Decision No 1313/2013/EU
Article 21(2):
• Sets out the eligibility for European financial assistance for
developing the European Emergency Response Capacity
(EERC) i.e. voluntary pool of pre-committed response capacities of
the Participating States
• Specifically, allows for financial assistance to make available
capacities ("buffer capacities"), which would contribute to
addressing temporary shortcomings of response capacities in
extraordinary disaster situations

Expected activities
i. Preparatory work on the design, preparation,

availability of these capacities
iii. Development of standard operational procedures
to ensure the effective use of these capacities,
agreements or similar arrangements
Budget
EUR 3 800 000 for the the full duration of the action and for
all eligible types of costs
• Duration: buffer capacities to be available from 15 June 2016 to
15 September 2016
• Costs:
• Up to a maximum of 40% of the costs of ensuring rapid
access to buffer capacities
• 100% of total costs of designing, preparing, negotiating,
concluding and managing the contracts or arrangements, as
well as the costs of developing standard operating procedures
and exercises
