout of 13 people. We read a play
called ‘The Visitors’ by Joe Orton, written in 1961. A fairly short play by a man who
had a reputation as an eccentric and who was murdered in his early thirties.
The play was set in a hospital and contrasted the division between the concerns of
elderly patients and the group of nurses who attended them.
Our next meeting will be at The Sidings on Weds, Feb 10th at 7.30pm.

Both teams continue to struggle, the reserves more so. The reserves are second
from bottom in Division One, with only Brize Norton below them, both teams on nil
points. The reserves most recent game was a penalty shoot out defeat against
F.C. Nomads, after being 1-1 after extra time in the Jack Busby Memorial Cup.
The first team just had their first league win since September's win at Chipping
Norton. This win takes Hailey to 11 points, hovering above the relegation zone.
Hailey have lost 3-1 to Charlbury, drawn 1-1 with Combe, and lost 2-1 to
Hanborough since November. In the Oxfordshire Junior Shield, Hailey lost 3-2 to
Carterton Town.

Thank you to all those people who came along to the Christmas bazaar in Hailey
Church. Over £600 was raised for the church floor. A big thank you to those who
donated items and helped on the day and a huge thank you to Ann Evans for all her
hard work once again.
Looking ahead
Plans are being made for a jumble sale in aid of the child bereavement charity
SeeSaw and a summer fair to raise more funds for the church floor. More blankets

Knitting and nattering
This is held at the coffee morning in the village hall on the first Friday of each month.
We need people to knit squares. We also have lots of squares to sew up. Can you

The 4th Witney Festival of Food and Drink
will be taking place on Saturday May 21st in and around St Mary's Church in Witney,
starting at 9.30am, and is an occasion not to be missed.
There will be about 70 stalls selling all sorts of delicious food and drink, a children's
tent with activities exploring facts about food and farming, storytellers will be on
hand, musicians and dancers will be performing and a cafe and bar will be there to
entice you. There will also be, for the first time, an information pavilion where local
charities and food related businesses will have the opportunity to answer questions
and talk with visitors.
All in all, it promises to be a great day out for all the family.
Needless to say, this is a big event to organise, and we will be looking for volunteers
to help in a variety of areas, so if this appeals to you please let us know. You will be
very welcome.
