Subject: Regarding the warning label on the 3C products of the display, please
assist in informing the business operators. Described in detail below.
Description:
1. To manage according to the Letter 10300374240 on June 12th, 2014 from
NCC.
2. According to the article 7, item 2 in Consumer Protection Law ‘Where
goods or services may endanger the lives, bodies, health or properties of
consumers, a warning and the methods for emergency handling of such
danger shall be labeled at a conspicuous place.’
3. Therefore, please assist in informing the business operators to label the
warning on the 3C products of the display. The product manual and the
packaging should be labelled the warning and important note.
4. About the range of the 3C products of the display, and the way to label
warning and important note as below:

endanger eyes when overused.
2. Important note(mark on the product manual, and packaging):
(1) Please take a rest for 10 minutes after using 30 minutes.
(2) Do not let the children under 2 years old watching the display.
For children over 2 years old, do not watch the display over 1
hour each day.

Subject: Regarding the proposal by legislators: ‘NCC, MOEA, and MOHW
should discuss together about labelling the warning of “It may endanger eyes
when overused.”, and ask the business operators to follow.’ Described in detail
below.
Description:
1. To manage according to the Letter 1030032363 on June 3rd, 2014.
2. NCC invited MOEA, BSMI, and MOHW to discuss about the subject on
June 9th, 2014. Related practices are as follows:
Ⅰ. The 3C products with display function:
1. Handheld Mobile Phone, and Tablet PC with communicating
function( installing SIM card) are under the jurisdiction of NCC.
2. Laptop, Tablet PC (without communicating function), TV,
Monitor(Display), and Handheld Game Console are under the
jurisdiction of MOEA.
Ⅱ. The project is according to the article 7, item 2 in Consumer Protection
Law. About the products mentioned above, the business operators
should label the warning on the product, and label the warning and
important note in the product manual and packaging.
Ⅲ. According to the meeting for labelling the warning of eyesight that
MOHW convened on June 6th, 2014, ‘ the conclusions of warning and
important note are as below:
1. Warning(mark on the product, manual, and packaging): It may
endanger eyes when overused.
2. Important note(mark on the product manual, and packaging):
(1) Please take a rest for 10 minutes after using 30 minutes.
(2) Do not let the children under 2 years old watching the display.

3. We will assist and ask the mobile phone business operators to label the
warnings on the products according to the conclusion of the meeting.
