At 9 a.m. the meeting was opened to the public.
Theresa Hepker informed the Court that a few months ago she saw a
picture of a dog in the newspaper. She went out to the Animal Shelter to inquire
about the dog. She found out that someone efse from the Seattle area was also
interested in the dog. Ms. Hepker asked if she could be second on the list. She
got busy. When she went back to the Shelter the dog was dead. Ms. Hepker
stated that there was no outreach from the Animal Shelter. She feels if there is
interest in a dog there should be some follow up. The Shelter had her telephone
number. Ms. Hepker stated that she did not fill out any paperwork, so she feels
she bears some of the responsibility for the dog's death.
Judge Mabrey stated that it is not the intent of the County to put animals
down. He asked that Sheriff Hill look into this matter.
At 9:08 a.m. Linda May, Wage & Classification Committee Chair,
presented to the Court a recommendation in regards to the Nutrition Program
Aide, Supervisor Sanitarian and the Sanitarian II.

Kathy Schwartz, Wasco-Sherman Public Health Administrator, stated that
their Nutrition Program Aide is out on maternity leave. She is asking that the
position be filled. There would be a slight increase in time, which will be covered
by WIC. The Committee has recommended that the position be filled.

the Wage and Classification Committee that the position of Nutrition
Program Aide be filled. Judge Mabrey seconded the motion; it was then

Mrs. May noted the other recommendations of the Committee, which are
to reclassify the positions of Supervisor Sanitarian and Sanitarian II. The
Committee is recommending that the Supervisor Sanitarian be moved to a new
Exempt "R" Range and that the Sanitarian II be moved to the Exempt "Q" Range.
Discussion occurred on the fiscal impact to the Health Department
Mrs. Schwartz stated that she can absorb the additional cost by using 50% of
General Fund dollars and 50% grant dollars. Said increase would become
effective July 1, 2002.
In the discussion Mrs. May noted that the Supervisor Sanitarian position is
proposed to be reclassified from a Step 5, Exempt "P" Range to a Step 4,
Exempt "R" Range. The Sanitarian II position is being proposed to be
reclassified from a Step 5, Exempt "N" Range to a Step 3, Exempt "Q" Range.

from the Wage and Classification Committee reclassifying the following
positions as noted, effective July 1, 2002~
Supervisor Sanitarian - to an Exempt "R" Range, Step 4
Sanitarian II - to an Exempt "Q" Range, Step 3
Judge Mabrey seconded the motion; it was then passed unanimously.}}}
Mrs. May stated that the County has an individual doing both janitorial and
maintenance work. The Committee is recommending that the individual be
reclassified to the Maintenance Helper position as a full time employee.

Robb Van Cleave, Employee & Administrative Services Director, stated
that the Budget Committee would decide this position at the upcoming Budget
Session.

the Wage and Classification Committee that the position of
Groundskeeper/Maintenance Helper be reclassified to Maintenance Helper,
effective July 1, 2002 at Step 1. Judge Mabrey seconded the motion; it was

Mrs. May stated that larry Toil, Watermaster, is requesting that Sandy
Smith be allowed to job share her Secretary I position from June 1, 2002 through
June 30, 2003 due to her expecting twins. The Committee is recommending the
job share, which will be a two day/three day, split. The Department is requesUng
to use the Office Specialist pay schedule.
{{{Commissioner McKay moved to approve the recommendation of
the Wage and Classification Committee authorizing a job share at the
Wasco County Weed & Water Department. Judge Mabrey seconded the
motion; it was then passed unanimously.}}}
Mrs. May stated that we have a request from Molly Rogers, Youth
Services Commission, to fill the Commission on Children & Families
Administrator position.

from the Wage and Classification Committee to fill the position of
Commission on Children and Families Administrator. Judge Mabrey
seconded the motion; it was then passed unanimously.}}}
The last recommendation from the Wage and Classification Committee is
in regards to the Chief Appraiser position.

Mrs. May informed the Court that a few years ago the position of Chief
Appraiser was reclassified. At that time the County neglected to take into
account the 6% adjustment for PERS. The Committee is recommending that the
position of Chief Appraiser be reclassified to the Exempt "R" Range and that Tim
lynn, Appraiser Ill be reclassified to the Chief Appraiser Position at Step 4,
effective July 1, 2002.
{{{Judge Mabrey moved to accept the recommendation of the Wage
and Classification Committee that the position of Chief Appraiser be
reclassified to the Exempt "R" Range with the following salary schedule
and that Tim Lynn be reclassified to said position at Step 4, effective July 1,
2002: Step 1, $3,327; Step 2, $3,494; Step 3, $3,670; Step 4, $3,853; and
Step 5, $4,047. Commissioner McKay seconded the motion; it was then
passed unanimously.}}}

At 9:28a.m. the Court discussed the status of work before Quest. Todd
Cornett, Planning & Development Director, went over the vehicle plan. The
Committee has listed five vehicles to be purchased this year for the Sheriff's
Department. The Committee looked at the ability to rotate vehicles for use by
another Department.
Sheriff Hill stated that he has budgeted five vehicles in next year's budget
and a pick up under may do.
Mr. Cornett stated that there has been no discussion on who will assume
the responsibility of carpool vehicles.
At 9:45 a.m. Randy Christiansen, PC/Network Manager, presented an
update from the Technology Committee. The Committee beg~n its work in
December 2001. They have put together purchasing PCs, software and printers
through the Computer Department.
Mr. Christiansen stated that we came across Oregon Trail Internet.
Oregon Trail will give us T-1 access in exchange for space in the Courthouse to
house their Internet equipment. The County will get 200 e-mail addresses for
free, in addition to a web page.
Mr. Van Cleave stated that the County would save approximately $14,000
plus a couple of thousand of dollars for set up.
Mr. Christiansen stated that their equipment only takes up space the size
of a refrigerator. The County is looking at next year getting the Road Department
and Planning Department up to standards.
Mr. Van Cleave stated that he is recommending that the Technology
Committee be a standing Committee.
Mr. Christiansen stated that he plans to go to the Public Works and
Planning & Development Departments to get them up to the same level as the
Clerkj Assessor and Treasurer Offices. Next year we need to come up with a
County wide plan for technology.
Mr. Van Cleave stated that the wiring of the Courthouse is 80% complete.
Mr. Van Cleave stated that in the past the County has allowed surplus
equipment to be donated to non-profit agencies. HAVEN is in need of some
computer equipment.

Judge Mabrey called to order the Public Hearing on the Wasco County
Planning Commission's approval of the request by J.D. Elam for a shooting
preserve on approximately 900 acres of a 1,726.65 acre parcel in the "A-1(160)"
Exclusive Farm Use Zone.
Judge Mabrey noted that the Court has received a request dated
February 12, 2002 from M. D. VanValkenburgh, Attorney for David Mulford,
Appellant, to continue today's hearing until April 3, 2002.

the Wasco County Planning Commission's approval of the request by

10 a.m. Judge Mabrey seconded the motion; it was then passed

The hearing recessed at 10:04 a.m.
At 10:05 a.m. George Murray met with the Court regarding the property
located at Crates Point, which is owned by Marian Taylor. Mrs. Murray
introduced to the Court Marc Raymond who is interested in purchasing said
property. It was noted that Mr. Raymond is interested in placing a R.V. Park at
the site. Mrs. Murray stated that Todd Cornett finds the use compatible with the
zoning if it can be tied to the Discovery Center. They had a meeting with Mike
Perry, Discovery Center Executive Director, since it could bring people to the
Discovery Center. With the property being contiguous to the Discovery Center it
would benefit the Discovery Center. The Crates Point Board had little
enthusiasm with the concept. They are here seeking the assistance from the
County since the County owns the Discovery Center property.

Discussion occurred. Mr. Raymond stated that he has been looking for
property in the gorge for a R.V. Park. He contacted the Gorge Commission.
There are limited areas in the gorge that would meet the Recreational Intensity
Zone. Under current requirements the property must be developed by the public
for the public.
Todd Cornett, Planning & Development Director, stated that the zone
allows for resource base recreational uses, which the Center is. It also allows
other recreational uses. The land does not need to be publicly owned. It just
needs to be a part of it. Mr. Cornett stated that there are four intensity classes;
this property is a four. This would need to go through a scenic review process.
He feels this is a good use.
Mrs. Murray requested that the Court institutes a meeting with the Crates
Point Board and invites Marc Raymond to the meeting.
Commissioner McKay indicated that he would try to schedule a meeting
with the Board.
At 10:23 a.m. the Court discussed contracting with Avenir Systems for
computer services. Also present was Linda May, Treasurerrrax Collector,
Herb Crook, Assessor, Karen LeBreton, Clerk, Randy Christiansen, PC/Network
Administrator, Todd Cornett, Planning & Development Director, Robb
Van Cleave, Employee & Administrative Services Director, Kay Ericksen and
Roger Nichols.
Linda May stated at the last Technology Meeting they received a
proposed contract for computer services from Avenir Systems. There were a
number of things that were not included in the contract. She feels there have
been a number of flags raised that need to be addressed.
Discussion occurred.
Randy Christiansen stated that we currently have support for our AS 400
system with IBM for hardware. Our immediate problem is hard drive space.
Robb Van Cleave stated that we need to continue with Avenir but in the
mean time we need to go out for a RFP. We need the support for the current
system. He feels we need to proceed with the review of the proposed contract
with Avenir.
A lengthy discussion occurred. It was decided that the County would
proceed with rewriting the contract. County ~mployees were encouraged to look
at software prior to the County going out for a Request for Proposals.

At 11:31 a.m. Karen LeBreton, Clerk, discussed with the Court the
upcoming PERS meeting and the County's Fee Schedule.
At 11:50 a.m. Todd Cornett, Planning & Development Director, stated that
he just learned that he is on the Joint Interim on Natural Resources
Subcommittee's March 15, 2002 agenda. He wondered if the Court has a
problem with him participating. The Court had no problem with Mr. Cornett's
participation.
Mr. Cornett informed the Court that the proposed amendment to the Urban
Growth Boundary Agreement with the City of Mosier would be forwarded to the
Court with no recommendation from the Planning Commission.

declared as surplus. Judge Mabrey seconded the motion; it was then
