more with 2 young kids. I will certainly find
another excuse once they get older.
Most people ask me how I have time to
be involved in organized dentistry with
2 young boys at home. My answer is
always the same, “I … don’t know.” What
I do know is that I very much enjoy this
aspect of our profession. I got involved in
organized dentistry as a dental student, as
a periodontal resident and even in my first
years of practice.
By Jeremy J. Wilgus – President, SBVCDS
I
hope everyone enjoyed the holiday
season and now, here’s to a great 2012!
(I‘m "done" with this Recession, aren’t
you?) For those of you who I have not had
the pleasure to meet, let me take a moment
to introduce myself.
I was born and raised in Sacramento,
received my bachelors degree from UC
Davis and my DDS from UCSF, and headed
South for specialty training in Periodontics
at the VA hospital in West Los Angeles. I
started practicing in Camarillo in 2006 and
became board certified in 2009.
Like many other Southern California
residents, I am a transplant. I got used to
wearing shorts in December, and I married
a “Valley girl” who had no intention of
leaving Southern California… and neither
do I. Where else can you play golf all year
round? Or go surfing in the morning and
snowboarding in the afternoon?
My wife, Kerri, and I have 2 young boys:
Mason is 3 and Tyler is 9 months old. When
I am not at the office or with my family, you
will likely find me on the golf course or on
my mountain bike. I love golf, but I am not
very good. My current excuse for my lousy
game is that I can’t find the time to get out
2
I find that as a volunteer, I am on the front
lines with the current issues of dentistry. I
enjoy being part of the decision-making
when it comes to our profession. In addition,
it is a great way to meet people from different
areas that you would never ordinarily have
an opportunity to meet. Amazing people
that are also volunteering to both protect
and advance our practice of dentistry.
Quality people that start as just colleagues
and end up becoming good friends.
We are blessed to have had outstanding
leadership in our local society. I would like
to take a moment and recognize Dr. Steven
Stanley, our immediate past president.
Dr. Stanley exemplified leadership and
professionalism in 2011 with his work both
locally and at the state level. I have inherited
a dental society that is healthy and in
excellent standing thanks to his dedication
and guidance. He has been a great asset to
our community and will remain an integral
part of our board in 2012.
I do look forward to a great 2012. I am a glass
“half full” kind of guy. I am optimistic that
2012 will be an improvement over 2011.
We can all take the foundation of 2011 and
build upon it to make this year productive
and rewarding. That being said, we do have
some work to do.
As many of you know, there is an issue
that needs to be resolved in Sacramento. A

The $1 trillion spending bill that President
Obama signed into law in December
includes ADA-supported provisions
funding critical dental programs that
focus on education and prevention.
During these tough fiscal times, when
many federal programs are being cut,
the ADA has worked hard to convince
Congress of the importance of oral health
initiatives like those within the Centers
for Disease Control and Prevention, the
Indian Health Service and the National
Institutes of Health, as well as Title VII
residency programs that improve access
to dental care by placing dentists in
areas where they’re needed most. These
programs either survived efforts to
cut their funding in fiscal year 2012 or
received increases.
In passing this bill lawmakers have shown
that they understand that improving
oral health education and disease
prevention measures are the linchpins
in eliminating or at least minimizing
untreated dental disease. In addition, by
explicitly prohibiting the Department
of Health and Human Services from
spending money on the alternative
dental workforce provider demonstration
projects Congress has shown that it does
not consider such a use of scarce federal
funds to be worthwhile.
The legislation funds the federal
government for the rest of the fiscal year,
through Sept. 30, 2012.

Access to Care
Here in the Antelope Valley we have been
doing School Screening pro bono for
the past 25 years. We see on the average
6 to 8 thousand fourth graders every
year. Although not scientific we have
confirmed the study that showed that 10%
of California children have never seen a
dentist. 20% have not been to the dentist
in the past year. We have seen children
that are in dire need of dental care. For that
reason we formed The Free High Desert
Children’s Dental Clinic about 25 years ago.
The mission statement is that no child in
the Antelope Valley goes without Dental
Care.
At that time we had no difficulty in finding
local dentists willing to treat these children
at no cost. Our real difficulty was making
sure the families showed up to their
appointments. At this time we are able
to pay the dentists at Met Life rates with
funds coming from our fund raisers.
President’s Message
resolution is being brought to the State
Legislature to look into the creation of
a mid-level provider within the current
dental delivery system: a model that has
been already adopted by Alaska and
Minnesota. This was extensively debated
at the CDA House of Delegates in
November. CDA has examined this issue
for over 3 years and created “The Access
to Care Report” that comprehensively
describes California’s access to care issue
and delineates a 3-staged approach
aimed at delivering dental care to
the 20% of Californians currently not
receiving routine dental care.
Part of this report discusses the creation
of a “mid-level provider” similar to that
of Alaska and Minnesota. CDA’s position
focuses on access to dental care in a

During these tough economic times I have
witnessed a number of dentist that have
cut their office hours at least in half. The
dentists in this Valley (and I am sure most
of California) are ready willing and very
able to treat up to twice the number of
patients they now see.
What a waste of available human energy
and expertise. Further, what a waste of
resources to study a better way to provide
for those children. Better yet, studies have
already been done and at a far greater cost
than considered now. One example is no
further away than the Province of Canada,
Saskatchewan. They have had mid- level
providers for some time now. The purpose
was to provide dental care for those living
in the north. Once the midlevel providers
were trained they refused to go north. The
midlevel providers stayed in the larger
cities in the south and went to work for
large dental practices. Saskatchewan is

now doing away with midlevel providers.
Another huge study has been going on
for years in New Zealand. Because of their
School Nurse Program, another name for
midlevel provider, it is not uncommon to
not have teeth by the time you are 30.
Therefore the larger problem is not that
there are an abundance of dentists looking
for patients it is that such a concept would
render a biblical health disaster upon the
people of California.
So it seems that a study of this nature using
California tax payers money would be akin
to doing a study to make the Communist
Party a better Party.
Sincerely,
Gib Snow, DDS

manner that is safe and of the appropriate
standard of care, and states “that
compelling data on the quality, safety and
cost effectiveness of irreversible/surgical
procedures performed by non-dentists
does not exist. Until such data on which
to base a recommendation are available
that indicate that this model will reduce
barriers to care, CDA opposes any scope
of practice changes allowing non-dentist
providers to perform such procedures.”
Despite this being as clear as the water
in a well-maintained dental unit, certain
groups have taken language from our
access to care report and used it as fuel
for their own cause. The “Children’s
Partnership” recently published a report
in support of a mid-level provider and
cited the CDA Access Report without
disclosing CDA’s actual position on the
matter! This is only one issue that we are
dealing with at the state level. Our voice
needs to be heard in Sacramento, and
that is where we, as a profession and local
community, will make a difference.
I look forward to meeting more of my
component colleagues as the year
progresses. Feel free to contact me
directly, or via Linda, with any issues
that come up in your communities. The
Society is here for our membership and I
am looking forward to serving you.

*Correction: The Island View has been running an ad
offering two operatories in Thousand Oaks with Dr. Peter
Sabolch as the contact person. Please note that that ad
was outdated as Dr. Sabolch sold that office in December,
2010 and is no longer affiliated with that office. We
apologize for any confusion.

MISSION STATEMENT
The mission of the Santa Barbara-Ventura County Dental Society is to serve the members and the
communities they serve, and to advance the art and science of dentistry.
The Santa Barbara-Ventura County Dental Society provides referrals to American Dental Association,
dental-board licensed dentists in Santa Barbara & Ventura counties.
Locally, member dentists work together to make a difference in our community through programs
such as Dentist-With-A-Heart, Free School Screenings, Give Kids A Smile and many, many other
programs to promote oral health to your friends and neighbors.
SBVCDS members are members of the California Dental Association and the American Dental
Association. They agree to abide by the ADA Code of Ethics, and we stand by the quality of their
work. Almost 80% of the dentists in our community are members.
