The budget for this contract is $500,000/year. TIDA will transfer the development lots to TICD, and TIDA will retain lands for streets, public open space, and affordable housing. Four development Major Phases are planned, approached with multiple SubPhases in each Major Phase of development. Intial SubPhases are pending approval this month. The Infrastructure Plan provides conceptual level framework for the infrastructure. The Project build-out is anticipated to take over 20 years to complete. The Interagency Cooperation Agreement (“ICA”) between TIDA and other City Agencies defines the framework for cooperation, and obligates City Agency review and approval. The Design Review and Document Approval Procedure (“DRDAP”) provides for expedited review of Agency applications provided complete applications are submitted. THANK YOU RFP TIDA2015-002 As Needed Infrastructure Engineering Support Services 2015-2016 Date 1 28-Jan 2 RESPONSES TO QUESTIONS ASKED DURING PRE-PROPOSAL PERIOD Question Response There is a 25% LBE requirement, and is there also a No, there is just the LBE requirement. For projects directly contracted to DBE requirement? TICD, there is an SBE requirement, but for TIDA contracts, there is only the LBE requirement. Is the $500,000 projectiopn for one year? Yes, this is a budgetary estimate for one year. This does not guarantee any amount of work to be contracted with the selected consultant. 28-Jan Is TIDA selecting just one firm to fill this role? 3 28-Jan Is there a potential conflict of interest for a firm submitting on both RFPs? 4 Yes, TIDA intends to pick on consultant firm or team to fulfill the role of Task Force consultant. TIDA also has a separate RFP out to select two consultants for As Needed Multi-Disciplinary Engineering and Technical Services. The potential conflict of interest may arise, for example, if the City is developing a new WWTP and the consultant is preparing documents for TICD, then it would be a conflict to be in a supporting role for pushing the documents through the City agencies for review. 28-Jan Is it OK to submit if not yet certified as a LBE? 5 28-Jan This contract consists of planning, design and construction? 6 28-Jan Is a planner needed? 7 28-Jan Yes, and consultant should confirm with CMD office. It is our understanding that one can submit without yet being certified but that the firm must be certified at the time of contract award, in order to be awarded a contract. Yes, all services are potentially involved and the tasks will likely be staggered to have planning done on future phases while design and/or construction is ongoing in earlier phase of work. A planner may be needed to coordinate the work but for this contract, it is not envisioned that the Planner would actually be doing the work, more likely coordination and review of work by others.
