On 17 August 2011, CDL and Hong Realty (a subsidiary
of Hong Leong Group) successfully made the highest bid of
S$105,000,000 for a 99-year leasehold landed housing site
located at Serangoon Garden Way, under their wholly-owned
subsidiaries Sunmaster Holdings Pte. Ltd. and Garden Estates
(Pte) Limited respectively. CDL holds a majority stake in the joint
venture.
Situated in an established residential area, the 28,401.5
square-metre site is in close proximity to a host of amenities,
such as restaurants, well-known eating establishments and
supermarkets at the nearby Serangoon Gardens Village, as well
as elite local and international schools, such as Nanyang Junior
College and Stamford American International School. It is also
conveniently located near the Central Expressway.
CDL is not a stranger to the Serangoon Gardens area,
having launched the Goldenhill Park Condominium in 2001
and Goldenhill Villas, a freehold terrace housing development
in 2004 – both within close vicinity of the Lorong Chuan MRT
station. The latter was the last landed housing development
undertaken by CDL in recent years.

* The 2010 comparative figures have been restated to take into account the retrospective adjustments arising from the adoption of INT FRS 115 Agreements for Construction of Real Estate.
The site boasts unobstructed views of
the scenic Jinji Lake (金鸡湖) to its south.
CDL registered strong performance for its unaudited
financial results for the second quarter (Q2) and half year (1H)
ended 30 June 2011, with a profit after tax and non-controlling
interests of S$220.9 million for Q2 2011 (Restated Q2 2010:
S$188.9 million) and S$503.2 million for 1H 2011 (Restated 1H
2010: S$347.5 million).
Property development continues to be a major contributor
to the Group’s pre-tax profits. Hotel operations and rental
properties segments were the main contributors to increases in
the Group’s pre-tax profits for Q2 2011 and 1H 2011.
The basic earnings per share improved for Q2 2011 and
1H 2011 by 17.4% to 23.6 cents and 45.6% to 54.6 cents
respectively. The net gearing ratio remains healthy at 22.0%,
without factoring any fair value gains on investment properties.
The interest cover was at 25.0 times for 1H 2011.
The Group has a strong balance sheet with a healthy cash
flow derived from organic cash flow contributed by various core
earnings segments.
With a healthy cash flow position that will be further
enhanced by progress payments of pre-sold developments yet
to be billed and available undrawn credit lines, the Group will
be able to withstand and weather potential global financial crisis
that could emerge from uncontained debt crisis in US and/or
Europe.
In view of the strong performance results, a tax exempt (onetier) special interim ordinary dividend of 5.0 cents per ordinary
share was declared.
OPERATIONAL REVIEWS AND FUTURE
PROSPECTS
of the site is under construction and will commence
operation next year, further enhancing the value of
the CDL China site.
Some slowdown in the private residential property market
is expected on the back of more cautious sentiments in light
of global uncertainties and cautionary remarks made by the
Government on the residential property market.
However, the Group has locked in healthy sales of
numerous projects under development. In 1H 2011, along
with joint-venture associates, the Group sold a total of 809
units with sales value of S$793.9 million. In 1H 2011, no profits
were realised from H20 Residences, Hedges Park or Buckley
Classique as the construction of these projects have yet to
begin.
Four property launches are in the pipeline, subject to
market conditions. The Group has a wide range of properties
- from Executive Condominiums, to mid-, to high-end
developments that cater to different market segments. The
Group can extract and launch the select type of developments,
at the appropriate time.
The rental properties segment was a major contributor to
profit for 1H 2011 due to the gains recognised on disposal of
The Corporate Office and The Corporate Building in Q1 and
Q2 2011 respectively. This is part of the Group’s strategy to
recycle its assets and rejuvenate its assets portfolio. For 1H
2011, the Group’s office portfolio continued to perform well
with an occupancy rate of 93.2%, as compared to the national
average of 87.5%.
The acquisition was made through Global City International Ltd., a
wholly-owned subsidiary of CDL China, and represents one of the largest
deals in terms of GFA in the history of CDL. The prized land parcel was
acquired through a government land tender held on 27 July 2011 for RMB
886 million (approximately S$167 million based on an exchange rate of
1RMB to S$0.1881), which represents a price per square metre (psm) per
plot ratio of RMB 3,000 psm.
“Over the years, Suzhou has become one
of the strongest economic powerhouses in
China, supported by its strong base of highvalue industries. As the Chinese economy
continues to expand to the next level,
Suzhou’s economy and real estate market

bright prospects surrounding Suzhou. It is

on Mr Kwek Leng Joo, Managing
Director of City Developments

proponent of sustainability and
is recognised for his visionary
and pioneering leadership in
advocating and implementing
sustainable practices. CDL is well
known for its innumerable and

commitment and relentless
drive to uphold the tenets of

Mr Seah Choo Meng (left), President of
the Society of Project Managers.
Mr Kwek Leng Joo, Managing Director of CDL, added another
feather to his cap when the Society of Project Managers awarded him
with an honorary fellowship on 6 October 2011. The occasion was
marked with an annual dinner in the presence of some 650 project
managers and other members of the construction industry.
The event was even more special because Mr Kwek is the first
non-engineer to receive this prestigious recognition from the society
for his vision and contributions to environmental sustainability for over
a decade.
Long before it was trendy to say your company supports green
causes, Mr Kwek steered CDL into a corporation way ahead of its time.
Under his leadership, CDL took the lead in environmentalconscious practices among property developers in Singapore.
Locally, CDL was conferred the coveted President’s Award for the
Environment in 2007. Since the BCA Green Mark certification scheme
for buildings was initiated in 2005, CDL has received over 50 Green
Mark Awards, with 16 of them being the Green Mark Platinum tier –
the highest rating for green developments in Singapore.
This makes CDL the recipient of the highest number of
Green Mark Awards amongst private developers to-date.
The Society of Project Managers award is positive
proof of Mr Kwek’s unwavering vision and dedication
in championing the sustainability cause. By instilling his
values on green causes into the corporate culture of
the group, Mr Kwek has steered CDL into an inimitable
organisation that balances financial success with a strong
environmental conscience.
But beyond the fanfare, the message of the night
reminds the movers and shakers of the construction
industry of the important work that lies ahead of them.
Mr Kwek used the opportunity to encourage the industry
to embrace greater environmental responsibility as the
way forward.
It was a message that struck a firm chord with the
guests of the evening.

Green Building Experts Shop for Ideas at
Singapore’s First
Eco-Mall
during the International Green Building Conference,
part of the Singapore Green Building Week 2011
A busload of visitors have been visiting Singapore’s City
Square Mall at Kitchener Road this week – not to shop for gifts
to take home, but to find new ideas for green buildings.
The 30 visitors did not have to look hard for signs of the
mall’s eco-friendly theme. Evidence is everywhere, from the
tropical rainforest-inspired sculpture in front of the building
to the murals depicting different eco-systems on each of the
building’s 11 storeys.
A spokesperson for City Square Mall told Eco-Business
the prominent eco-living messages throughout the facility
help reinforce the positioning of the mall as Singapore’s first
eco-mall. He said that some people visit the mall just to bring
things they want to recycle.
Launched in March 2010 by property developer CDL,
the mall was the first in Singapore to integrate an urban park
on its site to be used as an ecologically-themed venue for
community activities and to provide open space for recreation.
Called “City Green”, the park has a playground made from
Some of the developer’s added cost items included doubleglazed windows that allow maximum natural light while blocking
much of the sun’s heat, rainwater harvesting systems, motion
detectors to keep led lights and escalators on minimal power
when not in use and a state-of-the-art air-conditioning system.
They also see one of Singapore’s first eco-food courts. While
all managers of the food venues at City Square Mall are actively
encouraged to take up green practices, the food stalls at the
Kopitiam basement food court have gone the extra mile by
achieving certification through a BCA Green Mark programme for
sustainable food courts. The certification recognises sustainability
measures such as installing energy and water efficient fixtures,
using eco-friendly packaging, separating food waste and used
cooking oil for recycling, and supporting customer recycling
habits.
CDL planned these and other green building features from
the beginning of the design stage, a strategy that has won
multiple awards for the mall, including the 2008 Cityscape Asia
Real Estate Award for best developer in the retail sector, and
BCA’s first platinum award for a mall.
Several measures are in place throughout the mall to
encourage sustainable living.
Visitors who come to join community events or to
shop at the mall’s 200 shops, need not worry about finding
environmentally-friendly transport. The mall is linked to public
transport systems, and for visitors driving green cars, the car
park has electric vehicle charging stations and designated
parking spots for hybrid cars.
Instead of window shopping for the latest fashions, the
visitors perused a broad range of eco-friendly features, from
passive design features that naturally maximise lighting, air
flow and shading, to high-tech solutions that increase energy
efficiency and save water.
This week’s green building conference in Singapore,
a three-day summit that includes the BEX Asia building
exhibition at Suntec Convention Centre, has attracted roughly
8,000 experts from around the world, some of whom took the
opportunity to view a few of the country’s most notable green
buildings on tours arranged by Building and Construction
Authority (BCA) – the agency that runs Singapore’s green
building certification scheme.
Once visitors arrive, they see prominently displayed recycling
bins, and a built-in waste system that separates organic and
inorganic waste.
But it is not only the physical features that earned the
awards or the attention from green building experts; City
Square Mall was built to unite a mini-community of vendors,
families and other visitors around a common theme of ecofriendly living.
City Square Mall’s eco-park roof features
plants, solar panels and rainwater harvesting.
Singapore’s first eco-mall was one of several destinations
that the Republic’s Building and Construction Authority
(BCA) had earmarked for delegates who are in town for the
International Green Building Conference (IGBC).
At that rate, CDL will recoup the money it spent on added
green features – about five per cent of overall costs – in about
four years.
environmentally-friendly construction materials, a butterfly
garden, a wide variety of plants and ecologically themed artwork
and signs.
City Square Mall said one of the most popular features for
shoppers is the Eco-Playground located in the park. According
to a Facebook poll they conducted recently, the Eco-Playground
topped the list amongst the mall’s other green features.
BCA
Kopitiam’s stall owners are not the only tenants encouraged
to go green. City Square Mall said all tenants in the mall receive
guidance on using eco-friendly materials and habits. In addition,
their electricity and water usage is separately tracked and paid
for.
Whether success is measured by energy savings, or retail
sales, City Square Mall has clearly done something right: already
the mall sees more than a million visitors per year and has a 98
per cent occupancy rate. That’s evidence that the eco-mall has
something for everyone whether they’re looking for a new way to
monitor carbon emissions, or a new way to wear their handbag.
This article is written by Jenny Marusiak, Deputy Editor, EcoBusiness and was originally published on Eco-Business.com on 17
September 2011, after the IGBC (14 to 16 September 2011).
Breakfast Talk
Dr John Keung, CEO of BCA (fourth from left)
and CDL’s Mr Chia Ngiang Hong (fifth from
left), at the 4th BCA Breakfast Talk for CEOs.
A green roof that integrates solar panels, rainwater
collection, and plants is the hallmark feature of the park. Under
the roof is an open air basement area with a water fountain
and, occasionally, a stage for community events. In an otherwise
sweltering space, CDL installed a solar-powered natural cooling
system using the combined effects of the fountain, a vertical
green wall and a large fan.
The City Square Mall tour guide – the mall has given tours to
over 15,000 school children and 500 green building professionals
as part of its outreach – said that events at the fountain area
draw crowds of several hundred people.
Keeping those people cool and comfortable hasn’t left
City Square Mall with a large electricity bill. In the first year of
operation, green building features saved City Square Mall over
11 million kilowatt hours (kWh) of electricity and more than
20,000 cubic metres of water – enough to fill 10 Olympic-sized
swimming pools.
for CEOs
As part of the Singapore Green Building Week, the 4th BCA Breakfast Talk for
CEOs was held on 16 September 2011 with the aim to galvanise CEOs, CFOs and
decision-makers of government agencies and international organisations to take
immediate actions to protect the environment.
As a mark of their commitment
towards sustainability, the session also
saw eight leading developers and
building owners signing the Green
Pledge to attain higher energy efficiency
of its existing buildings through the BCA
Green Mark Certification by 2020. Group
General Manager, Mr Chia Ngiang Hong,

August 2011 at the H2O Residences show flat. The event
was graced by Guest-of-honour, BG (NS) Tan Chuan-Jin,
Minister of State for Manpower and National Development.
The annual Award recognises CDL’s builders for their
excellent performance in EHS. For the first time, a new
category, the CDL Productivity Excellence Award, was
introduced, signaling CDL’s focus towards promoting higher
productivity at its worksites – a new sustainability milestone
for the Company. This inaugural award went to Dragages
Singapore Pte Ltd for The Arte and Tiong Seng Contractors
(Pte) Ltd for Parc Emily, recognising their concerted
efforts to drive productivity onsite, through the adoption
of technology, innovative methods of construction and
efficient designs.
The prestigious CDL 5-Star EHS Excellence Award
went to SsangYong Engineering & Construction Co. Ltd
“I am heartened to see CDL championing
the push for productivity improvements
through advocating the use of drywalls,
precast and prefabrication construction as
well as strut-free basement construction in
its projects. In fact, at this very project site,
CDL has adopted the construction methods
which I have just mentioned. This epitomises
CDL’s commitment to lead a paradigm shift
in the industry to support the Government’s
productivity drive.”
BG (NS) Tan Chuan-Jin
Minister of State for Manpower and
National Development
The Award was first introduced in 2005 and is an integral part of
the CDL 5-Star EHS Assessment System initiated in 2001 to provide
CDL with an independent audit tool for assessment of its builders’ EHS
management and performance. Each quarter, audits are conducted by
an independent EHS audit firm recognised by the Ministry of Manpower
(MOM), after which the results are presented to the top management
of the builders during the quarterly CDL 5-Star EHS Seminars. These
seminars are a valuable platform to promote sharing of best practices to
encourage better EHS performance amongst the builders.

may be listed in London but it plans to expand its footprint in
China, India and the Middle East. As part of its expansion plans,
M&C has recently acquired a land site located in the exclusive
Ginza district of Tokyo. This will be M&C’s first hotel in Japan.

M&C plans to build a 325-room deluxe hotel with separate
dining and carpark facilities. Construction is scheduled for
completion in the last quarter of 2014.
In the Middle East, at least another 20 management
contracts are in the pipeline. Mr Lim said while the disasters
in Japan and New Zealand caused minor business disruptions,
contributions from Singapore and Asia have been healthy
enough to counteract those effects.
The development will be project-managed by one of
Japan’s biggest integrated real estate developers, Mitsui
Fudosan Co. Ltd, under a co-branding arrangement between
the “Millennium” and “Mitsui Garden Hotel” brands. Mitsui
Fudosan has been a business associate of Hong Leong Group

“Asia is growing and the ground is very fertile. It definitely
is a region that is rich in opportunity,” said Mr Lim Boon Kwee,
However, Mr Lim revealed that M&C is not limiting its
growth plans to the Asian region.
“We’re still looking at opportunistic acquisitions in gateway
cities in Western countries... at expanding further into the
European market and to add to our portfolio in the US and the
United Kingdom.”

Grand Millennium Al Wahda offers a separate menu with
tasty and nutritionally balanced options as approved and
recommended by dieticians in Mafraq Hospital, an awardwinning hospital for providing quality care for patients.
“Many people don’t realise how important a balanced
diet can be, and for those that do, dining out can seem
like a minefield. These new menu options offer guests an
easy choice with tasty, nutritionally balanced and dietician
approved meals bursting with flavour. We are proud to
take this positive step as a responsible and responsive
organisation,” said Mr Ali Lakhraim, President and Chief
Executive Officer of M&C Hotels and Resorts.
Dishes on the diabetes menu were first added to the
room service menu and the buffet. The second phase will
introduce diabetes-friendly options to the Group’s restaurants.
M&C has also created a new set of menu icons which
includes a blue circle. Based on the international symbol for
diabetes, it will be placed on each dietician-approved dishes
on the room service menu and buffet cards at all the hotels.
Diners visiting the buffet will also be alerted to the hospitalrecommended portion size.
This is good news to travellers heading out to the Middle
East as they can now opt for healthy, diabetes-friendly meals.
Millennium & Copthorne in the Middle East (M&C) in
collaboration with Mafraq Hospital in Abu Dhabi, has developed
a menu specially for diabetics. The Middle East is ranked one of
the highest in the world with diabetes as a prevalent disease.

Copthorne Al Jahra Hotel (Kuwait), Millennium Hotel Doha,
Grand Millennium Al Wahda (Abu Dhabi), Millennium Hotel

Millennium & Copthorne Hotels plc (M&C) has partnered with
the British Heart Foundation (BHF) to raise £100,000 over the next
two years for BHF’s Mending Broken Hearts Appeal.
With the goal of raising £50 million to fund research and ‘mend
broken hearts’ in as little as 10 years, it is the national heart charity’s
most ambitious project to date. Heart and circulatory disease is the
UK’s biggest killer.
Launched on 1 August 2011, the partnership will involve all 19
M&C hotels across the UK to promote cardiovascular awareness.
Each hotel received a partnership pack containing Mending Broken
Hearts pin badges, poster, collection tins and a toolkit containing
fundraising ideas and tips for the hotels over the next two years.
“This is the first time M&C has elected a corporate charity…
that will one day have such a positive impact for our staff, customers
and local communities. The next two years are going to be a
very exciting time for us all and we are looking forward to the
opportunities this relationship will bring to all areas of the business”,
said Mr Ronnie White, Vice President of Human Resources, M&C
Europe.
This initiative aims to raise
£50 million in 10 years.
M&C is committed to making charity work an integral
part of the business. Fundraising activities are written
into staff’s Key Performance Indicators (KPIs), and Charity
Champions are recruited to inspire and drive charity work
across the Group.

In March 2011, the inaugural CDL-Singapore Compact

combination of CDL’s long-standing commitment towards
corporate social responsibility and the company’s deep belief
in the importance of youth development. CDL believes that
this award is unique and meaningful in its ability to encourage
today’s young leaders to have a commitment towards social
responsibility. One of the core objectives of the Award was to
imbue students with this simple conviction, and to provide them
with the opportunity to build upon it meaningful CSR proposals.
The inaugural annual competition was open to all tertiary
students between the ages of 17 and 30. Teams of four to six
participants from the same institutions banded together to take
part in the competition. They were connected to 10 Singaporebased Small, Medium-sized Enterprises (SMEs) representing a

CDL Ranks Top in Singapore and the Real Estate Sector – Asian Sustainability RatingTM 2011
The Asian Sustainability Rating™ (ASR™), lauded as
Asia’s most comprehensive and long running analysis of
listed companies’ public disclosure on environmental, social
and governance (ESG) issues, is in its third year running.
Essentially an ESG benchmarking tool developed in
collaboration between Responsible Research and CSR Asia,
it examines the public information of the leading listed
companies in Asian countries and provides investors and
stakeholders with an analysis of the strategic sustainability
of these companies.
In recent years, there is an increasing importance
on ESG disclosure as this information forms part of the
criteria for investors when making decisions on risks and
opportunities. CDL leads the trend in Singapore, emerging
as the highest ranked company in Singapore – with an
overall place of 17 amongst the 750 companies rated. It
was also ranked first amongst all companies in the real
estate sector. CDL scored well in the General, Environment
and Social sections.
Going beyond financial performance and compliance,
CDL’s rigorous sustainability reporting framework has
supported its strive towards continued improvements
in ESG performance. CDL’s sustained efforts towards
improving environmental performance has resulted in
11% reduction in its total carbon intensity emissions from
baseline year 2007. The Company has also pledged to
reduce its carbon intensity emissions by 22% by 2020 from
baseline year 2007, and 25% by 2030.

Providing meals for the home-bound elderly
shareURmeal, Singapore! is a community campaign conceived in
2010 by a group of students from Singapore Management University
(SMU). It aims to raise awareness about the plight of the underprivileged
in Singapore by encouraging the public to send in photos of their meal
as a way of generating donations for local food programmes. The
beneficiary of this initiative is TOUCH Community Services’ Meals-onWheels Programme, which delivers food to home-bound elderly.
For the second year, CDL supported this
noteworthy exercise by donating S$3 for every photo
of meals that participants sent in to shareurmealsg@

shareURmeal’s Facebook page. The 2011 campaign
took place from 22 to 28 August 2011 and it reached
the target of 1,600 photos in a mere three days.

Reducing Water Footprint:
The Story of the Better Cotton Initiative
By Stuart Orr
A Glimpse
of An Upcoming Sculptural Icon
Four years after WWF first demonstrated how to
cultivate cotton using less water and fewer harmful
chemicals, the first “Better Cotton” has been produced in
India and Pakistan.
More than 90% of the water taken from the Indus river
in Pakistan and the Godavari in India is used to irrigate
crops – particularly those considered “thirsty,” such as
cotton. Agriculture is the main source of income for rural
communities, but it’s also the main user of water. What’s
more, cultivation of cotton is responsible for half the
pesticide use in India. In Pakistan the figure is around 75%.
The result is contaminated water and reduced water
levels, which are harming people and wildlife living along
these rivers. For example, pollution and fragmentation of
the Indus River has caused numbers of the endangered
Indus river dolphin to plummet to just 1,600.
In 2006, in collaboration with IKEA, and with support
from the European Commission from 2007, WWF set out
to help create solutions to these problems. By working
with businesses, governments, farmers and others, we
helped develop practices that would enable cotton
farmers to use lower volumes of water, synthetic pesticides
and chemical fertilisers – while increasing their yield and
gross margins.
The practices are not high-tech. For instance, we
suggested irrigating alternate furrows, rather than
flooding entire crop fields. We encouraged farmers to
water only when their plants really needed it – and came
up with tips to identify when this was. And we promoted
the use of natural materials rather than chemicals to
fertilise their land. We also taught them to distinguish
between pests on their crops and insects that are
beneficial, and to use organic pest control.
It was tough to convince some farmers at first,
which is why we ran farmer field schools and established
demonstration plots, so the farmers could see the results

you a restful moment to observe and contemplate
the wonders of Nature. The sculpture’s artist
Mr Kelvin Lim Fun Kit, has a keen interest in the notion
of ‘border’; constantly exploring what has to change
in order to cross it physically and in the mind. Privacy

his works and he does so in this piece through the
space of a swing.
for themselves. “It’s really inspiring to see how enthusiastically
farmers have embraced these changes,” says Ms Becci May, South
Asia Freshwater Programme Manager with WWF-UK. “So many
farmers are adopting these techniques, it’s becoming more difficult
to find ‘control’ plots to measure performance against.”
Commissioned by CDL, this sculpture was the
winning work of the 4th CDL Singapore Sculpture
Award, selected out of a record number of 408
entries. Held for the 4th time in 2009, participants
were invited to create a sculptural icon based on the
theme Reconnection which explores the intricate
relationship between nature and man. They were
challenged to create an iconic landmark which reflects
the unique identity of the park and its relationship to
the surrounding features, with interactive elements
that will engage park users.
The results speak for themselves. For example, in 2009, around
25,000 cotton farmers in Pakistan were using these practices on
100,000 hectares. These farmers have reduced their use of water
by 39%, pesticides by 47% and chemical fertilizer by 40% on
average. And their income has increased by 11% – largely thanks to
a reduction in the amount they spend on synthetic pesticides and
fertilisers. In 2010, in India and Pakistan, WWF was working with
almost 50,000 farmers.
In 2010, the first cotton produced in Pakistan and India that
meets the criteria of the Better Cotton Initiative hit the market.
This means partners who’ve supported our work, including IKEA
and Marks & Spencer, can begin to meet their commitments to
source cotton that they know has a lower impact on the environment,
people and wildlife. Their demand will ensure a market for the
farmers who are making these positive changes.
