Dear Minister:
On behalf of the Board of Directors of the Ontario Trillium Foundation, I am pleased to
submit a copy of our Annual Report for the fiscal year 2002-2003.
In it you will find a brief narrative that details goals achieved and the challenges met by our
volunteers and staff. Also included is a list of grants made under our various programs as
well as audited financial statements.
Through the allocation of $100 million from the government’s charity casino initiative, we
have been able to improve the quality of life of Ontarians, build strong communities, and
contribute to the province’s economic strength.
The Foundation’s volunteer Grant Review Teams and the members of the Board of Directors,
supported by an able professional staff, continue to provide outstanding leadership. All of us
share a collective pride in the Foundation’s continuing accomplishments, as described in this
report.
We value the effective working relationship the Ontario Trillium Foundation has with your
ministry, and we look forward to continuing to work together to build healthy, caring and
economically strong communities in Ontario.

ORGANIZATIONAL EFFECTIVENESS
Message from the Chair

The Foundation concluded the fourth year of its expanded mandate on a very positive
note with the Board of Directors endorsing new and more focused program goals. These
goals clearly articulate our strong commitment to local communities and the important
work of registered charities and incorporated not-for-profit organizations in Ontario.
The Foundation’s new program goals are to:
Build healthy communities and strengthen volunteerism;
Increase accessibility and celebrate Ontario’s diversity;
Stimulate economic growth and innovation.
Our focus on these goals provides a framework for our work in our four key granting
sectors — Arts & Culture, Sports & Recreation, Environment and Human & Social
Services.
Since April 1999, the Foundation has awarded nearly 6,000 grants totalling over $380
million. We have invigorated the arts and culture sector with close to $83 million in funding
and contributed $35 million to the not-for-profit environment sector. Human and social
services benefited from $190 million in grants; sports and recreation received more than $72
million.
During 2002-2003 the Foundation invested $98,519,400 in 1,558 grants to organizations
within these sectors reflecting the diverse spectrum of interests, people and communities
in Ontario. Our aim is to build healthy, caring and economically strong communities.
As a result of research conducted with stakeholders during 2002-2003, changes to our
granting program will give small municipalities the opportunity to benefit from our
funding in the Arts &Culture and Sports & Recreation sectors. This change is especially
welcomed in communities that do not have the infrastructure of incorporated not-forprofit organizations to apply for grants in these sectors.

Our one-time Strategic Granting Initiative for Library Boards serving municipalities of
20,000 or less, to be introduced April 1, 2003, also fits within this approach. The
initiative will allow libraries to seek a one-time grant of between $5,000 and $15,000 to
build their collections, enhance community programming, undertake capital projects,
deliver training or acquire technology. This initiative supports the important role that
libraries play in building healthy, caring and economically strong communities.
Among the many highlights of 2002-2003, I had the honour of joining our new Minister,
the Honourable David H. Tsubouchi, Minister of Culture, as the co-host of our “Great
Grants, Great Results” Awards. This celebration showcased the achievements of grantees
from across the province. We highlighted the results of five grantee organizations that
made a significant and lasting difference in their communities.
While it is very satisfying to look back over a year of such achievements, many more of
which are described throughout this report, I am particularly proud to acknowledge those
who have contributed to our collective accomplishments.
We are grateful to our funder, the Government of Ontario, the Ministry of Culture and the
Honourable David H. Tsubouchi for their continuing financial commitment, practical
support and guidance. We are fortunate to benefit from the commitment of 350 of our
own volunteers, members of our Board and the 16 Grant Review Teams, who devote
countless volunteer hours to the work of the Foundation and their local communities.
We are also fortunate to be supported by capable and professional staff across the
province, led by Chief Executive Officer, L. Robin Cardozo. They ensure we have the
resources and tools we need to fulfill our obligations as effective stewards of public funds
and I would like to acknowledge their fine work.
I look forward to embracing the challenges that lie ahead and to working with our
dedicated Board, outstanding volunteer leaders and capable staff to continue to build
healthy, caring and economically strong communities in Ontario.

Message from the Chief Executive Officer

The conclusion of our fiscal year provides a welcome opportunity for analysis and
reflection. It is a time to measure our achievements against our targets and to consider
how well we have served the interests of our stakeholders. It is also a time to recognize
those who have contributed to our success or made our work more satisfying and
meaningful in the process.
In reviewing the accomplishments of the past year, I observed that most were the result of
successful collaborations and teamwork between the Foundation’s volunteers and staff.
Over the past four years, since the adoption of our expanded mandate, we have grown in
exciting ways.
As a result, we have met our granting targets, reached out to not-for-profit and charitable
organizations across the province, and worked to enhance the Foundation’s performance
in an open and transparent way.
One of the “secrets of our success”, which I gladly share, lies in our belief that our work
is best accomplished at a local level. By creating local awareness we have empowered
more individuals, organizations and communities to fulfill their dreams and ambitions.
Another “secret” has been our ability to support this on-the-ground local presence with
sophisticated technology and communication tools that enhance the performance of the
entire organization and our grantees.
I would like to thank the Minister of Culture, the Honourable David H. Tsubouchi, and
Deputy Minister Terry Smith for their support and encouragement. We have also benefited
from the outstanding leadership of our Chair, Robert G. Power, and the leadership and
counsel of our Board of Directors. We are thankful for the contributions and commitment
of the volunteer members of our 16 Grant Review Teams who so ably represent the
Foundation across the province and whose grant recommendations are at the heart of our
work.
Finally, the efforts of our volunteers and the work of the Foundation are consistently well
supported by a professional staff, whose commitment and dedication to our mission are
second to none.
As you review the summary of 2002-2003 achievements that follows, we have already
embarked on Year Five of our expanded mandate, a year that holds new promise and new
challenges. I am confident that, working together, we will continue to accomplish our goals
and deliver exceptional value to our funder and our stakeholders across Ontario.

Review of 2002-2003 Achievements
The Ontario Trillium Foundation Business Plan for the year covered four major
performance goals. The following summarizes the organization’s achievements relative
to those goals.
Goal 1:
Make investments to build strong communities
Achievements:
Approved grants during 2002-2003, with a value of $98,519,400, representing 99.8%
of the grants budget for the year;
Successfully implemented outreach strategies in selected catchment areas to support
achievement of granting goals;
Achieved sectoral targets (arts & culture, sports & recreation, environment and
human & social services) and grant-type targets (capital, project, etc.);
Implemented new program guidelines on schedule in the last quarter, incorporating a
new program for small municipalities and enhancements to help small groups;
Developed a strategic granting program for small libraries and prepared it for
introduction in April 2003;
Introduced several new granting policies and issue notes during the year by the
Board’s Program and Policy Committee;
Developed a new grant coding system to improve the Foundation’s ability to measure
the impact of grants;
Completed an environmental scan of the sports & recreation sector and the results
influenced the new program guidelines;
Implemented three unique collaborative granting arrangements between the
Foundation and other funders to leverage greater impact of Foundation grants.

Achievements:
Achieved accountability goals related to the annual audit, public reporting and
Memorandum of Understanding reporting requirements;
Completed an independent study of the Foundation’s grant monitoring practices and
introduced a plan to implement study recommendations;
Enhanced computer systems for tracking of grant monitoring status;

Ensure accountability (continued)
Engaged in discussions with other grantmakers to enhance our understanding of
funder accountability, impact assessment and evaluation;
Implemented a “Business Continuity Plan”, with advice from the Board’s Finance
Committee, to help the Foundation prepare for unforeseen contingencies.
Goal 3:
Enhance organizational effectiveness
Achievements:
Strengthened grant evaluation measures and introduced a quarterly report on grants
impact;
Introduced a new framework for professional development of staff;
Reviewed and updated terms of reference for all Board committees;
Brought Grant Review Team Chairs from around the province together in June 2002
to exchange ideas, information and best practices;
Held workshops for Grant Review Team volunteers and staff to communicate new
granting policies;
Enhanced and improved staff and volunteer orientation programs;
Held a strategic planning day with the Board of Directors in March 2003 to address
several organizational and strategic issues.
Goal 4:
Communicate broadly
Achievements:
Introduced a “Great Grants, Great Results” awards program that achieved its
objectives;
Introduced a comprehensive new grantee recognition program, incorporating new
tools and supports for grantees;
Managed an increasing number of grant recognition events totalling more than 600 in
2002-2003, with 75% involving participation of MPPs;
Undertook our first public awareness survey, to establish a benchmark of public
recognition of the Foundation;
Held Town Hall meetings using an updated format that provided consistent core
content across all catchments but which also accommodated local priorities and
interests.

Sports & Recreation – “Recreation for youth every community”
$75,000 over one year
With a Foundation grant of $75,000, the Spanish Sports Association Inc. renovated and
equipped a building they had acquired to provide a comfortable, safe and accessible
youth centre in the town of Spanish.

Invitation, The Quilt of Belonging
Arts & Culture – “Sharing history through art”
$55,200 over one year
A $55,200 grant from the Foundation will be used by “Invitation, The Quilt of
Belonging” to create a work of art reflecting the textile, social, and cultural histories of
numerous Canadian ethnic and aboriginal groups.

Port Hope Jazz Inc.
Arts & Culture – “Entertaining visitors and residents”
$23,400 over three months
An Ontario Trillium Foundation grant of $23,400 will support the Port Hope Jazz
Festival, attracting tourists to the area and providing visitors and residents with an
opportunity to interact with the musicians.

Interactive Science and Technology Centre of Windsor Inc.
Arts & Culture – “Making learning fun”
$225,000 over three years
This $225,000 Foundation grant will enable the Interactive Science and Technology
Centre of Windsor Inc. to create and support a marketing strategy for a science centre that
makes learning about technology fun. The initiative is expected to attract more tourists to
the area.

Environment – “Strengthening environmental volunteerism”
$102,000 over three years
The Lake Huron Centre for Coastal Conservation received a $102,000 grant from the
Foundation to undertake extensive community consultations in developing strategic,
marketing, resource generation, and governance plans that will secure long-term
sustainability for this relatively new environmental group.

Lynn Valley Trail Association
Sports & Recreation – “Keeping the trail open”
$75,000 over nine months
This Foundation grant of $75,000 will be used to repair structural defects in the Robinson
Bridge along the Lynn Valley Trail.
Halton-Peel
The Centre for Sustainable Transportation
Environment – “Enriching and environmentally sound travel for kids”
$68,500 over one year
The Centre for Sustainable Transportation received a grant of $68,500 to develop an
action plan to adapt “Kids on the Move”, based upon a successful European program that
introduces children to environmentally sound transportation practices.
Hamilton
Project Access 'Bridging the Digital Divide'
c/o The St. Leonard's Society of Hamilton
Human & Social Services – “Making technology available to children
from low-income families.”
$142,400 over two years
Project Access 'Bridging the Digital Divide' received a $142,400 grant from the
Foundation to enhance a recycled-computer giveaway program for low-income families
with school-aged children.

Environment – “Bringing the Trumpeter Swan back”
$72,700 over 10 months
This Foundation grant of $72,700 is making it possible for the Lake Nipissing Partners in
Conservation to promote the importance of reintroducing the rare Trumpeter Swan to the
Callander Bay area of Lake Nipissing, and to market the area as a tourism destination for
naturalists from across North America.

Arts & Culture – “Showcasing a historic contribution”
$150,000 over two years
The Welland Canals Foundation received a $150,000 grant from the Foundation to
promote the heritage and culture of the Welland Canals by producing a film for public
and educational broadcast that showcases their past and present economic contribution to
the area.

Sports & Recreation – “Equipping a community centre”
$23,000 over eight months
A Foundation grant of $23,000 will be used to purchase recreational, sports and fitness
equipment for the Couchiching First Nation's newly constructed multi-use community
centre.

A grant of $150,000 from the Foundation will make the Wye Marsh Wildlife Centre
completely accessible to people with a range of disabilities by removing visual, aural,
physical and learning barriers.

Arts & Culture – “Educating and entertaining”
$50,000 over one year
The $50,000 Foundation grant awarded to the Acropolis Theatre Company will be used
to produce Shakespeare on the Thames, a new showcase aimed at attracting tourists to
London. It will also provide area residents with seasonal entertainment and interested
students with hands-on experience in a true artistic setting.

Human & Social Services – “Enhancing capacity and programs”
$200,000 over three years
This Foundation grant of $200,000 will enable this youth centre for francophone
Ontarians to enhance its structural and organizational capacity in order to evaluate and
make improvements to programs and broaden its funding base.

Community Mental Health Clinic
Human & Social Services – “Healing art”
$179,000 over three years
The Foundation’s $179,000 grant to Community Mental Health Clinic will implement
Spark of Brilliance, an initiative supporting art as a healing force for individuals with
serious mental health issues. The grant will be used to deliver educational and creative
workshops and to share the model with other communities.

Report on Financial Performance
In 2002/03, the Ontario Trillium Foundation received $100 million from the Ministry
of Culture for its Community and Province-Wide Grants Programs. (The $102.3
million referred to in the Statement of Operations includes unspent funds brought
forward from previous years.) Other revenue sources include investment income
($4.7 million) and funds made available as a result of rescinded grants ($1.7 million).
Of this funding, $97.5 million was pledged for Community and Province-Wide
grants, and grantmaking expenses and support services together amounted to $9.7
million.
The Foundation also pledged $992,500 in Partnership Program grants, for a total
granted in 2002/03 of $98.5 million.
At March 31, 2003, the Foundation held approximately $121.5 million in
investments, in short-term treasury bills and bankers’ acceptances. The majority of
these funds ($111.7 million) are committed to multi-year grant pledges and are
invested to maximize interest income for the Foundation. Investments are made under
the policy direction of the Ontario Financing Authority.
Accumulated net assets at year-end totaled $9.0 million, of which approximately $1.0
million was invested in capital assets and $8.0 million represented unrestricted assets.
Future investment income from the unrestricted assets will contribute towards the
Foundation’s operating expenditures, thereby continuing to maximize the funds
available for grants.
Funds may be recovered, or future payments rescinded, in cases where circumstances
(e.g. planned activities, budgets) change or where grant conditions or performance
objectives are not met.
Volunteers make a significant contribution to the operations of the Foundation. Given
the difficulty of estimating monetary value, these contributions are not reflected in the
financial statements.

We have audited the balance sheet of the Ontario Trillium Foundation as at March 31,
2003 and the statements of operations and changes in net assets and cash flows for the
year then ended. These financial statements are the responsibility of the Foundation's
management. Our responsibility is to express an opinion on these financial statements
based on our audit.
We conducted our audit in accordance with Canadian generally accepted auditing
standards. Those standards require that we plan and perform an audit to obtain
reasonable assurance whether the financial statements are free of material misstatement.
An audit includes examining, on a test basis, evidence supporting the amounts and
disclosures in the financial statements. An audit also includes assessing the accounting
principles used and significant estimates made by management, as well as evaluating the
overall financial statement presentation.
In our opinion, these financial statements present fairly, in all material respects, the
financial position of the Foundation as at March 31, 2003 and the results of its operations
and its cash flows for the year then ended in accordance with Canadian generally
accepted accounting principles. As required by the Corporations Act (Ontario), we report
that, in our opinion, these principles have been applied on a basis consistent with that of
the preceding year.

1. PURPOSE
The Ontario Trillium Foundation ["OTF"], an agency of the Ministry of Culture [the "Ministry"], is
financially supported by the government of Ontario. OTF began operations as an arm's length agency of
the Ontario government on August 23, 1982 and was incorporated without share capital under the laws of
Ontario under letters patent dated November 17, 1982. OTF's purpose is to work with others to make
strategic investments to build healthy, caring and economically strong communities in Ontario.
2. SIGNIFICANT ACCOUNTING POLICIES
These financial statements have been prepared in accordance with Canadian generally accepted accounting
principles applied within the framework of the significant accounting policies summarized below:
Revenue recognition
OTF follows the deferral method of accounting for contributions, which include government funding.
Unrestricted contributions are recognized as revenue when received or receivable if the amount to be
received can be reasonably estimated and collection is reasonably assured. Contributions externally
restricted are deferred and recognized as revenue in the year in which the related expenses are incurred.
Investments
Short-term investments, treasury bills, and bankers' acceptances are recorded at cost. Bonds are recorded at
amortized cost.
Grants
Grants are recorded as expenses in the year that the Board of Directors approves the grant.
Expenses
Departmental expenses are allocated between grantmaking and support services based on the percentage of
each department's activities devoted to these activities.

5. GOVERNMENT FUNDING
Effective April 1, 1999, OTF began to receive funding from the Ministry for a new mandate to be carried
out through two programs: the Community and Province-wide Grants Programs. During the fiscal years
ended March 31, 2003 and 2002, OTF received $100 million of funding and must use $100 million less
operating expenses not covered by investment income for the two grant programs. Funding received in
these years has been recorded in the continuity of deferred contributions [note 6[a]].

The amount in excess of the $100 million of funding received in each year represents a reduction in
deferred contributions.
Since April 1996, OTF has received funding from the Ministry for Partnership Programs which include the
Community Connections Program, Access Fund and Community Linkages Program. No funding was
received for these programs in fiscal 2003 or 2002.
The government funding is subject to Memoranda of Understanding with the Ministry that define how the
funds must be invested and distributed.

8. NON-GRANT CONTRIBUTIONS TO THE COMMUNITY
