MINUTES OF THE 2ND TECHNICAL CORE COMMITTEE MEETING The meeting was presided over by Prof. S.K.Deb, Head of C.E.Dept. , IIT Guwahati. Prof. Deb made a brief speech on the importance of the Project and requested the members of the Committee to give a concerted effort so that practical solutions to overcome water related hazards in Guwahati could be found out. He therefore urged that the Technical Core Committee should be serious for successful accomplishment of the Pilot Project. The list of Members present in the meeting is given in Annexure‐I Nominees from two Departments were not present: 1) Revenue & Disaster Management 2) Environment & Forests As per agenda item 2, the Nominees of the Departments and Organisations of the Govt. of Assam, Faculty Members and the Project Staff of the CoE gave their introduction. As per agenda Item 3, the minute of the 1st meeting of the Technical Core Committee was placed and the same was accepted unanimously. As per agenda item 4, Prof Sarma gave a power point presentation for all the 4 sites namely Games Village, Noonmati, Jyotinagar and Kahilipara as per decision of the 1st meeting of the Technical Core Committee for finalizing a site for Pilot Project. By means of GIS maps, field investigations and photographs, problems present in each of the hilly locality were brought to the notice of the core committee members. Prof. Sarma also indicated probable measures for mitigating those hazards. He mentioned the departments and organizations likely to be involved in tackling the hazards which were found to be almost similar in nature. The committee after threadbare discussion as per agenda item 5 & 6 for selecting a site for the Pilot Project came to the conclusion that Games Village locality would be ideal from all issues considered. The following suggestions were also made by the committee for necessary action:‐ 1. GDD will pursue for the detailed survey report conducted by a company engaged through GMDA for house to house survey of the settlements in the hills of Guwahati city, since CoE could not obtain the same from District Administration, Kamrup (M) 2. A meeting to be held in the Assam Secretariat at Dispur with concerned departmental secretaries in order to give a final shape for the Pilot Project to be developed as conceived by the Technical Core Committee. 3. The preparation of a base map for the Pilot Project in the appropriate scale with details of contour and existing land‐use, availability of Govt. land etc. will be outsourced as all the Govt. departments are heavily loaded with departmental works. Prof. A.K.Sarma, the Principal Investigator then took up item 7 of the agenda explained in details regarding the role of the CoE in connection with the Pilot Project. These are_(a) Identification of critical issues and bottlenecks (b) Awareness Programme (c) Development of sustainable and comprehensive plan (d) Technical support in preparing DPR by Govt. Depts. /Organisations. Citing various practical examples Prof. Sarma also explained how technical input and new ideas provided by this centre will help different departments in preparing DPR. The meeting ended with a vote of thanks by A.C. Thakur on behalf of the Centre of Excellence.
