PROPOSED DECISION
To homologate the action of the Director of Environmental Services in accepting the cheapest
tenders for the purchase of additional demount gritters for the Construction Services Department.
FINANCIAL CONSIDERATIONS
Monies have been allocated within the Department’s budget to purchase one x 9m3 and five x
5m3 demountable gritters.
BACKGROUND
A request was made from the Director of Construction Services to urgently purchase one x 9m3
demountable gritter to the Scottish Office specification and five x 5mSdemountable gritters, all
to be delivered by 1st November 1996.
REPORT
Report
1.
In normal circumstances the Department would have placed the details of the tender in the
European Journal in accordance with “open tendering” procedure which requires the
tender to be advertised for a period of 52 days. In view of the short timescale required
for the purchase and delivery of these gritter bodies and also having regard to the
consequences of them not being available to the user Department for the winter period it
was decided to seek urgent tenders outwith the EC procedure and also to by-pass the
Council’s own tendering procedure as provided for in the terms of paragraph 2.3 of the
Standing Orders relating to Contracts in the Council’s Financial Regulation and Contract
Standing Orders 1996/1997. The Director of Finance was consulted and agreed to this
course of action.

In the case of the 9m3 gritter enquiries were made with the company who after tender
supplied StrathclydeRegional Council with similar 9m3 gritters to ascertain if they would
supply a hrther unit at the same price. The Company, Messers Econ Engineering Ltd
agreed to supply an additional 9m3 demountable gritter to the Scottish Office
specifications at the same price as previously tendered to Strathclyde Regional Council.

In the case of the five x 5m3 demountable gritters, as no similar gritters had been
purchased recently, three companies who could supply gritter bodies to the required
specification were invited to tender.
Ofthe three companies invited to tender for the five x 5m3demountable gritters Messers
Econ Engineering Ltd submitted the cheaper tender and were also the only company who
could supply all gritters by December 1996.

The result of the tenders are shown in the Appendix to this Report.
RECOMMENDATION
I recommend that the committee homologates the action of the Director of Environmental
Services to purchase Erom Messers Econ Engineering Ltd, Boroughbridge Road, Ripen, North
Yorkshire one x 9m3 demountable gritter at a cost of $14,452.00 and five x 5m3 demountable
gritters at a cost of 27,687.65 per gritter.
