How Can the International Community
Help Ukraine?
Ukraine fights the Russian aggression in the east and the south, at the same time trying to end the economic
crisis. The authorities in Kiev have continuously stressed that they are not capable of withstanding such
harsh challenges on their own. They appeal to the international community for help. What kind of help is
expected by Kiev? What can the Ukrainians count on? Have the financial subsidies provided by international
institutions stabilised the Ukrainian economy in 2016? What obstacles lay ahead of arms exports from the
Western countries, aimed at supporting Kiev’s fight for its independence?

The Role of the National Capital and Large
State-Owned Companies in the Economic
Development Policy
Central and Eastern Europe is a region where international companies have invested successfully for years,
creating jobs, raising living standards of societies and significantly affecting the economic development
of the country. However, many are convinced that the current profile of these investments strengthens the
peripheral nature of the economies in the region and hinders the development of innovative, high-quality
businesses. Can the national capital and resources of large state-owned companies change the model of
development?

A Challenge for Europe, a Task for Ukraine.
Reforms in Ukraine – In Search of a Breakthrough
Public support for reforms and the European choice has not been given once and for all. Despite visible
progress, the reform process faces persistent obstacles. The authorities operate under the constant pressure
of their own society and foreign partners. What is needed is a careful analysis of the delays’ reasons.
Although established rules and procedures defining the nature of the relationship between the EU and
Ukraine - thanks to the Association Agreement – started to work, it failed to accelerate alignment with
European solutions.

The US Presidential Election: What Impact
on the Transatlantic Community?
The presidential election campaign in the US showed that a significant part of Americans and a part of the
political class is in favor of limiting the activity of America in resolving conflicts in the world, supports some
form of a new isolationism and even has doubts about the need to guarantee security of their European
allies. At the Forum Europe-Ukraine we will discuss, whether the transatlantic community will effectively
retain the ability to counteract the Russian attempts to rebuild its empire, considering the parallel growth of
euro-skepticism and protectionist sentiment in many European countries.

Along the Danube, the Carpathians, and

Central European countries are still not among the most popular tourist destinations in Europe. The tourist
potential of Ukraine is very large, but the quality of tourism products is still low. The question concerning
the evaluation and regulation of tourism attractiveness of regions and the implementation of the strategy

Social Consequences of the War in Eastern
Ukraine
Western Europe, Russia and Ukraine try to maintain a political dialogue and search for possibilities to
reduce the tensions. However, the humanitarian situation in the occupied areas, inhabited by millions of
people, expecting social services which do not reach them, is getting worse and worse. A certain group of
inhabitants have managed to flee. The Ukrainian authorities have registered over a million of refugees from
the Donbass and Crimea. An integrated strategy based on cooperation of the state institutions, society and
business aiming towards integration of those people who have fled from the East is badly needed.

Central European countries are a natural partner for Ukraine. The cooperation in security issues, migrants,

Integrational Aspirations of Ukraine vs. European Project Crisis and Euroscepticism
Russia’s attempt to force Ukraine to abandon the EU aspirations in 2013 caused a revolution in Kiev’s

caused by Brexit and the strengthening of the extreme groups (in many countries - anti-European), the

Innovation as a Key to Economic Success
One of the priorities in most of the European countries are investments in new, innovative technologies and

Poland and Ukraine. The Balance Between
Neighbourship and Cooperation
Poland was the first country in the world to recognize the independence of Ukraine in 1991. The two
countries have not only been good neighbors since then, but also close strategic partners. The PolishUkrainian bilateral relations, however, have seen new challenges due to the Russian aggression of Crimea
and Donbas, the economic crisis and the historical dialogue. Does the Polish-Ukrainian partnership need
a new drive?

Sovereignty, Democracy, Development:
How Central and Eastern Europe Has
Changed over the Past 25 Years
Political and economic power of the CEE region lies in cooperation in the fields of security, energy, migration
and economy. Strengthening of the region’s role should inspire politicians and prevail over a number
of vested interests. After 1989, the countries of Central and Eastern Europe chose their own paths of
development. Most of them - relying on democratic and economic reforms, along with the development
of the civil society - achieved success. Their role in Europe is increasing, and their voice counts in European
decision-making.

Education of Young People in Central and
Eastern Europe. A Bridge Towards Further
European Integration
For several years now, Polish academic establishments have witnessed migration of young people from
Ukraine, who decide to study in Poland. Ukrainian and Polish science centres are thus forced to change their
curriculum. Are Poland and Ukraine capable of creating an educational platform, which will support the
integrational processes between the two nations? What part can Polish universities and academies play in
the process of cultural education?

Business and Politics. How to Make it Transparent?
Transparency helps improve the quality of governance. Open access to data is a key feature of the civil
society. A report by World Wide Web Foundation shows that the world’s transparency leader is the UK.
Among 86 countries, Poland ranked 35th, after Estonia, the Czech Republic and Russia. In the EU, it is
common to submit asset declarations, for financial data should be open and available for the public. In
2016, Ukraine passed a bill instituting an obligation for public officials to submit asset declarations, as
required by the International Monetary Fund. Open dialogue between politics and economy is one of the
pillars of the efficiently functioning state.

Public Diplomacy and Historical Policy.
How to Overcome the Legacy of Old Conflicts?
Public diplomacy may help nations and societies to understand each other better. Collective memory
shapes both national and European identity. However, it is used very often as political instrument,
particularly in the face of growing euroscepticism among EU Member States. So how to deal with the past?
Does highlighting of the importance of historical policy impede the public diplomacy or can it be useful?

Intellectual Facets of Central and Eastern
Europe
In many countries, cultural policy of the region faced major challenges. One of them is a decreased interest
in culture, reading books and magazines, a reduction of the importance of theater, opera, art, music, etc.
A clash of world traditional values with progressive trivialization of culture and public conversation is also
dangerous. The threat is seen as well in a revival of both coarse and aggressive nationalism and - on the
other hand - in the cultural eradicating of large social groups. Can the intellectuals of Central Europe find
the answers to these questions?

Decommunisation and Lustration in
Ukraine. Can Ukraine Benefit From the Experience of Poland and Other Post-Communist Countries?
Breaking with the communist past does not only imply introducing political pluralism and a market
economy. The Euromaidan Revolution of Dignity has shown a strong need to break with the past in
the symbolic sphere - to remove the monuments glorifying dictatorship, change names of cities, streets
associated with the communist time as well as stigmatise and keep away from the public institutions all
the people connected with the past system. What are the similarities and differences between Ukraine and
other post-communist countries, which have already faced a similar problem?
