Proposed Local 2209 By-Law Edits Chapter IV-Meetings Part 2- Propose adding the following statement to the end of Part 2 after “disciplinary sessions”. “Members in good standing who wish to be included on the Executive Council meeting agenda shall notify the President 7 days prior to the Executive Council meeting. “ Current language: The Executive Council shall be responsible for establishing its calendar and the notification procedures for special Executive Council meetings. All Executive Council meetings shall be open to all local members except grievance and disciplinary sessions. Chapter V- Duties of Officers Part 4 Letter H- Propose removing the duty “maintaining the local 2209 website” as this is now part of the duties of the Communications Coordinator and member consultant (Mike Smart). Current language: H. Maintaining the Local 2209 Web Site. Chapter VIII- Duties of Appointed Positions Part 1- Duties of Communications Coordinator – Propose editing Part 1 and adding Part 1a Part 1. Duties of the Communications Coordinator shall include publishing content to the local website, local calendar and social media. The Communications Coordinator will communicate all essential communications to members via the District 287 email system. Part 1a. Duties of the Webmaster shall include designing, developing, and maintaining the local website infrastructure, and collaborating with the Communications Coordinator in publishing content. Current Language: Duties of the Communication Coordinator(s) shall include publishing the official newsletter at least quarterly during the regular school year, and developing and maintaining a local website in conjunction with Education Minnesota when available. Part 2- Propose removing this entire section regarding duties of Parliamentarian. Current language: Duties of the Parliamentarian may include: Assist the President in all General Membership meetings, the decision of the Parliamentarian shall be final unless an appeal by a member or by the President is sustained by a majority vote of the membership present. Part 3- Duties of Sergeant at Arms Propose removing the sentence "The Sergeant at Arms shall not allow anyone to enter the meeting during the reading of the minutes or the taking of a vote". Current language: The Sergeant at Arms may be present at all general membership meetings. The duties of the Sergeant at Arms may include checking admissions to the Local meetings. Under no circumstances shall he/she permit anyone to enter the meeting who is not a member in good standing, unless directed to by the President. The Sergeant at Arms shall not allow anyone to enter the meeting during the reading of minutes or the taking of a vote. The Sergeant at Arms shall assist the President in keeping order during Local meetings. *If Chapter VIII, Part 2 proposal is accepted (removing the entire section “Duties of the Parliamentarian”), propose Chapter VIII, part 3 (Duties of the Sergeant at Arms) becomes Chapter VIII, Part 2. Part 2- Propose changing the language of Part 2 to the following: “The NSC will consist up to seven (7) members in good standing. The Negotiations Selection Committee will consist of two members from Executive Council and five members from the membership at large. The Negotiating Selection Committee will consist of both licensed and nonlicensed members.” Current language: The NSC will consist of seven (7) members in good standing- two (2) members plus the President from the Executive Council, four (4) members from the membership at large to include at least one representative from each of the following areas: paraprofessional, site-based and itinerant. Part 5 – Propose changing times to reflect current practice. Polling hours will be 2:30 PM to 4:30 PM. Current language: Polling hours shall be 3 P.M. to 6 P.M. Part 7 Propose changing language from “locked” ballot boxes to "secured" ballot boxes. We have been using taped (secured) ballot boxes. Current language: The judge shall issue a ballot after confirming that the voter is a member in good standing. The judge shall mark the list of eligible voters to indicate those members who have received a ballot for that election. The voter shall deposit his/her ballot in designated, locked ballot boxes. Part 9 Propose changing the language from “unlock” ballot boxes to “open” ballot boxes and adding the phrase “of the Elections Committee” after the word “chairperson”. Current language: The chairperson shall unlock ballot boxes in the presence of the election judges and shall apportion ballots for canvassing and counting to the judges. Part 13 Propose changing the language from “locked” to “secured” ballot boxes. Current language: All ballots and voter eligibility lists shall be locked in one or more ballot boxes immediately upon completion of all election tallying and placed by the Election Committee chairperson in the custody of the Membership Secretary. Chapter XIV- Contract Ratification Procedure Part 4- Propose changing the language from “The chairperson shall select a committee of four (4) judges” to “The chairperson shall select a committee of two (2) judges for each voting location.” Current language: The President shall appoint the chairperson of the Elections Committee to supervise the voting for contract ratification. The chairperson shall select a committee of four (4) judges. This committee shall be responsible for the administration and implementation of procedures for voting by secret ballot in person. Part 7 – Propose changing times to reflect current practice. Polling hours will be 2:30 PM to 6:00 PM. Current language: Polling hours shall be 3 P.M. to 8 P.M. Part 9 a)- Voting in Person Number 3- Propose changing language from “locked” to “secured” ballot box. Current language: The voter shall deposit the ballot in the designated locked ballot box. Part 11- Propose changing the word “unlock” to “open” and changing the word “box” to “boxes”. Current language: The chairperson shall unlock the ballot box in the presence of election judges and shall apportion ballots for canvassing and counting by pairs of judges. Part 15 Propose changing the word “locked” to the word “secured”. Current language: All ballots and voter eligibility lists shall be locked in the ballot box immediately upon completion of all election tallying and placed by the Elections Chairperson in the custody of the Membership Secretary.
