2016 East Texas State Fair
Livestock Show General Rules
One of the fundamental objectives of the East Texas State Fair is to encourage the breeding of improved
livestock. When an animal is judged, consideration is given to the symmetry, size, quality, form, evidence of
constitution, vigor, productivity, and general breeding characteristics.
Application of Rules
The General Rules and Regulations apply to every breed show in the East Texas State Fair Livestock Show.
Additional rules, specific to the Junior Show, Open Show, and their respective breed shows will be included
in the information for those shows. The exhibitor is responsible for reading, knowing and following all of
the rules, both general and specific, which apply to the show entered.
Grounds and Facilities
Liability Statement
All exhibitors will be under the direction and control of the East Texas State Fair management, but the East
Texas State Fair will in no case be responsible for any loss, injury, or damage done to, occasioned by, or
arising from any animal or article exhibited. The Exhibitor, fitter, and/or owner shall indemnify and hold
harmless the East Texas State Fair against all legal or other proceedings in regard thereto, as well as damage
or injury to any other person or property, caused by the exhibitor or exhibitor’s animals, or arising in any
way or connected with the exhibition of the animals. The exhibitor accepts full and complete responsibility
for actions of his or her animals and property, and releases and holds harmless said sponsors from all legal
liability, both personal and property including injury and/or death or any other damage whatsoever.
Feed and Bedding

action to control it; or 2) The dog is not housebroken.
11

regard thereto.
12

deserve an award.

employees, interferes with them during adjudication or shows any disrespect to them. In such instances, a
proper apology from such Exhibitor shall be demanded, or he/she may be excluded from participation in
the remainder of shows. Fair Management may withhold from the exhibitor any premiums due.
The decision of the judges shall be final in all cases, except where mistakes, fraud, misrepresentation or
collusion not discovered at the time of the award is proven. In such cases, the Superintendent or referee
he/she may appoint, may make decisions, or, on his/her approval. The case may be appealed to the
Executive Committee, from whose decision there can be no appeal. The Fair Management reserves the right
to withhold premiums in every case in which it shall appear to the Executive Committee that regulations
have not been complied with, or that fraud or deception has been practiced or attempted. It is the intention
that all livestock shall be shown in a good workable condition.

not sustained. Such protest must state plainly the cause of complaint or appeal, and must be delivered to the
Superintendent immediately after the occasion resulting in the protest. Any protest of eligibility regarding
age of an animal must be filed with the Superintendent prior to noon of the last day before judging.
Interpretations

regulations and arbitrarily settle and determine all matters, questions or differences in regard thereto, or
otherwise arising out of , or connected with or incident to the Fair.

Showmanship
All junior exhibitors will be competing to participate in the Showmanship Class in his/her respected
division. Participants will be selected by the judge during their regular class to return at the completion of
the shows to compete. Each name of qualifying exhibitors will be announced after each breed show.
Showmanship classes are:
Junior Showmanship Class - Ages 9 – 11
Intermediate Showmanship Class - Ages 12-15
Senior Showmanship Class - Ages 16 – 18
All Junior, Intermediate, and Senior Showmanship Plaques are provided by the East Texas State Fair.
Sifting
Sifting procedures are in place for the purpose of excluding any animals which do not meet the minimum
set of standards of the East Texas State Fair. Although Certificates of Veterinary Inspection are not required
for breeding rabbits, steers, market swine, goats, and lambs, Junior Show Superintendents will be sifting for
animals which exhibit symptoms suggestive of either possible communicable diseases or conditions which
substantially compromise an animal’s show-worthiness, even if not potentially communicable to other
animals or humans. If, in the sole discretion of the Superintendent, an animal is disqualified from showing
or directed to be removed from the fairgrounds, the decision of the Superintendent will be regarded as final,
and in cases requiring animals to be removed, the animal must be removed immediately.
An exhibitor and/or parent may request a consultation with a licensed veterinarian in the event of a dispute;
however, cost for the consultation is the responsibility of the exhibitor and/or parent, whether the
veterinarian is on call for the East Texas State Fair or is independently chosen by the exhibitor and/or
parent. If the decision of the Superintendent is overruled by the veterinarian, a written statement is required
from the veterinarian following the examination as to the fitness of the animal in question.
Exhibitor Conduct
It will be the responsibility of the Agricultural Science Teachers, County Extension Agents, and Adult
Supervisors to see that no improper conduct or horseplay occurs in the show barns. Violation of this rule
can mean forfeiture of premium money.
Agricultural Science Teachers, County Extension Agents, and Adult Supervisors will be responsible for
junior exhibitors under their supervision in maintaining their exhibit areas in a presentable condition at all
times. Any individual or group which fails to meet sanitary requirements in maintaining their exhibits may
forfeit all prize money. Keeping their animals and areas in top condition at all times is an important
educational aspect of the show for the exhibitors, and is impressive to the thousands of spectators who visit
the fair.
Unethically Fitted Livestock: The showing of unethically fitted livestock, the showing of livestock of any
ineligible age for exhibition in the class entered, or the misrepresentation of breeding or milking status is
prohibited. Unethical fitting will be deemed to consist of changing the normal conformation of any part of
the animal’s body or using drugs, including over the counter and/or extra-label, or mechanical devices to
alter the physical makeup and/or performance of the animal. The East Texas State Fair Livestock Show
maintains a ZERO TOLERANCE POLICY for unethically fitted livestock. This includes but is not
limited to the following:
17
a. PUMPING WILL NOT BE TOLERATED!
b. Animals that are in milk due to unnaturally induced lactation.
c. Balancing the udder by any means other than leaving naturally produced milk in any or all quarters.
d. Treating or massaging any part of the animal’s body, internally or externally, with an irritant,
counterirritant, or other substance to temporarily improve conformation.
e. Minimizing the effects of cramping by feeding or injecting drugs and depressants or applying packs or
using any artificial contrivance or therapeutic treatment except normal exercise.
f. Blocking the nerves to prevent limping or switching of the tail.
g. Striking the animal to cause swelling in a depressed area.
h. Surgery or other practices performed to chance the natural contour or appearance of the animal’s body,
hide, hair or feet (this is to include any materials added to the feet of an animal) except the removal of warts
or horns and the permitted clipping and dressing of hair and trimming hooves.
i. Insertion of foreign material under the skin.
j. Changing the color of hair at any point, spot or area on the animal’s body. Any grooming material that
allows color to come off from any animal will not be allowed at the show.
k. The act of artificially filling animals internally, which would include stomach pumping, drench
tubes or any other method per os (by esophagus).
l. The use of alcoholic or carbonated beverages in the feed or administered as a drench.
m. The use of diuretics.
n. Administration of a drug internally or externally. Animals under the care of a licensed veterinarian and/or
taking any type of medication are ineligible.
Those found violating this rule will forfeit all awards and premiums. Violators and their
participating 4-H or FFA Chapter may be banned from participating in the East Texas State Fair
for a minimum of 3 years in any division.
Stalling
Stall Space will be assigned by Show Officials as entries are received. UPON ARRIVAL, THE EXHIBITOR
MUST WAIT TO RECEIVE STALL ASSIGNMENT BEFORE PLACING ANIMALS.
Lamb and Goat Exhibitors must provide their own grooming tables. A specific area for grooming tables will
be provided. Refer to the rules for the specific species.

removed before that Wednesday.

Breed Superintendent. Exhibitors should contact Breed Superintendent upon arrival at the Fairgrounds to
determine which space has been assigned each Exhibitor. When space is available, each exhibitor will be
given two (2) stall spaces for tack or hospitality booth.
Each Breed Show will receive a Breed Association Courtesy Booth (2 stall spaces), complimentary of East
Texas State Fair if space is available.
Livestock may NOT arrive before the designated arrival date and time without special permission by the
Livestock Show Staff. Animals arriving early prevent proper cleaning of the stalls and barns.
All livestock shown in competition in the Open Shows, or on exhibit, must remain in their stalls each
evening until 8:00 p.m.
No trucks will be allowed in the Livestock Barn area for loading tack or livestock until the posted release
time.
**Any Exhibitor wishing to keep livestock on the grounds past their release time must submit a request and
receive special permission before the respective Breed Show from the General Livestock Superintendent
and Fair Management.**
Group Classes
Entry for Group Classes must be made by the entry deadline. All entries for a Group Class must be shown
in their perspective single class. Animals to comprise a competitive group need not be named in application
for entry, but exhibitors must indicate in which group class they expect to compete. No additional entry fee
is required for group classes.
No premiums will be paid to Group Classes by the East Texas State Fair. However, additional premiums
and /or awards are welcomed by breeders and/or associations for the purpose of awarding Group Classes.

Brahman (Red & Gray) Shows
Pat Dillard, Superintendent
Shannon Brown, Assistant Superintendent
See Livestock Show Schedule for specific times for check-in and show.
Cash Premiums, Ribbons, and Rosettes awarded by East Texas State Fair
ABBA requires at least 40 head for a Sanctioned Show
American Brahman Breeders Association
Official Show Classes: 2014– 2015 Show Season
Special Rules (updated 04/07/2016)
The ABBA requires that everyone who exhibits cattle in an ABBA Show must be a member in good
standing as either a Junior, Active or Show Member. Please review the ABBA Constitution and Rules to
familiarize yourself with the membership levels along with their requirements.
1. Animals must be registered in the American Brahman Breeders Association to be eligible to
compete in association sponsored shows. The registration certificate for each entry must be available
for presentation to the superintendent or manager of the show at the time entries are verified prior
to judging.
2. The registration number and animal identification number (number branded on animal) of (1) each
animal must be entered in an individual class, (2) the sire of each Get-of -Sire entry and (3) the dam
of each produce-of-dam entry must be listed on the entry card of each animal entered.
3. Entries that have not complied with rules one (1) and two (2) will not be eligible to show, receive
premium monies, or earn points in the association’s Register of Renown.
4. Animals to be eligible to be shown in group classes must be entered and shown in individual classes.
5. Entries will be listed numerically according to age (oldest first) in catalogs and judging schedules.
Include animal identification number (number brand) as a part of identification. When
entering the arena for judging, the handlers will line cattle up numerically in the same order.
6. Judges will be allowed to comment on placing in selected classes when conditions permit.
7. Each animal will be presented in the show ring in its natural conformation and structure without
alteration or modification. Alteration or modification shall be defined to include any surgical or
circulatory constriction including banding or other appearance change, save only branding, tattooing,
foot trimming or dehorning. Injections of foreign substances internally for cosmetic purposes,
steroids, growth hormones or stimulants shall be prohibited. If to the satisfaction of the ABBA
staff, officers, executive committee or board of directors an animal has had its natural conformation
or structure altered or been administered steroids, growth hormones or stimulants; then the said
animal shall be ruled ineligible to compete until such time the Show Committee and owner/owners
have reviewed the case. Any violators, both owner & fitter will be in-eligible to exhibit cattle at
ABBA Approved Shows for 5 years.
8. If any exhibitor/owner/showman interferes in any way with the judge or shows disrespect to him,
or to the show in the ring, the exhibitor/owner/showman may be dismissed by the judge or show
management from the ring. The management may withhold from each exhibitor/owner/showman
any premium monies that may have been awarded or take other steps deemed desirable.
39
9. In cases where families, companies, corporations, etc., are operated as a unit under the same
management but have cattle also registered in the name of individual partners, said cattle, even
though bearing a different ownership brand, are eligible to be shown in competition under the firm
name provided they have not been and will not be shown in the name of the individuals.
10. For females being shown in the three oldest classes (females calved Sept. 1, 2013 - Aug. 31, 2013 for
Fall Shows; females calved Jan. 1, - Dec. 31, 2013 for Spring Shows), exhibitor must have a
certificate of pregnancy no older than 30 days issued by a licensed veterinarian or certified technician
to be presented to show officials at time of check-in or registration paper check. The show reserves
the right to perform pregnancy determination by palpation for females in the above classes at any
given ABBA approved show if an official protest has been filed. Females exhibited in the last class
MUST have her nursing calf at side. The only exemption from this rule will be cows that have
already weaned a calf and a registration certificate of the calf MUST be presented to the judge. The
pregnancy certificate will be checked at the ABBA National, International & any other participating
show.
11. *All bulls will be shown with a nose ring or nose restraint with lead attached.* For bulls
being shown in the oldest class the exhibitor must have a seasonal fertility certificate issued by a
licensed veterinarian or certified technician stating the bull can settle cows. This certificate must be
available for inspection by the judge on request. The seasonal fertility certificate will be checked at
the ABBA National, International & any other participating show.
12. This deals with the produce of dam classes and the get-of-sire. All group classes must be held by a
handler in the show arena to be placed. At the International, National and any other participating
show, the Original Registration Certificate of Original Copy (Blue with COPY across it) of each
animal entering the ring for the group classes must be presented to the Show Official for parent
verification. In an attempt to accommodate the exhibitors, the registration certificates of animals
being exhibited in the group classes will be checked in advance at a specified time. Two animals for
Natural Produce, four head for Embryo Produce and six head for the Get of Sire classes can be
checked allowing the exhibitor to make the final selections prior to the show. If an exhibitor does
not want to check papers early they would then have to bring papers on each animal that will enter
the ring, at class check-in.
Embryo Produce of Dam – Two animals from the above classes produced by one dam by embryo
transfer either or both sexes may be represented. No ownership requirement.
Natural Produce of Dam – Two natural born animals produced by one dam from the above classes,
either or both sexes may be represented. No ownership requirement.
Get-of-Sire – Four animals from at least two dams by one sire from the above individual classes,
both sexes represented. No ownership requirement.
13. No exhibitor shall be permitted to show more than one produce or embryo produce-of-dam per
dam.
14. Cows that are exhibited with calves at side must be in lactating stage. Calves must be the natural calf
of the cow being exhibited and must not exceed 240 days of age on day of judging. The judge will be
made aware by the ring steward for those cows whose calves are ineligible to show by this rule.
15. Cattle will not be allowed to show if their switches have been balled or glitter applied to their skin.
16. Red and Grey Divisions: All grey cattle and solid black cattle will show grey. Red, black & white
speckled, or red-white speckled will show red. Cattle with questionable colored pigmentation may be
40
entered in the color division the breeder selects, however, said cattle are subject to inspection by a
three (3) member ABBA Color Committee. If the Color Committee disagrees with the breeder, the
pedigree, features and color of said animal will then be considered on an equally weighted basis to
aid in the final determination. The decision of the committee is final. Once animals have been
classified they will be stamped with their color classification and remain in that classification
throughout their show career. Color Classifications will only be done by the Color Committee at the
International, National & All American Shows. Any animal that is color classified and is shown at
an ABBA Approved Show in another color classification will be in-eligible to show their remaining
career. Both the exhibitor and owner of the animal that is shown in the wrong color division will be
in-eligible to show animals for 13 months following the infraction.
In the get-of-sire and produce-of-dam classes, breeders will not be allowed to show cattle of mixed
color in split shows. They will be entered as to the color division they are assigned by the Color
Committee for the show. In shows that are not split there is no color requirement for the group
classes.
17. The owner of record of any registered animal entered in an ABBA approved shows and/or his/her
agent, exhibitor, fitter, handler and/or representative releases ABBA and its representatives from
any and all liability that seller/owner might claim as a result of injury of any kind sustained before,
during, or after handling cattle for any ABBA board approved activity.
18. Beginning July 1, 2017 for shows to remain approved point shows by ABBA they must maintain a
seventy five (75) head average for the previous two (2) years. Shows must also follow the
Requirements of ABBA Approved Shows.
19. ALL animals MUST have a birth Weight submitted to be eligible to show in ABBA approved
shows.
20. The official ABBA rules & procedures governing showing & exhibiting of registered Brahman cattle
supersede any rules printed in any show catalog.
21. In an attempt to insure that all animals receive an equal evaluation at the National and International
Shows, classes with more than 30 entries may be at the discretion of the Show Management and/or
ABBA Officials be split by age as evenly as possible.
22. Any animal that exceeds the weight and measurement requirements at the International Brahman
Show, National Brahman Show, All American National Junior Show or any other designated show
where weights and measurements are taken will be in-eligible to show at any future ABBA
Approved Shows until the next show that weights & measures are taken when they can requalify.
Any animal that exceeds the parameters and is shown at an ABBA Approved Show before
requalifying will be in-eligible to show their remaining career. Both the exhibitor and the owner of
the previously disqualified animal that is shown before requalifying will be in-eligible to show
animals forever.
23. ABBA Members may remit a protest to the ABBA if they find another participants conduct to be in
violation of the ABBA Show Rules. All protests must be in writing and must be signed by a member
of the ABBA. Such protests must state plainly the cause of complaint or appeal and must be
delivered to an ABBA Staff Person, ABBA Officer, ABBA Show Committee Chairman or Show
Official within 72 hours of the infraction. Depending on the basis of the protest, a decision may be
withheld until a complete investigation is done.
