In 2014, the Singapore labour market remained tight, as we saw companies grappling
with rising wage costs while looking at more cost effective ways to handle their
workforce. At the same time, unemployment throughout last year remained low and
steady, hovering around 2%, reflecting strong manpower demand as job seekers in
many sectors continued to have multiple career options open to them, along with
bargaining power relating to salary and compensation packages.
The continuing tight labour market means that most companies will likely continue to
face fierce competition in securing talent. We expect hiring opportunities in high-margin
activities, particularly in manufacturing sectors such as Electronics, Engineering, as well
as the Information Communications and Medical and Science sectors. Even though
employment remains largely unchanged, the services sector remains the largest sector
as it generated the majority of employment gains in 2014. The wholesale and retail
trade followed by business services are Singapore’s biggest employers.
As in 2014, we are seeing organisations compete to attract and retain the very best
talent. Human Resources professionals within companies and organisations arguably
have a more important role than ever before as they endeavour to ensure that their

FROM A TALENT PERSPECTIVE

Its position as a regional hub makes Singapore a desirable
place to find employment. The strong public-private healthcare
system and favourable business environments create a strong
draw factor, however, only one third of employees in Singapore
are highly engaged at work. The proportion of highly engaged
employees in Singapore is lower than in the Asia Pacific
region (39%) and globally (35%). Most Singaporeans lack
an emotional connection to their companies. As a result,
employers face a very real fear of high turnover, as employees
are likely to leave their current roles either for positions that
have better career prospects, or because their companies lack
career advancement opportunities, or simply because they are
dissatisfied with the management, pay and benefits.
In terms of overall employment growth, despite 3,800
workers being laid off, total employment is estimated to have
increased by 129,000, lower than 136,200 in 2013 and similar
to 129,000 in 2012. Employment growth among locals rose
as Foreign employment growth continued to moderate. In
December 2014, locals made up 66.7% of persons employed
in Singapore. The total employment of Services (118,600)
continued to dominate the majority of employment gains,
followed by construction (14,500) and manufacturing (-4,600).
Looking forward into 2015, some of the highest wage increases
can be expected in sectors such as manufacturing and
engineering sectors where talent is hard to find or specific
skillsets are needed. These include sectors such as electronics,
automotive, and especially Oil & Gas as Singapore is Asia’s Oil

An area that has been seeing continual evolution since the
global financial crisis, the Banking and Finance industry as
well as the business services industry continues to realign their
operations in response to the changing demand for non-core
business areas and services. Going into 2015, the sector may
need to decide where their strengths lie, identify business
areas they are not competitive in and trim headcounts
accordingly.
Singapore has also emerged as the world’s second in the
Global Talent Competitiveness Index which measures a
country’s competitiveness based on its ability to grow, attract
and retain talent. Singapore’s good balance in knowledge

dip, or perhaps because of the optimistic overall projection,

While the job market has been tight for 2014, the market for administrative and support
positions has continued to improve, making up for 5.5% of all employment in 20141. With many
organisations still growing and expanding in Singapore, there is a continual need for support
staffing with good experience and relevant skills. The positions that Adecco has seen in most
demand are clerical and administrative jobs, with the number of managers and administrators
growing by 19% in 2014.
With the current unemployment rate at 2%, there is an ongoing ‘war for talent’, as companies
vie to attract the best talent by offering highly attractive compensation and benefits packages.
Job seekers continue to expect competitive overall remuneration packages and are demanding
on various other factors, including location, work-life balance as well as security and longevity
of the organisation.
Once again, Adecco finds that the administration and office support sector is showing
itself to be partial towards the hiring of older workers. Taking a stance that is strongly inline with the Singapore government’s initiative to have all companies appreciating this
important demographic and implementing programmes that see the experience and skills
of mature employees being put to good use. This sector has contributed strongly towards the
employment rate of older residents rising to a record high of 65%2.
There is a high level of optimism in the job market for those either looking for their first job or
making their next career move. Most companies understand that to establish or maintain a
competitive market position, the quality of their support team must be very high.

the Asian market, Singapore continues to be a hub for Asia operations in the accounting and
finance sector. Singapore is also a prime location for wealth and fund managements and there
are now over 600 multinational financial institutions based here, all of which require capable
and driven individuals.
As the fourth most active hiring market worldwide in the first half of 2014, there has always
been strong demand in Singapore for accounting professionals as accountants play a crucial
role in every business across diverse industries. Internal audit, tax, risk and compliance
professionals are in high demand. Risk and cost-averse banks are looking for senior
accountants who will get up to speed quickly following their training. The most popular and
sought after qualifications include CA, CPA, ACCA and other recognised accounting degrees.
In the meantime, the industries where the new finance and accounting jobs will be created
include fast moving consumer goods, energy, oil and gas, pharmaceutical and real estate.
The current low unemployment rate in Singapore of 2% means that it is likely to remain a
competitive market for employers. As companies continue to set up regional offices, there
should be more demand for finance candidates, such as Professionals for Regulatory and
Compliance, Internal Audit Professionals and support staff to help grow the business.
As a result of the strength of the Asian economies and Singapore becoming more and more
attractive, we can expect to see a consistent volume of job opportunities becoming available.
As the labour market tightens further in 2015, Adecco expects to see a likelihood of rising
salaries for both Senior and Junior candidates. As employers are seeking an increase in
talented professionals with broader Asia exposure, the demand will be for candidates with

As one of the strongest sectors in Singapore, the IT sector is once again seeing salaries
increase in comparison to previous years as organisations vie to attract the strongest talent.
Unlike previous years, however, when new hires were taken on to fill roles that had been cut
during the Global Financial Crisis, hiring in 2015 will be driven by the need to fill completely new
roles created to accelerate companies’ growth plans.
There continues to be strong demand for IT talent in the banking, high-tech and manufacturing
sectors, but with the explosion of Big Data, there is a particular demand for individuals with IT
Security and Cloud Computing experience. With the growth of Mobile Application Development
for both IOS and Android platforms in Singapore, the country is rapidly becoming a hub for the
industry and as a result, there is a growing demand for IOS/Android Developers. Some of the
other roles Adecco saw high demand for include Cyber Security Analysts, Enterprise Architects,

The banking and finance industry has evolved significantly over the last few years, since the
Global Financial Crisis and its subsequent recovery. There is no doubt that the industry has
made some substantial realignment and hiring activity among banking and financial services
firms has grown in 2014. This year, we expect that the trend will continue as Singapore is
strategically located in a region of opportunities. As an international financial centre with a
cost-competitive pro-business environment and an effective regulatory environment, Singapore
is expected to remain among the world’s most active hiring markets for Finance Professionals.
At the same time, with an asset size of almost SGD$3.7 trillion3 the banking sector has been
critical to Singapore’s role in financing local and regional growth, in facilitiating trade, corporate
finance and the building of infrastructure.
The banking sector covers roles in banks, insurance and financial institutions, including
risk, compliance, finance and accounting, and operations. Banks in Asia want Credit-Risk
professionals to help them with stress-test and other risk-mitigation work. Adecco expects
that in 2015 there will be a demand for candidates with expertise in Model Development,
Model Validation and Risk Analytics to fill roles in these areas. Additionally, due to the need to
expand banking infrastructure investment in Asian economies, there is a higher demand for
Project-Finance Managers and IT staff specialised in the Banking Sector. Banking-tech jobs in
derivatives will also be picking up. Private Banking, especially Wealth Management is an area
that is currently seeing the greatest expansion and as such, will have the highest hiring budget.
Candidates with strong communications skills in English and knowledge of derivatives will be in
high demand.
