The proposed bypass will provide an alternate route around the southeast side of Fort Mill, and ultimately reduce the amount of traffic traveling through the downtown Fort Mill area. Phase 1B & 1C of the project begins on Fort Mill Parkway, west of the intersection with Brickyard Road and ends near the Doby’s Bridge Road/Holbrook Road Intersection including a grade separated railroad crossing. Phase 2 of this project begins at the intersection of Doby’s Bridge Road and Holbrook Road, and ends at the SC 160/Springfield Parkway intersection. Open to traffic April 15 Phase I – US Foods to Holbrook Road $17.0 million opened August 2014 Map Hubert Graham Way Connector Project No. 03020‐006 Project Description The Hubert Graham Way Connector is a new two lane alignment roadway connecting SC Highway 160 to Gold Hill Road ‐ with an approximate length of 3,100 feet (.59 miles). Originally identified during the development of the 2003 Pennies for Progress Program, this project was envisioned and is principally designed to reduce the amount of traffic that must use the SC Highway 160/Gold Hill Road intersection as part of its daily commute while also providing a connection to a major retail hub in nearby Stonecrest Development. The improvements are principally planned to address severe peak‐hour commuting congestion between Gold Hill Road to the west and points north on I‐77. The project is being planned to convert the existing diamond interchange configuration to a double crossover diamond. This will add a travel lane in each direction as well as a continuous center turn lane geared towards reducing left turn movements on the mainline. The final roadway will include four‐ twelve‐foot travel lanes, two‐foot paved shoulders and a fifteen foot wide center turn lane. A traffic signal is proposed for the Zoar Road Intersection. The intersection of US 21 and SC 51 will be reconfigured for a more traditional 90 degree intersection to better accommodate traffic.
