MCDC2013-14 MACOA
• USA:n johtama MCDC:n osakehitysprojekti, jossa tarkoituksena
tarkentaa, syventää ja operationalisoida MNE7:ssä tuotettua
konseptia ja käsikirjaa.
• Toiminta-alue: avomereltä saaristoon ja rannikolle.
• Viitekehys: monikansallinen kriisinhallinta.
• Ajallinen fokus: alkaa normaaliolojen häiriötilanteista ja päättyy
kriisin puhkeamiseen.
• Näkökulma: kriisin ennaltaehkäisy.
• Projektin tavoitteena: tuottaa toiminnallinen konsepti, joka on
apuväline merellisen kriisinhallinnan kehittämiseen.

JCOpCSW lähtöasetelma:
• Monikansalliset yhteisoperaatiot kriisialueille osataan
• Turvallisuusympäristö on muuttunut – uhat voivat nyt tulla myös
Naton tai partnerimaiden omalle alueelle.
• Tarve kehittää suorituskykyjä myös näihin turvallisuusuhkiin
• kiristyneessä taloustilanteessa monikansallisen yhteistyön tarve
korostuu
• Uusiin uhkiin reagoiminen vaatii uutta ajattelua liittyen joukkojen
koostumukseen, suorituskykyihin sekä uusien teknologioiden
käyttämiseen.

Relevance to Joint Force Required Capabilities:
Lead:
Confined and Shallow Waters (CSW) provide good
opportunities to project capable forces into an area of
interest or risk. In order to compose such a force able
to deliver effects required and asset types need to be
listed.
Interoperability procedures/standards within national
and multinational Joint /maritime assets is required as
well as the integration of modern technologies.
Procedures, by which such multinational forces
combine, train and operate, need to be agreed.

• A multinational joint and combined force able to
combine, train and operate in CSW

How can results change Joint/Coalition Forces?
Forces, not necessarily only as part of a standing
alliance, can be combined to react to challenges within
an area of interest and thus provide mutual support as
part of a reaction to a specific threat while making use
of modern technologies.
DELIVERABLE & END STATE
• Conceptual Framework for use in preparation and
execution of joint combined operations in CSW is
provided.
What plans for transitioning to End Users?
Based on the resulting conceptual framework, follow
on actions (possible Exercise in 2017 / 2018 and
further research, i.e. as Smart Defence Initiative) may
be agreed upon and initiated.
