5-on-5 Basketball Rules

*CSI 5-on-5 Basketball will be played by the following rules. Team
captains are responsible for the eligibility and conduct of all their players.
Every participant is responsible for the rules and regulations in the

*I.D. Check-in-Policy and Procedure
A. All students, staff and faculty MUST present a valid CSI Dolphin
Identification Card; Non-affiliates will not be allowed to participate.
B. There will be no exceptions to this policy. If you do not present a valid
CSI Dolphin Identification Card you will NOT be allowed to participate
in the Intramural activity.
*ELIGIBILITY: All team members must be currently enrolled students, faculty
or staff of The College of Staten Island. Players cannot play for 2 teams in the
same league. Current varsity basketball players are not eligible to play.
STARTING THE GAME: GAME TIME IS FORFEIT TIME (there will be a short 10
minute grace period before your game is considered a forfeit). The game will
begin at the designated start time with a jump ball at center court. If a team is
not present after the 10 minute grace period, the game will be deemed a forfeit.
PLAYING TIME: A game will consist of two halves of 16 minutes each (running
time) with three minutes between halves. The clock will not stop
for a foul, a jump ball, violation or free throws, until there is two minutes
remaining in the second half. The clock will stop on all whistles, for injuries, and
for an official time out in the last two minutes of the second half or the last
minute of an overtime period. The clock will NOT stop for fights or for the
stoppage of the game due to unsportsmanlike behavior until the official
calls an official time out.
TIME OUTS: Each team is allowed two (2) time outs of 30 seconds per half.
Time outs do NOT carry over from one period to the next.
FOULS: Unsportsmanlike fouls may be called by any game official including
those working at the scorer's table. In addition, the supervisor may declare a
game a forfeit if any player, or team, repeatedly commits a technical foul or
other act which makes a mockery of the game.
A bench technical foul (called on any player or coach on a team's bench) will be
a 2 shot technical. All bench technicals are charged to the offender and the
coach. Technical fouls are counted as personal and team fouls.
A player control foul includes the airborne player who has released the ball on a
try for goal and charges prior to returning to the floor. (Effect: No shot
regardless of when the ball was released; ball awarded to opposing team.)
The only fouls awarded free throws are:
1. Personal fouls in the act of shooting: If the shot is missed, either two
or three free throws are awarded. If the shot is made, 1 free throw is
awarded.
2. Intentional or flagrant fouls: 2 free throws plus possession of the ball
for the opposing team.
3. Technical fouls: 2 free throws plus possession of the ball for the
opposing team.
All other fouls are thrown in from out of bounds nearest the spot of the foul by
the offended team. Exception: During the last two minutes of the half or during
the last minute of an overtime period, all common fouls will be awarded a one
and one bonus situation. Player control fouls will still be taken out of bounds.
OVER TIME: When the score is tied at the end of regulation time, the game
shall continue without change of baskets for an overtime period of 3 minutes (2
minutes running time, 1 minute of stop time) with an intermission of 1 minute
before the extra period. A jump ball at center court will start the
extra period. Fouls carry over and are administered the same as during a
regular period. Each team is allowed one time-out in the overtime period. If the
score is still tied after an overtime period during regular season play, the game
ends in a tie. Playoff games will continue to play extra periods until a winner is
determined.
TEAM ROSTERS: All players must appear on the team roster and check in
using their valid CSI Dolphin ID Card with the scorekeeper in order to play in a
game. If players do not appear on the roster for a regular season game, he/she
may sign in at the scorer’s table and be added to the roster. Players MUST
appear on the roster in order to play in the playoffs.
SUBSTITUTIONS: Substitutions must check in at the scoring table and will
enter the game only when beckoned by the officials. Players may re-enter as
many times as desired unless removed from the game by officials. Failure to
wait for the official's signal to enter will result in a warning to both teams and a
technical thereafter.
INJURY POLICY: All Intramural participation is voluntary. Intramural
participants are responsible for any and all injuries that occur in intramural
activities.
EQUIPMENT: Closed toed gym shoes with a non-marking sole must be worn.
Hats, bandanas, "do-rags", jeans, and jewelry are prohibited. The HOME team
will wear WHITE tops. The AWAY team will wear DARK tops.
TIME REMAINING: To prevent confusion, team members will not be allowed
to count down the time remaining in a game. A technical foul will be called on
the offending team, two shots and the ball will be awarded to the team that did
not count down the time remaining.
FORFEITS: GAME TIME IS FORFEIT TIME (there will a short 10 minute grace
period to before your game is considered a forfeit). If your team does not have
the minimum number of players (4) required to play at the court at your
designated game time, it will be deemed a forfeit. Please arrive at least 10
minutes prior to the start of your game to ensure you will have enough players
present to play.
MERCY RULE: To provide everyone with a quality playing experience, a
"mercy rule" will take effect if the point differential reaches 50 points at any
time during the game or at 30 points with less than 5 minutes remaining in
the game.
