Yorkshire Resident Area Panel (RAP) Meeting Monday 11 January 2016 at 17 Swanfield Road Community Centre, Marfleet, Hull. Attendees: Robert Cundy (RC), Linda Fallon (LF), Carol Ward (CW), Chris Nestor (CN), Ray Butler (RB), Don Stewart (DS), Vicky Laud (VL), Darron Laud (DL). Micheal Waud (MW) Affinity Sutton: Daniel Duggan (DD), Thurza Cheshire (TC), Amanda Nicholson (AN), Katie Surguy (KS). Minutes by: Daniel Duggan – Resident Involvement Officer - North Item 1 Subject Welcome, Apologies and Updates 1.1 CN agreed to chair the meeting due to Craig Brannigan (Chairman) unable to attend this meeting. 1.2 CN informed the group about the sad passing of Mike Newdick – a heavily involved resident for over 25 years. A minutes silence was held in Mike’s memory. 1.3 Apologies from: Molly Lillie John Potter Christine Cockrem Jean Leach Christine Trudgill Mary Miller Ellen Holtom June Higginson Craig Brannigan Sue Newdick. 1.4 CN went through the RAP checklist. 1 Action 2 Minutes of Last Meeting and Matters Arising 2.1 AN said that she hadn’t received any feedback or issues from RAP members for her to forward on to Ian Young. 2.2 LF said there are still issues regarding the fences at Leeds which keep falling down. AN will speak to NHO to discuss this with owner of fence and see if it can be repaired properly. 2.3 AN informed members that after some investigation there didn’t appear to be any issues with wheelie bins. AN has taken legal advice and is limited with actions that can be taken when bins left outside. AN to monitor this and keep RAP informed. 2.4 Greenfingers have attended Leeds Neighbourhood Management Forum (NMF). CW said that they were trying but opinions on their performance varied. KPIs have been set for Greenfingers. 2.5 AN still needs to meet with Humberside Police, this has been challenging due to restructures. AN to speak to RB to get Police information. 2.6 The estate improvement budget is available and AN asked residents to inform her/NHO’s of ideas on what to spend this on. ALL to feedback ideas. 2.7 DD informed group that the neighbourhood voice method of involvement will be rolling out in the Hull area. ALL to let DD know if interested. 2.8 Issues were raised over bin collection days at Hull Central (Turner & Owbridge Courts). AN/NHO’s to speak to Council regarding this. 2 3 Yorkshire Action Plan Progress Update 3.1 AN gave update on Yorkshire action plan DD to send presentation out with minutes. 3.2 AN gave information on how the tenancy audits as the Yorkshire local offer had gone. ALL to call the contact centre if they wish to make an appointment for a tenancy audit to be carried out. 3.3 For the remainder of audits we will try to targetvulnerable tenants. Yorkshire Housing Team to action as necessary. 3.4 Issues raised regarding cars being broken into at Salthouse Lane and also with people walking down cut throughs and causing anti-social behaviour (ASB). AN said that gates were due to be installed at this problem area in April 2016 which should resolve these issues. AN to action as necessary. 3.5 A focus group for voids and lettings commissioned by the regional scrutiny board (RSB) was due to take place in Hull the day after this RAP. TC invited residents from Hull to attend. 3.6 Hull Marfleet & Bradford estates have no green inspectors. DD to look at how this can be addressed so that we have them on the estates. Where there are green inspectors in the Yorkshire region, the feedback is rated as acceptable or good. DD to action as necessary. 3.7 Members should report untidy gardens on their ALL to action as necessary. 3 estates so that action can be taken. 3.8 AN gave update regarding tree survey. The survey will only be on trees that belong to Affinity Sutton communal outside areas not in residents’ gardens. 3.9 TC said that she is meeting with the community ambassadors in January and will feedback to RAP. 4 Lunch 5 Updates 5.1 Service Task Teams (STT): DD to send update out with minutes. 5.2 Neighbourhood Management Forums (NMF): Sutton Park NMF needs to book in meeting dates. 5.3 The front door at Leeds still needs painting. AN to speak to GH regarding this. 5.4 TC gave feedback from the Resident Engagement Day (RED) which took place in Leeds for the North & Midlands. 6 6.1 4 AN to look into tree at Alfred Schofield House, it is overhanging and the fruits that fall from it cause a slip hazard. TC to action as necessary. DD to action as necessary. Sutton Park NMF to action. AN to action as necessary. Regional Scrutiny Board (RSB) Update TC explained that we need to recruit a new RSB member for the Yorkshire area. It was decided that TC to keep RAP informed on progress. it would need to be promoted to the wider Yorkshire area. 6.2 CN gave an update from the RSB North. The board have commissioned focus groups across the North to gather feedback from residents on long term voids. A number of RSB members spent time with the voids & lettings team at Holmes Chapel. Recommendations made so far by the board from the information gathered is that the application process needs to be reviewed and the improvement of the void inspection process system along with improving the quality of information online. More of these focus groups are due to take place over the coming weeks. In total 23 outcomes have been achieved from these focus groups. ALL to let TC know if interested. ALL to action as necessary. TC said that we are looking to recruit local lettings champions. The next area of scrutiny to be looked at is trees, gardens and communal areas. If anyone has any issues please let CN know so that he can take it to the board. Keith Exford attended a RSB meeting in November. He updated the board on legislation. 7 7.1 5 Resident Involvement (RI) Update TC gave update from the resident involvement team. 7.2 7.3 TC sadly informed the group of two very involved residents, Mike Newdick from Hull and Collin Wood from Stafford had passed away. Craig Brannigan – Yorkshire RAP Chair has been employed full time so we may need to recruit a new Chair for this RAP. 7.4 RI have started consulting with residents regarding the new strategy for 2016-19 which starts in April. We are looking at working in a more digital way along with new and improved ways to be involved. 7.5 ALL to send resident expenses to Mia Russell at More London Place. 7.6 Jodi Ezekiel has returned from maternity leave. 7.7 TC asked that ALL residents inform the team if they cannot attend any meetings or training etc as we have had a large number of residents not turn up for activities which isn’t cost or time effective. 7.8 7.9 6 Community grants are available for residents to apply. This is up to £5000. The Out & About Lesbian, Gay, Bisexual, Transgender (LGBT) resident task team have been working on a communications plan and recruiting new members. ALL to let DD/TC know if interested. ALL to action as necessary. 7.10 Pictorial minutes were taken at the residents engagement day and residents are encouraged to look at these on the Affinity Sutton website. 8 8.1 Need to Reach (NTR) Update TCB gave an update for the Yorkshire region.
