PURPOSE OF POSITION
The Nurse Home Visitor (NHV) takes a lead role in the delivering of the ANFP home visitation
service.
Australian Nurse Family Partnership Program (ANFPP):
The ANFPP is based on the Nurse-Family Partnership model of home-visiting developed over
the last 30 years by Professor David Olds, Director of the Prevention Research Centre for
Family and Child Health, University of Colorado, USA.
The Australian adaptation of the NFP model has been implemented at a number of locations
across Australia, including Congress. The program involves structured and sustained home
visiting of mothers of indigenous babies, starting during pregnancy and continuing regularly
until the child is 2 years old. Client participation in the program is voluntary.
A national ANFPP Support Service provides extensive training on the program to staff
engaged by Congress and other ANFP sites, ensuring integrity in service delivery across all
participating ANFP locations. Applicants may wish to familiarise themselves with Olds’ NFP
research by internet research.
The ANFPP Nurse Home Visitor (NHV) will report to the Nurse Supervisor and will take a lead
role in delivering Congress’s ANFP home visitation service. In doing so, the NHV is
responsible for maintaining the highest standards in clinical nursing practice, adherence to
the ANFPP model, and to the policies, procedures, guidelines and standards of Congress. The
NHV will work alongside ANFPP Aboriginal Community Workers to develop effective
partnerships with Aboriginal clients and their extended families.
Central Australian Aboriginal Congress is the major provider of health services to Aboriginal
people in the Central Australian region. Congress is committed to ensuring that infants and
children are given the best possible opportunity to grow and develop throughout their lives.
As part of that commitment Congress has established the Australian Nurse Family
Partnerships Program within its Alukura Branch.

OVERVIEW of Central Australian Aboriginal Congress (“Congress”) and Work
Environment
Central Australian Aboriginal Congress (Congress) was formed in 1973 to support and
advocate for Aboriginal people in the struggle for justice and equity. Since that time,
Congress has expanded to become the largest and oldest Aboriginal Community controlled
Health Service in the Northern Territory.
Congress now provides a comprehensive primary health care service to the Aboriginal
Community of Alice Springs and to outstations within a 100 kilometre radius.
Today Congress encompasses nine (9) branches in total;

Alukura is a women’s only health service providing a range of services to Aboriginal women
from Alice Springs and within 100 kilometres of the town. It is situated in a purpose built
facility on the outskirts of Alice Springs, in a safe women friendly environment.
Programs and services include a specialised women’s health clinic, maternity care clinic,
Maternal and Child Health program, weekly Obstetrician/Gynaecologist specialist clinic, , and
the Congress Community Health Education Program.

KEY RESPONSIBILITIES
Basic Job Functions
•
Provide home visits to women and their families eligible for the ANFP Program.
•
Work collaboratively with ANFPP Aboriginal Community Workers to ensure the cultural
safety of the program and to develop effective partnerships with clients and their
extended families
•
Perform home visiting in accordance with the ANFPP model and guidelines.
•
Carry a case load of up to 25 clients.
Operational
•
Develop therapeutic relationships with women and their families in a home visiting
environment.
•
Assess the physical, emotional, social and environmental needs of women and their
families as they relate to the ANFPP domains.
•
Assist women and their families to establish goals and outcomes.
•
Provide education, support and referral resources to assist women and their families
to attain their goals.
•
Consult and collaborate with other professionals involved in providing services to
women and families in a manner that assists ANFP Program client families (eg. with
Congress’s services, government and non-government agencies or other
organisations).
•
Meet with the ANFPP Nurse Supervisor weekly for clinical supervision.
•
Utilise reflective practice in supervisory sessions.
•
Schedule joint home visits with the ANFPP Nurse Supervisor every four months.
•
Attend and participate in bi-weekly case conferences.
•
Attend and participate in weekly staff meetings.
•
Data collection activities including accurate and confidential recording of consultations,
contacts and engagements.
•
Where necessary provide ANFPP data to the Administration Officer for timely and
accurate entry into Congress’ Communicare information system
•
Cooperate in the review and analysis of Communicare reports for achievements and
areas for improvement, and participate in other quality improvement efforts.
Program
•
Support policies, procedures, guidelines and standards of ANFPP, the Support Service
and Congress.
•
As requested/required, participate in ANFPP community coalition/advisory meetings.
•
As requested/required, facilitate community support and engagement with the
program.
•
Develop and maintain community relationships to support client referrals
Team/Communication
•
Understand, support and coach others in the ANFPP vision, mission and model.

Professional Development
• Complete all required ANFPP education. ANFPP Nurse Home Visitors will be required to
successfully complete national ANFP training courses as a work activity, possibly
requiring travel away from Alice Springs.

Actively engage in skill building to meet all ANFPP Nurse Home Visitor competency
requirements including achieving reliability with agreed clinical tools.
•
Accurately assess own learning needs and develop strategies to meet them. Be
prepared to utilise the internet for long-distance learning.
•
Stay informed of current health care developments to provide safe, quality nurse
home visiting services.
•
Establish and records progress toward annual goals.

SELECTION CRITERIA
Essential Criteria
1.
Registered or eligible for registration as a Registered Nurse with the Australian Health
Practitioner Regulation Agency (AHPRA)Demonstrated understanding of issues
pertaining to Aboriginal primary health care
2.
Demonstrated understanding of the social determinants of health and the causes of
inequities in health and health care
3.
Ability to work autonomously, demonstrating efficient time management skills
4.
Willingness to take cultural advice from Aboriginal Community Workers, Aboriginal
Health Workers and other Indigenous staff
5.
Ability and willingness to participate in formal intensive workplace training and
professional development
6.
Ability to work a flexible schedule as required
7.
Excellent written and verbal communication skills
8.
Moderate computer skills
9.
Current Drivers Licence and a current Criminal History clearance and Ochre card (see
below) or ability to obtain
Desirable Criteria
1. Post-graduate qualifications in Maternal Health, Child Health or Midwifery
2. Recent work experience or knowledge of maternal/child health services, particularly in a
community setting and/or involving home visitation
3. Knowledge and understanding of contemporary and traditional Aboriginal culture and
awareness of and sensitivity to current issues affecting the lives of Aboriginal people an
advantage
4. Experience in using a Patient Information and Recall System (with particular reference to
Communicare)
5. Ability to use Windows-based networked computers and applications
