Andrew Collier ’91 is seeking an opportunity to build on his experience and leadership
gained while serving in the United States Navy. Andrew has demonstrated strong strategic
and organizational skills, coupled with the ability to adapt to foreign cultures, and strong
interpersonal skills. Andrew was personally decorated by the highest-ranking military officer
in Japan for his contributions to the U.S.-Japan Alliance. He currently lives in Kaneohe,
Hawaii and is willing to relocate for work.

U.S.-Japan Alliance.
 Provided analysis and advice on political-military events, planned and executed key leader
engagements such as 4-star level Staff Talks, and served as translator, interpreter and cultural advisor
to the Commander during engagements with Japanese government and military officials including the
Prime Minister, Defense Minister, National Security Advisor and Chief of the Joint Staff.
 Personally decorated by the Chief of Staff, Japan Joint Staff for meritorious achievement.

 Managed $3.1 billion foreign military sales portfolio with Japan Maritime Self-Defense Force for surface
ship combat systems such as the AEGIS Combat System, Standard Missile-2 and -3, Evolved Sea
Sparrow Missile, SQQ-89 Sonar System and the Mark 41 Vertical Launch System.
 Served as interface between Naval Sea Systems Command, Program Executive Offices and Japan
Maritime Self-Defense Force and Ministry of Defense translating customer requirements, processes,
constraints and cultural factors enabling mission readiness.

 Conducted defense policy research at the Japanese national war college equivalent. Areas of research

U.S.-Japan Joint Exercise Program.

 Responsible for the planning and execution of 11 U.S.-Israel bilateral joint exercises with a $7.25 million
budget, including the world’s largest Ballistic Missile Defense Field Training Exercise, Juniper Cobra.
 Advised the Director of Operations (J3) on complex geopolitical issues with Israel, and served as the
Commander’s hand-picked liaison to the Israeli Defense Forces during Joint Task Force Lebanon / 2nd
Lebanon War of 2006.
ELECTRONIC ATTACK SQUADRON 138

Squadron Operations Officer
2003 – 2005
 Chief Operating Officer of a 175-person tactical electronic attack squadron employing four carrierbased tactical jamming aircraft valued in excess of $300 million. Prepared and executed training plans
and daily flight schedules to ensure readiness and completed a six-month around-the-world
deployment that included the first-ever land-based combat operations in Iraq of U.S. Navy EA-6B
aircraft with zero injuries and a 100% mission completion rate.

FOREIGN MILITARY SALES
 Managed a diverse portfolio of over 170 foreign military sales cases valued in excess of $3.1 billion,
including acquisition and installation of shipboard combat systems such as AEGIS, Standard Missile and
solving complex problems of import/export licensing, marketing and compliance with International
Traffic in Arms Regulations (ITAR).
CULTURE & LANGUAGE
 Provided vital cultural and Japanese language support to Program Managers, Engineers and Contractor
Senior Executives enabling the successful capture of over $1 billion in new foreign military and direct
commercial sales.
STRATEGIC PLANNING
 Highly skilled at evaluating strategic situations, identifying opportunities and challenges and
developing solutions to address them. Developed and implemented the U.S. Pacific Command Theater
Campaign Strategy and authored first-ever Country Security Cooperation Plan for Japan, identifying
critical gaps in Alliance capabilities and prioritized material and non-material solutions to address
them.
INTERNATIONAL POLICY DEVELOPMENT
 Unparalleled knowledge of strategic geo-political environment in the Indo-Asia Pacific. Co-authored the
2015 Guidelines for U.S. Japan Defense Cooperation, advancing U.S. Government interests and defining
the course of the U.S.-Japan Alliance for the next 20 years.
