National Division 2 – Bowls NZ is paying $25 per green and clubs need to invoice Bowls NZ

A query has been raised regarding the National Pathways championship and plural
membership – recommended that each club needs to make a decision regarding this (not
BNH)

Need to look carefully at the timing of Centre events next year
The new rep games proposed will be held in the winter so as not to interfere with club and centre
events.
Discussion took place regarding the issue of Club vs Centre events.
It was discussed whether we should approach clubs with the suggestion that certain weekends are
kept for Club Championships ie all clubs would play their club championships on these weekends, to
free up weekends for own club events, that would be able to be better supported by other clubs.
It was discussed whether there would be any merit in setting up cluster meetings – decide what
issues need to be addressed and get feedback on issues that need to be addressed – carry forward
to next meeting.

Presidents Report
Well done Graham and Lisa regarding the grants a great effort.
I attended the opening of the roofed green at New Lynn Bowling
Club. This is the future of bowling clubs I believe as it creates so
many opportunities not only for expanding on different tournaments
but more functions for the club. Their membership has increased all
ready and they are coming from Avondale and Henderson Clubs. I
was really impressed it is worth going over to see what they have
done and are doing to the club building. Not bad for a club of 50
members.
I am sorry I could not attend the finals day of the Centre singles, I
have been away for the last 10 days.

Board Report for 17 February 2017
From: Gary Stevens
1. Prepared a revised Code of Conduct – currently with K Berman for legal input
ahead of presentation to the Board for consideration.
2. Prepared a draft Memorandum of Understanding for the operation of the BIAS
Fund – currently with K Berman for legal input ahead of presentation to the
Board for consideration.
3. Have spent considerable time dealing with the misconduct charges, including
(together with Tony Rickerby and John McCormack):
Centre Secretary / Events Manager
All Centre Pathway Events have been completed, and the documentation required for Bowls
NZ has been forwarded to them. With the exception of the Men’s Triples, all winners will be
going to Dunedin; the Men’s Triples will be represented by the Runner’s Up.
The Open & 1-8 Representative sides travelling to Wellington & Christchurch need to sign
the Code of Conduct; which I am liaising with Managers on. These names and documents
will then be forwarded to Bowls NZ.
Markers Training will be held on Thursday 23rd February at 10:30am. This session is not
limited to the markers at host clubs for the National event, but to encourage bowlers past
or present to be effective with any marking duties.
BPL – I have met with Martin Mackenzie regarding competent markers, time keepers,
statisticians & umpires. This event will be beneficial to Bowls North Harbour & Sunnybrae
Bowling Club; with the event being scheduled here for the next 2 years it’s an exciting time
for our sport. It will be great to see supporters at both the day and evening event.
Centre Handbook 2017/2018 – I am liaising with Joe Whitelaw and the printers us to have
the programme required for inputting the information into the correct format, minimising
errors in next season’s centre handbook.
National Division 2 Interclub – This is being hosted by North Harbour with Browns Bay
Bowling Club as Headquarters, I will be assisting with electronic chart information & marking
singles finals. Thanks to the host clubs & volunteers.
Club Membership Information – All information received has been submitted to Bowls NZ,
the current membership for Full Members is down by 72 members from last year.
Junior Twilight Interclub is underway and Cadness Cup Information will be out next week.
The finals day for Junior Twilight Interclub was omitted from the handbook and is scheduled
for Saturday 25th March at Milford Bowling Club. Further information on the junior events
will be circulated shortly.

Results from the Men’s Centre Singles have not yet been added.
Need to determine if there were any ‘New Rep’ players from last weekend’s rep game.
Some work on the SE disciplinary case.
Slow going on the Strategic Plan but thanks to Graham we now have some traction

Subject: Report for Board Meeting
1. Plural Membership:
Attached is a copy of a note I prepared and sent to Board Members on 19
January. Recommend this is adopted for 2017/2018 season.
2. Recreational Bowls:
I have had feedback from Tim Preston (Browns Bay), Stuart Jamieson
(Mairangi Bay), Peter Clark (Orewa) and Board Members Graham Dorreen and
Garry Banks. Chris Taylor (Takapuna) will be forwarding the views of his club
shortly. Most are in favour of a twilight competition. I will respond in more
depth by next meeting.
3. 2017/2018 Programme:
Still waiting a decision about the Auckland wide interclub proposal and
confirmation that the N Z Open will proceed next season. A number of Board
members, including me, are not in favour of weekends after Christmas being
used for any form of interclub apart from the National Sevens. The January to
March months are so congested now that we cannot fit more events into the
schedule without severely impacting the opportunity clubs have to complete
their programs of championship events. If agreed by the Board, this will leave a
number of weekend days in the October/November months for either an
Auckland wide interclub or our domestic Pennants, or combination of the two.
Sheryl has sent an email to clubs asking for advice of dates when they wish to
hold their signature/extended tournaments in 2017/2018. To date replies have
been received from 5 clubs. Awaiting responses from other clubs.
4. Green Usage in 2017/2018.
I recommend that we send a memo to our clubs asking them to advise dates or
weekends that they do not want their greens used for centre events next season.
This information will be useful to John Walker and Tony Rickerby when
considering green allocations for next season.
5. National Titles Honours Board:
Discussed with Graham. Recommend that we consider including details on our
revamped website and dispensing with an actual board. The website should
include the non-playing national honours the centre has received over the years
– for example our Life Member, Administrators, Coach and Clubs of the year.
6. Pathways Funding:
One of the BNH presidents suggested that in future, the funding of expenses for
attending these events be paid a third each by the competing players, clubs and
the centre. A suggestion worth considering for years when the event is held
outside of the greater Auckland area.
7. Prizemoney:
For consideration in 2017/2018 – a more equitable distribution of prizemoney.
8. Alcohol Protocols:
For Centre Events run by BNH we enforce the rule of players not being
permitted to drink alcohol while competing, and work towards spectators being
allowed to consume alcohol in the areas permitted by the license of the club in
which the competitions are being held.

Subject: Plural Membership of Clubs
In November, Sheryl pointed out that Bowls N Z deleted the plural membership
rules from domestic regulations some years ago. It is probably appropriate for
Bowls North Harbour to replace its Plural Membership rules to allow a player
who is a full member of two North Harbour clubs to play in the same discipline
in each club. Clubs should have in their Conditions of Play a note to the effect
that if a player wins the championship he/she must represent the club in the
Champ of Champ event. The wording of the rules should be amended to “A
playing member who is a member of more than one North Harbour club may
play in the same discipline in each club provided they have not already won that
discipline in one of the clubs.”
Do you agree with the amendment?
As mentioned at the Board meeting on 13 January a possible issue that may
arise is where a player enters a team discipline in two clubs which both have
qualifying days then post section. If the player wins the title at the first club to
hold post section, and then withdraws from the discipline at the second club,
should a replacement be permitted? I think a replacement should be allowed.
However, if the player does not withdraw and wins the discipline at the second
club as well, then we should not allow that player to be replaced for the champ
of champ event?
Do you think this is fair? (Would be a rare occurrence, as I am sure most
players would withdraw or be required to withdraw by the club match
committee of the second club.)

Coaching Overview:

‘A Great Team is the sum of all its moving parts’, what part
Preparation continues for all Representative Squads Men and Women particularly for those
teams 1-8 year and Open heading to National Event in March and April.
1-5, 1-8 and some Open women continue to train every Tuesday alternating between clubs.
This has improved the comradery, communication and interaction between the squad
teams, the individual players and the coaches along with the competitive competition to
make the traveling team. Unfortunately it has increased the difficulty for selection of the
best players to go.
Performance Indicator – Inter-Zone Hit-out – 12th February 2017



1-5/8 year (mixed) men and women vs Thames Valley 1-8year players. Held at Beach
Haven Bowling club North Harbour men 9/12, Women 5/12
1-8 men and women vs Auckland x (2) & Counties. Held at Papatoetoe BC North
Harbour men 5/9 and women 5/9, women third overall, men second overall
Open men and women vs Auckland, Counties, Waikato. Held at Papakura BC men
6/9 2nd overall, women 4/9 3rd overall.
As much as this event was not planned from the beginning of the season there were some
pro’s to the event. It provided an opportunity to try new combinations and continue areas
of work in all rep squads.
Mental Skills Training with Daniel Stamp has commenced for the men’s and women’s
squads. 1-8 men have took the opportunity quickly and a combined session held for the
women on Tuesday was well received by those who participated.
There is never enough time to prepare / train and present well-oiled elite teams of high
performance bowlers scattered from across the region when you only have 5months. To
justify the cost for representative travel and accommodation each season while ensuring we
provide the best coaches, management and support for the best players, it may be
necessary for future representative squads and management teams to start over the winter
period.

Entries team numbers; Last season compared to the current season with events we
have held.
Ivan Kostanich Singles +20, Men’s singles + 20, Pairs +17, Triples -18, Fours -4,

Women’s Singles +1, Pairs, + 4, Triples +4, Fours -11, Pennants -1
Mixed Pairs +8, the Pennants same number of teams as last year.
Total Pennants players 648
Overall to date we have 11 more players in the men, Women less 32, Mixed 16
more players than last year.
We need to change the date of our Centre Fours as we are losing 4-6 teams to the
Taranaki Fours week.
Plus the date for Men’s Triples was not ideal this year.
2) BNZ;
Sheryl and I have a meeting with Helen Stallard on Monday regarding the National 2
division.
3) Other Centres;
Greater Auckland Interclub; awaiting the next meeting date,
Rep Teams;
The Men’s Open team has been selected, with a non-traveling reserve.
Letter has been sent to Bowls Taranaki inviting them to compete against North
Harbour at the Pukekohe Stadium over a winter weekend.
Bowls Waikato are also keen to play our rep players.
The Thames Valley BHN Junior reps took place at Beach Have last Sunday.

We have reduced the entries to 42.
This will allow the event to be played on the two existing maniatoto greens and an additional
5 rinks on the new one. We will now have 3 flights of 14 teams, instead of 3 flights of 16
teams. Prizemoney will not be altered. Heartland Bank signage has arrived at Browns Bay
and will be installed early next week. The Calcutta on the Thursday evening preceeding the
start of the event has been advertised to all teams .We will have snacks and nibbles on the
night. Thought needs to be given to whether this event in its current format is sustainable, and
we should discuss this thoroughly.
Mental Skills Trainer
Funding was received that has allowed us to deliver a mental skills training regime to our rep
squads. Daniel Stamp has commenced his role and is currently working alongside the six
squads. All squads have been allocated equal time
I know from the men’s 1-8 perspective that this is working really well and our squad are
seeing real benefits in the association.

This is not being well supported currently with entries. We need to discuss this.
Player of the Year
This is working extremely well and there is great support for having Player of the Year
categories for men and women across Open, 1-8 and 1-5 grades. As discussed previously, it
is not only the performance on the green that must be considered, but also a high standard of
sportsmanship and fair play at all times, including off green behaviour in line with the player
code of conduct. Our handling of these awards will mirror the Bowls NZ Bowler of the Year
criteria, as all our Bowls NH category winners will be put forward for National awards,
where applicable.
Moving Forward
I have spoken at length with a number of club chairpersons on issues covering membership /
new initiatives/the programme / pennants etc . I will discuss this on Friday.
