No.
Should the Experience Provider be Part of the SPV?
No. The Experience Provider is a sub-contractor external to the SPV
who may demonstrate compliance with the Pre-Qualification
Requirements. Please refer to Section 2.3 of the Invitation.
3. Question:
Can we change the structure of the SPV after the PQ (Without changing
the percentage of the Rail Transit Group)?

Is the maintenance of the Systems part of this tender?
No. The maintenance of the Systems is not part of the present Initiation,
however NTA reserves the right to add or omit specifications in the
SOW in the future.

On Page 9 Paragraph 1.2.3 "The attention of the participants… with the
provisions of the Tender Documents". Please clarify, how the awarded
bidder can cope with such a contractual obligation

NTA considers all Bidders as equal.
Experience criteria: What do you mean by total value of a Project? Do
you mean a turnkey project? We point out that this is not the case of
this project. A global project can be divided in different phases. We
understand that to reach the total value we have to consider all phases.

"project value" or "total project value" means the entire project cost,
including all works and all phases. The project value in this case does
not include Maintenance and/ or Operations.

What do you mean by Integration? Please describe this role.
A system is an aggregation of subsystems cooperating so that the
system is able to deliver the over-arching functionality, in the case of
the Red Line, this is a fully functioning railway.
System integration involves connecting existing (often disparate)
subsystems that will have interfaces. System integration is also about
adding value to the system, capabilities that are possible only because
of interactions between subsystems.
Integration provides a set of proven processes for managing complex
projects. The role ascribed to the Integrator in this Tender will be fully
described in the next phase of the Tender but will include all aspects
such as: requirement management, interface management, configuration

management etc. between the works of the SDAG package itself and
with other contracts within the Red Line as well as 3rd parties.
The supplier shall be responsible for integrating their design, build,
testing and commissioning activities into the whole Red Line Project,
with all other contracts and the operator organization. The supplier
shall be able to demonstrate their competence in best practice Systems
Engineering and Systems Assurance and shall apply these techniques to
the contract in accordance with international standards to achieve an
overall integrated output.
NTA will monitor the compliance of Integration and Interfaces
management process for all work packages.

Is it possible to have different integrator in different phases?
No it is not possible to have different Integrator in different phases but
two Members of the RT Contractor (which, for the avoidance of doubt,
should be a corporation) can demonstrate compliance with the PreQualification Requirements specified in Section 4.1.1 of the Invitation
so that one Member of the RT Contractor shall demonstrate compliance
with the requirements specified in sub-Sections 4.1.1.(a) and 4.1.1.(b)
of the Invitation and the other Member of the RT Contractor shall
demonstrate compliance with the requirement specified in sub-Section
4.1.1.(c) of the Invitation. It is hereby clarified that Integrator/s may
employ several people under it's'/their supervision and responsibility in
the performance of the integration work.Please refer to, and use the
revised Pre-Qualification Form “G”- ”Projects Reference List” which
substitutes the former Form “G”.

The At Grade works include civil engineering works, M&E and Rail
Transit Systems. Please refer to the scope of the Works summarized in
Appendix B.

We request an extension of the submission date for the PQ.
The request is accepted. The Pre-Qualification Submission Date is
extended until September 20, 2012 at 17:00 (Israel time, +2 GMT), but
not earlier than 7 days prior to this date.

Section 4.1.1a We would suggest the requirement to be modified as "at
least one project of Rail Transit systems with total project value of not
less than nine hundred million (900,000,000 ) excluding VAT (for
each project)"

vehicles" is for one project other than one train.

The meaning of this sentence is a set of a single train which consists of
20 cars for each project.

In page 7 of the PQ document, it defines that "Rail Transit" shall mean
light rail transit (LRT) and/or heavy metro and/or commuter rail. Does
"Rail Transit" include inter-city rail and conventional rail?

No. The definition of "Rail Transit" does not include inter-city rail.
Conventional Rail is not defined.
In accordance with the Pre-qualification 4.2.5.a, we are hereby
submitting our request to the Tender Committee for your deliberation
since our Financial Statements of year 2011 are presented based on
different accounting principle other than listed in your Prequalification
document.
In our circumstance, CRCC used to prepare the H share financial
report in accordance with the IFRSs and A share financial report
in accordance with the GAAP of the People's Republic of China
respectively in the year 2009 and 2010, Pursuant to Consultation
Conclusions on Acceptance of Mainland.
Accounting and Auditing Standards and Mainland Audit Firms for
Mainland Incorporated Companies Listed in Hong Kong Stock
Exchange in December 2010 and related amendments to the Honk
Kong Listing Rules, as well as relevant documents issued by the
Ministry of Finance of the PRC and CSRC, starting from
beginning of 2011, all the financial report of CRCC for the A
share and H share, is based the information prepared under GAAP
of the People's Republic of China.
May we kindly request the Tender Committee to consider this and
approve submission of our Financial Statements?
Answer:
NTA request that the bidder's CPA will specify and verify the data of
all three parameters based on the IFRS accounting method.
In the event that the Participants, and/or each member of the RT
contractor and/or the CE contractor, as applicable, are a Government
owned corporation (The Government owns 100% of the corporation
holdings) then the Participants, and/or each member of the RT
contractor and/or the CE contractor, shall be required to comply with
the following demands:
