Summary: Reproduces the records of the Freedman’s Savings and Trust Company, a
savings bank chartered by Congress in early 1865 for the benefit of ex-slaves. In an
effort to protect the interests of depositors and their heirs in the event of a depositor’s
death, the bank collected a substantial amount of detailed information about each
depositor and his or her family. While most of the surviving records relate to the bank
and its collapse, they are still a useful source for genealogical data concerning African
American families for the period following the Civil War.

SCOPE AND CONTENT NOTE
In an effort to better meet the needs of African American soldiers and civilians after
the Civil War, John W. Alvord, an abolitionist and Congregational minister, proposed the
establishment of a permanent savings bank in 1865. The Freedman’s Savings and Trust
Company, colloquially known as the Freedman’s bank, opened branches in Savannah, New
Orleans, Vicksburg, Charleston, Richmond, and Houston. By 1871, the Freedman’s bank
operated thirty-seven branch offices in seventeen states and the District of Columbia.
This series of Letters Received by the Commissioners of The Freedman’s Savings
and Trust Company, 1870–1914, consists of correspondence, loan papers, and bank books
sent to commissioners by depositors. Three of the commissioners, John A. J. Creswell,
Robert Purvis, and Robert H. T. Leipold, are the principal correspondents. Scattered
throughout this edition are deeds and conveyances, dividend checks, wills, powers of
attorney, and other legal documents that reveal significant detail about African American
personal finance in the decades following the Civil War. Receipts filmed for this series
inform the researcher of personal consumption patterns and the availability of consumer
goods in the African American community. Legal historians concerned with property law will
find useful the numerous records from court cases related to financial disputes, while
genealogists should examine legal documents for valuable information about the African
American family.
The first series comprises correspondence from depositors, often through legal
representation. Most letters are from lawyers to the commissioners or opposing counsel.
Correspondence, which spans the first ten reels, is arranged alphabetically by state. The
District of Columbia (Reel 6, Frame 0511–Reel 10, Frame 0494) is the largest component of
this series. The Freedman’s bank moved its headquarters from New York to Washington,
D.C., in 1867. Until 1871, Washington, D.C., had been subdivided into Washington City and
Washington County, which is reflected in the correspondence. Complications related to the
sale of bank property in Jacksonville, Florida, is well-documented in the Washington, D.C.,
and Florida (Reel 1, Frame 0185–Reel 2, Frame 0246) folders.
Personal wills account for much of the correspondence, giving researchers access to
information regarding estates and inheritances. In the years after the Freedman’s bank
collapsed, depositors sought to receive dividend payments owed to them. In the event of a
depositor’s death, the heirs were required to submit a sworn affidavit, attesting to their
authenticity as descendants of the depositor. At times, questionnaires were administered to
heirs for comparison to records on file at the various branches that verified veracity.
Miscellaneous papers conclude the correspondence. Several annual reports on the
financial state of the company provide further institutional history of the bank (Reel 10,
Frame 0520).
Loan papers compose the second series. These documents, almost all deeds of trust,
are arranged alphabetically by last name in Reels 11–20. Property deeds account for most of
the loan papers. The deeds of trust convey property in Washington, D.C., and several other
cities, from depositors to the commissioners, from commissioners to depositors, from branch

to branch, and between individual depositors. Several equity cases are among the legal
disputes covered in this section. Property tax vouchers and insurance policies also deserve
attention in this series. Detailed policies of numerous fire insurance companies, ranging from
the American Fire Insurance Company (Reel 18, Frame 0309) to the German American Fire
Insurance Company (Reel 20, Frame 0723), are included in the loan papers. Among the
principal correspondents in this series are attorneys William L. Trenholm, Enoch Totten,
Brainard H. Warner, William H. Lockwood, and John Dixon.
The third series consists of bank books of individual depositors and various private
organizations. Bank books appear in alphabetical order, first grouped by city (Reel 21, Frame
0001–Reel 23, Frame 0290; Reel 24) and then by individual (Reel 23, Frames 0291–1004).
Beginning with bank books on file at the Alexandria branch (Reel 21, Frame 0001)
through the Shreveport branch (Reel 23, Frame 0160), and ending with the Wilmington
branch (Reel 24, Frame 0572), passbooks are listed under each branch in the order filmed by
account name. The surviving records from branch banks at Lexington, Louisville, Norfolk,
Shreveport, and Washington, D.C., contain the greatest number of bank books.
Following the collapse of the bank in 1874, depositors wishing to collect dividend
payments had to mail in their bank books to Washington, D.C. About half of the 61,131
depositors, particularly holders of large accounts, returned their passbooks to the three
commissioners. Some depositors had either moved or died and therefore could not be
contacted. Individual passbooks begin with Harriet Walker’s bank book held at the
Vicksburg branch (Reel 23, Frame 0291) and continue through Beth Hayward’s bank book
on record in Savannah (Reel 23, Frame 1004). Some bank books belong to various
organizations and associations, as in the United States Sons of Honor bank book at the New
Orleans branch (Reel 23, Frame 0664). Although most bank books contain little information
on items of personal consumption, the researcher may distill spending patterns in the African
American community, along with a general impression of the financial status of certain
individuals following the Civil War.

EDITORIAL NOTE
Among the “Letters Received” in Part 1: Correspondence, Loans, and Bank Books,
researchers will find numerous handwritten letters, passbooks, and questionnaires that were
sent to commissioners regarding individual accounts and dividend payments. Also
interspersed among these files are legal papers, dividend checks, payrolls, vouchers, loan
papers, and deeds. While most of the information found in the letters received relates to
liquidation of the bank, the records contain a wealth of genealogical data concerning
depositors and their heirs. In some cases, these records may be the only records available
that document an ancestor’s relations with the Freedman’s bank.
The correspondence and loan papers in Part 1 were originally tri-folded and the
documents reflect this “folded” nature. A very small amount of text in a few documents may
be illegible. But every technical effort has been made to increase legibility of the original
documents. The documents have been microfilmed as they are arranged at the National
Archives.
The correspondence portion of Part 1, comprising Reels 1 through 10, has been
arranged by correspondent’s and/or branch bank’s location by state. Washington, D.C., has
been included, on Reels 6–10, and comprises the largest amount of documentation. On Reel
3, there are documents relating to Mississippi mixed with the Minnesota documents. A small
amount of correspondence filed together and labeled “Correspondence: 1920–1930” has
been filmed in this microform publication. Documents relate to requests for information and
claims pertaining to earlier correspondence.
The Loan Papers included in Part 1, comprising Reels 11 through 20, have been
arranged alphabetically by loan applicant.
The Bank Books included in Part 1 comprise Reels 21 through 24. Generally, the
arrangement of the books is alphabetical by city and state of the bank branch. But there are

a number of bank books on Reel 23 that have been arranged alphabetically by depositor’s
surname. Reel 24 returns to the alphabetical-by-location arrangement.
