the call summary is considered final.

 WESTAR spring meeting, April 8-10 at the Tuscan Hotel at Fish
in the Fisherman’s wharf area of San Francisco.
 EPA’s 2015 International EI conference, April 13-16 in San Diego
 CAAAC meeting, including the Clean Air Excellence Awards
presentations, April 21 – 22 in Arlington, VA.
 NACAA spring membership meeting April 27-29 in Providence,
RI.
 Workshop on accelerating the retirement of old wood burning
devices, April 29th in Providence, RI (WESTAR co-sponsor)
 WRAP-EPA Western Modeling Conference, May 13-15 in
Boulder, CO

c. Status reports:
 Dan noted that the spring business meeting is less than a month
away. Draft agendas are updated frequently and are posted as they
are updated on WESTAR’s website. He noted that attendance at
the meeting is likely stress the capacity of the meeting room, and
asked for feedback on how to accommodate the size of the group.
2. WRAP State Board nominees (Tom Moore)
Tom summarized the status of the current Board and outlined the steps in establishing the
2015 Board. He summarized the status of the current Board terms, referring the
participants to the table contained in an email he circulated earlier in the week. The goal
is for the directors to settle on their nominees for the Board positions, and from the
nominees, recommend the WRAP state co-chair during the executive session on April 8
at the WESTAR/WRAP meeting.
3. Comment letter on revised ozone NAAQS (Bob Lebens)
Dan outlined the schedule for completing WESTAR’s comments on EPA’s proposal to
revise the ozone NAAQS as follows:
 3/11: Review/comments on today’s call
 3/12: Comment workgroup meets to draft revisions in response to 3/11 comments
 3/13: (Noon) Deadline for additional comments to Bob/Dan
 3/16: Final to Eric Massey for signature
Bob introduced Aida Biberic (OR), who led the workgroup. He complimented the
individuals that contributed to the draft letter, including authors of several sections from
Washington, New Mexico, Colorado, and Nevada. Aida provided an overview of the
comment letter.
After discussion, several revisions were suggested. The workgroup will discuss how to
address the recommendations on a conference call tomorrow morning and a revised draft
will be circulated later in the day. Dan reminded the directors that comments were due by
noon Friday.
4. Report on regional haze meeting (Rita Bates, Tina Suarez-Murias, Curt Taipale)
Rita, Curt, and Tina represented the WESTAR RH workgroup at the meeting hosted by
EPA in RTP, NC. There were state and tribal representatives from around the country in
attendance, as well as FLM and EPA participants. EPA structured the agenda to solicit
input on a number of questions that they circulated in advance of the meeting. The
participants summarized the experience and noted that EPA remains open to suggestions,
asking for written suggestions by March 17. In summary, we plan to discuss ideas in
detail with the EPA management representatives at the business meeting in San Francisco
next month.
5. Summary of final NSPS for wood burning devices (Bob Lebens)
a. Announcement of National Wood Burning Device Changeout meeting
As there was very little time left in the conference call, Bob deferred the discussion on
the one-page outline of the recently promulgated wood heater rule to a future call. He did
announce a workshop scheduled for April 29 immediately following the NACAA
meeting in Providence, RI. The purpose of the workshop is to kick off an initiative to
accelerate the changeout of older wood burning devices with new, cleaner heaters. Dan
circulated a “save-the-date” email immediately after the call.
6. Other topics as time permits
a. There was no time for additional topics.
b. The will not be a conference call in April, since we will have just
completed the business meeting. The next call will be May 13 th.
