BACKGROUND:
The Georgia Department of Economic Development, through the Office of Product
Development, assists counties, cities, and individual tourism partners in giving new life to
existing resources and in fostering new tourism projects within Georgia communities.
Communities receive technical assistance and financial resources in order to create new
tourism opportunities for Georgia.
An official technical assistance application will need to be submitted if the County wishes to
participate in the project. A precursor to the application is an official request from the local
government to officially request a Tourism Product Development Resource Team. If approved
by the Georgia Department of Economic Development, a Product Development Resource Team
will assist the County in identifying potential viable and sustainable tourism projects in Glynn
County with a central focus on African American Heritage. This team will also recommend
strategies to grow tourism. Glynn County would be responsible for lodging and meals for 2-3
days for 3-5 team members. The Golden Isles Convention and Visitors Bureau is being
approached by the Downtown Development Authority to offer this as an in-kind contribution to
the project. The City of Brunswick is also considering participating in this effort.
Once the team analysis is complete, Glynn County may apply for grants through the Georgia
Department of Economic Development. Grants can be up to $5,000 with any number of grant
projects allowed in one grant cycle. Grants require a 50% match (40% in-kind and 10% cash).

Resource Team Program
The Office of Product Development assists counties,
cities and individual tourism partners in giving new life
to existing resources and in fostering new tourism
products within communities. Communities receive
technical assistance and financial resources in hopes of
creating new opportunities/markets for Georgia
tourism products through strategic partnerships,
packaging and marketing.
In October 2009, the Tourism Product Development
Office created a new initiative to focus technical
assistance in the form of a reconnaissance and strategy
visit to a local community interested in developing its
tourism potential. The Tourism Product Development {TPD)
Resource Team works to evaluate a community's past, present and potential for tourism growth and
development in the future through innovative, unique local experiences. Selected participants host a
team of experts in tourism and community development for an in-depth analysis of the community
resulting in a full report of recommendations for existing product enhancements and ideas for future
product development. Since creation, the TPD Team has serviced the following communities:

TPD Resource Team Program - Information
Criteria for Participation & Evaluation of Readiness
The TPD Resource Team is valuable program that is able to all Georgia counties, cities and individual
tourism projects, although a project must demonstrate a level of readiness for progress and action prior
to a team visit. Following an initial inquiry with GDEcD, a regional tourism project manager will meet
with community leadership to discuss the full process of hosting a TPD resource team, an
implementation strategy and working within a community's economic development structure.
In order to qualify for a tourism resource team, a community or project must demonstrate:
• Support from leadership in government, business and the general community for sustainable
tourism development within a comprehensive economic development plan
•
Capacity for long-term development of the local tourism industry through an effective, goalsetting structure
•
Established leadership to guide and direct community-wide tourism initiatives
Following initial approval from the Office of Product Development, a tourism project manager will lead a
community-wide inventory and evaluation of assets and potential products. The community will be
responsible for planning and hosting a 2-4 day visit showcasing potential products and existing assets
that can be approved {see attached for sample schedule).
TPD Resource Team Areas of Focus
During the Resource Team visit, the team members work with local leadership to assess the current and
potential tourism portfolio relevant to any or all of the following areas of tourism:

TPD Resource Team members are selected based on each community's needs and come from a variety
of state, federal, regional and local economic development agencies.
Financial and Community Hosting Requirements
There is NO CHARGE for a TPD Resource Team through the Georgia Department of Economic
Development; However, the local host community must provide the following for the entirety of the
team visit and the return presentation:
•
All meals for team (including full breakfast I Special dietary needs will be provided once team
members are selected)
•
Lodging with individual rooms for each team member
•
Local transportation for extent of team visit
o Recommended: Passenger van for 15, church bus, or 2 vans with local community leader
in each vehicle
•
Reception or Meet and Greet with general community- Opportunity for discussion and dialogue
with community members
Team visits range from one day to three days and each team consists of 3-12 members; each is
customized based on the individual needs of the community.

TPD Resource Team Program - Information
Total financial commitment varies from community to community, but, on average, costs $1200 per day
without community donations or underwriting.
For the return visit, local community should provide lodging for one night for team members and a
dinner before or following the community-wide presentation . The presentation should take place in a
large venue and be open to the public (churches, courthouses, community centers, etc.) . Audio I visual
equipment should be provided forthe community presentation for best impact.
*Note - do not let financial restrictions hold your community back from hosting a team. Consult with your Tourism Project
Manager regarding budgetary constraints.
Results
The TPD Resource Team program has resulted in millions of
dollars of tourism development throughout Georgia.
Completed projects recommended through the program
have ranged from small business ideas to large
infrastructure development.
The TPD Resource Team will return to the community
approximately 60 days following the initial visit to present a
community-wide presentation of recommend at ions. A full
report will be provided to the community covering
recommendations for all areas of the teams focus - this
multi-phased report will be a guidebook for local leaders to
use for inspiration, resources and support.
Support from the TPD Team does not end with the community presentation of recommendations. The
team will continue to work with your community on product development projects and your Regional
Tourism Project Manager will remain on the ground with you as a guide through the tourism
development process.
How to participate
If your community is interested in participating in the TPD
Resource Team Program, you should first contact your
Regional Tourism Project Manager (find your TPM at
http://www.georgia.org/about-us/tourism-contacts/).
Your Project manager will walk you through the entire
process; if all community leadership is united and ready to
begin a tourism development movement within their
community, a locally elected official should send an official
letter of request to GDEcD's Office of Tourism Product
Development. The team will begin a community evaluation
and schedule a resource team if the community has the
capacity for tourism development.
