1. Call to order:
J. Doble (Vice Chair) called the meeting to order.
2. Approval of the agenda
Moved by R. Harder, seconded by J. Strong, that the agenda be approved with the addition of the
approval of the in-camera minutes.
Motion carried.
3. Disclosure of pecuniary interest and the nature thereof
None.
4. Approval of the minutes of the December 14, 2016 regular meeting
Moved by J. Strong, seconded by R. Harder, to approve the minutes of the December 14, 2016
meeting.
Motion carried.
5. Approval of the minutes from the December 14, 2016 in-camera session
Moved by R. Harder, seconded by J. Strong, that the meeting go in-camera.
Motion carried.
By motion of the Board, the meeting moved out-of-camera.

9. Council Report – A. Vieth
Councillor Vieth attended the Visioning Committee meeting about the East Side Library. She reported
that good progress is being made on the East Side Library project and also commented that the
Feasibility Study presentation delivered by studioCANOO, the architecture firm, was excellent.

12. Information Items
12.1 CEO Report – L. Clarke

L. Clarke was invited to attend the kickoff 60th anniversary celebrations at UW with special
guest speakers, including Edward Snowden via video conferencing

WPL was asked to join the Alliance for a Grand Community

WPL was offered a display case at the City of Waterloo from mid-Jan to April 2017. Staff
have created a display featuring Adult Programming at WPL.

WPL partnered with Better Beginnings and has been going to Sir Edgar Bauer school on
Tuesday evenings to facilitate tech-based programming. This initiative has been extremely
successful and will continue moving forward

Seussical the Musical event at the Main Library was a huge success with approximately 150
attendees

Chatelaine Magazine will be featuring the John M. Harper branch in an article about “The 15
Coolest Libraries in Canada”

Stories n’ Skate event taking place this Fri Jan 27th at the McCormick branch. The UW
Warriors Women’s Hockey Team will be participating again for the 4th year in a row

Toasty Toes: Sock Drive for the Homeless kicks off on Feb 1st with many community partners
including: Mary Johnston Public School, David Johnston Research + Technology Park
University of Waterloo, Martin Chiropractic Clinic, Investors Group Financial Services-KW &
Guelph, Donovan Insurance Brokers and KW4Rent.

Important dates in 2017:
 Volunteer Appreciation Event – Tuesday April 25th
 SteamHEAT – Saturday June 10th
 Picnic in the Park (in partnership with the City) – Saturday August 12th
 Waterloo Reads: Canada 150 Edition – Tuesday October 17th
12.2 East Side Library Update – L. Dick
A Visioning Committee meeting took place the week of January 15th. This meeting was helpful in
providing answers to questions that had arisen during the feasibility study process. It also raised
other questions which are currently being investigated. The first draft of the Needs Assessment
has been received from the architects and is being reviewed by the Project Team.
Next steps include the Project Team reviewing lessons learned from the John M. Harper branch
build. The Project Team is also awaiting receipt of the conceptual design report and reviewing
final construction cost and budget. The final feasibility study report is estimated to be delivered
to the Board in April or May.
12.3 – Canada 150 Plans – A. Kipfer
WPL is creating a campaign to encompass all the Canada 150-related events and programs
taking place in 2017. This campaign will be called “WPL’s 150 Things to do in Waterloo and will
include events like: SteamHEAT, Picnic in the Park, Waterloo Reads: Canada 150 Edition and
many others.
Ms. Ahmad suggested ordering complimentary Canada pins and flags from Heritage Canada.
13. Committee Reports
13.1 – Fundraising & Outreach Committee – I. Gilchrist
Due to the absence of I. Gilchrist, this report has been posted to February 22, 2017.
14. Other Business – 2021 Canada Summer Games support request – A. DeMuy
The Canada Summer Games is a “mini Olympics” where amateur athletes from all over Canada
compete in various sporting events while representing their province. The Region of Waterloo
has been shortlisted to host the 2021 Canada Summer Games along with Ottawa, Sudbury, &
Niagara Region. The Canada Summer Games Selection Committee will be visiting the
cities/regions on the short list in late February prior to making a final decision. Signatures are
needed from 5,000 citizens to indicate community support for the Games. Board members are
encouraged to visit werally2021.ca and show support for the Games.

Ms. DeMuy requested that WPL send an official letter of support for the Games. She reported
that the Federal Government typically provides funding between $5-$7 million to the host
city/region for infrastructure updates or new builds.
Moved by A. DeMuy, seconded by H. Kaluzny, that WPL support the Region of Waterloo’s bid
for the 2021 Canada Summer Games. This would entail sending a letter of support to the 2021
Canada Summer Games organizers.
Motion carried.
