Call to order at 9:02a.m. Welcome/Pledge of Allegiance Quorum check (24/44 members) – not met at this time. 2. ELSD EL Advisory Committees (handout) Ms. Alvarez, Assistant Superintended presented on ELSD EL Advisory Committees on behalf of Dr. Perez. If a school site has more than 15% English Learner’s, there needs to be an ELAC and a DELAC. Ms. Alvarez went over the importance of DELAC and their role with LCAP. School Site Council (SSC), ELAC and DELAC are the committees that provide advice and input regarding services and expenditures for EL’s in the district Local Control and Accountability Plan (LCAP). 3. LCAP Goal 4 (handout) Mr. Delacalzada went over and discussed LCAP Goal 4: Develop coherent and transparent systems for operational excellence to support each student’s success. In this goal there are three particular areas in order to develop coherent and transparent systems. They are: - Systems that support student engagement and success. - Improve and streamline business processes and services within and between departments to endure all stake holders have access to support resources, timely customer service, and user friendly, time saving, technology applications. - Systems that ensure highly qualified staff are recruited and hired in a timely manner to support student success. We have initiated a one to one program so that each student can have a computer devise. This past year it was rolled out to 9th and 10th graders, this year to 11th graders and in 2017-2018 it will be rolled out to seniors. Our 7th and 8th graders already have a one to one devise which is their iPads and in high school they will be using the Lenovo laptops. In February we go through a process of budgeting and review all requests from all schools and department and prioritize to make sure that it incorporates LCAP as a primary foundation. Ensure students have access to quality nutrition where food is properly prepared, appealing, well-balanced, and provided in a variety of options. Nutrition services had done a great job this past school year by improving the menu and communicating that out to parents. Questions/comments from parents regarding nutrition were: Better communication to students/parents on programs that are available. - How is the district communicating nutrition “facts/best practices” to our students? - When are student focus groups held to acquire direct input from students? - Is there a program available to our students that ensures all students have something to eat? - Regarding action items, establish a plan/report on the progress. Approval of meeting agenda and minutes for November Motion to approve meeting agenda made by Isabel Vidrio (ELM) and seconded by Ana Labrada (OLH) with the following changes: - Order of presentations were changed to item # 5 first, item # 3 was second and item # 2 was third. The rest of the agenda remained the same. Motion to approve meeting minutes for November was made by Ana Labrada (OLH) and seconded by Alma Gomez (GJ). December minutes were not available and will be presented and reviewed at the next DELAC meeting. Mrs. Aurora Murillo-Clark asked that her name be listed with the list of school sites instead of the end of the list under “others present”. 5. Provide input on RFEP Criteria (handout) Ms. Wilcox went over and discussed reclassification of English Learners. Reclassification is the process we go through at the district to determine if the student has sufficient English language fluency to perform in an English program with no support. Education Code (EC) Section 313(f) specifies that multiple measures be used to reclassify EL’s but must include at least all four of the following criteria: - Assessment of English language proficiency - Teacher evaluation - Parental opinion and consultation - Comparison of student performance in basic skills against an empirically established range of performance in basic skills based on the performance of English proficient students of the dame age. Decision is made locally. In order for a student to be reclassified, a student must get an overall proficiency CELDT score of 4 or 5. Ms. Wilcox went over the 2016-17 English Learner Reclassification Summary Form. 6.
