Re-published Call for proposals for buffer capacities for addressing temporary shortcomings in extraordinary disasters Information Session 9 July 2015, Brussels DG ECHO, Civil Protection Policy Unit (A5) Decision No 1313/2013/EU Article 21(2): • Sets out the eligibility for European financial assistance for developing the European Emergency Response Capacity (EERC) i.e. voluntary pool of pre-committed response capacities of the Participating States • Specifically, allows for financial assistance to make available capacities ("buffer capacities"), which would contribute to addressing temporary shortcomings of response capacities in extraordinary disaster situations 2015 Annual Work Programme Action 2.9 Addressing temporary shortcomings: Objective Result To contribute to addressing temporary shortcomings in extraordinary disasters To establish stand-by availability of certain response capacities and Participating States' rapid access to these capacities, in accordance with Article 21(2)(d) of the Decision No 1313/2013 Buffer capacities priority in 2015 Maximum of two modules (or equivalent) of aerial forest fire fighting using planes stationed/ on stand-by in Southern Europe Module Equivalent Aerial forest fire fighting module using airplanes as defined in Annex II of Commission Implementing Decision C (2014) 7489 Either one or two airplanes with a minimum combined capacity of 5 000 litres Expected activities i. Preparatory work on the design, preparation, negotiation, conclusion and management of contracts or arrangements to ensure the stand-by availability of the necessary response capacities ii. Grant agreements, framework contracts, framework partnership ensuring the stand-by availability of these capacities iii.
