Ervin Myers will serve as the Project Director, overseeing the teams’ attention to responsive client service and supporting the team by ensuring the commitment of the firm’s resources on this contract. Most of the Black & Veatch team members have already been working together on the Authority’s 1991 Facility Rebuild project and further have experience working as a team for numerous local clients such as Hillsborough County, Tampa Bay Water, and the City of Fort Myers. The majority of our team worked together previously on the Authority’s 1991 Facility Rebuild Project, completing the preliminary and detained design under an accelerated 5 month schedule. We have included team members with expertise to deliver the full array of services described in the Authority’s RFQ. We have rounded out our team with key technical specialists such as Dr. Ahmad Habibian, one of the industry’s foremost experts on trenchless installation of pipelines; and Ron Parker, an expert in water treatment plant and transmission system operation. Black & Veatch performed study, design, and permitting, bidding, and construction phase services to support the implementation of widespread improvements to the Peace River Facility Treatment Trains 1&2 with a capacity of 12 mgd. These trains were acquired by the Authority in 1991, but were originally constructed in 1979. Improvements included structural, mechanical, process, chemical feed, electrical, and instrumentation upgrades to replace aging infrastructure as well as incorporate operational enhancements. Black & Veatch completed the design on a fast track basis (less than 6 months from notice to proceed to advertisement for bidding) in support of the Authority’s challenging water supply constraints. Hillsborough County | Fawn Ridge WTP Chemical Feed Improvements; Tampa, FL Project Manager. Under this project, a major upgrade was made to the Fawn Ridge WTP to accommodate an increase in plant production from a new water supply source. Improvements included, a new sodium hypochlorite storage & feed building, new analyzer buildings, addition/replacement of metering pumps throughout the facility, and enhanced chemical feed controls. The project included improvements to sodium hypochlorite, ammonia, fluoride, caustic, and polyphosphate chemical systems. Services provided by Black & Veatch included alternatives evaluation, preliminary and detailed design, permitting, bidding services, construction phase services, and construction inspection. As described below, we have developed a management approach and project controls tools and procedures to support successful management of schedule and budget. Schedule Control: We will work with the Authority during the scope development phase of each assignment to establish a schedule that will meet the Authority’s goals. The schedule will be developed in Primavera, as needed, and updated periodically. Our team is structured with substantial local resources to most efficiently execute projects. However, Black & Veatch’s vast resources can be leveraged to meet aggressive schedule goals if required. Insight is a proprietary project management tool that is available for use on all Black & Veatch projects. At project onset, a resource loaded schedule is developed in Insight, and the various project tasks are linked to control accounts so that the budget expenditure can be tracked by activity and/or work group (such as engineering discipline). Insight interfaces with our project accounting system to display a “Project Management Dashboard” which provides a single screen view of the current project schedule and budget status. The Regional System includes two primary water transmission systems: 1. Regional Finished Water Transmission System – The finished water system is made up of over 100 miles of 30-inch to 84-inch diameter piping and includes two primary high service pumping stations and four booster pumping stations. 2. Enhanced Surface Water System (ESWS) – This raw surface water transmission system is made up of over 23 miles of 72- to 84-inch diameter piping and includes five large pumping stations that deliver supply to a 120 mgd Surface WTP and 15.5 BG reservoir for storage. Hydraulic Analysis and Modeling – Developed, updated, and calibrated hydraulic models of the Regional Finished Water System and ESWS. The models were used to support hydraulic analysis of hundreds of potential operating scenarios, including optimized operating schemes, future system expansion configurations and emergency scenarios. The results from the model were used to support sizing requirements for pipelines and pump stations that were added or modified as part of system expansion programs. Black & Veatch also developed and calibrated custom hydraulic gradeline tools in Microsoft Excel, which allows users to quickly and easily evaluate the hydraulics of potential system operating scenarios. Water Quality Modeling – Created extended period simulations in the models to support system water quality analyses. The model was used to predict the delivered water quality (age and blend of supply sources) to the Member Government demand locations, for both existing and potential future operating conditions and system configurations. Black & Veatch also performed monthly water quality modeling tasks which involved importing actual system operating data (15-minute SCADA data) into the model to create a simulation of the entire month of operation. This allowed for accurate calculations of the blend of surface water, groundwater, and desalinated supply delivered to each Member Government point of connection at 15-minute intervals over the month. Surge Modeling – Developed transient surge models for the Regional Finished Water System and ESWS. These models were developed in LIQT software, and have been updated periodically to support planning and design of Tampa Bay Water system expansion programs. The models were used to analyze potential transient pressure control issues and evaluate options for surge control strategies and devices throughout the systems to mitigate transient pressure problems for both current and projected future operating conditions. Black & Veatch has also recently supported Tampa Bay Water in the development of a comprehensive database for the surge mitigation features throughout the system. The database serves as an inventory of the surge mitigation features, and also includes information regarding recommended settings and maintenance requirements for each. Feasibility assessment for the development of renewable energy sources, including solar PV. Development and analysis of over 50 ECMs. The analyses included: capital cost estimates; energy use and cost impacts; other O&M cost impacts; and non-economic factors, such as operational complexity, water quality or regulatory impacts and public acceptance. Development and use of an Energy Project Decision Cash Flow Model to define an implementation strategy consistent with the City's overall CIP planning and project funding capabilities. The model allows the City to quickly simulate the economic impacts associated with different implementation schedules and portfolios of energy savings projects, and analyze the impacts of different assumptions for capital costs, future power costs, and financing rates. Completion of a Master Plan Report that provides a roadmap for the City to implement the recommended energy cost savings projects and strategies over the planning horizon.
