Failure to do so may result in disciplinary action by the organising committee. 7.1 For each game, the home team of the previous following game will provide a supervisor and linesperson. In the case of the first last game of the evening, the away team of the second to last game will provide this. 8.4 Teams who fail to provide supervisors or linesperson for the whole game as indicated by the schedule shall result in an automatic point deduction. SUPERVISORS AND LINESPERSON 12 8. DISCIPLINE 13 4|Page 1 SCOPE AND OBJECTIVES This document describes the set of rules governing the ESTEC 5 aside indoor competition. This competition is part of the ESTEC Football Club activities and is therefore governed by the ESTEC Football Club constitution. The objective is to provide an organised frame for the greater enjoyment and safety while playing the great game of football. The Indoor Football Competition should be played in a friendly, enjoyable way. 5|Page 2 ORGANISING COMMITTEE 2.1 The Organising Committee for the indoors 5-aside football shall comprise of the ESTEC Football Club Indoor Football Organiser and the Captains (or one representative) of the teams participating in the competition. 2.2 The Organising Committee is entitled to enforce the rules described in this document unless otherwise stated. 2.3 The Organising Committee will have regular meetings to discuss and solve problems or disputes and to define changes or additions to the rules. 2.4 Changes to the present document shall be voted at the Organising Committee meetings by a majority of those present. They shall be reflected immediately in a new issue of this document and be made public. 6|Page 3 TEAMS 3.1 For each competition, new teams must make their request for entry to the Indoor Football Organiser no later than 4 weeks prior to the start of that competition. The request shall be accompanied by the following: a. Name and ESTEC telephone and e-mail extension of players, all of which have to be Members in "good standing" (see Football club Constitution) of the ESTEC Football Club b. Captain and 1 Deputy c. No player still registered for another team. 3.2 Within the following conditions the Indoor Football Organiser can accept late, but no later than the start of the season, requests for participation in the championship: a. Not enough teams to organise the championship b. No even number of teams 3.3 New players may join a team at any time, provided they are members of the ESTEC Football Club. They shall be considered registered after request from their team captain to the Indoor Football Organiser and the treasurer has been confirmed. If a player plays without being a member of the ESTEC Football Club, penalties shall be applied at the discretion of the organisers. 3.4 Registered players may quit their team and join a different team under the following rules: a. They shall not play for their new team before the next competition, unless the team has been kicked out of the competition. b. Their new Team Captain shall make the request to the Indoor Football Organiser and the old Team Captain of the player not later than 2 weeks prior to the start of the next competition. 3.5 Teams must have a minimum of 10 players registered at the beginning of a competition. 3.6 The minimum age of children to play in the indoor football will be 16 years old and they must have an authorisation of their parents. 3.7 If a team recruit any player outside the football club to avoid failing to play a game and this player does not pay the fee within one week, then this team will lose the game for 5-0. 7|Page 4 RULES 4.1 Games shall be played according to the Dutch Indoor Football Rules. Dutch Indoor Football Rules may be superseded or overridden by rules clearly stated in the present document. The following is a summary of the most important rules: a. NO tackling from behind, b. NO slide tackling, c. NO aggressive contact with an opponent, d. NO arguing or shouting with the referee, e. NO fighting, f. NO loud shouting, g. Substitutions are only allowed to enter the pitch from the half way line, h. No entering the pitch when not allowed, i. When the ball hits the ceiling, there will be a kick from the sideline corresponding to the position the ball hits the ceiling, j. Free kicks are taken at the spot where the violation occurred, k. Defensive walls on free kicks, corners and kick-ins have to be 3 meters away from the ball, l. Time to take a free kick, kick in or corner is 5 seconds, m. Goalkeepers shall be easily identifiable by a shirt to be accepted by the referee, n. All players of a team shall be easily identifiable by their shirts of the same colour. If 2 teams are wearing similar colours, then the home team must wear the over shirts provided, o. No team shall play with less than 4 players p. Keeper may throw the ball anyway he wants on goal kicks, q. Teams may only have paid members of the ESTEC Football Club playing. It is up to the captains of the opposing team to make sure that all the players are registered on the ESTEC Football Club. A list of member shall be provided by the Organisation Committee before each game, r. Players may not play the ball while lying on the ground, s. Intentional handball (except the goalkeeper inside their area) or a foul could result in a penalty if inside the 6meter semi-circle. This could result also in a sending off; this is at the referee's discretion, t. Sending off are for 2 minutes, 5 minutes and the whole game; this is at the referee's discretion, u. Black-soled shoes, which mark the surface, are not allowed, v. No new external players are allowed, w. Any new players must be registered with the organising committee and the treasurer before they can play. The organising committee should then add them to the score sheet. No players are accepted to play if they are not on the score sheet. 8|Page x. If a team is unable to play its schedule game it must cancel by the latest at 11am the Friday of the match informing the organising committee. Failure to do so may result in disciplinary action by the organising committee. y. The yellow cards and sending off are accumulative during the season. If the sum of yellow cards and sending off reaches three the player would be penalised with a game off. If a player gets a red card during a game the player would be penalised with a game off. z. On competitions following a point system: If there is a draw between 2 teams, the draw will be solved according to the following criteria (in order): i. by the goals difference between the 2 teams ii. by the global goals difference iii. by the team who scored more goals iv. by the team who got less cards (yellow cards have weight 1 and red cards weight 2). If there is a draw between more than 2 teams, the draw will be solved according to the following criteria (in order): i. by the points difference between the teams involved including only the matches between them ii. by the goals difference between the teams involved including only the matches between them iii. by the global goals difference iv. by the team who scored more goals v. by the team who got less cards (yellow cards have weight 1 and red cards weight 2). If the draw is still not solved, an extra game will be organised to break the draw at the Organising Committee discretion. aa. If the player passes the ball back to his goalkeeper by accident, the goalkeeper can pick up the ball with his hands." 9|Page 5 GAMES 5.1 Teams are required to be ready to play at the scheduled starting times. 5.2 If a team cannot field 5 players, players from other teams shall not be accepted. In such a case, 3 possibilities exist: a. the team may play the official game with 4 players, b. the official game is cancelled and a 5-0 defeat 'on paper' is given to the team causing the cancellation, c. the official game is cancelled and a friendly is played instead and a 5-0defeat 'on paper' is given to the team causing the cancellation. 5.3 The games will last 40 minutes, 20 minutes each half. 5.4 Half time will only be 2 minutes. 5.5 There will be no postponement of games. 5.6 All games for the competition will be played on Fridays. 5.7 The games shall start exactly at the scheduled time with or without the full team (Rule 5.2. applies). 5.8 A team that fails to play 3 games of the league will be excluded for the rest of the competition (Rule 3.4a applies). 10 | P a g e 6 SCHEDULE 6.1 The organiser of the indoors 5-aside shall set the league schedule, after consultation with the Organising Committee. The teams shall be informed of the new league schedule and structure at least 2 weeks before it is due to begin. 11 | P a g e 7 SUPERVISORS AND LINESPERSON 7.1 For each game, the home team of the following game will provide a supervisor and linesperson. In the case of the last game of the evening, the away team of the second to last game will provide this. Supervisors and linesperson shall be entitled to enforce the following rules: a. b. c. d. teams starting at the required scheduled time, teams substituting at the halfway line, players, who are sent off, stay off for the time indicated by the referee, players must not stand on the touchline when not playing, except a substitute who may stand on the halfway line prior to exchanging, Other tasks for the supervisors: a. time keeping, b. check the players playing, c. take note of who scored the goals, d. fill in the final score, e. if there has been trouble during the game, write a report with the referee on the back of the score sheet, f. set up the electronic clock and the balls. 7.2 The first game supervisor should open the indoor football cupboard and the last supervisor should put the equipment away and lock the cupboard and return the key to the bar. 7.3 Supervisors and linesperson must arrive at least ten minutes before the game starts at which they have duties. The first game supervisor of the evening MUST turn up at 16:20, this is very important. 7.4 If a team fails to supervise a game and it has not found another team to replace it, it will receive a warning. If the team fails a second time to supervise a game it will receive a one point penalty per game failed. 12 | P a g e 8 DISCIPLINE 8.1 The Organising Committee may award a 5-0 win 'on paper' to a team in the following circumstances: a) a team is not ready to play their game 5 minutes after the scheduled start time as indicated on the indoor clock and it has been reported by the supervisor, b) a team is unable to finish a game, c) the referee stops and cancels a game (the reason for the cancellation should be reported on the back of the score sheet by either the supervisor or the referee). d) a team is unable to start a game, e) a team has 3 players or less, f) a team plays a non-member of the ESTEC Football Club. g) a team plays a new external member or a player not on the score sheet h) excessive bad behaviour on the pitch 8.2 Teams who cancel 3 times in any league competition will be banned from the current competition and any points awarded to other teams for games involving that team in the course of the current competition shall be removed from the table. They will also have to re-apply for status in the next competition. 8.3 The Organising Committee may issue a warning to or ban a player from the competition for a limited or unlimited period of time, in the case of repeated sending off or excessive bad behaviour. If relevant, any statistics concerning a banned player in the course of the current competition shall be erased. 8.4 Teams who fail to provide supervision (supervision or lineperson) the whole game for more than 3 times in one competition will result in expulsion from that competition and the team concerned will have to re-apply for status on the next competition. 8.5 Teams may appeal against the outcome of a game, by writing a report on the back of the score sheet after completion of their game. The organising committee shall review the appeal. Decisions on appeal shall be final. 13 | P a g e
