Important Notice To Parkglen West Home Owners
Open meeting for homeowners first Tuesday of every month
Time is 7:00 p.m. at Kelley’s Country Cookin’ (next to Denny’s),
11555 West Airport at 59, Meadow’s Place, 281-277-3367
Schedule for the next three months is June 3rd., July 1st., and August 5th.
The homeowner portion of the meeting ends at approximately 7:30 p.m.
Agenda items will be safety, with a constable's report of activity, beautification,
social events, garage sales committee and information regarding the park and pool.
Homeowners are welcome to drop by for these meetings. If you have something
you wish the board to consider, please email or call Genesis Community Management at least 10 days prior to the meeting with your request. We will then add you
to our agenda.

BUSINESS OPERATIONS FROM RESIDENCE NOT PERMITTED
This is a reminder that Parkglen West is a residential neighborhood, not a business park.
The subdivision's Deed Restrictions state that, "No lot shall be used for business, commercial, professional, warehousing, or manufacturing purposes of any kind, whether for profit or
not." This applies to any business-type operation (for profit or not) that has the outward
appearance of a business.
Some indicators of such businesses, which are illegal in Parkglen West and all other
decent subdivisions in Houston, are:
* Vehicles marked for sale, parked on lot or near it
* Business signage on property
* Customer traffic coming & going
* Customer vehicles taking up limited curb space
* Business-related heavy trash put out for pick-up
"Home offices" set up for business-related purposes are no problem, as they do not detract from the outward appearance of the neighborhood or cause any inconvenience to other
residents.
But as soon as a home business crosses the line from "inconspicuous & unnoticeable"
into "obvious & annoying" territory, it is a serious problem indeed, and will not be permitted.
Thanks in advance for your cooperation in keeping Parkglen West the pleasant, residential subdivision it's intended to be, and not cluttered with business operations that have no
place here.

The question has been asked several times by
residents living in our neighborhood, why do we even
have a Home Owners’ Association.
There are several reasons; one, which is very
important, is to maintain the property values of your
home and the entire neighborhood. The HOA became
necessary when the builders established it to keep
certain characteristics, such as colors that may be used.
All of the characteristics were stated in your
homeowners’ guide when you purchased your home.
There was a set of By-Laws, deed restrictions and other
documents to let you know all about our HOA and it
holds you as a homeowner to be liable and legally
responsible for all deeds and covenants to maintain and
manage those responsibilities.
Deed restrictions are legally binding covenants, filed
with real property records, which provide for building,
maintaining, and using the homes in your
neighborhood. The deed restrictions control how homes
look and what can be done to alter them within the
subdivision. Why do so many homeowners buy their
home in a community association?
Perhaps they liked the curb appeal of the house or
its floor plan, but they most assuredly considered the
entire neighborhood - how the house looked next door
as well as down the street. Purchasers make a decision
to buy into a lifestyle and surroundings, which include
so many things outside the home, encompassing
everything from the subdivision entries, the recreation
center, to the general condition of all the other homes
in the neighborhood. They purchased with an
expectation that their property and those in their
community would be protected by deed restrictions
and maintained to a certain reasonable standard.
We all take pride in the appearance of our homes and
yards. However, blowing leaves into the gutter or dumping
them into drainage ditches are reoccurring autumn activities
with potentially serious consequences.
They have to go somewhere. Leaves and yard debris that
are blown into the street eventually collect in the storm
drains. During heavy rains, clogged storm drains and ditches
can cause flooding.
Mulching is an easy and beneficial way to deal with leaves.
Just mow and leave on your lawn. Composting is another
alternative. If you build a compost pile in the fall, you can
have home-grown fertilizer ready for spring planting.
LEASH LAW
There are several dogs that run loose in our neighborhood. If
you own pets, it is your responsibility to keep them restrained.
Animals that are not properly restrained pose a threat to all our
residents and also do damage to your neighbors property. Some
dogs are diggers and some are jumpers and some dogs just tear
up the fences and many fences are damaged and the dogs will
just walk out, while there are many ways for them to escape it is
the homeowners fault and can be liable for any thing that is
damaged to other homeowners. While you may know your pet
is friendly, an animal running at someone who is walking by it is
very scary for that person. Many children are afraid of animals
and become frightened, which could result in the child getting
hurt trying to avoid the animal. Harris County Animal Control
advises, “All dogs, regardless of size, large and tiny, and cats
must be kept under restraint while in the unincorporated areas
of Harris County, Texas. The custodian of a dog or cat is not
authorized to have, harbor or keep any unlicensed dog or cat, or
to allow any dog or cat to become a stray.
BRAIN PUZZLES
1. What is black when you buy it, red when you use it, and
gray when you throw it away?
2. Can you name three consecutive days without using the
words Monday, Tuesday, Wednesday, Thursday, Friday,
Saturday or Sunday?
3. This is an unusual paragraph. I’m curious how quickly
you can find out what is so unusual about it. It looks so
plain you would think nothing was wrong with it. In
fact, nothing is wrong with it! It is unusual, though.
Study it and think about it, but you still may not find
anything odd. But if you work at it a bit, you might find
out.
Why you must pay HOA fees?
If just a few homeowners stop paying their HOA fee
payments, it can cut into an association’s budget very
quickly. Parkglen West has come very close on its
budget in the past and one of the main reasons is that
several homeowners did not pay their fees. If you are

community relations and crime prevention for the
Harris County Constables Office PCT5. We need

block who you do not recognize. Do not let age,
race or gender play a factor in who you believe to
be a criminal. If someone comes to your door

check on them. The same applies for vehicles. If
you see a vehicle driving around slowly or parked
in front of a neighbors home we want you to call it

We want to thank Officer Chau, our
constable, for a job well done. Please remember you can
call the constable 24 hours a day 7 days a week. If our
constable is not on duty, a constable will be dispatched.
Response time is quicker than HPD. Keep an eye on your
neighbors and report anything suspicious. Don't hesitate
to call on suspicious vehicles or people. If in doubt, call
281-463-6666. If you will be on vacation or away for a few
days, call dispatch and tell them you want a “vacation
watch." Our constable will be notified and he will watch
your home. Have a safe and happy summer!
As we all know, we have several dogs running loose in
the neighborhood. Unfortunately, they are attracted to
all the trash that is left by the kids at school bus stops.
Please ask your child to keep their trash until they can
dispose of it properly. That will eliminate having animals
digging through the trash and keep the bus stops clean.

Heavy trash is collected the first Monday of each month. You
may place your tree waste/junk waste at the curb after 6:00 p.m.
the Friday before your Tree Waste / Junk Waste collection day.
If you put out the wrong type of trash, please remove it immediately and put it in a place that is out of the public view, like your
back yard (not the side of your house). Please do not leave it at
the curb for a whole month. Remember, fines are now in affect.
Do your part in keeping our neighborhood from looking trashy.
TIRES
Residents may place up to 4 tires at the curb for collection during Junk Waste months. Collection crews will separate the tires
from the Junk Waste. It may take up to a week before crews return and retrieve the tires. Separating the tires from the rest of
the Junk Waste allows the SWMD to properly process tires

Before you make any changes to your house that are visible from
the outside, remember, deed restrictions allow most changes, but
not all. Earth- tone colors for the outside of your home and shingles are allowed - but not reds, greens, blues, yellows, etc. Landscaping and what kind of shed is built in the backyard has to be
approved before you build. Call Genesis Community Management

keep looking nice and paying careful attention to the deed restrictions that are published in the newsletter will help keep you
from being in violation.
Remember your ODDS and EVENS
Residents may dispose of their Tree Waste and Junk Waste at
their curbside. Tree Waste is collected during ODD numbered
months and Junk Waste is collected during EVEN numbered
months. This method of collecting large waste comes with the
benefits of diverting materials that can be recycled from landfills, saving landfill space and valuable tax dollars.

15. No building or structure shall be erected, placed, or altered on
any lot until the construction plans and specifications and a
plot plan showing the locations of this structure have been
approved by the Architectural Control Committee.
As a service to our residents we have compiled a
simplified list of guidelines currently being used by
PGWCIA committees in the enforcement of our existing deed restrictions.

16. No structure of a temporary character, whether trailer, base
ment, tent, shack, garage, barn, or other outbuilding shall be
maintained or used on any lot at any time as a residence, or
for any other purpose, either temporary or permanent, without
prior approval of the Architectural Control Committee.
Painted surfaces of residential structures/garages must be in
good condition: for example, no peeling, bare wood, and primer of mildew.
17. No satellite dish or antenna may be erected that is visible from
the street.
All damaged and rotten wood on residential structures/garages
must be replaced, and damaged brickwork must be repaired.
18. No motorized vehicles of any kind are to be parked in yards
(unpaved areas).
Gutters must be kept in good repair (no sagging). Gutters
may be removed, but facial boards must be repaired as needed
and painted to match the color on the remainder of the residence.
THE PRECEDING "GUIDELINES" WERE ADOPTED BY
PGWCIA ON 5/13/99. IT IS NOT THE INTENTION OF THE
BOARD TO, NOR DO THESE GUIDELINES "AMEND"
THE EXISTING DEED RESTRICTIONS. RATHER THE
BOARD IS MERELY TRYING TO SPECIFY IN LAYMEN'S
TERMS WHAT THE CRITERIA IS FOR PROPER
MAINTENANCE OF A PROPERTY IN THE SUBDIVISION.
Roofs must be maintained in good repair with no missing or
curling shingles.
5. All exterior glass surfaces on the house and garage must not be
broken or missing. No foil or paper goods may be used for
covering.

muestren descascaradas, madera sin pintar, pintura primaria o
moho.
15. Ningún edificio o estructura debe ser levantada, puesta
o alterada en ningún lote hasta que los planos y
especificaciones de construcción y un plano que muestre la
localización de esta estructura haya sido aprovada por el
Comite de Control Arquitectonico.
2. Toda Madera dañada o podrida en estructuras residenciales y
garajes debe ser reemplazada y cualquier daño al ladrillo debe
ser reparado.
16. Ninguna estructura de caracter temporal, sea trailer,
sotano, carpa, choza, garaje, almacén o otra debe ser
mantenido o usada en ningún lote ni en ningún tiempo como
residencia, o para cualquier otro proposito, ya sea temporal o
permanentemente sin la autorización previa del Comité de
Control Arquitectonico.

blado, hundido, ni caidos) o pueden ser removidos, provisto
que la madera frontal debe ser reparada si es necesario y pin
tada para igualar el color con el resto de la residencia.
17. Ningún plato de satelite o antena debe ser eregida que sea
visible desde la calle.
4. Los techos deben ser mantenidos en buena condición, sin tejas
faltantes o dobladas.
18. Ningún vehiculo motorizado de cualquier clase podrá ser
estacionado en el cesped (area sin pavimento).
5. Todas las superficies exteriores de vidrio de la casa y el garaje
no deben estar rotas o faltantes. No debe usarse papel de alu
minio o otro material como reemplazo.

No deben usarse unidades de acondicionamiento de aire de
tipo de ventana para enfriar o calentar.
7.
El garaje, la entrada y las puertas laterales deben con
servarse en buen estado y sin daños y pintadas, aun si tienen
pintura primaria del fabricante.
Estos “lineamientos” fueron adoptados por PGW el
5/13/99. No es intension de la directiva ni de estos lineamientos “enmendar” las restricciones existentes. Más
bien, la directiva trata de especificar en terminos comunes cual es el criterio para el mantenimiento apropiado de la propiedad en la subdivision.
