Postmarks do not count. Marking your ballot Mark your ballot using a ball point pen. Draw a single line to connect the head and tail of the arrow that points to your choice. Review Your Ballot You do not have to vote on all contests. Make sure you have marked your ballot completely. If you make a mistake you may get another ballot (EC § 14288) or you can draw a line through the incorrect choice and write your choice clearly. You can request a replacement ballot by emailing [email protected]. Returning your ballot by MAIL if you received it by MAIL: Read and sign the Declaration of Voter on the envelope provided. Insert ballot into envelope completely below red line. Fold down the top flap toward you along the DOTTED line to hide your signature. Moisten both glue strips completely then fold flap down toward you again. Press along both highlighted bars to seal the top and bottom of flap. Returning your ballot by MAIL if you received it by EMAIL: Read and sign the Declaration of Voter (also the ID Envelope Fax form). Enclose the Declaration of Voter along with your ballot page(s) into an envelope. Go to www.fvap.gov/reference/forms.html. Scroll to bottom of page. Under Envelopes, click on the link “Open Postage-Paid Envelope” and print. Attach to the outside of envelope. NOTE: Under California State Law, your ballot cannot be emailed back. When mailed from any U.S. post office, U.S. embassy or consulate, or APO/FPO mail facility, the Vote-by-Mail ballot return is postage-paid when using either the envelope provided or the form from the above FVAP website. You must pay postage if the materials are mailed from a non-U.S. postal facility. Returning your ballot by FAX if you received it by MAIL or EMAIL: Read and sign the Oath of Voter/ID Envelope Fax Form. This form must be signed for your ballot to count.
