I n exercise of the powers vested in me b y virtue of m y a p p o i n t m e n t by the Governor as t h e Competent A u t h o r i t y for t h e purposes of R e g u lation 61 of t h e Defence Regulations, 1940, I hereby order as follows :— 1. This Order m a y be cited as t h e Defence (Registration of B a k e r s ) Order, 1940. 2. For t h e purposes of this Order— " bakery " means any building, room or place used for or connected with preparing, making or baking bread for sale whether b y retail or wholesale ; " bread " means household bread of any size or shape, a n d includes what are commonly known as koullouria or paximadia, b u t does not include cakes or biscuits ; "registered b a k e r " means a person registered as a baker u n d e r ^ g Order and shall include anj^ person who had been registered as a baker under the Defence (Bakers) Orders, 1940. 3. No person shall keep or work a bakery unless such person is registered as a registered baker. 4. Any person desiring to be registered under this Order as a registered baker shall complete and deliver to t h e Commissioner of his District an application specifying the place at which t h e bakery which he intends to keep or work is situate, and if his application is granted, such person shall be registered as a registered baker a n d thereupon the Commissioner of the District, shall grant to such person a certificate of registration. 5. No person— (a) shall prepare, make or bake b r e a d for sale whether by retail or wholesale, except at t h e bakery of a registered baker ; (b) shall sell or offer for sale or expose for sale any bread, except bread prepared, made or baked from an admixture of wheat flour a n d barley flour and cooked potatoes in the proportions specified in clause 6 of this Order. 6. No registered baker shall p r e p a r e , m a k e or bake bread in his bakery, or shall allow or suffer b r e a d to be prepared, made or baked in his bakery, except bread p r e p a r e d , made or baked from a n admixture containing not less than 1 0 % of barley flour and not less t h a n 1 0 % and n o t more t h a n 1 5 % of c o o k e d potatoes. 7. N o registered baker shall keep, or allow or suffer to be kept, any bran in his b a k e r y . 8. Every registered baker shall k e e p in his bakery a book in which he shall enter, or cause t o be entered, d a i l y particulars in respect of— (a) t h e q u a n t i t y a n d price of w h e a t flour and of barley flour a n d of p o t a t o e s purchased by h i m , a n d t h e name and address of t h e vendor ; a n d (6) t h e q u a n t i t y of wheat flour a n d of barley flour and of potatoes utilized for t h e preparation or t h e m a k i n g or baking of bread in his bakery ; a n d (c) t h e n u m b e r of t h e loaves of b r e a d prepared or made or baked in his b a k e r y . 633 9. E v e r y registered baker shall permit such person as I, or the Commissioner of the District in which his bakery is situated, may authorize in writing in t h a t behalf, to enter upon his bakery and make— (a) such enquiries or inspection therein; and (b) such inspection of the book prescribed in clause 8 of this Order, as m a y be necessary for t h e purpose of ascertaining whether the provisions of this Order have been or are being complied with. 10. A t any time during the continuance of this Order I may, by notification published in t h e Gazette, direct that bakeries in any town or village specified in the notification shall be closed on such days as may be specified in such notification or t h a t in such towns or villages as may be specified in such notification no bread shall be prepared, made or baked o n such days as m a y be specified therein. 11. A n y bread— (a) prepared or made or baked in contravention of any of the provisions of this Order or of any notification published under clause 10 of this Order ; or (b) sold or offered for sale or exposed for sale in contravention of a n y of the provisions of this Order or of any notification published under clause 10 of this Order, m a y be seized by such person as I, or the Commissioner of the District in which such bread is found, m a y authorize in writing in that behalf, a n d m a y be disposed of in such manner as I, or t h e said Commissioner, as t h e case may be, may direct, without prejudice t o any proceedings which m a y be taken for a n y such contravention. · 12. Any person acting i n contravention of the provisions of this Order or of any notification published under clause 10 of this Order, shall be liable to t h e penalties prescribed in Regulation 94 of the Defence Regulations, 1940. 13. This Order shall come into operation on t h e l o t h July, 1940, Gazettes: a n d thereupon the Defence (Bakers) Orders, 1940, shall be repealed Supplement N w i t h o u t prejudice to anything done or left undone thereunder. ° · ;* B .
